Having taught stormwater modeling to over 2000 professionals, he conducts workshops on HSPF theory and application. Licensed as a professional engineer in Washington and California, certified as a professional hydrologist, and a member of the American Academy of Water Resources Engineers, Mr. Beyerlein serves clients like the U.S. EPA and the Army Corps of Engineers. Amanda Cronin, MS
Partner at Fluent Freshwater Insights, in Seattle, WAMs. Cronin has eighteen years of professional experience in water rights and policy, water transactions, river restoration and conservation program design, facilitation and implementation. Currently Ms. Cronin is leading a facilitated and technical process for implementation of the bi-state Walla Walla Basin strategic plan, designing a groundwater mitigation program in southern Idaho and drafting a basin wide drought plan. Before joining Fluent, she worked for the Washington Water Trust for more than a decade, working across Washington State to implement environmental water transactions and mitigation programs with particular emphasis in the Walla Walla Basin and Puget Sound Basins. Ms. Cronin has evaluated, designed and set-up water mitigation banks to meet instream and out of stream water needs in several watersheds in Washington and in central Arizona. She also co-teaches a graduate course at Oregon State University on environmental water transactions. Ms. Cronin holds a MS in Environmental Science and Policy with Distinction from Northern Arizona University and a BA in Biology and Environmental Studies from Whitman College. Amanda is based in Seattle.
Sara Frase

Meghan O’Brien
Senior Scientist at Aspect Consulting (A Geosyntec Company), in Yakima, WAMs. O’Brien is a water rights specialist with over 14 years of experience in water resource management, specializing in water banking and water rights permitting in Washington and Alaska. Previously based in Aspect’s Yakima, Washington, office, Ms. O’Brien moved to Anchorage, Alaska, to serve as a Water Rights Permitting Manager for the Alaska Department of Natural Resources. In Washington, her work focused on planning and permitting for water bank development and transactions, water bank administration, and developing legislative reports on water management. In Alaska, she has managed a wide range of water rights permitting projects for municipal, instream flow, irrigation, and industrial purposes, along with temporary water use authorizations. Ms. O’Brien is dedicated to assisting water users in managing their water rights portfolios, planning future water use, developing water banks, and managing SEPA Environmental Impact Statements (EIS).
Jessica Ray, Ph.D.
Assistant Professor at the University of Washington, in Seattle, WAMs. Ray is the Robert and Irene Sylvester assistant professor in the Department of Civil & Environmental Engineering at the University of Washington. Ms. Ray received her B.S. degree in Chemical Engineering from Washington University in St. Louis in 2009. Upon graduation, she remained at Washington University in St. Louis to obtain a M.S. degree (2010, funded by the NSF GK-12 Graduate Research Fellowship) and a Ph.D. in Energy, Environmental & Chemical Engineering (2015, funded by the EPA Students to Achieve Results (STAR) Fellowship). During her Ph.D., Ms. Ray employed surface chemistry techniques to investigate interfacial reactions of nanomaterials in water. She then moved to California as a Miller Institute Postdoctoral Research Fellow at the University of California, Berkeley in the Department of Civil and Environmental Engineering. As a postdoc, Ms. Ray developed low-cost polymer-clay composites to treat urban stormwater. At the University of Washington, she is continuing to develop and characterize new composite materials for selective contaminant removal in water sources, and for enhanced degradation of persistent contaminants. Recent work includes development of materials for selective adsorption of per- and polyfluoroalkyl substances (PFAS), PFAS destruction, and oxidation of trace organics and sorption of trace metals in wastewater and stormwater matrices. Ms. Ray has also begun investigating the fate and transport of microplastics and associated contaminants in stormwater runoff and in wastewater treatment facilities. In recognition of her novel, interdisciplinary research addressing urban water supply and sustainability, Chemical & Engineering News named her one of the “Talented 12” honorees for 2020 as well as the NSF CAREER Award in 2022.

Kabara Korth Praskavich
Partner with Maddox & Gerock, in Falls Church, VAMs. Praskavich has focused her entire career on domestic relations and works to ensure her clients understand the process, the goal, and the strategy, during a time that can often feel overwhelming or daunting. Ms. Praskavich has experience leading clients through all types of family law cases including custody, support, property, and enforcement issues. Joel A. Paulson, P.E.
Senior Managing Consultant, Engineering Systems Inc. (ESi), in Plymouth, MNMr. Paulsen is a licensed civil engineer with over 20 years of experience in stormwater management, flood control, and resilient infrastructure design. He currently serves as a Senior Managing Consultant at Engineering Systems Inc. (ESi), where he leads forensic investigations and advises public agencies and private clients on complex water infrastructure and flood risk projects across the country.
Prior to joining ESi, Mr. Paulsen served as the Executive Director of the Metro Flood Diversion Authority, where he successfully led the $3.2 billion Fargo-Moorhead Flood Diversion project, the first U.S. Army Corps of Engineers Public-Private Partnership (P3) of its kind. His leadership included land acquisition, permitting, climate resilience planning, and large-scale BMP integration across municipal boundaries.
Mr. Paulsen is a Certified Floodplain Manager and an expert in the application of green stormwater infrastructure (GSI), construction-phase BMPs, and regulatory permitting under Minnesota’s MS4 and CSWGP programs. He frequently works with watershed districts, local governments, and developers to address erosion control, stormwater reuse, and long-term system maintenance. He has also served as a municipal elected official and continues to advocate for integrated, cost-effective stormwater solutions that benefit both infrastructure and the environment.
He holds a Bachelor of Science in Civil Engineering from North Dakota State University and resides in Moorhead, Minnesota.

Shareholder with Somach Simmons & Dunn, in Boulder, COMr. Daugherty provides legal representation and strategic counsel on water rights, water quality, and water-related legislation to municipalities, water and wastewater providers, Indian tribes, universities, ditch companies, developers, and private ranches, resorts, and landowners. He brings a blend of private practice and public interest experience to a dynamic practice that spans representation of both large and small entities in water rights matters across the county. Mr. Daugherty advises municipal water suppliers with complex integrated systems on protecting and expanding their water rights portfolios, helps regulated entities navigate complicated water quality regulations, assists landowners in understanding their decreed and undecreed water rights, negotiates comprehensive agreements for ditch companies and developers, and defends water users’ rights in court. He regularly appears before state and federal courts, agencies, and commissions and counsels clients on federal, state, and local water-related regulation and administration. Mr. Daugherty’s years living and working in Indian County inform his approach to matters involving tribal interests. Water Resources Team Leader with SGM, in Glenwood Springs, COMs. Leppek brings over a decade of in-depth professional experience in water rights and water resources engineering, stakeholder-informed planning, watershed management, water supply and demand planning, water efficiency planning, water resources funding support, and expert witness testimony. Ms. Leppek leads the Water Resources Team in SGM’s Glenwood Springs office. Her team supports a wide range of clients across Colorado with water rights acquisition and agreements, water court applications, changed water rights, plans for augmentation and exchange, water rights portfolio management, well permitting, hydraulic modeling and more. Outside of work, she volunteers with Middle Colorado Watershed Council and writes spoken word poetry about water issues.
Erin Light
Assistant Division Engineer with the Division of Water Resources, in Denver, COMs. Light received her bachelors of science – civil engineering degree from Colorado State University in 1993 and her masters of science – civil engineering degree with emphasis in hydraulics and hydrology also from Colorado State University in 1998. Ms. Light started her engineering career in consulting working for Muller Engineer Company in Lakewood, CO and then went on to work with the United State Bureau of Reclamation also in Lakewood before joining the Colorado Division of Water Resources (DWR) in 2001. With DWR, Ms. Light began working as the hydrographer and eventually took on the duties of the assistant division engineer in Division 6. Ms. Light was appointed division engineer for Division 6 in August 2006. Ms. Light lives in Steamboat Springs with her husband, and her daughter, a recent graduate from high school, is now attending college at Western Colorado University.
Gabe Racz
