Dr. Gregory H. Nail is an associate professor in the Engineering Department at the University of Tennessee at Martin where he teaches a variety of courses including fluid mechanics, hydraulics and hydrology, and hydraulic and hydrologic modeling. He holds a professional engineer’s license based on having passed both the Civil and Mechanical discipline-specific exams. Prior to coming to UT-Martin in 2002, he worked as a research hydraulic engineer for the United States Army Corp of Engineers for 11 years. He is a former member of the Executive Committee of the Tennessee American Water Resources Association, and he has lectured on various HEC-RAS modeling topics at the Annual Tennessee Water Resources Symposium and at other venues. Dr. Nail earned his B.M.E. degree from Auburn University and his M.S. and Ph.D. degrees from Texas A&M University.

Mr. Davidson is partner with Hummel, Lewis & Davidson, LLP, in Bloomsburg, where his practice emphasizes real estate, boundary disputes and land use. He serves as solicitor for several municipalities and planning commissions. Mr. Davidson previously served as Chief of Land Use and Natural Resources for the Department of Agriculture, where he worked with the permitting of agricultural facilities, Clean and Green, and Agricultural Conservation Easements. Prior to joining the Department, he worked in zoning, planning and code enforcement for local government and as a surveyor and project manager for a civil engineering firm. Mr. Davidson is a Pennsylvania resident title insurance agent, Pennsylvania sewage enforcement officer (SEO), and Pennsylvania licensed land surveyor (PLS).

Ms. Lathrop is licensed as a professional land surveyor in New Jersey, Pennsylvania, Delaware, and Maryland, and as a professional planner in New Jersey. She holds a master’s degree in Environmental Policy and has been involved in surveying since 1974 in projects ranging from construction to boundary to environmental land use disputes. Ms. Lathrop is also a certified floodplain manager through the Association of State Flood Plain Managers (ASFPM) and a certified floodplain surveyor through the New Jersey Society of Professional Land Surveyors. A former adjunct instructor at Mercer County College in New Jersey, she has also taught as part of the team for the licensing exam review course at Drexel University in Pennsylvania. Ms. Lathrop has been teaching seminars for surveyors since 1986 and has been writing articles for surveyors since 1983. She is a contributing editor for The American Surveyor magazine, and she has four articles included in the American Bar Association’s text, Land Surveys: A Guide for Lawyers and Other Professionals. She and Stephen V. Estopinal, PLS, PE co–authored a book entitled Professional Surveyors and Real Property Descriptions: Composition, Construction, and Comprehension, published by John Wiley & Sons, Inc. in 2011. She is also on the faculty of GeoLearn, a web-based educational provider. Ms. Lathrop is a past president of the New Jersey Society of Professional Land Surveyors and of the National Society of Professional Surveyors, and she has served on the Board of Directors for the American Association for Geodetic Surveying.

Mr. Dean currently serves on the Board of the Bennington County Bar Association, as a director of the Vermont Bar Foundation, as chair of the Vermont Bar Association’s Court Users Group, and as president and trustee of the Samuel Blackmer Law Library Fund. Mr. Dean draws from many areas of legal experience and clerked for the late Honorable Kathy C. Qasim in the New Jersey Superior Court’s Chancery Division. In 2017, he provided legal aid to clients throughout the Northeast as part of the South Royalton Legal Clinic. In law school, Mr. Dean served as the senior managing editor of the Vermont Law Review and as an active member of the National Moot Court Team. He has taught workshops for legal writing, civil procedure, and constitutional law. Mr. Rubenzer started FORSE in 2010, where he works as a delegated designer for other structural engineers on designs involving steel, concrete, PT concrete, masonry, and wood construction. He often speaks on the topics of software use and best practices in masonry design. Mr. Rubenzer has over 20 years of experience and is a licensed structural engineer (SE) and a professional engineer (PE) in many of the Midwestern states. He has also been a consultant to the International Masonry Institute (IMI) for the past 11 years.

Mr. Brem has been a registered professional engineer since 1987 in California and holds active registration in Massachusetts, New Hampshire and Maine. He has led his own small civil engineering and land surveying practice for over 32 years with two offices and up to 28 employees. His experience includes designing private land developments, stormwater management systems, sanitary sewer systems, wastewater treatment facilities, and roadways. His firm provides land surveying, construction management, engineering site design and a host of other professional services primarily for private, for-profit companies. He has been involved in the design of over 4000 residential single-family house lots many of which were open space or cluster developments, thousands of condominium units, and over 3 million square feet of commercial/ industrial/institutional space. He has advised MassDEP in numerous task forces and committees including as a present full member of the Stormwater Advisory Committee and on the Title 5, Septic System Stakeholders Group. He is the past president, past treasurer and member of the Board of Directors for HBRAM (the Massachusetts Homebuilders Association), past president of Northeast Builders and Remodelers Association (NEBA), and a national delegate of the National Association of Home Builders (NAHB) based in Washington, DC. In 2024 Mr Brem was appointed by Massachusetts Governor Maura Healey to serve on the prestigious “Unlocking Housing Production Commission” to advise the Governor and the Secretary of Housing and Livable Communities on strategies and recommendations to create over 230,000 new residential units in Massachusetts over the next 10 years. He is a proud 35+ year member of the Westford Rotary Club. He has co-authored, with Harvard Law School Professors Joseph William Singer and Brandon Storm, a legal case study on real estate development entitled the Case of the Interfaith Neighbors, July 2016 (PSW021-SM01). In addition to engineering, Mr. Brem has been a land developer and homebuilder, recently constructing 25 residential homes in four separate projects in Massachusetts. He enjoys skiing, golfing, Cape Cod, and his family.

Mr. Flanik is the president of Associated Consulting Solutions, Inc. (ACS) and a partner with F&B Engineering, Inc., in Cleveland, Ohio. ACS provides plan review services for building departments in Ohio and throughout the United States, pre- and post-design analysis services for architectural and engineering firms, and code consulting services. ACS is also an ICC Preferred Education Provider, providing education throughout the United States. F&B Engineering, Inc., provides mechanical, electrical, plumbing, structural, and fire protection engineering services. Previously, Mr. Flanik served as the Chief Building Official for Lake County, Ohio for 16 years. Prior to working as a code official, he owned and operated a design-build contracting company. Additionally, Mr. Flanik is a long time UA member of Pipe Fitters Local Union #120 in Cleveland, Ohio.

Mr. Flanik holds a B.S. degree in Mechanical Engineering and a B.S. degree in Electrical Engineering from Cleveland State University, as well as a degree in Civil Engineering Technology. Acquiring over 40 various certifications and licenses, he is also a ICC-Certified Master Code Professional (MCP), LEED Accredited Professional BD+C, and a Certified Floodplain Manager (CFM). Mr. Flanik also gives back to the community as a 20-year adjunct faculty instructor at Lakeland College in the Civil and Electrical Engineering Departments.

Mr. Flanik is the author of the 2021 International Mechanical Code Essentials book published by International Code Council, and he is a professional consultant for government agencies and private corporations throughout the United States. Additionally, Mr. Flanik develops curriculum and teaches for the International Code Council throughout the world.

Mr. Luke has over 40 years of experience in the construction and engineering industry. Mr. Nuño is a civil engineering manager at the Denver office of Ware Malcomb. A 2008 graduate of the University of Notre Dame with a specialty in structural and environmental engineering, he has established himself as a leader in the field of drainage and erosion and sediment control. In his 15-year career, Mr. Nuño has excelled in the design of land development projects including grading, utility design, stormwater management, and erosion control. Through his experiences as a consulting engineer, he has prepared civil construction plans for such clients as Marriott International, San Diego Gas & Electric (SDG&E), Lennar Homes, Oakwood Homes, and Kiewit Infrastructure West. In the field, Mr. Nuño has provided stormwater inspection services for SDG&E, Caesars Entertainment Group, and public agencies such as the City of Carlsbad, California, and the Town of Elizabeth, Colorado. He has managed civil projects in 17 different states and prides himself on working with developers, architects, and contractors to bridge the gap between regulatory compliance and constructability in the field. Mr. Nuño is a registered professional engineer in Colorado, Montana, Wyoming, and California; a Certified Floodplain Manager; a certified professional in erosion and sediment control, a Colorado LEED accredited professional, and a qualified SWPPP developer/practitioner. Mr. Gorneau is responsible for offering innovative green infrastructure/low impact stormwater solutions that enable new applications and raise the bar on performance, cost effectiveness, and verification. He previously served as national manager of ACF Environmental/Ferguson Waterworks and as regional vice president for FABCO Industries where he was responsible for engineering design, specification, and installation of manufactured stormwater management systems. Mr. Gorneau earned a BS degree in Biological Systems Engineering and an MS degree in Agricultural and Biological Systems Engineering from the University of Nebraska-Lincoln which provided the necessary knowledge for him to launch his career into the technical sales and specified engineered products industry. He spent the subsequent time since graduation gaining experience and expanding his knowledge of the industry on a wide variety of civil and environmental engineering design projects for private and public sector clients. Mr. Gorneau is a registered professional engineer in Maine and New Hampshire, and he is a Maine certified stormwater inspector. He has been a member of the American Society of Civil Engineers (ASCE), serving as section president in 2014.

Mr. Johns has over 50 years of increasingly complex technical and policy experience in water resource management issues for the State of California, including 28 years for the State Water Resources Control Board (SWRCB), and about 10 years for the Department of Water Resources and 13 years as an independent consultant on water rights and water transfer issues. Mr. Johns has demonstrated the ability to interpret complex scientific information and communicate conclusions in the development of comprehensive policy decisions by both regulatory and implementing agencies. Mr. Johns has extensive experience in developing, planning and resolving complex natural resources issues through the management of staff resources and technical consultants under contract. After retiring from State service in December 2010, Mr. Johns is now serving as an independent water issues consultant assisting various clients with review of historic water rights, current water right issues before the SWRCB, water and resource management issues, serving as an expert witness in litigation and assisting the Sites Project Authority with water rights and operational issues for the proposed Sites Reservoir.

Before attending law school, Mr. Turner served in the U.S. Navy, completing an eight-month deployment on the U.S.S. Nimitz Aircraft carrier, and traveling around the world. Mr. Turner graduated from UC Davis School of Law, King Hall, in 2021 with a concentration in environmental law. While in law school, he was the president of the Water Association of Law and Policy, hosted the Water Law Symposium at King Hall, and he was the co-president of the Veterans Association. While in law school, Mr. Turner pursued his passion further for environmental law taking courses such as administrative law, land use, water law, climate change, natural resources, food and farming law, and energy law. Mr. Turner worked at the California State Water Resources Control Board, where he became familiar with the administrative process and public entity laws, and he was a teacher’s assistant for an Undergraduate Water Law course at UC Davis. Driven by his passion and experience in environmental law, including but not limited to mining, mitigation and conservation banking, land use, oil and gas, farming, and water law, Mr. Turner works to ensure that Mitchell Chadwick’s clients get the best possible results.

Dr. Wang has 14 years of experience in academia, consulting, and government, specializing in flood warning systems, harbor engineering, hydropower and fish migration facilities, water supply and allocation, and water quality compliance. At the California Department of Water Resources, she contributed to CalSim 3.0 hydrology development for the State Water Project and Central Valley Project, and led hydrology development to implement Salton Sea Management Program Phase I. She also worked at the State Water Resources Control Board, focusing on water rights administration in the Legal Delta, developing new water data reporting system architecture, and supporting storm water permit investigations and economic benefit estimates for the Regional Boards. She is a registered professional civil engineer in California.

Professor Rauf has over 25 years of experience in teaching undergraduate and post graduate engineering, science, math, business administration and MBA courses, seminars, and workshops. He earned his BS degree in Electrical Engineering, with honors, from North Carolina State University, Raleigh, North Carolina. Professor Rauf earned his Executive MBA degree from Pfeiffer University Misenheimer, North Carolina. He is a registered professional engineer in the States of Virginia, Wyoming, and North Carolina, and he is a Certified Energy Manager. Professor Rauf holds a patent in process controls technology. His last full-time engineering employment, in the corporate world, was at PPG Industries, Inc. where he served as a senior staff engineer. Professor Rauf was inducted as “Legend in Energy” by AEE, in 2014. He is a member of ASEE, American Society of Engineering Education. Professor Rauf has developed and instructed Professional Engineering and Fundamentals of Engineering Exam (NCEES) Prep Courses over the past 20 years. He develops and instructs PDHs (Professional Development Hours) and continuing education, engineering skill building seminars and courses. Professor Rauf is also an adjunct professor at Gardner-Webb University. He has published multiple texts over the last ten years. Professor Rauf also provides text editorial services to River Publishers.

Mr. Palmer is a Board Certified Master Arborist® and Tree Risk Assessment Qualified by the International Society of Arboriculture, and a Consulting Arborist. He was the owner of a premium services landscaping company for 20 years. Mr. Palmer’s focus is on trees in urban and construction environments, soil deficiencies and the importance of soils for sustainable mature trees, increasing urban tree canopies by ensuring trees live to maturity, and unsustainable landscape designs. He does tree assessments for individuals, commercial clients, law firms, insurance companies, municipalities, landscape architecture firms, parks and woodland management agencies, and he has assessed and evaluated thousands of individual trees in the past decade.

After working in engineering and design management with award-winning structural and construction firms for nearly 10 years, Mr. Woods founded his own firm, Woods Residential Engineering & Inspection. Gabrielle Jones is the managing attorney with CoilLaw, LLC. After law school, Ms. Jones moved back to Utah to be closer to family and to serve the people of her home state. Christopher J. Turano, Esq. focuses his practice in commercial litigation, labor and employment law, general liability, and professional liability. He also defends clients in appeals, and in matters of general civil litigation.

Ms. Voorhis is a graduate of The College of New Jersey, formerly known as Trenton State College, where she earned a B.S. degree in Nursing in 1985. She attended Pace University School of Law and was a Member of the Health Law Division of the John Jay Legal Services Clinic and a member of the Pace Law Review. In 1992 she received her J.D. degree with Ranking Scholar Honors. She was admitted to the New Jersey State Bar in 1992 and the New York State Bar in 1993. In addition to her involvement in law, Ms. Voorhis practiced as a registered nurse and brings to law a unique understanding of the health care professional. Ms. Voorhis also has had the opportunity to be a guest professor in the Law and Medicine course at the Fordham Law School and has been a program speaker with the New Jersey Institute for Continuing Legal Education, Iona College, and the Philadelphia College of Osteopathic Medicine.

Jeffrey R. Youngman, Esq. is a member of the New Jersey Bar. He received his B.A. degree from Tulane University in 1983 and his J.D. degree from Seton Hall University School of Law in 1986. Prior to joining the firm, he served as Law Clerk to the Hon. Frederic Weber, J.S.C., of the Superior Court of New Jersey. He lectures to the New Jersey Bar on an annual basis concerning issues related to harassment, intimidation and bullying. Among his reported cases are Dixon v. Jacoben Mfg Co., 270 N.J. With more than 17 years of trial and appellate experience, Mr. Klein has established himself as a top litigator whose practice areas encompass both criminal defense and civil disputes.
