Hydrologist at McCurry Hydrology LLCDr. Gordon McCurry has more than 35 years of experience in hydrology, including the investigation, analysis and modeling of aquifer systems, and assessments of hydrologic impacts. His areas of expertise include the quantitative analyses of flow and solute transport, stream/aquifer interactions, climate change, regulatory permitting, and aquifer remediation. He has been involved with modeling groundwater flow and solute transport since the 1980s. In addition to his consulting career, Dr. McCurry has taught courses on groundwater modeling and hydrogeology since the early 1990s at several universities and to state and federal regulatory agencies.

Engineering Geology Program leader for the Oregon Department of Transportation (ODOT)Mr. Mohney is the Engineering Geology Program leader for the Oregon Department of Transportation (ODOT). The Engineering Geology Program at ODOT encompasses site characterization, subsurface exploration, slopes and embankments, geologic hazards, groundwater, geotechnical instrumentation, and planning and research activities. In this role, he also oversees the Unstable Slopes (landslide/ rockfall) Program for ODOT. He is a registered geologist and a certified engineering geologist in Oregon with over 30 years of experience in Oregon and the western states. Mr. Mohney has been the Engineering Geology Program leader since 2004. Prior to this, he had been a staff and project-level geologist for consulting firms and the mining industry as well as for ODOT. He is a graduate of the Geology Program at Portland State University. During his professional career, Mr. Mohney has been involved in the investigation, design, and construction of a wide range of challenging earthwork projects including high fills on soft ground, side slope embankments, and cut slopes in mixed-face conditions. His other work includes landslide and rockfall mitigation, ground improvement, and dewatering.

Civil Engineering Manager at Ware MalcombMr. Nuño is a civil engineering manager at the Denver office of Ware Malcomb. A 2008 graduate of the University of Notre Dame with a specialty in structural and environmental engineering, he has established himself as a leader in the field of drainage and erosion and sediment control. In his 15-year career, Mr. Nuño has excelled in the design of land development projects including grading, utility design, stormwater management, and erosion control. Through his experiences as a consulting engineer, he has prepared civil construction plans for such clients as Marriott International, San Diego Gas & Electric (SDG&E), Lennar Homes, Oakwood Homes, and Kiewit Infrastructure West. In the field, Mr. Nuño has provided stormwater inspection services for SDG&E, Caesars Entertainment Group, and public agencies such as the City of Carlsbad, California, and the Town of Elizabeth, Colorado. He has managed civil projects in 17 different states and prides himself on working with developers, architects, and contractors to bridge the gap between regulatory compliance and constructability in the field. Mr. Nuño is a registered professional engineer in Colorado, Montana, Wyoming, and California; a Certified Floodplain Manager; a certified professional in erosion and sediment control, a Colorado LEED accredited professional, and a qualified SWPPP developer/practitioner. He is an active member in the American Society of Civil Engineers, the Urban Land Institute, and the Colorado Association of Stormwater and Floodplain Managers.

Vice President, Convergent Water TechnologiesMr. Gorneau is responsible for offering innovative green infrastructure/low impact stormwater solutions that enable new applications and raise the bar on performance, cost effectiveness, and verification. He previously served as national manager of ACF Environmental/Ferguson Waterworks and as regional vice president for FABCO Industries where he was responsible for engineering design, specification, and installation of manufactured stormwater management systems. Mr. Gorneau earned a BS degree in Biological Systems Engineering and an MS degree in Agricultural and Biological Systems Engineering from the University of Nebraska-Lincoln which provided the necessary knowledge for him to launch his career into the technical sales and specified engineered products industry. He spent the subsequent time since graduation gaining experience and expanding his knowledge of the industry on a wide variety of civil and environmental engineering design projects for private and public sector clients. Mr. Gorneau is a registered professional engineer in Maine and New Hampshire, and he is a Maine certified stormwater inspector. Water Issues Consultant in SacramentoMr. Johns has over 50 years of increasingly complex technical and policy experience in water resource management issues for the State of California, including 28 years for the State Water Resources Control Board (SWRCB), and about 10 years for the Department of Water Resources and 13 years as an independent consultant on water rights and water transfer issues. Mr. Johns has demonstrated the ability to interpret complex scientific information and communicate conclusions in the development of comprehensive policy decisions by both regulatory and implementing agencies. Mr. Johns has extensive experience in developing, planning and resolving complex natural resources issues through the management of staff resources and technical consultants under contract. After retiring from State service in December 2010, Mr. Johns is now serving as an independent water issues consultant assisting various clients with review of historic water rights, current water right issues before the SWRCB, water and resource management issues, serving as an expert witness in litigation and assisting the Sites Project Authority with water rights and operational issues for the proposed Sites Reservoir.

Water Compliance Engineer, The Ohio State UniversityMr. Halloran has worked for over 30 years in the field of stormwater, potable water, wastewater engineering design and construction. He has also worked as a design and construction engineer in the areas of municipal, industrial, and airport drainage among other areas. He serves as The Ohio State University’s water compliance engineer and has served as an adjunct faculty professor in the Civil, Environmental, and Geodetic Engineering Department (https://ceg.osu.edu/). He is also the faculty advisor for two student organizations. In the past, Mr. Halloran served as the town engineer for several communities and has promoted the concepts of sustainability throughout his career. Throughout his career he has encouraged the use of natural systems, such as constructed wetlands, and the conversion of retention basins using native wetland plants to improve stormwater retention, increase pollutant removal, and provide pollinator and wetland habitat. Wendy Lathrop, PLS, CFM, CFS
President and Owner of Cadastral Consulting, LLCMs. Lathrop is licensed as a professional land surveyor in New Jersey, Pennsylvania, Delaware, and Maryland, and as a professional planner in New Jersey. She holds a master’s degree in Environmental Policy and has been involved in surveying since 1974 in projects ranging from construction to boundary to environmental land use disputes. Ms. Lathrop is also a certified floodplain manager through the Association of State Flood Plain Managers (ASFPM) and a certified floodplain surveyor through the New Jersey Society of Professional Land Surveyors. A former adjunct instructor at Mercer County College in New Jersey, she has also taught as part of the team for the licensing exam review course at Drexel University in Pennsylvania. Ms. Lathrop has been teaching seminars for surveyors since 1986 and has been writing articles for surveyors since 1983. She is a contributing editor for The American Surveyor magazine, and she has four articles included in the American Bar Association’s text, Land Surveys: A Guide for Lawyers and Other Professionals. She and Stephen V. Estopinal, PLS, PE co–authored a book entitled Professional Surveyors and Real Property Descriptions: Composition, Construction, and Comprehension, published by John Wiley & Sons, Inc. in 2011. She is also on the faculty of GeoLearn, a web-based educational provider. Ms. Lathrop is a past president of the New Jersey Society of Professional Land Surveyors and of the National Society of Professional Surveyors, and she has served on the Board of Directors for the American Association for Geodetic Surveying.

For nine years Mr. Alvino oversaw the Trails Program at the District of Columbia Department of Transportation. He has led several successful urban trail projects focused on improving and connecting communities including the Metropolitan Branch Trail, the Anacostia River Trail, the Rock Creek Trail, as well as numerous pedestrian and bicycle infrastructure projects. He has developed projects from feasibility, through design, to construction, and maintenance. From 2020 through 2024 Mr. Alvino served on the Steering Committee of the Capital Trails Coalition, which seeks to create a world-class network of multi-use trails through the Washington D.C. region. Mr. Alvino excels at bringing together stakeholders to find implementable solutions. He holds a Masters of Urban Planning and Policy from the University of Illinois at Chicago and resides in Washington D.C.

Emeritus Professor of Civil and Environmental Engineering at Utah State University (USU)Professor Rahmeyer was on the faculty at USU for 31 years and spent 10 years as research faculty at Colorado State University. Professor Rahmeyer is the past Department Head of Civil and Environmental Engineering at USU as well as the senior professor of the Hydraulics and Fluid Mechanics program of the Utah Water Research Laboratory. He also served at USU as the director of the Hydro Composite Modeling Program, the division head of Water Engineering, the interim division head of both the Structures Division and the Transportation Division, and as the Undergraduate Curriculum division head. Professor Rahmeyer is currently working part time as a senior associate for Ayres and associates in Fort Collins Colorado, where his primary role is to conduct national workshops in hydraulics, culvert flow, and urban drainage for the National Hydraulic Institute of FWHA. He is a fellow and lifetime member in the American Society of Civil Engineers. Professor Rahmeyer has been a member of several professional societies, and serve on committees for the American Society of Engineering Educators (ASEE), the American Society of Civil Engineers (ASCE), the International Association of Hydraulic Research (IAHR), the Association of State Dam Safety Officers (ASDSO), the Instrument Society of America (ISA), the American Water Works Association (AWWA), the International Erosion Control Association (IECA), and the American Society of Heating and Refrigeration Association (ASHRAE). He has regularly attended and presented at the annual conferences of ASDSO, ASEE, ASCE, IAHR, ASCE National Department Heads, and the Transportation Research Board (TRB). In the past, he has been a member of the United States Committee on Large Dams (USCOLD) and the International Committee on Large Dams (ICOLD). Over the last several years, Professor Rahmeyer has created and presented a workshop on open channel flow for HalfMoon Education and finished serving on the Bluestone Dam UASCE IEPA and on several 100% DDR review panels for the USACE. He has been on the board of directors for the Utah Floodplain and Storm Water Management Association since 1986. Professor Rahmeyer was a member the 2008 Bettelle “Final Independent Peer Review Report for U.S. Army Corps of Engineers on the Vegetation Policy for Local Flood Damage Reduction Systems” which reviewed many of the guidelines and policies for management of levees, floodwalls, embankment dams, and appurtenant structures. Some of his recent awards include the AHRAE Technical/Symposium Paper Award, the ASHRAE Crosby Field Award for Research, and the South Pacific Division Regional Project Delivery Team Award from the U.S. Army Corps of Engineers. He has received the Idaho Transportation Department 2012 Excellence in Transportation Award and the 2011 ACEC of Idaho Engineering Excellence Grand Award for the I-84 New York Canal Modeling and Modification. Professor Rahmeyer further received an honorable mention at the 2012 National AECE award ceremonies for his work with the I-84 New York Canal.

Mr. Taylor has served on the ANSI/RESNET National Committee for water efficiency; on the Environmental Committee for the Town of Fairview, Texas, and as project manager for large commercial data centers. This is a second career after the US Navy, a computer science degree and 35 years in the computer services industry.
Paul Westbrook
RE:source Design, LLCMr. Westbrook designed his own solar home in north Texas in 1996, which won the Energy Value Housing Award for Innovative Design. It still ranks as one of the most efficient homes in Texas. While serving as Sustainable Development Manager at Texas Instruments International Facilities, Mr. Westbrook was the LEED AP for the 1.1 million square foot Texas Instruments factory, which was the first LEED Gold semiconductor factory in the world. He led the effort to improve the energy and water efficiency of TI’s 20 million square feet of existing global facilities. They were able to double the company energy and water efficiency in less than 10 years. In 2012, Mr. Westbrook was named a Senior Fellow for the US State Department’s Energy and Climate Partnership of the Americas program. He visited Honduras, Bolivia, Columbia, and Peru where he worked with governments, universities, and industry on efficiency and renewable energy. Mr. Westbrook received his B.S. degree in Mechanical Engineering from Louisiana State University in Baton Rouge, Louisiana, in 1982.

Greg Fleischer, PWS
Capital Environmental Consultants, Inc., in Kingston, NYMr. Fleischer is the founder and principal of Capital Environmental Consultants, Inc. He is an environmental scientist and professional wetland scientist with more than 15 years of experience in the environmental consulting industry. Mr. Fleischer has conducted wetland and ecological investigations at properties throughout the five boroughs of New York City, Long Island, and the Lower and Mid-Hudson Valley. His areas of expertise include all aspects of federal, state, and local wetland analysis including freshwater and tidal delineation, specializing in comprehensive determinations for routine, atypical, and problem wetlands. Mr. Fleischer has extensive experience developing solutions and providing strategic advice for a wide range of clients and projects. He holds a BS degree in Biology from SUNY New Paltz and an MS degree in Environmental Science from Pace University.
Austin Scarborough
Whiteman Osterman & Hanna, LLP, in Albany, NYAustin T. Scarborough joined Young/Sommer in 2023 and focuses his area of practice on energy, environmental, and land use law. Prior to joining, Austin worked at other law firms in the Capital Region, where he assisted clients on various energy, environmental, land use, and cybersecurity matters. He provides counsel on matters such as environmental compliance, due diligence, and obtaining permits and approvals at local and state levels. He also regularly presents on wetlands issues and updates at the state and federal level. Rachel Schultz, Ph.D
Associate Professor of Wetland Science at SUNY BrockportDr. Schultz’s research focuses on the interaction between ecosystem functioning and plant community (diversity and composition). Her specialties include wetland ecology, ecosystem ecology, plant functional traits, and carbon cycling dynamics. She earned her Ph.D. degree in Environment and Natural Resources from The Ohio State University.
Taylor Sturm, PWS
B. Laing Associates, Inc., in Jericho, NYMr. Sturm has been a practicing wetland scientist since he joined the firm in 2012 and has been a partner since 2019. He has delineated and/or assisted with delineating hundreds of acres of freshwater and tidal wetlands and has managed and conducted numerous surveys for endangered/threatened flora and fauna. In addition, Mr. Sturm conducts or assists with conducting environmental analyses such as air quality and sound level studies on a wide range of projects. He is a project manager in his own right but frequently provides technical assistance in terms of AutoCAD drawings and data collection. A graduate from Stony Brook University, Mr. Sturm obtained a B.S. degree in Ecology and Evolutionary Biology, and a B.A. degree in German Language and Literature. He currently holds the designation of Professional Wetland Scientist (PWS #3470). While not working he enjoys his time outdoors, often found birding and hiking throughout Long Island, as well as looking for owls and moths at night.

John Barentine, PhD
Principal Consultant, Dark Sky Consulting, LLCMr. Barentine is the principal consultant at Dark Sky Consulting, LLC, and was formerly the Director of Public Policy for the International Dark-Sky Association. He earned a Ph.D. degree in Astronomy from the University of Texas at Austin, and he previously held staff positions at the National Solar Observatory, Apache Point Observatory, and the Sloan Digital Sky Survey. Throughout his career, he has been involved in education and outreach efforts to help increase the public understanding of science. He is a member of the American Astronomical Society and the International Astronomical Union, and he is a Fellow of the Royal Astronomical Society. The asteroid (14505) Barentine is named in his honor. His interests outside of astronomy and light pollution research include history, art and architecture, politics, law and current events.

With a security clearance obtained in 1998, he has worked on missioncritical and unique MEP projects not typically found in traditional commercial MEP work. Matt Krauser, CRE, FRICS
Senior Managing Director at Newmark Valuation & Advisory in MorristownMr. Krauser is actively engaged in a wide range of commercial, industrial and vacant land assignments. He specializes in appraisals for tax appeals, condemnations, litigation and open space/land preservation. Mr. Krauser also provides corporate clients and institutional investors with an array of real estate consulting services for properties located throughout New Jersey and New York. He prepares and reviews appraisals, market studies and feasibility assignments to evaluate acquisition and disposition opportunities as well as for financing, tax appeals, bankruptcy proceedings, condemnation and asset management purposes. Stephen McNally
