While an undergraduate, Dr. Decker worked for several years as a staff writer for Aerotech News and Review, an aerospace and defense industry trade newspaper published in Lancaster, California. During graduate school, Dr. Decker was a member of the Leonhard Center for Technical Writing Initiative, a collaboration between Penn State’s Department of English and College of Engineering designed to promote an exchange of ideas between technical writing instructors and the scientific and engineering communities. Dr. Decker also taught Business Writing, Technical Writing, and an Advanced Technical Writing course that enrolled graduate students from technical and scientific disciplines.

She has over 20 years of experience working on water resource issues in Wyoming. Ms. Blain spent over a decade with the Laramie County Conservation District monitoring water quality in local streams and engaging stakeholders in watershed planning efforts. She spent several years in the Ground Water Division of the Wyoming State Engineer’s Office processing and maintaining water rights records throughout the state. Ms. Blain served as the primary contact for permitting questions related to groundwater supplies for the oil/gas industry as well as ranching operations. In recent years, her focus has been on the land surveying profession to complement her water resources career.

Attorney at the Office of Attorney General, Water & Nat. Res. Div.Christopher M. Brown is a Senior Assistant Attorney General with the Wyoming Attorney General’s Office and supervisor of its Water Section. Before joining the Attorney General’s Office in 2011, Mr. Brown was a partner in a private Wyoming law firm. Attorneys within the Water Section represent the Wyoming State Engineer’s Office, the Wyoming Board of Control, and several divisions of the Wyoming Department of Environmental Quality. Mr. Brown provides day-to-day advice and representation to the Wyoming State Engineer’s Office on all Wyoming water matters and national water issues affecting Wyoming. He provides the primary legal representation to the state on all interstate river compacts and decrees and was part of the litigation team which defended Wyoming in the United States Supreme Court original action, Montana v. Wyoming. Mr. Brown is a member of the Western States Water Council and Chair of its Legal Committee. He is also a member the Upper Colorado River Commission’s legal committee.

Partner with Davis & Cannon, LLPJ. Mark Stewart is a partner with Davis & Cannon, LLP. His practice is concentrated in water and natural resources law, primarily representing Wyoming ranchers. Mr. Stewart also practices in the areas of construction law and represents several Wyoming municipalities. He became an attorney after a 16 year career as a civil engineer, starting at a small firm followed by five years with the Wyoming Highway Department. Mr. Stewart then worked for a Wyoming environmental engineering firm where he designed and managed the construction of groundwater remediation and containment systems, soil remediation projects, and landfills.

Water Scientist at Western Research & Development Ltd.Liberty Blain is a water scientist and Land Survey Intern for Y2 Consultants with a specialty in water rights. She has over 20 years of experience working on water resource issues in Wyoming. Ms. Blain spent over a decade with the Laramie County Conservation District monitoring water quality in local streams and engaging stakeholders in watershed planning efforts. She spent several years in the Ground Water Division of the Wyoming State Engineer’s Office processing and maintaining water rights records throughout the state. Ms. Blain served as the primary contact for permitting questions related to groundwater supplies for the oil/gas industry as well as ranching operations. In recent years, her focus has been on the land surveying profession to complement her water resources career.
Christopher M. Brown

Brown is a Senior Assistant Attorney General with the Wyoming Attorney General’s Office and supervisor of its Water Section. Before joining the Attorney General’s Office in 2011, Mr. Brown was a partner in a private Wyoming law firm. Attorneys within the Water Section represent the Wyoming State Engineer’s Office, the Wyoming Board of Control, and several divisions of the Wyoming Department of Environmental Quality. Mr. Brown provides day-to-day advice and representation to the Wyoming State Engineer’s Office on all Wyoming water matters and national water issues affecting Wyoming. He provides the primary legal representation to the state on all interstate river compacts and decrees and was part of the litigation team which defended Wyoming in the United States Supreme Court original action, Montana v. Wyoming. Mr. Brown is a member of the Western States Water Council and Chair of its Legal Committee. He is also a member the Upper Colorado River Commission’s legal committee.

She formed Joy Kuebler Landscape Architect, PC, (JKLA) in 2003 to have a positive impact on the quality of life for people through sensitive and responsible design. JKLA is an award-winning, industry leader in green infrastructure and stormwater management design. In 2010 Ms. Kuebler teamed with Landscape Structures, Inc, to participate in the pilot program for the Sustainable Sites Initiative (SITES); a land based sustainable practice rating system, documenting a sustainable learning garden at Buffalo Public School #81. She has been the keynote speaker for the Erie County Stormwater Coalition’s bi-annual meeting as well as a presenter for the National Recreation and Parks Association’s annual meeting discussing green infrastructure and playgrounds. She also plays a vital role in her community and profession serving as the New York Upstate Chapter president of the American Society of Landscape Architects (ASLA) from 2013-2015, as well as serving on the WNY 2014 Conference Program Committee for the Congress for New Urbanism. Ms. Kuebler is a previous member of the Botanical Gardens Board of Directors, a Buffalo Green Code advisor for various working groups and a member of The Women’s Group of Buffalo.
