Prior to establishing his own practice Mr. Robinson worked for Bechtel Petroleum in San Francisco and for various structural engineering firms in the Raleigh area. Mr. Robinson is a licensed professional engineer in 16 states. He has taught structural analysis classes at the community college level and has conducted numerous seminars over the last 20 years. He also served on a sub-committee for the North Carolina Building Code Council tasked with reviewing the provisions of the North Carolina Residential Code for interior moisture control and water intrusion. Mr. Robinson’s practice includes design, analysis and evaluation of steel, concrete, masonry and timber structures. He has investigated over 1,500 wood frame buildings for damage, and he has developed plans of repair for structures and finishes.

His over 20 years of experience includes civil and structural engineering analysis, design, construction administration, field investigation, and project management, and 13 years of experience specific to forensic engineering and the investigation and analysis of building damage and failures. Mr. Fratinardo has designed numerous new buildings, building additions, building renovations, and mechanical platforms and supports. He has designed and analyzed roof, wall and floor framing systems utilizing steel, concrete, masonry, and wood construction. Mr. Fratinardo has vast expertise in commercial, industrial, agricultural, municipal, educational and residential building damage investigations, including on-site investigations after 25 different tornado events, and Hurricanes Irene, Sandy, Matthew, Harvey, Irma, Maria and Florence. He has legal experience in depositions, arbitration hearings and trials. MBA Engineers, BirminghamMr. Partain, an associate with MBA Engineers, Inc., is a consulting structural engineer with experience in structural engineering design, forensics, and condition assessments for single and multi-family residential, commercial, institutional, and industrial structures. His design experience includes designing buildings using steel, concrete, masonry, cold-formed steel, and wood. Much of his project experience focuses on wood materials and, in 2014, his design of the Habiframe, Inc., wood-framed residential tornado storm shelter was awarded the US Wood Design Awards Juror’s Choice Award. Mr. Partain is also active in engineering standards work, including with the American Wood Council, and he has published articles in both regional and national publications. Mr. McLain leads WoodWorks’ Growth and Innovation Program, working on project technical design support, resource creation and growth opportunity facilitation related to areas such as tall mass timber construction, builder’s risk insurance for mass timber projects, and industrialized/offsite buildings. He supports the AECD community both directly and collaboratively with WoodWorks Regional Directors, providing in depth technical design assistance. Mr. McLain also has extensive experience in lead engineer roles related to structural design, project management and construction administration. Mr. McLain is executive director of the Structural Engineers Association of Vermont, and a member of numerous committees and councils related to building design.

Mr. Agee is the director of Building and Code Enforcement for St. Charles County, Missouri. Previously, he worked in urban and suburban municipal governments managing building code enforcement, facilities, and information technology. Prior to his public sector positions, Mr. Agee worked in the construction industry in design and project management.

He has an undergraduate degree in Architectural and Mechanical Design and a graduate degree in Public Administration and Policy Analysis. As a Master Code Professional, Mr. Agee is one of approximately 800 people to obtain the highest level of certification from the International Code Council. He currently holds a total of 28 certifications in building, energy, plumbing, mechanical, electrical, and accessibility areas.

Mr. Agee is a former president of the Missouri Association of Building Officials and Inspectors (MABOI). In addition, he founded Regimen Consulting LLC, which provides code training and technology consultation to various organizations across the country.

Alan R. Dragoo is a licensed surveyor in the State of Maryland who was employed for 27 years by the Washington Suburban Sanitary Commission (WSSC) in Laurel, Maryland. He was a geodetic project manager in charge of high-precision horizontal and vertical geodetic surveying projects using the global positioning system and classical methods in support of the WSSC Control Network, the Interagency GIS System and the deformation studies for three dams. Mr. Dragoo also worked for Trimble Navigation for eight years as a technical support representative in support of sales for the Northeast U.S. He also worked for Keystone Precision Instruments for eight years as the sales manager for land survey products for Delaware, Maryland and Virginia. He is currently employed by Maser Consulting at their Sterling, Virginia, office as their assistant Survey Department manager.
Mr. Dragoo worked with the National Geodetic Survey to survey the top of the Washington Monument. He was co-director for the completed survey on the top of the U.S. Capitol to determine its position and in the basement of the U.S. Capitol to locate the cornerstone set in 1792. He is a member and fellow of the National Society of Professional Surveyors; past president for the American Association for Geodetic Surveying (AAGS); past editor for the Geodetic Surveyor, a newsletter for AAGS; and National Society of Professional Surveyors director for the Maryland Society of Surveyors. Mr. Dragoo was MSS Surveyor of The Year for 1996 and Russell E. Lowman award recipient and Life Time Achievement award recipient in 2015. He was also director for the spring 1996 ASPRS/ACSM Baltimore Convention and director for the spring 1998 ACSM Baltimore Convention.
Mr. Dragoo has authored and co-authored articles and papers for Professional Surveyor magazine; for Surveying and Land Information System, a journal for the American Congress on Surveying and Mapping; and for society newsletters in the United States and Canada. He has also presented numerous technical sessions and workshops on matters related to geodetic surveying, State Plane Coordinates, least squares, compatibility of GPS with conventional measurements, Trimble Business Center software, and the sources of errors in conventional surveying.
 

Dr. Meyer is a professor in the Department of Natural Resources and the Environment at UConn’s College of Agriculture, Health and Natural Resources (CAHNR). He is a member of the American Society of Civil Engineers and the American Society for Photogrammetry and Remote Sensing, and he is a fellow and past president (2016, 2019) of the American Association for Geodetic Surveying. Dr. Meyer is a past president (2006-2007) of the Geomatics Society of New England (previously known as the New England Section ACSM) and a member of the editorial boards of the Journal of Surveying Engineering and Surveying and Land Information Science. Dr. Meyer earned his Ph.D. degree from Texas A&M University (College Station, 1998) where he was a research associate in the Mapping Sciences Laboratory. He was named a UConn Teaching Fellow (2015), and he has taught geomatics courses at the graduate and undergraduate levels in geodesy, geographic information science, digital terrain modeling, spatial statistics, and global navigation satellite system surveying. Dr. Meyer has authored an undergraduate-level geodesy textbook and numerous peer-reviewed papers about surveying and mapping, and he teaches professional education seminars for surveyors throughout New England and the United States.
