This seminar is open to the public. HalfMoon Education is certified by the New York State CLE Board as an Accredited Provider of CLE programs*. This traditional format course offers 7.0 Area of Professional Practice CLE hours, which are appropriate for new and experienced attorneys.

This event provides up to 6.0 contact hours/PDHs to New York professional engineers to whom the subject matter is professionally relevant. Speakers
Philip Dixon
Partner with Whiteman Osterman & Hanna in Albany Mr. Dixon is a member of Whiteman Osterman & Hanna’s Environmental, Municipal, Real Estate, Real Estate Development, Zoning and Land Use and Base Closure and Redevelopment Practice Groups. His primary practice areas include land use, real estate, SEQRA, water supply and water pollution control, and municipal law. Prior to joining the firm in 1983, Mr. Dixon was a law clerk to the Hon. Lawrence H. Cooke, Chief Judge of the New York State Court of Appeals. Before attending law school, he covered New York State government for five years as a reporter with United Press International.
E. Christopher (Chris) Murray
Attorney and Partner at Ruskin Moscou Faltischek in Uniondale, NYE. Christopher (Chris) Murray has more than 30 years of experience in all aspects of complex commercial, environmental, real estate, brokerage commission, insurance, employment, civil rights, anti-trust and trademark litigation; as well as commercial real estate and business transactions. A Partner in the Litigation Department at Ruskin Moscou Faltischek, P.C., he is also Chair of the Environmental and Land Use Practice Group. Mr. Murray’s experience includes litigation and administrative hearings involving a variety of environmental issues including SEQRA compliance, violations of New York and federal law concerning the disposal of hazardous waste, challenges to the denial of wetland permits and CERCLA liability. He also advises clients regarding compliance with environmental and zoning laws and regulations.
E. Suchman
Special Counsel at Stroock & Stroock & Lavan LLP in New York, NYMs. Suchman has more than 25 years of experience in all facets of environmental and energy law and policy. She has taught at Columbia Law School and Columbia’s School of International and Public Affairs, and she is co-founder of the Urban Design Lab for Sustainable Development at Columbia’s Earth Institute. Ms. Suchman’s practice includes permitting and compliance, transactional due diligence, litigation and legislative matters. She is a leading practitioner on issues relating to climate change and carbon emissions. Ms. Suchman works closely with real estate and industrial developers on traditional environmental and land use matters, as well as community outreach and green design, and she advises on socially responsible investment.
Steven Torres
Pannone Lopes Devereaux & WestPannone Lopes Devereaux & West, Providence, RIMr. Torres is a member of the firm’s Municipal Infrastructure Team. He is a highly-skilled and experienced municipal construction and public-private partnership project advisor and legal counsel who has managed in excess of $1 billion in project value in the areas of utilities, water and wastewater, transportation, building construction and renewable energy. He has vast experience and deep knowledge in matters related to municipal law and regulations including zoning, land use planning, and building and environmental permitting. Mr. Torres is nationally recognized in his practice area and a frequent lecturer, guest speaker and teacher/mentor to other practitioners.
Rachel Treichler
Attorney at the Law Office of Rachel Treichler in HammondsportRachel Treichler has been providing legal services to clients in the Finger Lakes and Southern Tier region since 2002.
