    Mr. Rovak is a professional engineer and certified floodplain manager with over 40 years of experience in all aspects of floodplain management. His work requires understanding of FEMA regulations and interpretation of FEMA Flood Maps (FIRMs) and Flood Insurance Studies (FIS). Mr. Rovak has extensive experience in Letters of Map Changes (LOMCs), particularly Letters of Map Revisions (LOMRs), which have ranged from single reaches along a channel to large areas affecting many map panels. Related studies have ensured that infrastructure improvements such as bridges or docking facilities would not cause increase in flood heights (“no-rise” studies).

    Mr. Rovak’s experience has covered riverine flooding (river and creek channels) as well as level- pool environments (lakes and landlocked floodwater storage). He has performed hydraulic and hydrologic analysis of these systems working with a variety of computer models in the public domain such as Corps of Engineers and EPA, as well as proprietary programs such as ICPR and XP-SWMM. At the South Florida Water Management District, she managed Federal and State Policy and Permitting Division to achieve goals of Everglades Restoration.     Dr. Franco Montalto, PhD, PE

    Professor of Civil, Architectural and Environmental Engineering at Drexel University

    Dr. Montalto is a civil engineer interested in the development of ecologically, economically, and socially sensible solutions to urban environmental problems, with a focus on sustainable water resources engineering and climate change. His 25 years of experience have included research and design of a variety of nature-based solutions involving ecological restoration of degraded landscapes, the use of constructed wetlands for wastewater and stormwater treatment, as well as work with “green infrastructure” and “low impact development” technologies as a means of managing urban runoff, while promoting urban sustainability and resilience. Dr. Montalto is currently a professor at Drexel University, where he directs the Sustainable Water Resource Engineering Lab. He is the founder and president of eDesign Dynamics LLC, an environmental consulting firm based in New York City, with an international portfolio of projects.  Dr. Montalto also serves as the director of the North American Hub of the Urban Climate Change Research Network (UCCRN) and in June of 2020 was appointed by Mayor Bill de Blasio to serve as a member of the 4th New York City Panel on climate change. Previously, he served as a research fellow at The Earth Institute at Columbia University, and a Fulbright Scholar in Venice, Italy. His degrees are from the Cooper Union for the Advancement of Science and Art and Cornell University.     Mr. Hann focuses his practice on environmental law and municipal law, and chairs the firm’s Environmental Law Department. He represents a diverse client base, which includes municipal authorities, municipalities, business entities, builders and developers. Steve personally handles all facets of a sophisticated environmental law practice, such as environmental litigation with federal and state government agencies and private parties, advising/representing clients on regulatory, permitting and compliance matters, and guiding clients on environmental issues arising in business and real estate transactions. He provides clients with experienced counseling on federal and state legislative and regulatory developments.  Mr. Hann has developed an extensive practice in the area of municipal law, with a specific emphasis on municipal authorities. Steve is the East Region Solicitor (responsible for the eastern half of Pennsylvania) for the Pennsylvania Municipal Authorities Association (“PMAA”), an organization representing the interests of over 700 municipal authorities in Pennsylvania.  He provides guidance to PMAA member authorities and firm clients on a variety of municipal authority-related matters, including general water, wastewater and environmental issues; stormwater management; permitting; regulatory compliance; sewage facilities planning; waste load management; board member issues; tapping fees and rates; water and sewer regulations; and, compliance with state law bidding and procurement requirements. Steve provides experienced counseling on various statutes, such as the Municipality Authorities Act, Sunshine Act, Right-to-Know Law and Ethics Act. He has been appointed as both solicitor and special counsel for municipal entities, and has been retained as both an expert and mediator in matters involving municipal authorities. He is a frequent author and speaker on both environmental law and municipal law-related issues.
