Kent Halloran
Water Compliance Engineer, The Ohio State UniversityMr. Halloran has worked for over 30 years in the field of stormwater, potable water, wastewater engineering design and construction. He has also worked as a design and construction engineer in the areas of municipal, industrial, and airport drainage among other areas. He serves as The Ohio State University’s water compliance engineer and has served as an adjunct faculty professor in the Civil, Environmental, and Geodetic Engineering Department (https://ceg.osu.edu/). He is also the faculty advisor for two student organizations. In the past, Mr. Halloran served as the town engineer for several communities and has promoted the concepts of sustainability throughout his career. Throughout his career he has encouraged the use of natural systems, such as constructed wetlands, and the conversion of retention basins using native wetland plants to improve stormwater retention, increase pollutant removal, and provide pollinator and wetland habitat. He earned a B.S. degree in Civil Engineering from The Ohio State University and a M.E. degree in Environmental Systems Engineering from Clemson University. He is a licensed professional engineer in the States of Ohio and Idaho.

Mr. White works with clients across a variety of industries, including iron and steel, utilities, specialty chemicals, food and food additive processing, and petroleum refining. He has expertise in industrial wastewater and stormwater regulatory review and implementation support under the National Pollutant Discharge Elimination System (NPDES) Program. He is an environmental scientist and professional wetland scientist with more than 15 years of experience in the environmental consulting industry. Mr. Fleischer has conducted wetland and ecological investigations at properties throughout the five boroughs of New York City, Long Island, and the Lower and Mid-Hudson Valley. His areas of expertise include all aspects of federal, state, and local wetland analysis including freshwater and tidal delineation, specializing in comprehensive determinations for routine, atypical, and problem wetlands. Mr. Fleischer has extensive experience developing solutions and providing strategic advice for a wide range of clients and projects. He holds a BS degree in Biology from SUNY New Paltz and an MS degree in Environmental Science from Pace University.
Austin Scarborough
Young/Sommer LLC, in Albany, NYAustin T. Scarborough joined Young/Sommer in 2023 and focuses his area of practice on energy, environmental, and land use law. Prior to joining, Austin worked at other law firms in the Capital Region, where he assisted clients on various energy, environmental, land use, and cybersecurity matters. He provides counsel on matters such as environmental compliance, due diligence, and obtaining permits and approvals at local and state levels. Rachel Schultz, Ph.D
Associate Professor of Wetland Science at SUNY BrockportDr. Schultz’s research focuses on the interaction between ecosystem functioning and plant community (diversity and composition). Her specialties include wetland ecology, ecosystem ecology, plant functional traits, and carbon cycling dynamics. She earned her Ph.D. degree in Environment and Natural Resources from The Ohio State University.
Taylor Sturm, PWS
B. Laing Associates, Inc., in Jericho, NYMr. Sturm has been a practicing wetland scientist since he joined the firm in 2012 and has been a partner since 2019. He has delineated and/or assisted with delineating hundreds of acres of freshwater and tidal wetlands and has managed and conducted numerous surveys for endangered/threatened flora and fauna. In addition, Mr. Sturm conducts or assists with conducting environmental analyses such as air quality and sound level studies on a wide range of projects. He is a project manager in his own right but frequently provides technical assistance in terms of AutoCAD drawings and data collection. A graduate from Stony Brook University, Mr. Sturm obtained a B.S. degree in Ecology and Evolutionary Biology, and a B.A. degree in German Language and Literature. He currently holds the designation of Professional Wetland Scientist (PWS #3470). While not working he enjoys his time outdoors, often found birding and hiking throughout Long Island, as well as looking for owls and moths at night.

Principal Consultant, Dark Sky Consulting, LLCMr. Barentine is the principal consultant at Dark Sky Consulting, LLC, and was formerly the Director of Public Policy for the International Dark-Sky Association. He earned a Ph.D. degree in Astronomy from the University of Texas at Austin, and he previously held staff positions at the National Solar Observatory, Apache Point Observatory, and the Sloan Digital Sky Survey. Throughout his career, he has been involved in education and outreach efforts to help increase the public understanding of science. He is a member of the American Astronomical Society and the International Astronomical Union, and he is a Fellow of the Royal Astronomical Society. The asteroid (14505) Barentine is named in his honor. His interests outside of astronomy and light pollution research include history, art and architecture, politics, law and current events.

President, PaveDrain, LLCDoug Buch is the president and owner of Pave Drain, LLC. He is a 30 year veteran of the construction industry. In 1992 the University of Iowa graduate began promoting geosynthetic and erosion control materials throughout the Midwest. Mr. Buch moved to Wisconsin in 1995 to head up the environmental specialty precast division of Modern Building Materials, Inc., based out of Kenosha, Wisconsin. His responsibilities included the start-up, promotion, manufacturing, and installation of articulating concrete block/mats (ACB/M’s) and precast stormwater treatment tanks throughout the Midwest. In February of 2000, Mr. Buch went to work for Armortec as its national sales manager. In the fall of 2006, he was recruited to vice president of Business Development for Submar, Inc., a position he undertook until he launched the PaveDrain System in the fall of 2009.

Scott Gorneau, P.E.
Vice President, Convergent Water TechnologiesMr. Gorneau is responsible for offering innovative green infrastructure/low impact stormwater solutions that enable new applications and raise the bar on performance, cost effectiveness, and verification. He previously served as national manager of ACF Environmental/Ferguson Waterworks and as regional vice president for FABCO Industries where he was responsible for engineering design, specification, and installation of manufactured stormwater management systems. Mr. Gorneau earned a BS degree in Biological Systems Engineering and an MS degree in Agricultural and Biological Systems Engineering from the University of Nebraska-Lincoln which provided the necessary knowledge for him to launch his career into the technical sales and specified engineered products industry. He spent the subsequent time since graduation gaining experience and expanding his knowledge of the industry on a wide variety of civil and environmental engineering design projects for private and public sector clients. Mr. Gorneau is a registered professional engineer in Maine and New Hampshire, and he is a Maine certified stormwater inspector. He has been a member of the American Society of Civil Engineers (ASCE), serving as section president in 2014.
Kent Halloran
Water Compliance Engineer, The Ohio State UniversityMr. Halloran has worked for over 30 years in the field of stormwater, potable water, wastewater engineering design and construction. He has also worked as a design and construction engineer in the areas of municipal, industrial, and airport drainage among other areas. He serves as The Ohio State University’s water compliance engineer and has served as an adjunct faculty professor in the Civil, Environmental, and Geodetic Engineering Department (https://ceg.osu.edu/). He is also the faculty advisor for two student organizations. In the past, Mr. Halloran served as the town engineer for several communities and has promoted the concepts of sustainability throughout his career. Throughout his career he has encouraged the use of natural systems, such as constructed wetlands, and the conversion of retention basins using native wetland plants to improve stormwater retention, increase pollutant removal, and provide pollinator and wetland habitat. He earned a B.S. degree in Civil Engineering from The Ohio State University and a M.E. degree in Environmental Systems Engineering from Clemson University. He is a licensed professional engineer in the States of Ohio and Idaho.
Curran E. Mohney
Engineering Geology Program leader for the Oregon Department of Transportation (ODOT)Mr. Mohney is the Engineering Geology Program leader for the Oregon Department of Transportation (ODOT). The Engineering Geology Program at ODOT encompasses site characterization, subsurface exploration, slopes and embankments, geologic hazards, groundwater, geotechnical instrumentation, and planning and research activities. In this role, he also oversees the Unstable Slopes (landslide/ rockfall) Program for ODOT. He is a registered geologist and a certified engineering geologist in Oregon with over 30 years of experience in Oregon and the western states. Mr. Mohney has been the Engineering Geology Program leader since 2004. Prior to this, he had been a staff and project-level geologist for consulting firms and the mining industry as well as for ODOT. He is a graduate of the Geology Program at Portland State University. During his professional career, Mr. Mohney has been involved in the investigation, design, and construction of a wide range of challenging earthwork projects including high fills on soft ground, side slope embankments, and cut slopes in mixed-face conditions. His other work includes landslide and rockfall mitigation, ground improvement, and dewatering.
Manuel “Manny” Nuño, P.E., CFM, LEED AP, CPESC
Civil Engineering Manager at Ware MalcombMr. Nuño is a civil engineering manager at the Denver office of Ware Malcomb. A 2008 graduate of the University of Notre Dame with a specialty in structural and environmental engineering, he has established himself as a leader in the field of drainage and erosion and sediment control. In his 15-year career, Mr. Nuño has excelled in the design of land development projects including grading, utility design, stormwater management, and erosion control. Through his experiences as a consulting engineer, he has prepared civil construction plans for such clients as Marriott International, San Diego Gas & Electric (SDG&E), Lennar Homes, Oakwood Homes, and Kiewit Infrastructure West. In the field, Mr. Nuño has provided stormwater inspection services for SDG&E, Caesars Entertainment Group, and public agencies such as the City of Carlsbad, California, and the Town of Elizabeth, Colorado. He has managed civil projects in 17 different states and prides himself on working with developers, architects, and contractors to bridge the gap between regulatory compliance and constructability in the field. Mr. Nuño is a registered professional engineer in Colorado, Montana, Wyoming, and California; a Certified Floodplain Manager; a certified professional in erosion and sediment control, a Colorado LEED accredited professional, and a qualified SWPPP developer/practitioner. He is an active member in the American Society of Civil Engineers, the Urban Land Institute, and the Colorado Association of Stormwater and Floodplain Managers.

Mr. Tolman has presented several times at American Public Works Association (APWA) conferences, CASQA, Stormcon, and other industry conferences. Engineer; Associate Professor at University of Southern AlabamaDr. Wu is an associate professor in the Department of Civil, Coastal, and Environmental Engineering at the University of South Alabama. He is the director for Interdisciplinary Center for Sustainable Engineering (ICSE), the Gulf-Coast Center for Addressing Microplastic Pollution (GC-CAMP), the Solid Waste Sustainability Hub and the director for Sustainable Asphalt Materials Lab. Dr. Wu was a senior sustainability research engineer in the Illinois Center for Transportation at the University of Illinois at Urbana-Champaign. His research and education areas include asphalt materials characterization; smart, sustainable transportation materials for infrastructure; pavement performance evaluation and modeling; and pavement design and maintenance. Dr. Wu has successfully secured over $7.8 million in research funding from various federal and state agencies, as well as industry. He has published 67 peer-reviewed journal articles, 11 technical reports, and has presented at over 56 conferences and 33 invited talks. Dr. Wu teaches a mixture of undergraduate and graduate engineering courses such as Pavement Design and Advanced Characterization of Transportation Materials. He developed a free course for students to pass the fundamentals of engineering exam. Dr. Wu is a committee member for Transportation Research Board (TRB) AJE35 and AKM 90, and a member of American Society of Civil Engineer (ASCE), American Society for Testing and Materials (ASTM), and Academy of Pavement Science and Engineering (ASPE). Dr. Wu is also an editorial member for ASCE Journal of Materials in Civil Engineering, Journal of Testing and Evaluation, and International Journal of Pavement Research and Technology. Professor in the Lyles School of Civil Engineering at Purdue UniversityMr. Merwade he has been a professor in the Lyles School of Civil and Construction Engineering at Purdue University since 2006. During 2004 – 2006, he worked as worked as post-doctoral fellow at the Center for Research in Water Resources at the University of Texas at Austin. Dr. Merwade received his bachelor of Engineering degree in Environmental Engineering from Shivaji University, India, in 1997, his M.Sc. degree in Engineering Hydrology from University of Galway, Ireland, in 2000, and his Ph.D. degree in Civil Engineering from the University of Texas at Austin, in 2004. From 1997-1999, he worked as project engineer at Montgomery Watson (now part of Stantec) in Mumbai, India.
His research and teaching interests include surface water hydrology with specific focus on flood modeling and mapping. Much of his work has been on improving the simulation of hydrologic processes for flood prediction by using geographic information systems (GIS), data-driven techniques and advances in cyberinfrastructure. He has authored more than 100 peer-reviewed journal articles and conference proceedings in the area of river channels, watershed hydrology and flood modeling.
Some of his awards include the Education and Public Service Award (2025) from the Universities Council on Water Resources, the Education and Outreach Award (2024) from the Indiana Association for Floodplain and Stormwater Management, Best Technical Paper Award (2024) from ASCE’s Journal of Hydrologic Engineering, Outstanding Achievement Award (2018) from the Indiana Water Resources Association for work related to flood prediction and mapping for Indiana streams, and Excellence in GIS Award (2017) from Indiana Geographic Information Council for Soil-Based Floodplain Maps for Indiana.

Dr. Jairo Garcia
Executive Director with Urban Climate NexusDr. Jairo Garcia develops innovative policies and educational programs to make communities and cities cleaner, sustainable, resilient, and equitable. He is the lead author of Atlanta’s Climate Action Plan, and he led a collaborative effort with more than 40 stakeholders to the 100 Resilient Cities application, awarded to the City of Atlanta in 2016. Dr. Garcia is a member of the Georgia Research Roadmap steering committee, an initiative of the Georgia Climate Project lead by University of Georgia, Georgia Tech, and Emory University, which has a goal of improving understanding of climate impacts and solutions in Georgia. He received the Individual Climate Leadership Award by the EPA in 2017 and the Green Ring Award by the Climate Reality Project. These awards recognized Dr. Garcia’s leadership in addressing climate change and engaging organizations, peers, and partners. He represented the Mayor of Atlanta at COP23 in Bonn, Germany, and he presented at an event organized by the International Urban Cooperation Programme related to global cooperation to address climate change. Dr. Garcia’s publications on urban sustainability, climate change and sustainability education are numerous. His academic experiences include a position as a research assistant and two teaching assistant positions at Columbia University, a faculty adjunct and thesis advisor position at Concordia University, and faculty adjunct positions for the UCLA-Extension Program, the Georgia Institute of Technology and Johns Hopkins University. Dr. Garcia holds an engineering degree, an MSc degree in Management of Information Technologies, an MSc degree in Sustainability Management, and a doctoral degree in Educational Technology and Sustainability.
Sarah Gronquist
Program Director at SGLA LARE Prep and Senior Landscape Architect at Thuilot AssociatesMs. Gronquist has been a licensed landscape architect since 2004. She has been teaching landscape architecture since 2006, working with Ray Freeman’s LARE Preparatory Courses. She has served as an adjunct professor at many Bay Area institutions, including UC Berkeley, UC Extension, Merritt College, and Berkeley’s Owner Builder Center. Ms. Gronquist also developed online courses in grading and drainage for San Francisco’s Academy of Art University, with separate tracks for undergraduates and graduate students. After earning an undergraduate degree as a sculptor, she quickly became interested in applying her design skills on larger scale projects. She earned her M.L.A. degree at the University of Massachusetts, Amherst, and then made her way to California. Since that time, Ms. Gronquist has worked on a wide range of design projects, including private residential gardens, creek restorations, affordable housing developments, public park settings for monumental sculptures, and commercial mixed-use permitting and master planning. She was an early adopter of Alameda County’s ReScape (formerly Bayfriendly) landscape sustainability rating program. She was a member of the first class of Bayfriendly Qualified Landscape Professionals back in 2006 and continues to volunteer and teach at ReScape events throughout California. Her research focuses on physical processes and forms in river channels and floodplains, and how these interact with biogeochemistry and ecological and human communities.
