Mr. Kwiatkowski is a fluvial geomorphologist and certified professional ecologist (CE), with over 25 years of experience in the fields of watershed planning, green infrastructure design, and ecosystem restoration. He has extensive training in the analysis and design of riverine systems from North America’s leading experts, including Robert Newbury, Dave Derrick, and Dave Rosgen. Mr. Kwiatkowski is responsible for developing watershed management plans, river and stream restoration projects, and sustainable stormwater systems. He has collected and analyzed data on more than 500 miles of open channel throughout North America, including geomorphic and vegetative process indicators, habitat evaluation, and sediment transport data. Mr. Kwiatkowski has also contributed to stormwater best management practice (BMP) manuals addressing the design of open channels, green infrastructure planning, and water quality improvement. Mr. Hunter joined Copperhead in 2022 as a senior wetland scientist. He earned both his M.S. and B.S. degree in Biology from William and Mary where he focused his studies on botany, invasive species, and aquatic resource management. His research ultimately produced information used to guide invasive species performance standards for Virginia’s wetland and stream mitigation sites. Mr. Hunter has led field efforts and permitting processes for wetland delineations, biological monitoring, and wetland and stream restoration monitoring across a variety of industries concentrated in Virginia and North Carolina. His expertise is as a wetland scientist, but he has additional experience as a botanist, herpetologist, ornithologist, and aquatic ecologist.

Dr. Michael Liptak is a senior ecologist at EnviroScience, Inc, where he specializes in wetland ecology, wetland restoration, and mitigation wetland design. Dr. Liptak earned a B.S. degree in Biology at the University of Toledo and a Ph.D. degree in Environmental Science at Ohio State University under the noted wetland ecologist Dr. William Mitsch. He has over 25 years of experience in wetlands research and consulting and is a Certified Senior Ecologist (Ecological Society of America). Mr. Nortz is one of two founding principals of Otisco Engineering Ltd. with engineering capabilities in environmental, ecological restoration, hydrology, hydrogeology, and water resources. His experience in engineering and construction includes stream, site, and wetland restoration permitting, design and construction, stormwater management, and green infrastructure design. Most of his project experience is in the urban setting, integrating water features into the built environment. With dual degrees and certifications in Geology and Engineering and with experience as a regulator and in industry, Mr. Nortz collaborates with multidisciplinary teams, including those comprised of scientists, engineers, field technicians, administrators, owners, local/state officials, and contractors. He is passionate about healthy watersheds and the enjoyment of water features. Mr. Nortz volunteers for boards such as the Rocky River Watershed Council (former board chair) and stays involved in technical/professional organizations such as the Ohio Stormwater Association. He is a registered professional engineer in Ohio and Minnesota and a Certified Professional Geologist with the American Institute of Professional Geologists. Mr. Ritchie brings over 18 years of experience in environmental consulting, with expertise spanning site investigation, remediation, restoration, regulatory compliance, wetland science, ecological assessments, and effective root zone studies. He holds a B.S. degree in Ecology and Evolutionary Biology from Tulane University and an M.S. degree in Soil and Water Science from the University of Florida. Mr. Ritchie began his career with the Coastwide Reference Monitoring System of Wetlands in coastal Louisiana, developing a strong foundation in field-based environmental work. Over the years, he advanced into project management roles within regional consulting firms, gaining a comprehensive understanding of both field operations and regulatory processes. In 2022, Mr. Ritchie founded Ritchie Ecological and Environmental Solutions (REES), an environmental consulting firm serving clients across the oil and gas, energy transmission, and renewable energy sectors. He is recognized as a subject matter expert in a range of disciplines, including botany, plant ecology, agronomy, soil science, wetlands, and regulatory compliance, and has provided expert testimony in litigation involving these topics. Mr. Ritchie’s restoration work is particularly focused on the rehabilitation of former oil field sites and post construction wetland restoration along pipeline rights-of-way. His approach focuses on restoring native habitat through practical solutions to support sustainable land and resource management.

Bianca Wentzell

Dean of the School of STEM and Associate Professor of Biology, St. Thomas Aquinas College

Dr. Wentzell is a wetland ecologist specializing in wetland restoration, phytoremediation, and ecosystem resilience. As dean of the School of STEM and an associate professor of Biology at St. Thomas Aquinas College, she integrates research, education, and conservation to address human impacts on wetlands. Her work focuses on nutrient cycling, plant-based remediation techniques, and habitat restoration, including projects in the Adirondack Mountain wetlands and the New Jersey Pine Barrens. She has led riparian restoration efforts to protect the Sparkill Creek watershed in New York and developed the Wetland Ambassadors Program, an international fellowship supporting students in wetland science. Passionate about applied ecological solutions, Dr. Wentzell continues to advance science-based conservation through research, education, and community engagement.

Dr. McKelvey is the director of the Geotechnical Design Division at Earth Engineering Inc. in East Norriton, Pennsylvania. He is a registered professional engineer (P.E.) in California, Delaware, Maryland, New Jersey, Pennsylvania, Virginia, and the District of Columbia. Dr. McKelvey is also a Diplomate (D.GE) of the Academy of Geo-Professionals and a Fellow of the American Society of Civil Engineers (F.ASCE).

Dr. McKelvey has extensive experience in geotechnical engineering including site assessment and field investigations, deep and shallow foundation design for buildings, bridges, and other structures, retaining wall design, embankment stability, mechanically stabilized soil structures, and subsurface hydrology.

He also has significant experience in mitigating heavy construction claims and in litigation support pertaining to impacted heavy construction projects. Dr. McKelvey has also handled construction support and construction quality assurance projects. His environmental engineering experience includes technical contributions to the remediation of many Superfund sites and over 50 landfill design projects.

Dr. McKelvey has published over 30 technical papers in journals, conference proceedings and trade magazines. He is the past chair for the Delaware Valley Geo-Institute (DVGI) and is a voting member in ASTM committees Soil and Rock (D18), and Geosynthetics (D35). He is an editorial board member of the Geotechnical Testing Journal. Dr. McKelvey also serves on two Geo-Institute committees: Earth Structures and Embankments and Dams. For the latter, he is a member of the subcommittee on landslide risk assessment.

Mr. Mohney is the Engineering Geology Program leader for the Oregon Department of Transportation (ODOT). The Engineering Geology Program at ODOT encompasses site characterization, subsurface exploration, slopes and embankments, geologic hazards, groundwater, geotechnical instrumentation, and planning and research activities. In this role, he also oversees the Unstable Slopes (landslide/ rockfall) Program for ODOT. He is a registered geologist and a certified engineering geologist in Oregon with over 30 years of experience in Oregon and the western states. Mr. Mohney has been the Engineering Geology Program leader since 2004. Prior to this, he had been a staff and project-level geologist for consulting firms and the mining industry as well as for ODOT. He is a graduate of the Geology Program at Portland State University. During his professional career, Mr. Mohney has been involved in the investigation, design, and construction of a wide range of challenging earthwork projects including high fills on soft ground, side slope embankments, and cut slopes in mixed-face conditions. His other work includes landslide and rockfall mitigation, ground improvement, and dewatering.

Nail is a professor in the Engineering Department at the University of Tennessee at Martin where he teaches a variety of courses including fluid mechanics, hydraulics and hydrology, and hydraulic and hydrologic modeling. Mr. Nuño is a civil engineering manager at the Denver office of Ware Malcomb. A 2008 graduate of the University of Notre Dame with a specialty in structural and environmental engineering, he has established himself as a leader in the field of drainage and erosion and sediment control. In his 15-year career, Mr. Nuño has excelled in the design of land development projects including grading, utility design, stormwater management, and erosion control. Through his experiences as a consulting engineer, he has prepared civil construction plans for such clients as Marriott International, San Diego Gas & Electric (SDG&E), Lennar Homes, Oakwood Homes, and Kiewit Infrastructure West. In the field, Mr. Nuño has provided stormwater inspection services for SDG&E, Caesars Entertainment Group, and public agencies such as the City of Carlsbad, California, and the Town of Elizabeth, Colorado. He has managed civil projects in 17 different states and prides himself on working with developers, architects, and contractors to bridge the gap between regulatory compliance and constructability in the field. Mr. Nuño is a registered professional engineer in Colorado, Montana, Wyoming, and California; a Certified Floodplain Manager; a certified professional in erosion and sediment control, a Colorado LEED accredited professional, and a qualified SWPPP developer/practitioner. Mr. Gorneau is responsible for offering innovative green infrastructure/low impact stormwater solutions that enable new applications and raise the bar on performance, cost effectiveness, and verification. He previously served as national manager of ACF Environmental/Ferguson Waterworks and as regional vice president for FABCO Industries where he was responsible for engineering design, specification, and installation of manufactured stormwater management systems. Mr. Gorneau earned a BS degree in Biological Systems Engineering and an MS degree in Agricultural and Biological Systems Engineering from the University of Nebraska-Lincoln which provided the necessary knowledge for him to launch his career into the technical sales and specified engineered products industry. He spent the subsequent time since graduation gaining experience and expanding his knowledge of the industry on a wide variety of civil and environmental engineering design projects for private and public sector clients. Mr. Gorneau is a registered professional engineer in Maine and New Hampshire, and he is a Maine certified stormwater inspector. He has been a member of the American Society of Civil Engineers (ASCE), serving as section president in 2014.

Mr. Halloran has worked for over 30 years in the field of stormwater, potable water, wastewater engineering design and construction. He has also worked as a design and construction engineer in the areas of municipal, industrial, and airport drainage among other areas. He serves as The Ohio State University’s water compliance engineer and has served as an adjunct faculty professor in the Civil, Environmental, and Geodetic Engineering Department (https://ceg.osu.edu/). He is also the faculty advisor for two student organizations. In the past, Mr. Halloran served as the town engineer for several communities and has promoted the concepts of sustainability throughout his career. Throughout his career he has encouraged the use of natural systems, such as constructed wetlands, and the conversion of retention basins using native wetland plants to improve stormwater retention, increase pollutant removal, and provide pollinator and wetland habitat. He earned a B.S. degree in Civil Engineering from The Ohio State University and a M.E. degree in Environmental Systems Engineering from Clemson University. He is a licensed professional engineer in the States of Ohio and Idaho.

Mr. Moseley has 26 years of experience providing holistic, multi-objective watershed management planning services for regulatory compliance, infrastructure implementation and resilience, floodplain management, stormwater management, and public engagement. He has a background in program development and implementation for both water quality and quantity concerns for municipal, state, and federal clients across the United States. Mr. Moseley specializes in National Flood Insurance Program (NFIP) compliance, flood resilience planning, Community Rating System (CRS) application and program review, and on-site flood disaster assistance. He also brings extensive experience in stormwater management to clients, having managed numerous municipal National Pollutant Discharge Elimination System (NPDES) regulatory, planning, and implementation projects in support of Municipal Separate Storm Sewer System (MS4) permit applications and compliance plans. Mr. Moseley’s experience also includes stormwater program financing feasibility and implementation, including establishment of stormwater utilities in multiple states. He presents at – and facilitates – public and advisory committee meetings. Mr. White works with clients across a variety of industries, including iron and steel, utilities, specialty chemicals, food and food additive processing, and petroleum refining. He has expertise in industrial wastewater and stormwater regulatory review and implementation support under the National Pollutant Discharge Elimination System (NPDES) Program. Mr. White earned a B.S. degree in Civil Engineering from the University of Massachusetts in Amherst and an M.S. degree in Environmental Engineering from the University of Michigan.

Mr. Fleischer has conducted wetland and ecological investigations at properties throughout the five boroughs of New York City, Long Island, and the Lower and Mid-Hudson Valley. His areas of expertise include all aspects of federal, state, and local wetland analysis including freshwater and tidal delineation, specializing in comprehensive determinations for routine, atypical, and problem wetlands. Mr. Fleischer has extensive experience developing solutions and providing strategic advice for a wide range of clients and projects. He holds a BS degree in Biology from SUNY New Paltz and an MS degree in Environmental Science from Pace University.

Austin Scarborough

Young/Sommer LLC, in Albany, NY

Austin T. Scarborough joined Young/Sommer in 2023 and focuses his area of practice on energy, environmental, and land use law. Prior to joining, Austin worked at other law firms in the Capital Region, where he assisted clients on various energy, environmental, land use, and cybersecurity matters. He provides counsel on matters such as environmental compliance, due diligence, and obtaining permits and approvals at local and state levels. He also regularly presents on wetlands issues and updates at the state and federal level. Mr. Scarborough graduated from The University of Texas at Austin with a bachelor’s degree in Public Relations and received his J.D. degree from Vermont Law School, where he concentrated his studies on environmental, energy, and regulatory law.

Rachel Schultz, Ph.D

Associate Professor of Wetland Science at SUNY Brockport

Dr. Schultz’s research focuses on the interaction between ecosystem functioning and plant community (diversity and composition). Her specialties include wetland ecology, ecosystem ecology, plant functional traits, and carbon cycling dynamics. She earned her Ph.D. degree in Environment and Natural Resources from The Ohio State University.

Taylor Sturm, PWS

B. Laing Associates, Inc., in Jericho, NY

Mr. Sturm has been a practicing wetland scientist since he joined the firm in 2012 and has been a partner since 2019. He has delineated and/or assisted with delineating hundreds of acres of freshwater and tidal wetlands and has managed and conducted numerous surveys for endangered/threatened flora and fauna. In addition, Mr. Sturm conducts or assists with conducting environmental analyses such as air quality and sound level studies on a wide range of projects. He is a project manager in his own right but frequently provides technical assistance in terms of AutoCAD drawings and data collection. A graduate from Stony Brook University, Mr. Sturm obtained a B.S. degree in Ecology and Evolutionary Biology, and a B.A. degree in German Language and Literature. He currently holds the designation of Professional Wetland Scientist (PWS #3470). While not working he enjoys his time outdoors, often found birding and hiking throughout Long Island, as well as looking for owls and moths at night.

Doug Buch is the president and owner of Pave Drain, LLC. He is a 30 year veteran of the construction industry. In 1992 the University of Iowa graduate began promoting geosynthetic and erosion control materials throughout the Midwest. Mr. Buch moved to Wisconsin in 1995 to head up the environmental specialty precast division of Modern Building Materials, Inc., based out of Kenosha, Wisconsin. His responsibilities included the start-up, promotion, manufacturing, and installation of articulating concrete block/mats (ACB/M’s) and precast stormwater treatment tanks throughout the Midwest. In February of 2000, Mr. Buch went to work for Armortec as its national sales manager. In the fall of 2006, he was recruited to vice president of Business Development for Submar, Inc., a position he undertook until he launched the PaveDrain System in the fall of 2009.

Scott Gorneau, P.E.

Vice President, Convergent Water Technologies

Mr. Gorneau is responsible for offering innovative green infrastructure/low impact stormwater solutions that enable new applications and raise the bar on performance, cost effectiveness, and verification. He previously served as national manager of ACF Environmental/Ferguson Waterworks and as regional vice president for FABCO Industries where he was responsible for engineering design, specification, and installation of manufactured stormwater management systems. Mr. Gorneau earned a BS degree in Biological Systems Engineering and an MS degree in Agricultural and Biological Systems Engineering from the University of Nebraska-Lincoln which provided the necessary knowledge for him to launch his career into the technical sales and specified engineered products industry. He spent the subsequent time since graduation gaining experience and expanding his knowledge of the industry on a wide variety of civil and environmental engineering design projects for private and public sector clients. Mr. Gorneau is a registered professional engineer in Maine and New Hampshire, and he is a Maine certified stormwater inspector. He has been a member of the American Society of Civil Engineers (ASCE), serving as section president in 2014.

Kent Halloran

Water Compliance Engineer, The Ohio State University

Mr. Halloran has worked for over 30 years in the field of stormwater, potable water, wastewater engineering design and construction. He has also worked as a design and construction engineer in the areas of municipal, industrial, and airport drainage among other areas. He serves as The Ohio State University’s water compliance engineer and has served as an adjunct faculty professor in the Civil, Environmental, and Geodetic Engineering Department (https://ceg.osu.edu/). He is also the faculty advisor for two student organizations. In the past, Mr. Halloran served as the town engineer for several communities and has promoted the concepts of sustainability throughout his career. Throughout his career he has encouraged the use of natural systems, such as constructed wetlands, and the conversion of retention basins using native wetland plants to improve stormwater retention, increase pollutant removal, and provide pollinator and wetland habitat. He earned a B.S. degree in Civil Engineering from The Ohio State University and a M.E. degree in Environmental Systems Engineering from Clemson University. He is a licensed professional engineer in the States of Ohio and Idaho.

Curran E. Mohney

Engineering Geology Program leader for the Oregon Department of Transportation (ODOT)

Mr. Mohney is the Engineering Geology Program leader for the Oregon Department of Transportation (ODOT). The Engineering Geology Program at ODOT encompasses site characterization, subsurface exploration, slopes and embankments, geologic hazards, groundwater, geotechnical instrumentation, and planning and research activities. In this role, he also oversees the Unstable Slopes (landslide/ rockfall) Program for ODOT. He is a registered geologist and a certified engineering geologist in Oregon with over 30 years of experience in Oregon and the western states. Mr. Mohney has been the Engineering Geology Program leader since 2004. Prior to this, he had been a staff and project-level geologist for consulting firms and the mining industry as well as for ODOT. He is a graduate of the Geology Program at Portland State University. During his professional career, Mr. Mohney has been involved in the investigation, design, and construction of a wide range of challenging earthwork projects including high fills on soft ground, side slope embankments, and cut slopes in mixed-face conditions. His other work includes landslide and rockfall mitigation, ground improvement, and dewatering.

Manuel “Manny” Nuño, P.E., CFM, LEED AP, CPESC

Civil Engineering Manager at Ware Malcomb

Mr. Nuño is a civil engineering manager at the Denver office of Ware Malcomb. A 2008 graduate of the University of Notre Dame with a specialty in structural and environmental engineering, he has established himself as a leader in the field of drainage and erosion and sediment control. In his 15-year career, Mr. Nuño has excelled in the design of land development projects including grading, utility design, stormwater management, and erosion control. Through his experiences as a consulting engineer, he has prepared civil construction plans for such clients as Marriott International, San Diego Gas & Electric (SDG&E), Lennar Homes, Oakwood Homes, and Kiewit Infrastructure West. In the field, Mr. Nuño has provided stormwater inspection services for SDG&E, Caesars Entertainment Group, and public agencies such as the City of Carlsbad, California, and the Town of Elizabeth, Colorado. He has managed civil projects in 17 different states and prides himself on working with developers, architects, and contractors to bridge the gap between regulatory compliance and constructability in the field. Mr. Nuño is a registered professional engineer in Colorado, Montana, Wyoming, and California; a Certified Floodplain Manager; a certified professional in erosion and sediment control, a Colorado LEED accredited professional, and a qualified SWPPP developer/practitioner. He is an active member in the American Society of Civil Engineers, the Urban Land Institute, and the Colorado Association of Stormwater and Floodplain Managers.

Venkatesh Merwade, Ph.D.

Professor in the Lyles School of Civil Engineering at Purdue University

Mr. Merwade he has been a professor in the Lyles School of Civil and Construction Engineering at Purdue University since 2006. During 2004 – 2006, he worked as worked as post-doctoral fellow at the Center for Research in Water Resources at the University of Texas at Austin. Dr. Merwade received his bachelor of Engineering degree in Environmental Engineering from Shivaji University, India, in 1997, his M.Sc. degree in Engineering Hydrology from University of Galway, Ireland, in 2000, and his Ph.D. degree in Civil Engineering from the University of Texas at Austin, in 2004. From 1997-1999, he worked as project engineer at Montgomery Watson (now part of Stantec) in Mumbai, India.

His research and teaching interests include surface water hydrology with specific focus on flood modeling and mapping. Much of his work has been on improving the simulation of hydrologic processes for flood prediction by using geographic information systems (GIS), data-driven techniques and advances in cyberinfrastructure. He has authored more than 100 peer-reviewed journal articles and conference proceedings in the area of river channels, watershed hydrology and flood modeling.

Some of his awards include the Education and Public Service Award (2025) from the Universities Council on Water Resources, the Education and Outreach Award (2024) from the Indiana Association for Floodplain and Stormwater Management, Best Technical Paper Award (2024) from ASCE’s Journal of Hydrologic Engineering, Outstanding Achievement Award (2018) from the Indiana Water Resources Association for work related to flood prediction and mapping for Indiana streams, and Excellence in GIS Award (2017) from Indiana Geographic Information Council for Soil-Based Floodplain Maps for Indiana.

Dr. Merwade disseminates his educational material as online tutorials, modules and YouTube videos, which have been used/viewed by hundreds of thousands of students, faculty and working professionals around the world who want to learn about hydrology, GIS applications, and hydrologic modeling.

Manuel “Manny” Nuño, P.E., CFM, LEED AP, CPESC

Civil Engineering Manager at Ware Malcomb

Mr. Nuño is a civil engineering manager at the Denver office of Ware Malcomb. A 2008 graduate of the University of Notre Dame with a specialty in structural and environmental engineering, he has established himself as a leader in the field of drainage and erosion and sediment control. In his 15-year career, Mr. Nuño has excelled in the design of land development projects including grading, utility design, stormwater management, and erosion control. Through his experiences as a consulting engineer, he has prepared civil construction plans for such clients as Marriott International, San Diego Gas & Electric (SDG&E), Lennar Homes, Oakwood Homes, and Kiewit Infrastructure West. In the field, Mr. Nuño has provided stormwater inspection services for SDG&E, Caesars Entertainment Group, and public agencies such as the City of Carlsbad, California, and the Town of Elizabeth, Colorado. He has managed civil projects in 17 different states and prides himself on working with developers, architects, and contractors to bridge the gap between regulatory compliance and constructability in the field. Mr. Nuño is a registered professional engineer in Colorado, Montana, Wyoming, and California; a Certified Floodplain Manager; a certified professional in erosion and sediment control, a Colorado LEED accredited professional, and a qualified SWPPP developer/practitioner. He is an active member in the American Society of Civil Engineers, the Urban Land Institute, and the Colorado Association of Stormwater and Floodplain Managers.
