    For the past 11 years, Mr. Foster has served as director of the Office of Planning and Development for the City of Denham Springs in Louisiana. Some of his duties include building official, floodplain administrator, stormwater inspector and code enforcement and he holds certifications for all. He was appointed to this position the same day Hurricane Gustav made landfall, September 1, 2008. Mr. Foster currently serves on the board and is a past-president of the Building Officials Association of Louisiana. He has also served on the Louisiana Floodplain Management Association board. Mr. Foster comes from the private sector where he most recently held the position of director for a local facilities management firm. In August 2016, the City of Denham Springs experienced an unprecedented 1000-year flood where over three thousand of its four thousand structures were flooded. Through hard work, help from countless public and non-public entities, a community full of residents and business owners determined to come back, and the grace of God, Denham Springs is once again a thriving city. Many successful policies and procedures were developed and refined during the recovery response, enabling thousands of homeowners to either repair, elevate, or demolish their structures. Through detailed management of the process, many were able to qualify for grants to cover those costs.

    Three years ago, he launched a newsletter, the Jack Straw Fortnightly, analyzing current developments in the law – both tax and nontax – concerning the transfer of private wealth in this country.

    Mr. Willis chaired the Steering Committee of the Probate and Trust Law Section of his local bar association and served on a legislative drafting subcommittee for the Probate and Trust Law Committee of the State Bar. He has also written numerous articles for law journals and publications.

    Mr. Willis has a law degree from St. Louis University and a master’s degree in Taxation Law from Washington University in St. Louis. His undergraduate degree in English Literature is from Indiana University, Bloomington, and he has a master’s degree in English from the University of Chicago.

He served on the board of directors for the local chapter of the Solar Energy Industries Association (MDV-SEIA) and was chair of the Potomac Region Solar Energy Association (PRSEA) for four years starting in 1998. Mr. Gilbert has been certified by the North American Board of Certified Energy Practitioners (NABCEP) for both thermal and photovoltaic systems.

Mr. Jalbrzikowski spent nine years in a land surveyor role at the U.S. Army Corps of Engineers Pittsburgh District. Throughout his varied career he has been involved in a wide assortment of field and office functions, including structural deformation monitoring, geodetic control surveys around the globe, boundary/ cadastral retracement, terrestrial lidar scanning, parcel and utility network digitization into GIS databases, single- and multi-beam hydrographic surveys, aerial lidar data processing, local/legacy datum resolution, as well as contract selection, negotiation, and administration for an even wider variety of geospatial projects. He earned his bachelor’s degree in Surveying and Mapping from the University of Akron, Ohio. His role as a Regional Advisor is to assist the public in utilizing the National Spatial Reference System (NSRS), and any other products and services that NGS provides.

Upon graduation from Bristol Tennessee High School, he enlisted in the United States Navy where he served as ships baker aboard the USS Shark (a fast attack submarine) for four years. When his enlistment came to an end, he took a job selling lawn care service to residential owners in Milwaukee, Wisconsin, and later, moved to Knoxville, Tennessee where he worked as general manager of a landscape contracting company while attending the University of Tennessee for Ornamental Horticulture and Landscape Design. Eventually, Mr. Shaw took over as president of a wholesale tree care supply business and built the company from $70,000 in sales to over $1.2 million in just seven years. During that time, he married his wife Kristin and they had two children together. With encouragement from Kristin he also developed an interest in arboricultural consulting, and on May 11th, 1999, he became the first American Society of Consulting Arborist (ASCA) member in Middle Tennessee. From 1998 to 2003, he also served on the Tennessee Urban Forestry Council. Mr. Shaw has since consulted with private landowners, insurance companies, attorneys, tree companies, cooperative extension service agents, country clubs, state urban forestry organizations, universities, and colleges. He has worked on some of the most challenging, difficult, and highest profile cases across the United States. Mr. Shaw is a registered consulting arborist, a board-certified master arborist and one of only a handful of arborists worldwide who consult full-time.     Mr. Lueck holds a bachelor of science degree in Urban Forestry from the University of Wisconsin – Stevens Point and a masters degree in Urban Planning and Policy from the University of Illinois at Chicago.     In the late 1970’s and early 1980’s, Mr. Shaw grew up in the sleepy little Appalachian town of Bristol, Tennessee, a small city that rests on the boundary between the two states of Tennessee and Virginia. Upon graduation from Bristol Tennessee High School, he enlisted in the United States Navy where he served as ships baker aboard the USS Shark (a fast attack submarine) for four years. When his enlistment came to an end, he took a job selling lawn care service to residential owners in Milwaukee, Wisconsin, and later, moved to Knoxville, Tennessee where he worked as general manager of a landscape contracting company while attending the University of Tennessee for Ornamental Horticulture and Landscape Design. Eventually, Mr. Shaw took over as president of a wholesale tree care supply business and built the company from $70,000 in sales to over $1.2 million in just seven years. During that time, he married his wife Kristin and they had two children together. With encouragement from Kristin he also developed an interest in arboricultural consulting, and on May 11th, 1999, he became the first American Society of Consulting Arborist (ASCA) member in Middle Tennessee. From 1998 to 2003, he also served on the Tennessee Urban Forestry Council. Mr. Shaw has since consulted with private landowners, insurance companies, attorneys, tree companies, cooperative extension service agents, country clubs, state urban forestry organizations, universities, and colleges. He has worked on some of the most challenging, difficult, and highest profile cases across the United States. Mr. Shaw is a registered consulting arborist, a board-certified master arborist and one of only a handful of arborists worldwide who consult full-time. He is a UAS pilot, a real estate appraiser and he brings a broad range of skills from a variety of scientific and professional disciplines.     Andrew Lueck is president and consulting arborist at Planned Forest Solutions LLC, an urban tree consulting firm based in Chicago, Illinois. He has worked in the field of arboriculture/urban forestry for over 15 years, in which he has held roles in the commercial, municipal and higher education sectors. Through Planned Forest Solutions, he helps municipalities, homeowners and commercial firms manage trees in urban areas to achieve their maximum benefit. He has extensive experience in tree preservation, tree biology, urban forest master planning, and tree risk assessment, and he has been involved as an expert witness on trees.
    Mr. Lueck holds a bachelor of science degree in Urban Forestry from the University of Wisconsin – Stevens Point and a masters degree in Urban Planning and Policy from the University of Illinois at Chicago. He is a board certified master arborist, registered consulting arborist, LEED AP ND and is tree risk assessment qualified (TRAQ).
