Mr. Schaffer is the Associate Principal at WZG Structural Engineers and has 20 years of experience in structural analysis and design throughout the Mid-Atlantic region. He is a graduate of Penn State University Architectural Engineering program with an emphasis in Structural Engineering and has project experience in commercial, higher education, industrial, pharmaceutical, hospital/life care and multi-family residential markets. In 2012, he was selected by Consulting Specifying Engineer Magazine as a Top 40 Under 40 for his achievements in structural engineering.

Michael Perlow Jr., P.E. is a retired civil & geotechnical engineer with more than 45 years of experience in engineering geology, geotechnical engineering and failure investigations. He is a registered professional engineer and a graduate of Lehigh University with BSCE and MSCE degrees. He is also the author of some 35 technical publications and has presented at numerous conferences, seminars, and meetings.
Mr. Perlow retired from full-time consulting in January 2016 and continues to work part-time in retirement. He provides continuing education seminars and webinars on Foundation damage assessment and repair and is completing a three year applied research effort on drilled foundation limit state pile capacity verification along with a book on geo-environmental hazard risk management.
Mr. Perlow has extensive foundation failure assessment-repair experience associated with major sinkhole stabilization projects, utility main breaks and geo-environmental hazard triggered failures. He has directed geologic, geophysical, groundwater quality, and geotechnical investigations for major projects including the $100 million AT&T Solid State Technology Center, Interstate 78 through the Schantz Spring Aquifer in Lehigh County in Pennsylvania, Lehigh Valley Regional Postal Facility as well as the Vera Cruz Road and Macungie sinkhole collapses. He also has extensive marine geotechnical experience with coastal, offshore and university research projects.

Dr. Jairo Garcia develops innovative policies and educational programs to make communities and cities cleaner, sustainable, resilient, and equitable. He is the lead author of Atlanta’s Climate Action Plan, and he led a collaborative effort with more than 40 stakeholders to the 100 Resilient Cities application, awarded to the City of Atlanta in 2016. Dr. Garcia is a member of the Georgia Research Roadmap steering committee, an initiative of the Georgia Climate Project lead by University of Georgia, Georgia Tech, and Emory University, which has a goal of improving understanding of climate impacts and solutions in Georgia. He received the Individual Climate Leadership Award by the EPA in 2017 and the Green Ring Award by the Climate Reality Project. These awards recognized Dr. Garcia’s leadership in addressing climate change and engaging organizations, peers, and partners. He represented the Mayor of Atlanta at COP23 in Bonn, Germany, and he presented at an event organized by the International Urban Cooperation Programme related to global cooperation to address climate change. Dr. Garcia’s publications on urban sustainability, climate change and sustainability education are numerous. His academic experiences include a position as a research assistant and two teaching assistant positions at Columbia University, a faculty adjunct and thesis advisor position at Concordia University, and faculty adjunct positions for the UCLA-Extension Program, the Georgia Institute of Technology and Johns Hopkins University.
