Originally from New Hampshire, Dr. Hamel completed a B.S. degree in Civil Engineering at Worcester Polytechnic Institute in Massachusetts and a master’s degree in Civil Engineering with an emphasis in structures at the University of Colorado at Boulder. Between degrees he worked as a bridge inspector, roadway designer, and bridge engineer in Boston and as a structural engineer in Denver designing hospitals, museums, and courthouses. After earning his license as a professional engineer in Colorado, he returned to school and completed his doctorate in Structural Engineering at the University of Wisconsin-Madison. Dr. Hamel’s research was located at the USDA Forest Products Laboratory in Madison and included a three-year long creep study of wood-plastic composites (WPCs). Dr. Hamel joined the faculty at the University of Alaska Anchorage in 2011, where his current research includes the performance of plywood/polyurethane structural insulated panels (SIPs), the strength of accreted ice on piles at the Port of Alaska, and a reliability analysis of flawed wood-frame structures during seismic events. At UAA, he teaches undergraduate courses in mechanics, structural analysis and steel design, and graduate-level courses that cover loads on structures, structural reliability, advanced structural analysis, finite-element analysis, and advanced steel design.

Mr. Fratinardo is a civil/structural engineer and roof consultant. His over 20 years of experience includes civil and structural engineering analysis, design, construction administration, field investigation, and project management, and 13 years of experience specific to forensic engineering and the investigation and analysis of building damage and failures. Mr. Fratinardo has designed numerous new buildings, building additions, building renovations, and mechanical platforms and supports. He has designed and analyzed roof, wall and floor framing systems utilizing steel, concrete, masonry, and wood construction. Mr. Fratinardo has vast expertise in commercial, industrial, agricultural, municipal, educational and residential building damage investigations, including on-site investigations after 25 different tornado events, and Hurricanes Irene, Sandy, Matthew, Harvey, Irma, Maria and Florence. He has legal experience in depositions, arbitration hearings and trials. He has prepared and performed numerous continuing education presentations, including on an array of topics in forensic engineering, structural engineering and building codes for HalfMoon Education Inc., in multiple states since 2014. Mr. Fratinardo graduated from Michigan State University with a bachelor of science degree in Civil Engineering, and he also holds a master of engineering degree in Civil Engineering from Texas A&M University. He is a registered professional engineer in multiple states and a licensed structural engineer in Illinois.

Bosela Forensic Engineering Consultants, LLC
Mr. Bosela is a licensed professional engineer (Ohio and Pennsylvania) and is an accredited professional in Leadership in Energy & Environmental Design (LEED). He has investigated numerous failure cases and/or performance-related problems for private clients and is responsible for determining the cause and extent of damage to structures, including, but not limited to, roof truss failures, roof collapses, foundation failures, storm-related damage, etc. He earned his bachelor’s and master’s degrees in Civil Engineering from Cleveland State University and previously worked in the construction industry for a prominent construction manager/general contractor on some high-profile projects, such as The Cleveland Museum of Art and the Cleveland Cavaliers Training Facility. In addition, Mr. Bosela worked as a structural engineer providing design and analysis for structural products for the construction sector and as a structural design engineer for sports, commercial and industrial markets. Some of the construction products include, adjustable steel columns, telescoping posts and insulated concrete form (ICF) bracing. For the telescoping posts, he developed a design approach for providing a safe load capacity. Mr. Bosela has also worked with several product evaluation and testing agencies in the U.S. and Canada.

Dr. Paul Bosela is a professor emeritus of Civil & Environmental Engineering at Cleveland State University and partner in Bosela Forensic Engineering Consultants, LLC. He retired from CSU after 28 years of service, including ten years as department chair. Dr. Bosela has extensive forensic engineering experience in the investigation of structural failures. He has investigated hundreds of failure cases for private clients, including the determination of the cause and extent of damages to structures, such as roof collapse, foundation failure, beam failure, collapse during construction, building envelope problems, etc. He has served on the American Society of Civil Engineers (ASCE) Forensic Engineering Division (FED), formerly the Technical Council on Forensic Engineering (TCFE) since 1986, including terms as chairman of both the Executive and Education Committees. He has lectured on forensic engineering throughout the U.S., and in Costa Rica, Ecuador, India, Italy, and Great Britain, and he strives to bring lessons learned from failures into the civil engineering curriculum. Dr. Bosela was a co-editor of the Proceedings of the 2nd, 3rd and 4th ASCE Forensic Engineering Congresses, and co-editor of Failure Case Studies in Civil Engineering: Structures, Foundations and the Geo-Environment (ASCE 2013), as well as numerous journal articles and conference presentations.

Mr. Popp is a licensed professional engineer in New York, Massachusetts, Connecticut, Maine, New Hampshire, Rhode Island and Colorado. He also holds an unrestricted construction supervisor and home inspector license (in Massachusetts). Mr. Popp provides expert technical consulting services based on over three decades of broad-based mechanical and structural engineering experience. He has developed state-of-the-art custom machinery, structures and systems, and he has performed engineering management and consulting services for a wide variety of clients, applications, and industries. These include the consumer, aerospace, materials, testing, biomedical, automotive, and construction markets. Mr. Popp has experience in state-of-the-art design and manufacturing, in production and research and development environments. He has also performed forensic and failure analysis investigations of material and product failures as well as structural engineering analysis. Mr. Popp holds a masters of science degree in Administrative Studies from Boston College, a bachelor of science degree in Mechanical Engineering from the University of Massachusetts, and a certificate in Engineering Management Development from Worcester Polytechnic Institute. He has also completed other PhD and Master’s level engineering course work including bio-mechanical engineering, CAD, thermodynamics, and numerical analysis at UMASS and at Northeastern University. As a result of his extensive professional experience and education, Mr. Popp has been an invited presenter at the University of Fair Haven’s Graduate School of Forensic Engineering and at the National Academy of Forensic Engineers Annual Convention.

Over the past 28 years, Mr. Drerup has investigated performance concerns at hundreds of buildings and structures. His work has ranged from single family homes to large building collapses. Mr. Drerup has evaluated damage attributable to earthquakes, blast, impact, fire, water intrusion, corrosion, construction defects, and other factors. He has served as a testifying expert in several cases. Mr. Drerup has also developed and retrofit designs for existing buildings. He has previously worked for two prominent forensic engineering firms and an international structural design firm. In 2014, he established Drerup Building Performance Engineering, PLLC with his partner Alicia Díaz de León, PE, SE, AIA, and continues to collaborate with other consultants and laboratories nationwide to investigate a broad range of issues pertaining to structure, enclosure, and construction materials. Mr. Drerup recently completed two terms as a voting member of ASCE’s Board Committee on Technical Advancement. He serves on ASCE’s Joint Task Committee with CROSS-US, and is past chair and a 22-year member of ASCE’s Forensic Engineering Division.

Mr. Burns is the founding principal of BSC Forensic Services, LLC, and he practices as a structural forensic investigator, holding professional engineer licensure in 25 states and counting. He has a unique background including education, business development, technology development, engineering design, forensic engineering, and teaching. Since 2011, BSC has grown to a nationally-recognized firm under Mr. Burns’ leadership with experts licensed throughout the United States in fields such as: structural, civil, mechanical, electrical, mold, industrial hygiene, drones, as well as fire and explosion. Mr. Burns is the author of two patents pending pertaining to forensic investigations, and he has testified in multiple trials, depositions, arbitrations, and/or mediations.
Mr. Burns’ forensic experience includes structural design, failure analysis, construction defect, premises safety/ injury (including trips and slips), water losses, wind assessments, hail assessments, flooring assessments, foundation performance evaluations (including movement attributed to plumbing leaks), building envelopes, air and water penetration (spray testing), and much more. Mr. Burns and BSC staff under his responsible charge perform inspections on commercial, residential, multi-family, industrial, and government facilities as well as automobile, mechanical, electrical, and plumbing systems routinely.
His experience has also included work as a structural engineer on nationwide projects, as a project manager for a civil engineering firm in Houston and Dallas, Texas, and as an adjunct instructor in the Civil Engineering Department at the University of Houston. Mr. Burns holds a B.S. degree in Civil Engineering from the University of Arkansas and an M.S. degree in Civil Engineering from the University of Texas at Arlington, and he is a past-president of Tau Beta Pi, AR-Alpha.
