Speakers
Dale Hill
Executive Director of the Builders Supply Association of West VirginiaThe Builders Supply Association is dedicated to the education and promotion of the use of concrete materials in West Virginia. Mr. Hill is an alumnus of WVUIT and has served in many capacities over the past 20 years in the West Virginia construction industry. In 2002 he was published in “Road and Bridges” due to his design efforts of “fast track concrete pavement in West Virginia’. In 2009 Mr. Hill convinced the Builders Supply Association to lead the educational and promotional efforts of “Full Depth Reclamation” in West Virginia. After working with the WVDOH to create a procedure specification, this product has “recreated” many miles of road within the State, especially in the areas of the Marcellus Shale projects. This innovative procedure to revitalize worn existing asphalt pavements is a proven procedure to save money, natural resources and reduce landfill quantities.
Joe Kindler
Mr. Kindler graduated with a BS degree in Civil Engineering from Case Institute of Technology, after which he spent six years with ODOT as maintenance engineer in District Six. He went on to spend eight years with the City of Columbus as a street maintenance engineer, and 14 years as a partner in a preventative maintenance construction company, introducing Ralumac (micro surfacing) to Ohio and surrounding states. Since then he has been a consultant providing pavement management and pavement preservation techniques to clients in Ohio and Florida and various states in between. He has participated in two national PAVER workshops and numerous state and local workshops pertaining to pavement management and pavement preservation. Presently, Mr. Kindler is teaching a course in pavement design at The Ohio State University.
