Mr. Parlee is a building consultant with 47 years in the construction trades, having worked as a framing and siding carpenter, homebuilder, remodeler, and exterior renovator. While working in these trades he has built, or dismantled and replaced, the exteriors on several hundred homes. This has allowed him to see what works, and to also see the problematic details that have led to moisture intrusion into the building envelope and to effect corrections. Mr. Parlee currently uses the expertise gathered over his life’s work as a consultant on construction defects and moisture intrusion as an expert witness, and as a seminar presenter for inspection organizations for continuing education credits, and for builders looking to better their quality. He is EDI (Exterior Design Institute) certified as an EIFS, Stucco and Stone Inspector/Moisture Analyst/Quality Control and is also certified by EDI as a Building Envelope II, Steep Slope Roof Inspector and was one of the instructors of the first EDI Stone Veneer Inspection Certification seminar. As a member of the Board of Directors for EDI, he is involved in updating the curriculum and writing new curriculum to keep courses in step with the most current technologies. Mr. Parlee is a certified Level I Infrared Thermographer and Certified Residential Thermographer. He has been a guest lecturer for Architecture Forensics at Iowa State University. Mr. Parlee has also attained certification as a Building Envelope Investigator through BESI (Building Envelope Science Institute). LEED introduced him to water issues. Then there was drought. With a love of rivers and appreciation of water, he decided to focus on rainwater harvesting and water efficiency as Georgia entered its worst drought in its history from 2006 – 2009. In 2007, Mr. Williams started designing and installing rain harvesting systems. In 2008, he became an American Rainwater Catchment Systems Association accredited professional, ARCSA AP, and is currently a regional representative. In 2012, Mr. Williams began auditing commercial, institutional and multifamily buildings’ water use and providing solutions to reduce water use primarily through fixture upgrades. He spent the next several years auditing commercial, institutional and multifamily buildings as part of his job in sales and account management working for several different companies. In 2013, he landed the contract for fixture upgrades for the Bank of America Plaza’s LEED Silver Certification, reducing water by 57 percent, receiving all seven points and saving 2,669,360 gallons per year. The project won the USGBC’s Ebie award for water efficiency, the Atlanta Metro Chamber’s E3 award for water, the USGBC – GA Chrysalis award as well as the Atlanta Better Building Challenge award. In 2019, Mr. Williams started representing Sustainable Water’s WaterHub water recycling system that uses eco-engineering processes to clean wastewater for non-potable needs. Sustainable Water brought the WaterHub to Emory University, recycling more than 400,000 gallons daily. Currently, he is designing and installing rainwater systems in Georgia and helping others use water more efficiently through water audits, billing assessments and fixture recommendations. Mr. Williams is chair of the Ocmulgee Basin Advisory Committee of the Metro North Georgia Water Planning District and has been active since 2007. He still creates art though his photography.

Nail is an associate professor in the Engineering Department at the University of Tennessee at Martin where he teaches a variety of courses including fluid mechanics, hydraulics and hydrology, and hydraulic and hydrologic modeling. He holds a professional engineer’s license based on having passed both the Civil and Mechanical discipline-specific exams. Prior to coming to UT-Martin in 2002, he worked as a research hydraulic engineer for the United States Army Corp of Engineers for 11 years. He is a former member of the Executive Committee of the Tennessee American Water Resources Association, and he has lectured on various HEC-RAS modeling topics at the Annual Tennessee Water Resources Symposium and at other venues. He was an instructor for the Independent Electrical Contractors of Arizona (I.E.C.), a four-year apprenticeship program facilitated at Gateway Community College in Phoenix. Mr. Cook continues to train for the Electric League of Arizona educational program, teaching classes on NFPA 70E, arc flash, grounding and bonding and other topics of the National Electrical Code. He has presented the NEC for HalfMoon Education and the Arizona Department of Transportation as well. He authors “Code Corner” a monthly article appearing in The Electric Times (AZ) and The Daily Reporter (WI). Mr. Cook has contributed articles to the IAEI magazine. He is a National Fire Protection Association member, an International Association of Electrical Inspectors member, and a certified commercial electrical inspector for the State of Wisconsin. He was recently appointed to Code Making Panel 2 for the 2023 National Electric Code, NFPA 70. Mr. Cook is approved as a CEU provider for more than twelve states.
