Speakers

Erin Deady, P.A., LEED, AP

Ms. Deady is the president of Erin L. Deady, P.A., a full-service legal and consulting firm. She is a licensed attorney in Florida, a certified land planner by the American Institute of Certified Planners and a LEED AP. Ms. Deady’s practice is primarily focused on public sector government representation but also includes numerous private sector and agricultural clients. Her practice includes environmental restoration initiatives, water, energy, climate, local government, administrative law and land use issues. A large area of the firm’s representation is helping clients navigate the increasing challenges of resiliency and climate adaptation and potential liabilities associated with responding to climate change.

Kathleen Fallon

Dr. Fallon is the senior coastal processes and hazards specialist for New York Sea Grant. In her current role she assists various stakeholders such as homeowners and municipal officials, as well as researchers and state and federal agencies, by providing technical expertise of shoreline dynamics. Her current projects are centered around informing community resilience to flooding and erosion and exploring mitigation techniques. She obtained her degrees from Stony Brook University and Florida International University.

Eric C.Y. Fang, AIA, AICP, LEED AP

Mr. C.Y. Fang, is principal with Perkins Eastman. Leading Perkins Eastman’s resiliency planning initiatives, he champions the role of strategic planning and design thinking in addressing complex challenges like climate adaptation and the place of large institutions in the city. Mr. Fang has led large-scale mixed use, revitalization, urban redevelopment, and resiliency projects for public agencies, private developers and institutions nationally and internationally. His focus is on helping cities, communities, and landowners develop and implement strategies for sustainable and equitable growth and his work extends in scale from buildings, to districts, cities, and regions. A seasoned collaborator, Mr. Fang brings the unique ability to build consensus around complex public initiatives involving multiple disciplines. He is a lifelong student of the city of New York and has published and lectured widely on urbanism, resilience, and sustainable development.

Rhonda Haag

Ms. Haag is the chief resilience officer for Monroe County, located in the fabulous Florida Keys. She has been with the County for 13 years and leads the County’s resiliency and sustainability efforts to help prepare the County and its coastal communities for the effects of sea level rise in what is one of the most vulnerable regions in the country. To assist in these efforts, Ms. Haag serves as an active member of the Southeast Florida Regional Climate Change Compact Steering Committee. She also leads the County’s environmental canal restoration program, restoring the numerous canals in the Keys that do not meet state water quality standards. She also leads the county’s marine debris removal efforts for canals that have been affected by hurricanes. Ms. Haag’s experience includes previous service with the Florida Department of Environmental Protection and the South Florida Water Management District, where she served in several roles including Service Center Director, Everglades Outreach Manager, and Contracts Manager. Ms. Haag is committed to improving the marine environment in the Keys, providing for the future livability of residents in these vulnerable island communities and ensuring the resilience efforts of the County continue to remain in the forefront and ahead of the cumulative effects of climate change.

Lori Lehr

Lori Lehr is the president of Lori Lehr Inc., with more than 20 years of experience in the field of floodplain management and the Community Rating System (CRS). Ms. Lehr is currently assisting communities across Florida and California with participation in the CRS program. She also works with communities to maintain compliance with the National Flood Insurance Program (NFIP). Prior to starting her own consulting firm, Ms. Lehr was a senior field specialist and lead instructor with Insurance Service Office/Community Rating System (ISO/CRS). Along with conducing Field Verification Visits, Ms. Lehr participated in training new ISO/CRS field specialist and was the lead instructor for the 278 Community Rating System Course with EMI. Ms. Lehr was also served as the floodplain manager for the City of St. Petersburg, Florida. During her tenure with the City, she became a Certified Floodplain Manager (CFM) and the City’s CRS coordinator. Ms. Lehr’s responsibilities also included: management of all construction in the Special Flood Hazard Area (SFHA), building plan review, building inspection, code enforcement, the adoption of new Flood Insurance Rate Maps (FIRMs) and the revision of the City’s Flood Damage Protection Ordinance.

William Nechamen, CFM

Principal and Owner of Nechamen Consulting, LLC

Mr. Nechamen was the floodplain coordinator for the State of New York Department of Environmental Conservation for 21 years. During that period, he helped to promote higher floodplain standards in New York, including enacting a two foot “freeboard” requirement in New York’s building code, saving property owners millions of dollars in flood losses and flood insurance premiums.

One of the founders of the New York State Floodplain and Stormwater Managers Association (NYSFSMA), a professional association with over 500 active members, Mr. Nechamen was their first chair and currently serves the Association as its treasurer and membership coordinator.

Mr. Nechamen has been a Board member of the Association of State Floodplain Managers (ASFPM) at various times for 13 years. ASFPM represents over 15,000 professionals across the United States and internationally and is a key national voice in policies designed to reduce flood risk while preserving the natural and beneficial functions of floodplains. Mr. Nechamen served as chair (2013-2015), vice-chair (2011-2013) and treasurer (2008-2010) and is currently co-chair of the Floodplain Regulations Committee as well as an active Board member. He has received the ASFPM Meritorious Lifetime Achievement in Floodplain Management Award.

In his capacity as floodplain coordinator, Mr. Nechamen has led workshops and training sessions on the National Flood Insurance Program (NFIP), floodplain management and regulations, understanding and interpreting flood maps, flood insurance and the Community Rating System.

Joseph Sutkowi, WEDG

Mr. Sutkowi, is the chief waterfront design officer at the Waterfront Alliance. He leads the WEDG® (Waterfront Edge Design Guidelines) program and oversees Waterfront Alliance’s resilience planning project in Flushing Meadows Corona Park. He brings significant experience in ports, offshore wind, climate resilience planning, economic development policy, and infrastructure. Previously, Mr. Sutkowi was a senior consultant at Karp Strategies, a New York City-based urban planning and economic development consulting firm where he led projects in infrastructure, real estate development, and sustainability. In previous roles, he worked with Living Cities on equitable procurement, with a New York City Council member on transportation, with the American Red Cross in disaster response operations, and with the University of Michigan in foundation relations. Mr. Sutkowi resides in Queens, New York. He holds a bachelor’s degree in Public Policy from the University of Michigan and a Master’s degree of Public Administration from New York University’s Wagner School. Mr. Sutkowi is a member of the Urban Land Institute’s New York City Infrastructure Product Council, co-chair of a committee of the New Jersey Coastal Resilience Collaborative, an Advisory Board Member for the National Working Waterfront Network, and a member of the New Jersey Association of Floodplain Managers.

Course Title: Designing and Building for Coastal Resiliency

Course Description: This 6.5-hour course will focus on design and building strategies that protect coastal shorelines, beaches, structures, communities and infrastructure from various coastal threats such as flooding, erosion, storms and sea level rise. The course will also explore the regulation of coastal construction and flood zones, discuss expected climate impacts on coastal structures and communities, and integrate coastal resiliency with other practices such as stormwater management.

Learners will be able to assess various resiliency options to protect coastal shorelines and beaches from the damaging effects of sea level rise, flooding and severe storms.

Learning Objective 2:
Learners will be able to discuss expected climate change hazards on coastal structures and how developers and designers can adapt.

Learners will be able to explore coastal infrastructure protection techniques, such as elevating existing roads.
