Continuing Education Credit Information
This webinar is open to the public and is designed to qualify for 7.0 PDHs for professional engineers and 7.0 HSW continuing education hours for licensed architects in all states that allow this learning method. Please refer to specific state rules to determine eligibility.
This webinar may offer up to 7.0 HSW continuing education hours to interior designers in some states. HalfMoon Education has not applied for interior design continuing education approval in states requiring such.

Stoyan Bumbalov, CASp
Stoyan Bumbalov ConsultingMr. Bumbalov joined the California Housing and Community Development’s State Housing Law (SHL) Program in 2010 and was part of the team responsible for the development and adoption of the California building codes related to residential buildings and structures. He acted as a subject matter expert in projects associated with the California Building Standards Code development and other rulemaking activities, and was the SHL Program manager for two years.
Mr. Bumbalov has 16 years of experience in developing, interpreting, and enforcing building standards in California and in Europe. For more than nine years he has spent a substantial amount of time with the development and modification of the California Residential Code, California Building Code (CBC), CALGreen, California Electrical Code, California Plumbing Code (CPC), California Mechanical Code, and many emergency regulations. His specialty and favorite topic for discussion for many years is housing accessibility. Since 2010, Mr. Bumbalov has spent a substantial amount of time with the modifications of Chapter 11A; he was the “go to” person for all interpretations pertaining to issues with housing accessibility. His daily duties also included technical expertise and interpretations on issues related to housing construction. Prior to his state service, Mr. Bumbalov was a building inspector and plans examiner for a local jurisdiction. His private sector experience includes five years as a building inspector, plans examiner, internal control engineer, and a third-party consultant in a company based in Europe.
Mr. Bumbalov is a certified access specialist (CASp), and since leaving HCD in August 2019, he has run his own consulting business. He consults with design professionals and developers on accessibility issues for new developments and existing facilities. Mr. Bumbalov is also involved with code development and the development of CASp exams as a subject matter expert. He possesses seven International Code Council certificates including accessibility plans examiner. He has a master’s degree in Electrical Engineering.

Course Description: This seven-hour course focuses on compliance with the accessibility requirements of the Fair Housing Act (FHA). The course will review and discuss the legislation and applicable accessibility standards before analyzing and explaining accessible design for building entrances, interior and exterior routes, common areas, environmental controls, kitchens, bathrooms, grab bars and more.
