Speakers

Douglas Anderson

Mr. Anderson is recognized nationwide for his expertise in design and construction requirements of accessibility laws, codes and standards. A Partner with LCM Architects, a certified Disability-Owned Business Enterprise, he cultivates LCM’s industry-leading expertise in strategic accessibility planning for corporations and brands with properties throughout the United States. For nearly 30 years Mr. Anderson has helped clients to understand and comply with accessibility standards of the Americans with Disabilities Act (ADA), the Fair Housing Act (FHA), and other state and local codes and regulations. He has served as an expert in ADA and FHA cases. Mr. Anderson was appointed by President Bush in 2003 to serve on the U.S. Access Board, the agency responsible for developing ADA guidelines. During his tenure he held the positions of chair of the Board, vice chair of the Board, and chair of the Executive Committee. On the American National Standards Institute (ANSI) A117.1 Accessibility Committee, he currently represents the hospitality industry in the development of standards for future model building codes. Under the Fair Housing Accessibility FIRST Training Program, funded through the US Department of Housing and Urban Development, Mr. Anderson is one of two technical trainers. Complementing this work, he assists the FHA FIRST in providing technical guidance to the questions ask ed through the program’s toll free information line and website.

Amber Fagan

Ms. Fagan is an invaluable resource for the multifamily building industry. On a daily basis, she applies her detailed knowledge of federal and state accessibility standards to help promote more equitable living environments. She is an accessibility specialist with an interior design background and more than a decade of experience managing the Fair Housing Accessibility FIRST Design and Construction Resource Center sponsored by the U.S. Department of Housing and Urban Development. Ms. Fagan has expertise in federal disability regulations, including accessibility and design compliance. Managing the day-to-day administration of the national Design and Construction Resource Center, she supervises full- and part-time staff to ensure expert services. She also consults with architectural specialists to provide analysis of plans to help determine compliance of complex accessibility related design issues in multifamily housing. Ms. Fagan conducts extensive research of other federal and state accessibility laws, regulations, standards, and case law.

John Ritzu

Mr. Ritzu has been involved in the architecture profession since 1977. Through his experience in design, technical coordination, construction observation, and management he has acquired extensive knowledge about the analysis, interpretation, and application of building, zoning, and accessibility codes. He has applied his technical knowledge toprojects for financial, education, hospitality, and government clients, including work for the U.S. Department of Justice. His meticulous attention to detail is well-suited for his role as program manager for the U.S. Department of Housing and Urban Development’s Fair Housing Accessibility FIRST program. Mr. Ritzu manages the Resource Center, website, and nationwide training components of the program, which provides technical guidance on the accessibility requirements of the Fair Housing Act. Complementing this work he assists the FHA FIRST in providing technical guidance to the questions asked through the agency’s toll-free information line and website. He recently led LCM’s role in HUD’s revision of the FHA Design Manual. He has been an instructor and lecturer at Carnegie-Mellon University, University of Illinois at Chicago, and Harrington Institute of Interior Design in Chicago.

Course Title: Complying with Fair Housing Act Accessibility Requirements

Course Description: People with disabilities are considered a protected class under the Fair Housing Act, and this course examines the accessibility requirements under that act.

Learning Objectives:

Learners will be able to comply with Fair Housing Act (FHA) accessibility requirements for building entrances on accessible routes and access to public and common use areas.

Learning Objective 2:
Learners will be able to comply with FHA accessibility requirements for light switches, outlets, thermostats, and other environmental controls.

Learners will be able to comply with FHA accessibility requirements for kitchens and bathrooms.

Learners will be able to discuss the seven design and construction requirements of the Fair Housing Act, and they will be able to identify common violations of each requirement. They will be able to describe the effects that violations have on people with disabilities.
