Each webinar session earns continuing education credit and can be registered for individually. Alicia Legland is a member of the Environmental and Renewable Energy Practices. Her experience and current work centers on environmental law, energy law, and land use and zoning law. A primary part of her practice involves preparing zoning analyses for renewable energy developers, representing clients involved in Article 78 proceedings, and assisting clients with regulatory compliance matters and environmental due diligence review. Prior to joining Hodgson Russ, Alicia was a summer associate for a real estate law firm in New York City. During law school, she interned for the Honorable Andrew L. Carter Jr. in the U.S. District Court for the Southern District of New York in Manhattan.
Daniel A. Spitzer
Daniel A. Spitzer is a partner with Hodgson Russ LLP. He concentrates his practice on issues involving environmental law, renewable energy, sustainable development, land use law, municipal law, and real estate development. His practice involves numerous renewable energy projects, including representing municipalities, developers, land owners, and financing entities. His work includes some of the largest wind farms in the eastern United States; multiple utility and small-scale solar projects; and landfill, gas-to-energy, biomass, storage, transmission, and energy efficiency projects. A primary part of his work focuses on National Environmental Policy Act (NEPA) and State Environmental Quality Review Act (SEQRA) review and compliance with federal and state environmental statutes. His work includes environmental assessments for large-scale telecommunications projects, infrastructure projects and power generation projects. He counsels agencies and private clients on compliance with historic preservation laws, the Clean Water Act, the Clean Air Act, and other federal environmental statutes and regulations. His practice also includes work in areas concerning the valuation of property. He represents property owners and municipalities in condemnation proceedings and tax assessment challenges, from the initial filing of claims, all the way through to trial. His clients include municipal redevelopment agencies, developers, and taxpayers throughout New York State.

Course Title: Building Energy and Emissions Limits

Course Description: This three-hour course examines New York City’s Local Law 97, which is designed to reduce carbon emissions from buildings larger than 25,000 sq. feet. The course details how building owners and design professionals can prepare their buildings to comply with the law, starting with understanding the laws and the problems they are designed to address. Throughout the course, annual building emissions limits for 2024-2034 will be identified, occupancy groups will be discussed, and reporting requirements will be outlined. In addition, penalties, amendments, reports, and adjustments will be covered. Lastly, compliance strategies such as battery usage and carbon trading will be demonstrated.
Learning Objective 1:
Learners will be able to explain the problems that arise from New York City’s greenhouse emissions and the purpose of the NYC climate mobilization laws, primarily Local Law 97.
Learning Objective 2:
Learners will be able to identify which buildings are covered by the law, the annual emissions limit (2024-2034), and which buildings are exempt.
Learning Objective 3:
Learners will be able to determine extensions, penalties, and reporting requirements as prescribed by the law.
