 Mr. Stumne has more than 25 years of professional experience providing wetland and waters of the U.S. delineations, floristic quality assessments (FQA), wetland function/quality assessments, impact analysis, stream evaluations, Clean Water Act Section 401/404 permitting, Rivers and Harbors Act Section 10 Permitting, mitigation plan development, ecosystem restoration, NEPA analysis and documentation, and listed species investigations under the Endangered Species Act. He has performed hundreds of wetland delineations, provided supervision and oversight of wetland delineations and reporting performed by others, and acquired permits and directed mitigation planning within several U.S. Army Corps of Engineers (USACE) Districts including St. Louis, Rock Island, Chicago, Detroit, Louisville, Kansas City, Tulsa, Little Rock, Albuquerque, Philadelphia, Fort Worth, and Galveston. Mr. Stumne has acquired USACE permits for projects within various industries including oil and gas pipelines, electric transmission, electric generation (fossil fuels and nuclear), transportation, mining, and general industry. Projects have ranged from small-scale construction to complex and contested electric transmission and oil/gas pipeline projects with construction costs over $1B.
