Mr. Lewandowski is senior counsel with Husch Blackwell. He guides clients on compliance issues regarding surface and groundwater and remediation of contaminated properties. With experience in aligning the clean water laws of Wisconsin with Environmental Protection Agency (EPA) guidelines, Mr. Lewandowski understands the subtleties of state regulations covering surface and groundwater. Mr. Sorenson is a shareholder with von Briesen & Roper, S.C. and has more than 35 years of experience helping clients with a wide range of legal issues. He provides counsel on corporate law, business succession planning and estate planning. Mr. Sorenson also represents municipalities, and with regard to real estate he counsels on land use, zoning, smart growth, water front litigation and nonmetallic mining. He is a Fond du Lac County Court Commissioner and serves as a mediator and arbitrator in real estate and labor disputes. Mr. Moormann, PE, RA, earned a 5-year Bachelor of Architecture degree and a Master of Science degree in Civil Engineering from the New Jersey Institute of Technology. He is dually a licensed as a registered architect and a licensed Professional Engineer in the States of New York, New Jersey, Pennsylvania, and other states and holds multiple professional affiliations and certifications. Mr. Moormann has spent a large portion of his 18+ year career involved in heavy construction and new building development in the New York City market under various capacities of geotechnical, excavations, demolition, remediation, and structural design works. Mr. Curtin is the stormwater manager at Erosion Control Services and oversees the UPDES program at the company. Before joining ECS, Mr. Curtin served as the construction program coordinator for Utah DWQ for three years and on the stormwater team with UDOT for a year. Prior to moving to Utah, Mr. Curtin worked as a consultant for four years implementing MS4 permits across multiple different regions. Ms. Jack Hinners is the director of conservation and research at Red Butte Garden on the University of Utah campus in Salt Lake City. An urban and landscape ecologist, she has a B.A. degree in Geography and Environmental Studies from McGill University and a PhD degree in Ecology and Evolutionary Biology from the University of Colorado at Boulder. Prior to her current position, she was on the faculty of the Department of City and Metropolitan Planning at the University for 12 years and founded the Center for Ecological Planning and Design. She has been studying and teaching about stormwater green infrastructure from an interdisciplinary perspective for over a decade and has multiple stormwater reference sites on the University of Utah campus, most notably the Landscape Lab. Ms. Jack Hinners has also taken a leadership role in stewardship of Red Butte Creek on campus, and in her current position at Red Butte Garden, she continues to study and advocate for landscape practices that support and enhance the health of our urban streams and riparian ecosystems.

Mr. Tolman is the president and owner of AccenaGroup, a company that has served Utah and surrounding states as stormwater plan and consulting experts since 2007. His industry certifications include QSWPPP, Utah RSI, CISEC, and CPESC. Mr. Tolman has presented several times at American Public Works Association (APWA) conferences, CASQA, Stormcon, and other industry conferences. He has consulted on U.S. Environmental Protection Agency and Utah State consent decrees and regularly guest lectured for construction management classes at Brigham Young University and Utah Valley University.

Dr. Kerski is a geographer with a focus on analyzing change over space and time across multiple fields of study. His research analyzes the use of Geographic Information Systems (GIS) in education. He has served as the President of the National Council for Geographic Education and has given 2 TED Talks on “The Whys of Where”. He holds 3 degrees in geography (BA, MA, PhD) and has served as geographer in 5 major sectors of society, including as an independent consultant, in government (NOAA, US Census Bureau, USGS), academia (University of Minnesota, Harrisburg Area Community College, Penn State University, Sinte Gleska University, University of Denver, others), private industry (as Education Manager for Esri), and in nonprofit organizations (with roles in geography and education associations). Mr. Walters is a professional engineer and is certified in plumbing design through the American Society of Plumbing Engineers. His responsibilities overlap into the professional engineering areas of civil engineering, mechanical engineering, chemical engineering, fire protection engineering, and process engineering. He performs calculations, sizes equipment, and prepares plumbing design and construction documents. Mr. Walters is a member of the Atlanta Chapter of the American Society of Plumbing Engineers (ASPE). He earned his B.S. degree in Mechanical Engineering from Georgia Tech.

Mr. Boone is a pioneer in the evolution and art of creating sustainable, machine-built trails for mountain bikers. Mr. Flink is an award-winning planner, designer, and author. Mr. Flink is the founder, owner and president of Greenways Incorporated, a consulting firm located in Durham, North Carolina. He is widely regarded as one of America’s leading greenway planners, having completed comprehensive greenway, trail, and open space plans for more than 250 communities within 36 States and having provided consulting services in Argentina, Canada, China, the Czech Republic, Japan, and St. Croix, USVI. Mr. Flink was elected to the American Society of Landscape Architects Council of Fellows in November 2003. He is the 2006 Distinguished Alumnus for the College of Design at North Carolina State University. Mr. Flink co-authored Greenways. A Guide to Planning, Design and Development, in partnership with The Conservation Fund. This book received a 1994 Merit Award in Communications from the American Society of Landscape Architects (ASLA) and is cited by the American Planning Association as “the best single reference” on greenway development. Mr. Flink also co-authored Trails for the Twenty-First Century, which received a 2001 Merit Award in Communications from the North Carolina Chapter of ASLA. Mr. Flink has been featured in prominent national and international publications including National Geographic, Triangle Business Journal, Private Clubs, Landscape Architecture, Walking, American Planning, Good Housekeeping, Hemispheres (United Airlines), Buzzworm Environmental Journal, Southern Living and American City County. Mr. Flink has lectured on the planning and design of greenways at more than 200 national and international conferences since 1986. He graduated cum laude in 1982 from North Carolina State University’s College of Design and later served as an adjunct professor of Landscape Architecture for five years. He currently serves on the College of Design Leaders Council and is chair of the Board of Visitors at North Carolina State University. He served three consecutive terms as chairman of the Board for American Trails, Washington, DC, and five consecutive terms as chair of the Board of Trustees for the East Coast Greenway, a 3,000 mile urban trail that extends from Calis, Maine, to Key West, Florida, along the Atlantic Seaboard of the United States.

Mr. Searns has a four-decade history of visualizing, planning, and getting trails and greenway projects built. He was project director of Denver’s Platte River and Mary Carter Greenways, both national-award-winning projects. He helped plan the Grand Canyon National Park Greenway, played a key role on the Memphis Wolf River Greenway, and authored the Commerce City, CO, Walk, Bike, Fit Plan. He has written for Planning, Landscape Architecture, LA China, and American Trails magazines and has served as editor-in-chief of Trails and Beyond magazine. He chaired American Trails and was a founder of The World Trails Network as well as being a delegate to the America’s Great Outdoors White House conclave. His current book is Beyond Greenways: The Next Step For City Trails and Walking Routes, published in 2023 by Island Press. This book was chosen as one of THE DIRT’s (American Society of Landscape Architects) 10 best books of 2023. He resides, writes, hikes, and bikes near Denver, Colorado.

Dr. Robert Ahl works as a Geospatial Systems Specialist in the USDA Forest Service|Lands, Minerals, and Geology|Automated Lands Program. He has an extensive natural resource background, with application of geographic information systems and remote sensing to assess and model vegetation characteristics, water yield, and wildlife habitat. In recent years he has also obtained remote pilot certification and manages a remote sensing services agreement with the University of Montana. In the Automated Lands Program, he helps manage a team of contractors that focus on Land Status Record System data development and maintenance, with emphasis on creating spatial representations of right-of-way, land adjustment case boundaries, and other administratively or congressionally
designated changes to land status. He is also a manager of the Program’s National Geospatial Data Asset – the Proclaimed Forest boundary dataset and provides program support for the Title Claims and Encroachment Management System (TCEMS). In collaboration with his team members, he also helps develop mapping templates for the Legislative Map Tool, and Special Uses Map Tool.

Mr. Barowsky works for the Bureau of Land Management and manages their national land surveying services for Federally recognized tribes and is a licensed land surveyor in Alaska, Arizona, Tennessee, and Texas. He has worked as a land surveyor, planner, real estate specialist, and investigator.

Mr. Matthews is the USFS Regional Land Surveyor for Region 6 and has been responsible for program development and oversight for the Boundary and Title Management Program in the Pacific Northwest for the last year and a half. Most of his earlier career was spent working in the private and public sector.

Mr. McDonald currently works as the Public Land Survey System Dataset Manger for the Bureau of Land Management headquarters’ office, and he is a licensed land surveyor in Arizona. He has worked as a cadastral surveyor, for BLM for over 14 years plus nine years a private surveyor for utilities companies, and the private sector.

Ms. Olson has been a land surveyor in the private sector, the gold mines and with the government for 10 years total; with the USFS for 5 years. She has also worked as an adjunct professor and faculty advisor for land survey student competitions at Great Basin College in Elko, Nevada since 2015.

Mr. Price is the Chief Land Surveyor at USDA Forest Service Headquarters in Washington D.C. He obtained his MBA degree from Alaska Pacific University, BS degree in Technology Management from Utah Valley University and AAS in Land Surveying from Salt Lake Community College.

Mr. Ryan started his BLM Career in 2009 as a realty and cadastral aide in Sacramento, California. He then worked in various field offices, holding positions in the Realty, Minerals, NEPA and Project Management programs. He currently oversees the Land Tenure program for the Northern California Districts where there are over 20 active land acquisition cases.

Mr. Gallagher is a consulting engineer in Reno, Nevada with long experience assisting clients in acquiring and managing water for their projects. Prior to his consulting business, Mr. Gallagher worked for 31 years at the Nevada Division of Water Resources and served under six different state engineers. He is an expert in Nevada water rights and offers expertise in related resource development regulatory compliance. He also offers expertise in regional groundwater and surface water hydrology and water availability, drilling engineering, well design and borehole abandonment, well flow testing and analysis of aquifer characteristics. Mr. Gallagher graduated with a B.S. degree in Hydrology from the University of Nevada and is a licensed professional civil engineer and licensed water right surveyor. He prepares applications for water and supporting maps, proofs of beneficial use, and extensions of time for water appropriations throughout the state. Mr. Gallagher also provides permitting expertise with the Nevada Division of Environmental Protection, Water Pollution Control and Safe Drinking Water, as well as permitting resource development with the United States Bureau of Land Management and Forest Service. He also provides expert witness testimony and formal reports for litigation. 

In this role, she oversees the organization’s policy-related initiatives, including the organization’s advisory committees, board processes, and other projects. She has been with the organization since 2005 and has supported a number of initiatives such as development code changes, water rate adjustments, conservation programming and others. A Las Vegas native, Ms. Horn received her bachelor of arts degree in History and Business Administration from the University of Redlands, and her Masters of Public Administration degree from the University of Nevada Las Vegas.

Ms. Koebele is also associate director of the Graduate Program of Hydrologic Sciences. Dr. Koebele holds Ph.D. and M.S. degrees in Environmental Studies from the University of Colorado Boulder, as well as B.A. degrees in English and Education from Arizona State University. She researches and teaches about water policy and governance in the western United States, with a focus on the Colorado River Basin. Dr. Koebele’s research has been funded by the U.S. National Science Foundation and the U.S. Department of Agriculture, among others, and she has published her findings widely in policy and interdisciplinary environmental science journals. She also co-edits the scholarly journal Policy & Politics and regularly provides analysis of western water issues for regional and national media outlets.

Ms. Singletary has more than three decades of experience developing integrated research and outreach programs focused on land and water management challenges specific to Tribal Nations on reservation lands throughout the US. Her recent USDA-NIFA funded project, Native Waters on Arid Lands, involved 49 Tribal Nations in the Great Basin and American Southwest to identify Tribes’ climate data and information needs to support Tribes in their adaptation planning efforts focused on water management on reservation lands. In addition to publishing numerous journal articles and Extension curricula on this topic, she is lead author on Status of Tribes and Climate Change Report, Chapter 6, Economic Development: Renewables, Sustainable Economies, and Carbon Offsets (2021), and co-author on the 4th National Climate Assessment, Chapter 15, Tribes and Indigenous Peoples (2018).

Laura Granier is a partner at Davis Graham & Stubbs LLP. Ms. Granier’s practice includes regulatory work including government affairs with a focus on natural resources and land use and complex commercial litigation. She has successfully handled several issues of first impression involving mineral resources in Nevada, including a 2011 case enjoining enforcement of a state tax imposed on mining claims determined to be unconstitutional as well as cases involving complex land tenure issues and water rights. Ms. Granier has been involved in the land use planning process in Nevada for greater sage grouse conservation efforts and currently is lead counsel for a number of Nevada counties and private plaintiffs challenging the Bureau of Land Management’s and U.S. Forest Service’s decisions issued in that land use planning process. Ms. Granier has successfully handled litigation involving complex land tenure issues for various mining projects throughout Nevada. She has worked closely with legislators in previous sessions on challenging issues related to water, mineral resources, revenue, education and land use. Her regulatory experience includes a broad spectrum of work before various agencies with regulatory jurisdiction over environmental issues, mining, education, taxes, land use, and public utilities.

Mr. Morrison is the Managing Member of Morrison Law. The firm specializes in water rights, real estate transactions and litigation and administrative matters. He is Licensed to practice law in both California and Nevada, and a practitioner of water, environmental, land use, and natural resource law. Dr. Mancl has published over 50 journal articles and 80 Extension publications on rural infrastructure and outreach initiatives. She is a nationally known expert in onsite wastewater treatment, having conducted research, written and taught the subject over 30 years.

Dr. Mancl is the past-president and now vice-president of the Ohio Onsite Wastewater Association. In 2013, Dr. Mancl constructed a teaching facility at a slaughterhouse in southwestern Ohio to teach low-cost, low-energy treatment of food processing wastewater. At this outdoor teaching and research facility, Dr. Mancl teaches designers, installers and regulators the science and technology of sand bioreactor wastewater treatment systems.

She is originally from Wisconsin where she received her bachelor’s degree in Environmental Science from the University of Wisconsin. Dr. Mancl has a master’s degree in Environmental Science from the University of Texas, and received her PhD degree in Water Resources from Iowa State University.
In 2010, she received a second MA Degree in East Asian Studies and conducts research and teaches wastewater treatment in rural China. In 2019, she received her third MA Degree in Public Policy and conducts research at the Woodrow Wilson Center – China Environment Forum on environmental policy in rural China.

Mr. Simpson founded Gradelta Engineering in 2020 with the intent to help clients better understand the combination of geotechnical and structural engineering that he has worked with for the past 20 years. He earned his B.S.C.E. and M.S.C.E. degrees from Georgia Institute of Technology. He currently provides engineering services to contractors and fellow engineers for earth structure pricing, along with the plans and calculations needed for construction. He has created over 7,000 videos, 2,500 lessons, 1,500 blog essays, and authored 12 books, including Interpreting Our World, Spatial Thinking in Environmental Contexts, Essentials of the Environment, Spatial Mathematics, Tribal GIS, International Perspectives on Teaching and Learning, the GIS Guide to Public Domain Data, and others. But as a lifelong learner, he feels as though he’s just getting started and thus actively seeks mentors, partners, and collaborators.

After serving in the US Navy nuclear power field, Jay Egg began a career in mechanical design engineering & contracting. Now, as an expert consultant, Jay sits on several technical code committees internationally; notably the technical committee for the IAPMO Uniform Mechanical Code. Jay has co-authored two McGraw-Hill Textbooks focused on geothermal HVAC technologies and continues to write curriculum and lecture on the merits of Clean Heating and Cooling technologies.

Ms. Egg is a social media marketing consultant with a passion for writing and researching. She has overseen the social media accounts for multiple private and corporate organizations and is constantly learning new ways to understand and optimize demographic outreach and form beneficial business connections through social networking for her clients.

Mr. Simpson founded Gradelta Engineering in 2020 with the intent to help clients better understand the combination of geotechnical and structural engineering that he has worked with for the past 20 years. He earned his B.S.C.E. and M.S.C.E. degrees from Georgia Institute of Technology. He currently provides engineering services to contractors and fellow engineers for earth structure pricing, along with the plans and calculations needed for construction. He frequently consults with clients regarding the optimal structure type and location on the construction site to minimize risk and maximize useable space. He also works in the education sector providing not just seminars such as this one, but also acting as a subject matter expert creating study guide and test prep content for the NCEES Professional Civil Engineer exam. Mr. Simpson has also worked with lawyers and insurance companies during forensic investigation and lawsuits surrounding retaining walls and slope failures. His hope is that through the instructional services that he currently provides, slopes will remain stable and retaining wall failure will be eliminated.
