Principal Architect with ECA, in New York, NY

Mr. Cohen’s experience includes residential and commercial accessibility research and design projects for older adults and people with sensory, mobility or cognitive impairments, as well as course development teaching/mentoring at the New York School of Interior Design. With the AIA Design for Aging Committee and NYC Department for the Aging, he contributed to the Aging in Place Guide for Building Owners.

Louis Lipson, AIA

Principal Architect with ECA, in New York, NY

Mr. Lipson’s work includes accessibility upgrades and feasibility evaluations for numerous properties, drawing on years of experience working within the city’s residential buildings—experience that predates his architectural degree. A graduate of The Cooper Union’s Irwin S. Chanin School of Architecture, he is known for his inventive, detail-oriented approach. He is a licensed architect in New York, an active member of the AIA, and has served on several NYC Department of Buildings code committees, including the Construction Code Revision Cycle (2017–2021), the Existing Building Code review, and the current Accessibility Code Committee (2025–2026).

Janet Mellor

New York State Registered Architect, in New York, NY

Ms. Mellor has over 30 years’ experience in building energy conservation. She recently retired from her position as Senior Energy Code Compliance Auditor with the Department of Buildings Bureau of Sustainability. In that capacity, she trained energy code inspectors and auditors, developed references and
training materials for the review of energy code-related construction documents and inspection reports, and oversaw the resolution of energy code infractions. Ms. Mellor hopes to pass along the knowledge gained from her experience to construction industry professionals and to the public.

Craig L. Moskowitz, MBA, MS, PE, CME

President, CLM Engineering Associates, in Stamford, CT

CLM Engineering is a multi-faceted engineering firm offering construction management and engineering, and forensic investigations. Mr. Moskowitz is a member of the American Society of Safety Engineers, the National Society of Professional Engineers, the American Society of Civil Engineers and the Connecticut Society of Civil Engineers. Mr. Moskowitz earned his B.S. degree in Civil Engineering from the University of Maine, his Master of Business Administration from the University of Bridgeport, his Master in Construction Administration from Columbia University, and his Certificate in Mediation from Quinnipiac College School of Law.

Kristen Motel

Partner with Cuddy & Feder LLP, in White Plains, NY

Ms. Motel’s practice includes federal, state and local environmental permitting and compliance, real estate development, and wireless telecommunications siting. Ms. Motel regularly represents national developers, homeowners and small businesses before municipal and state land use and environmental agencies. Her background in environmental compliance allows her to integrate technical experience into her legal representation. Clients consult with her on various aspects of development and seek her advice regarding New York’s State Environmental Quality Review Act, coastal redevelopment and numerous state and local land use laws. Ms. Motel worked as an environmental consultant prior to becoming an attorney, serving as a compliance advisor for clients. The various projects she administered included wastewater, storm water, and air permitting, as well as hazardous materials operations and management.

With over 20 years of industry experience, Mr. Pakatar specializes in home performance, energy efficiency, and construction-related training and consulting. Mr. Pakatar holds professional certifications from the International Code Council (ICC), the Association of Energy Engineers (AEE), the Building Performance Institute (BPI), the U.S. Green Building Council (USGBC), PHIUS and RESNET. He is a certified Code Enforcement Officer in New York State and holds ICC credentials as an Energy Code Inspector and Plans Examiner. Throughout his career, Mr. Pakatar has played an active role in the development and implementation of building codes, contributing to the creation of policies and protocols that support energy efficiency and code compliance. Over the past two decades, he has designed and delivered training programs for code officials, design professionals, and construction industry stakeholders across the Northeast, Mid-Atlantic, and nationwide. Recognized as a subject matter expert, Mr. Pakatar continues to support the evolution of codes and standards through education, technical assistance, and policy engagement.

Christine Walz

Partner with Holland & Knight, in New York, NY

Ms. Walz routinely counsels public and private real estate investment trusts (REITs), housing developers, hotels, website operators, restaurants, and local governments concerning the requirements of the ADA and Fair Housing Act and defends them in civil enforcement actions involving compliance with the Americans with Disabilities Act (ADA) and the Fair Housing Act.
