Code Analyst, Jensen HughesMs. Choudhury has over 15 years of experience in the field of architecture and design. She is an Indian-licensed architect, a world traveler, a community builder, and a researcher. As an ICC Accessibility Inspector/Plans Examiner, she evaluates new construction, alterations, and existing facilities for compliance with federal, state, and local accessibility requirements. Her expertise and passion for inclusive and universal design extend to both architecture and urban planning. She holds a master’s and a bachelor’s degree in architecture. Additionally, she is a member of the American Institute of Architects (AIA), an accredited professional of the International WELL Building Institute (IWBI), as well as a LEED green associate.
Chelsea Glynn
Foster Garvey PC, PortlandMs. Glynn helps clients with an array of real estate and land use matters, including drafting and negotiating purchase and sale agreements, leases, and easements. She frequently represents municipalities, public hospital districts, and housing authorities in real property transactions and with negotiating, reviewing and drafting leases. Ms. Glynn previously worked as county counsel for Washington County and is an active member of the Institute of Real Estate Management (IREM) where she serves as Chair of the Legislative Committee. She is a member of the American Bar Association Young Lawyers Division, Associate Editor of TYL Magazine (2017-2018); Oregon State Bar (Agriculture Law Section, Government Law Section, Real Estate and Land Use Section); Campaign for Equal Justice (Associates Committee Member); Institute of Real Estate Management; Oregon Asian Pacific American Bar Association; Oregon Association of Defense Counsel; Oregon Trial Advocacy College (Participant, 2013); Multnomah Bar Association (Service to the Public Committee; and Women in Insurance and Financial Services (New Member Services Committee, 2017). Ms. Glynn received her J.D. degree from the University of Oregon School of Law and her B.S. degree from the University of California.
Joshua Richards
Code Analyst and Project Manager, Jensen HughesMr. Richards has 20 years of experience in architecture and construction including involvement with historic buildings, modern hospitals, and high-tech manufacturing facilities. His extensive background in overseeing operations, project management, and technical code analysis makes him an on-point and proficient leader for meeting project needs. Joshua is a straightforward communicator that likes to see problems solved in any project he takes on. He is also versatile in his familiarity with general construction and his knowledge of accessibility and building codes. Joshua has experience in construction and design, making him a valuable team member during all design and construction phases.
Peter Vierthaler
Northwest Partners, LLCMr. Vierthaler has been involved in multifamily real estate for 25 years. He has long provided turnkey services for the acquisition and repositioning of multifamily properties, for both himself and the partnerships that he has worked for or been involved in. Mr. Vierthaler bachelor’s degree in Construction Management gives him the unique ability to undertake complicated projects with a high degree of confidence resulting in a successful outcome. He is an active investor in many clean technology companies and is a member of Element8, a clean technology and sustainability angel investor group. He has assisted many companies in this space with their “go to market” strategies.

Course Description: This six-hour course closely analyzes and explains the provisions and regulations of the 2023 Oregon Residential Specialty Code, based on the 2021 IRC. The course focuses on chapters 1-6 and 8-9, including the development and administration of the code, building planning, foundations, floors, wall construction, roof/ceiling construction, and roof assemblies.

Learners will be able to explain the history, adoption, and enforcement of the International Residential Code (IRC) and discuss Oregon-specific amendments and the permitting process, to ensure compliance and safety in residential construction projects.

Learners will be able to explore the benefits of triple-pane windows and load-managed EV charging for energy efficiency and sustainable building practices.
Learning Objective 3:
Learners will be able to engage in the building planning for habitable attics, irregular buildings and intermodal shipping container homes.
