Water Issues Consultant in SacramentoMr. Johns has over 50 years of increasingly complex technical and policy experience in water resource management issues for the State of California, including 28 years for the State Water Resources Control Board (SWRCB), and about 10 years for the Department of Water Resources and 13 years as an independent consultant on water rights and water transfer issues. Mr. Johns has demonstrated the ability to interpret complex scientific information and communicate conclusions in the development of comprehensive policy decisions by both regulatory and implementing agencies. Mr. Johns has extensive experience in developing, planning and resolving complex natural resources issues through the management of staff resources and technical consultants under contract. After retiring from State service in December 2010, Mr. Johns is now serving as an independent water issues consultant assisting various clients with review of historic water rights, current water right issues before the SWRCB, water and resource management issues, serving as an expert witness in litigation and assisting the Sites Project Authority with water rights and operational issues for the proposed Sites Reservoir.
Austin Turner
Associate at Mitchell Chadwick in Rancho CordovaBefore attending law school, Mr. Turner served in the U.S. Navy, completing an eight-month deployment on the U.S.S. Nimitz Aircraft carrier, and traveling around the world. Mr. Turner graduated from UC Davis School of Law, King Hall, in 2021 with a concentration in environmental law. While in law school, he was the president of the Water Association of Law and Policy, hosted the Water Law Symposium at King Hall, and he was the co-president of the Veterans Association. While in law school, Mr. Turner pursued his passion further for environmental law taking courses such as administrative law, land use, water law, climate change, natural resources, food and farming law, and energy law. Mr. Turner worked at the California State Water Resources Control Board, where he became familiar with the administrative process and public entity laws, and he was a teacher’s assistant for an Undergraduate Water Law course at UC Davis. Driven by his passion and experience in environmental law, including but not limited to mining, mitigation and conservation banking, land use, oil and gas, farming, and water law, Mr. Turner works to ensure that Mitchell Chadwick’s clients get the best possible results.
Ruey-wen Wang, PhD, PE
Water Resources Engineer, Course Creator at Visualize My Search, LLC, in SacramentoDr. Wang has 14 years of experience in academia, consulting, and government, specializing in flood warning systems, harbor engineering, hydropower and fish migration facilities, water supply and allocation, and water quality compliance. At the California Department of Water Resources, she contributed to CalSim 3.0 hydrology development for the State Water Project and Central Valley Project, and led hydrology development to implement Salton Sea Management Program Phase I. She also worked at the State Water Resources Control Board, focusing on water rights administration in the Legal Delta, developing new water data reporting system architecture, and supporting storm water permit investigations and economic benefit estimates for the Regional Boards. She is a registered professional civil engineer in California.

Manuel “Manny” Nuño, P.E., CFM, LEED AP, CPESC
Civil Engineering Manager at Ware MalcombMr. Nuño is a civil engineering manager at the Denver office of Ware Malcomb. A 2008 graduate of the University of Notre Dame with a specialty in structural and environmental engineering, he has established himself as a leader in the field of drainage and erosion and sediment control. In his 15-year career, Mr. Nuño has excelled in the design of land development projects including grading, utility design, stormwater management, and erosion control. Through his experiences as a consulting engineer, he has prepared civil construction plans for such clients as Marriott International, San Diego Gas & Electric (SDG&E), Lennar Homes, Oakwood Homes, and Kiewit Infrastructure West. In the field, Mr. Nuño has provided stormwater inspection services for SDG&E, Caesars Entertainment Group, and public agencies such as the City of Carlsbad, California, and the Town of Elizabeth, Colorado. He has managed civil projects in 17 different states and prides himself on working with developers, architects, and contractors to bridge the gap between regulatory compliance and constructability in the field. Mr. Nuño is a registered professional engineer in Colorado, Montana, Wyoming, and California; a Certified Floodplain Manager; a certified professional in erosion and sediment control, a Colorado LEED accredited professional, and a qualified SWPPP developer/practitioner. He is an active member in the American Society of Civil Engineers, the Urban Land Institute, and the Colorado Association of Stormwater and Floodplain Managers.

Vice President, Convergent Water TechnologiesMr. Gorneau is responsible for offering innovative green infrastructure/low impact stormwater solutions that enable new applications and raise the bar on performance, cost effectiveness, and verification. He previously served as national manager of ACF Environmental/Ferguson Waterworks and as regional vice president for FABCO Industries where he was responsible for engineering design, specification, and installation of manufactured stormwater management systems. Mr. Gorneau earned a BS degree in Biological Systems Engineering and an MS degree in Agricultural and Biological Systems Engineering from the University of Nebraska-Lincoln which provided the necessary knowledge for him to launch his career into the technical sales and specified engineered products industry. He spent the subsequent time since graduation gaining experience and expanding his knowledge of the industry on a wide variety of civil and environmental engineering design projects for private and public sector clients. Mr. Gorneau is a registered professional engineer in Maine and New Hampshire, and he is a Maine certified stormwater inspector. He has been a member of the American Society of Civil Engineers (ASCE), serving as section president in 2014.

Engineering Geology Program leader for the Oregon Department of Transportation (ODOT)Mr. Mohney is the Engineering Geology Program leader for the Oregon Department of Transportation (ODOT). The Engineering Geology Program at ODOT encompasses site characterization, subsurface exploration, slopes and embankments, geologic hazards, groundwater, geotechnical instrumentation, and planning and research activities. In this role, he also oversees the Unstable Slopes (landslide/ rockfall) Program for ODOT. He is a registered geologist and a certified engineering geologist in Oregon with over 30 years of experience in Oregon and the western states. Mr. Mohney has been the Engineering Geology Program leader since 2004. Prior to this, he had been a staff and project-level geologist for consulting firms and the mining industry as well as for ODOT. He is a graduate of the Geology Program at Portland State University. During his professional career, Mr. Mohney has been involved in the investigation, design, and construction of a wide range of challenging earthwork projects including high fills on soft ground, side slope embankments, and cut slopes in mixed-face conditions. His other work includes landslide and rockfall mitigation, ground improvement, and dewatering.

Hydrologist at McCurry Hydrology LLCDr. Gordon McCurry has more than 35 years of experience in hydrology, including the investigation, analysis and modeling of aquifer systems, and assessments of hydrologic impacts. His areas of expertise include the quantitative analyses of flow and solute transport, stream/aquifer interactions, climate change, regulatory permitting, and aquifer remediation. He has been involved with modeling groundwater flow and solute transport since the 1980s. In addition to his consulting career, Dr. McCurry has taught courses on groundwater modeling and hydrogeology since the early 1990s at several universities and to state and federal regulatory agencies.
