    With broad expertise in construction litigation, Mr. O’Connell has represented engineers, architects, contractors and owners in construction-related claims, ranging from cost overruns to property damage, defective work to scope changes, delay to personal injury, acceleration to liquidated damages. Mr. O’Connell recognizes and addresses the challenges facing today’s construction industry. He has tried cases in state and federal courts across the United States.

    Mr. O’Connell is also experienced in arbitration and mediation procedures, thereby offering clients the option to choose the best method of conflict resolution for their particular situation. He has successfully tried cases through to judgment in jury trials, to the bench and in arbitration, including multi-week trials in all three types of forums.     Mr. Moormann, PE, RA, earned a 5-year Bachelor of Architecture degree and a Master of Science degree in Civil Engineering from the New Jersey Institute of Technology. He is dually a licensed as a registered architect and a licensed Professional Engineer in the States of New York, New Jersey, Pennsylvania, and other states and holds multiple professional affiliations and certifications. Mr. Moormann has spent a large portion of his 18+ year career involved in heavy construction and new building development in the New York City market under various capacities of geotechnical, excavations, demolition, remediation, and structural design works.     David K. Hein is a consulting civil engineer with over 38 years of experience in the design, evaluation and management of transportation infrastructure. He recently retired from Applied Research Associates, Inc. of Toronto, Canada, where he managed the 90-person Transportation Infrastructure Division in the U.S. and Canada. He is the past president of the American Society of Civil Engineers Transportation and Development Institute (ASCE T&DI), and chair of several engineering standards committees.
