Water Compliance Engineer, The Ohio State UniversityMr. Halloran has worked for over 30 years in the field of stormwater, potable water, wastewater engineering design and construction. He has also worked as a design and construction engineer in the areas of municipal, industrial, and airport drainage among other areas. He serves as The Ohio State University’s water compliance engineer and has served as an adjunct faculty professor in the Civil, Environmental, and Geodetic Engineering Department (https://ceg.osu.edu/). He is also the faculty advisor for two student organizations. In the past, Mr. Halloran served as the town engineer for several communities and has promoted the concepts of sustainability throughout his career. Throughout his career he has encouraged the use of natural systems, such as constructed wetlands, and the conversion of retention basins using native wetland plants to improve stormwater retention, increase pollutant removal, and provide pollinator and wetland habitat. Much of that specialization pertains to Building Information Modeling (BIM) and Virtual Design and Construction (VDC). BIM and VDC are both up and coming fields in the building and construction industry and IPS is regarded as a leader in that field. Mr. Furlong’s introduction into the world of BIM came rather easy and stems from the fact that he has been designing in 3D for more than two decades using various programs. He has been responsible for coordinating more than $650M in construction dollars across the nation. The projects he has been involved with have been of varied type and use. From health care facilities to higher education to mixed use buildings, as well as museums, Mr. Furlong has experience in all areas and building types. He carries the CM-BIM (Certificate of Management – Building Information Modeling) designation, an accreditation awarded by the AGC after completion of the required coursework and passing a national exam. Mr. Furlong is also involved in the instructional training of the CM-BIM courses as an approved instructor. He has previously been an Applications Engineer with Autodesk and is certified to train and support various Autodesk products. Mr. Furlong is a BIM advocate and actively participates on the AGC Committee to revise the ConsensusDocs BIM documents. He has taken his knowledge and experience of construction and coupled that with his ability to use 3D software. As a byproduct of that, he has the ability to create a virtual environment from which to study building design and the interaction between the various system components that will be installed within that building.

Professor and Department Chair in the Commonwealth University of Pennsylvania’s English DepartmentDr. Decker teaches in support of Commonwealth University’s Professional Writing minor. He is Professor and Chair of the Department of Languages, Literatures, and Writing at Commonwealth. Dr. Decker has PhD and MA degrees in English from The Pennsylvania State University (2001, 1997) and he graduated summa cum laude in English from Utah State University (1995).
While an undergraduate, Dr. Decker worked for several years as a staff writer for Aerotech News and Review, an aerospace and defense industry trade newspaper published in Lancaster, California. During graduate school, Dr. Decker was a member of the Leonhard Center for Technical Writing Initiative, a collaboration between Penn State’s Department of English and College of Engineering designed to promote an exchange of ideas between technical writing instructors and the scientific and engineering communities. Dr. Decker also taught Business Writing, Technical Writing, and an Advanced Technical Writing course that enrolled graduate students from technical and scientific disciplines.
After graduate school, Dr. Decker spent four years at the University of Wisconsin-Stout, where he taught Technical Writing in support of that school’s major in Technical Communication and served as the advisor for the student chapter of the Society for Technical Communication. Dr. Decker has given presentations at several national and international conferences and has published both a book and a co-edited book as well as several scholarly articles, book chapters, and encyclopedia chapters.

Mr. Gorneau earned a BS degree in Biological Systems Engineering and an MS degree in Agricultural and Biological Systems Engineering from the University of Nebraska-Lincoln which provided the necessary knowledge for him to launch his career into the technical sales and specified engineered products industry. He spent the subsequent time since graduation gaining experience and expanding his knowledge of the industry on a wide variety of civil and environmental engineering design projects for private and public sector clients. Mr. Gorneau is a registered professional engineer in Maine and New Hampshire, and he is a Maine certified stormwater inspector. Professor and Chair, University of Alaska AnchorageOriginally from New Hampshire, Dr. Hamel completed a B.S. degree in Civil Engineering at Worcester Polytechnic Institute in Massachusetts and a master’s degree in Civil Engineering with an emphasis in structures at the University of Colorado at Boulder. Between degrees he worked as a bridge inspector, roadway designer, and bridge engineer in Boston and as a structural engineer in Denver designing hospitals, museums, and courthouses. After earning his license as a professional engineer in Colorado, he returned to school and completed his doctorate in Structural Engineering at the University of Wisconsin-Madison. Dr. Hamel’s research was located at the USDA Forest Products Laboratory in Madison and included a three-year long creep study of wood-plastic composites (WPCs). Dr. Hamel joined the faculty at the University of Alaska Anchorage in 2011, where his current research includes the performance of plywood/polyurethane structural insulated panels (SIPs), the strength of accreted ice on piles at the Port of Alaska, and a reliability analysis of flawed wood-frame structures during seismic events. At UAA, he teaches undergraduate courses in mechanics, structural analysis and steel design, and graduate-level courses that cover loads on structures, structural reliability, advanced structural analysis, finite-element analysis, and advanced steel design.

Leonidas (Leo) Emmenegger, Ph.D.
Civil and Structural Engineering Associate at ExponentDr. Emmenegger specializes in analyzing and predicting the deterioration of civil infrastructure such as bridges, buildings, and airports from the perspective of concrete material science, corrosion engineering, and civil engineering. Since joining Exponent as a forensics consultant, He has been involved in numerous matters including construction defect litigation, structural failure analysis, extreme event claims, codes and standards compliance research, and personal injury disputes. Dr. Emmenegger’s experience in construction and engineering litigation support typically includes site visits to collect critical data, review and distillation of pertinent documentation, engineering and scientific analysis, and dissemination of findings through technical reports and presentations. Some notable cases he has worked on include a concrete failure and construction defect dispute at an environmental facility, the failure of a metal building under extreme weather conditions, and litigation arising from contested curing practices and quality assurance testing per FAA regulations at an airport. In addition, he also has experience with building envelope investigations (water intrusion, façade anchorage, etc.), structural foundation movement from expansive soils, and construction repair cost disputes. Certified Commercial, Hotel & Restaurant Water AuditorAfter 20 years in photography creating art, and selling and installing professional photography equipment, Mr. Williams decided to change careers and make the world a better place by becoming a LEED accredited professional through the US Green Building Council in 2006. LEED introduced him to water issues. Then there was drought. With a love of rivers and appreciation of water, he decided to focus on rainwater harvesting and water efficiency as Georgia entered its worst drought in its history from 2006 – 2009. In 2007, Mr. Williams started designing and installing rain harvesting systems. In 2008, he became an American Rainwater Catchment Systems Association accredited professional, ARCSA AP, and is currently a regional representative. In 2012, Mr. Williams began auditing commercial, institutional and multifamily buildings’ water use and providing solutions to reduce water use primarily through fixture upgrades. He spent the next several years auditing commercial, institutional and multifamily buildings as part of his job in sales and account management working for several different companies. In 2013, he landed the contract for fixture upgrades for the Bank of America Plaza’s LEED Silver Certification, reducing water by 57 percent, receiving all seven points and saving 2,669,360 gallons per year. The project won the USGBC’s Ebie award for water efficiency, the Atlanta Metro Chamber’s E3 award for water, the USGBC – GA Chrysalis award as well as the Atlanta Better Building Challenge award. In 2019, Mr. Williams started representing Sustainable Water’s WaterHub water recycling system that uses eco-engineering processes to clean wastewater for non-potable needs. Sustainable Water brought the WaterHub to Emory University, recycling more than 400,000 gallons daily. Currently, he is designing and installing rainwater systems in Georgia and helping others use water more efficiently through water audits, billing assessments and fixture recommendations. Mr. Williams is chair of the Ocmulgee Basin Advisory Committee of the Metro North Georgia Water Planning District and has been active since 2007. He still creates art though his photography.
