Roxie Emunson
Co-owner and Flock Manager of Wooly Green Grazers, LLC. in Appleton, Wisconsin.Ms. Emunson, along with her husband, Daniel, are the owners and flock managers of Wooly Green Grazers, LLC. in Appleton, Wisconsin. Their flock consists of approximately 100 sheep, half what they call their grazing team, and the other half are feeders. All the sheep graze a variety of contract jobs from neighborhood yards up to 55 acres. Along with grazing, she breeds Ole English Southdown better known as Babydoll sheep. This breed is what makes up most of the grazing team.
Currently, Ms. Emunson’s two largest contracts include Appleton International Airport and Brown County, WI. The airport contract is in its second year consisting of 15 acres of a conservancy of wetlands the airport maintains. Brown County is a 55-acre island that has become too difficult for traditional mowers to handle; 2024 is the first year and a trial to see if the grazers can keep it maintained.
Ms. Emunson received her degree in Project Management from Liberty University. She has been a member of the American Solar Grazing Association since 2019. While working for the Marine Corps, Roxie received her Master Trainer Certification.
Ms. Emunson is originally from Oklahoma and Mr. Emunson from Michigan. They moved to Wisconsin in 2022 to establish their home after Mr. Emunson’s 27 years of service in the Marine Corps. In 2016, the two began working on what would be the next adventure, after Mr. Emunson’s Marine Corps career and her job as a trainer and facilitator for the Marine Corps came to an end. Ms. Emunson grew up in 4-H sheep projects, and they both had an interest in ‘green initiatives.’ Starting the search for the breed sheep and industry that could support them, they found Solar Grazing and Old English Babydolls. They purchased their first pair of ewes in 2020 and began growing the flock in North Carolina, Mr. Emunson’s last duty station. In 2022, they made the move to Wisconsin with seven sheep and transitioned from solar farms to industrial grazing and private properties.
Outside of grazing, Ms. Emunson and Mr. Emunson enjoy all things outdoors. Two of their three children have moved to Wisconsin to join them. Ms. Emunson and Mr. Emunson enjoy sharing their sheep with others – giving tours to youth groups, taking sheep to schools, and other civic groups. They also collaborate with their sister farm Van Acres, LLC on education and contracts when goats are needed.

Associate Professor of Civil Engineering at California State University Los AngelesDr. Mehran 
Mazari is an associate professor in the Department of Civil Engineering at Cal State Los Angeles, specializing in transportation infrastructure and pavement materials. He is the program manager of the Sikand Center for Sustainable and Intelligent Infrastructures (SITI-Center) and founder of the Sustainable Infrastructure Materials Research Lab (SIM-Lab) at Cal State LA. His research interests include sustainable and resilient transportation infrastructure and transportation infrastructure materials. He is a member of technical committees at the Transportation Research Board of the National Academies of Science and Engineering, and he is co-chair of the LTPP subcommittee of the Highway Pavement Committee of the American Society of Civil Engineers (ASCE). Dr. Mazari has published more than 70 peer-reviewed journal and conference papers. He has been actively involved in several national and state research projects, including the National Highway Cooperative Research Program (NCHRP) and the Federal Highway Administration (FHWA).

Chief Departmental Advisor (CDA), Department of Civil and Environmental Engineering, Old Dominion UniversityDr. Xixi Wang, P.E., is a professor in the Department of Civil and Environmental Engineering at Old Dominion University (ODU) in Norfolk, Virginia. Prior to his current role, he served as an associate professor at ODU and an assistant professor at Tarleton State University in Stephenville, Texas. His diverse professional experience includes roles as a research scientist at the Energy and Environmental Research Center (EERC) at University of North Dakota in Grand Forks, North Dakota, a civil engineer at Michael Baker Jr. Inc. in Alexandria, Virginia, and a graduate research and teaching assistant at Iowa State University in Ames, Iowa. He also previously held a faculty position as an assistant professor at Tsinghua University in Beijing, China. Dr. Wang has extensive teaching and research experience in hydrology, hydraulics, and water resources engineering. His research focuses on the impacts of climate change and human activities on water resources, the water-soil-vegetation nexus in a changing climate, and watershed hydrology and stormwater management. He has published extensively, including numerous peer-reviewed journal articles, conference presentations, technical reports, books, and book chapters. Dr. Wang earned his bachelor’s (1989) and master’s (1993) degrees in Hydrology and Water Resources Engineering from Tsinghua University and a Ph.D. degree in Agricultural Engineering (minor in Statistics) from Iowa State University in 2001. He has been a registered professional engineer in North Dakota (#5145) since 2003 and in Texas (#99798) from 2007 to 2011. Among his many honors and awards, Dr. Wang is a 2022-2023 U.S.-Australia Fulbright Scholar at University of Canberra, Australia.

Ms. Warner has dedicated over 30 years to planning, designing, and constructing public facilities, with a strong focus on accessible design for the past 25 years. Her goal is to ensure that individuals of all abilities can enjoy the City of San Diego facilities. Ms. Warner has held positions in various departments, including Engineering, Parks, and Public Works, and is currently with the Sustainability and Mobility Department, specifically in the ADA Compliance and Accessibility Section. Her influence extends beyond her current role. Ms. Warner actively collaborates on developing street design guidelines, curb ramp design guidelines and standards, municipal codes, and public rights-of-way policies. Her oversight of the City’s accessibility compliance program and implementation of improvements outlined in the Facilities and the Right-of-Way (ROW) Transition Plan demonstrate her comprehensive approach to accessibility. Ms. Warner holds a master of science degree in Architectural Engineering and is a Certified Access Specialist. She also reviews design and construction documents, provides training, and develops new standards and guidelines to ensure compliance with accessibility regulations. Iowa City, IAMr. Chambers is a State of Iowa Electrical Examining Board Approved Instructor and a licensed Class A master electrician with more than 48 years of experience in all areas of the trade. Teaching is one of his greatest passions and he loves passing on knowledge and skills to others. Mr. Chambers taught electrical apprentices for the Associated Builders and Contractors of Iowa for 30 years. He currently teaches classes on the National Electrical Code Update, license exam preparation, grounding and bonding, electrical theory, electric motors, transformers, motor controls, health care facilities wiring, troubleshooting, residential wiring, commercial and industrial wiring, agricultural wiring, ampacity calculations, conduit and box sizing calculations, voltage drop calculations, commercial service calculations, overcurrent protection, the NEC for PV installers, swimming pool wiring, and arc flash safety. Mr. Chambers has taught classes for seven Iowa community colleges, many Iowa industries, the University of Iowa, UI Hospitals and Clinics, the VA Medical Center, and private classes for electrical contractors. He is also a past president and past membership chair of the International Association of Electrical Inspectors, Iowa Chapter. On an unrelated note, Mr. Chambers is a two-time inductee into the Iowa Rock-and-Roll Hall of Fame.

Professor in the Water Resources Group of the Department of Civil and Environmental Engineering at Auburn University.Dr. Vasconcelos obtained his BS degree in Civil Engineering (1995) and his MS degree in Environmental Technology and Water Resources (2000) at the University of Brasilia, Brazil. His PhD degree was obtained in 2005 at the University of Michigan, Ann Arbor. In the past he held a professor appointment at the University of Brasilia (2006-2009), and prior to this was an employee in the area of water resources at the waterworks authority in Brasilia (CAESB, 1999-2006), and prior to that at Brazil Federal District’s urban infrastructure company (NOVACAP, 1996-1999). His research interests include unsteady/multiphase flows, urban water infrastructure, headwater watersheds, interactions between surface water, and groundwater flows. Applications of his research include understanding operational issues and behavior of hydraulic systems in extreme flow conditions, often caused by extreme rainfall and urbanization. Dr. Vasconcelos techniques includes on laboratory investigations, numerical modeling development and field work research. He serves as an associate editor of the ASCE Journal of Hydraulic Engineering, MDPI Water and CHI Journal of Water Management Modeling. Dr. Vasconcelos also serves as chair of the ASCE-EWRI Two-phase Flows in Urban Water Systems, and past chair for Hydraulic Structures Committee. He serves as reviewer for various journals in the area of hydraulics, fluid mechanics, and water resources. As a consultant, he has contributed toward the design of several hydraulic systems, including the Washington DC Anacostia Tunnel and London’s Thames Tidewater Tunnel. Dr. Vasconcelos published 58 articles in peer-reviewed journals, 16 chapters in peer-reviewed books and monographs, over 70 papers in international conferences and meetings, among other types of creative production. He advised five PhD Students, 22 MS students, and served in various graduate students committees. During his career, Dr. Vasconcelos was the recipient of the 2022 Outstanding Associate Editor Award, by the Environmental and Water Resources Institute, American Society of Civil Engineers; the 2018 Telford Premium by the Institution of Civil Engineers, UK; and the 2014 James M. Robbins National Excellence in Teaching Award by Chi Epsilon, among other distinctions. He serves as one of the advisors for the Auburn University student chapter of Engineers Without Borders, having developed drinking water systems in Rwanda and Guatemala.

City of WardMr. Meadows recently retired from more than 40 years in the fire service. During his time in the fire service, he spent more than 21 years with the Cabot Fire Department in Cabot, Arkansas, a suburb of Little Rock. During his career with the fire department, he served as Firefighter, Fire Marshal and more than 10 years as Fire Chief which included plan reviews, building inspection and fire/building code enforcement. In addition, Mr. Meadows has also spent more than 19 years as a statewide instructor with the Arkansas Fire Training Academy, a division of Southern Arkansas University Tech, teaching fire and building codes to fire and building officials throughout the state. He has simultaneously served as a city planner for more than 20 years by serving as Vice Chairman of the Cabot Planning Commission and Chairman of Ward Planning Commission. Mr. Meadows is currently employed by the City of Ward, in Central Arkansas, as the Building Inspector and Chief Building Official. He is certified through the International Fire Service Accreditation Council as an Inspector l, ll, and lll. He is currently licensed and/or certified as a municipal plumbing inspector, HVAC inspector and electrical Inspector through the State of Arkansas. Mr. Meadows attended the University of Central Arkansas before graduating with honors with a Fire Science Degree through Black River Technical College. In his retirement, He continues to teach and work in fire and building code education and enforcement. Mr. Meadows was recently inducted into the Arkansas State Firefighter Hall of Fame.

Retired Associate Vice President for Administrative Operations at Texas A&M University – Corpus Christi, TXDr. Dawson is a subject matter expert on planning, programming, design, construction and contract management related to large public and private organizations and institutions nationwide. He recently retired as the Associate Vice President for Administrative Operations at Texas A&M University – Corpus Christi where he oversaw facility operations, maintenance, grounds, custodial services, and planning and construction as well as environmental health and safety (EHS) for the “island” campus. Dr. Dawson’s experience spans federal, state, county and local municipality projects including the Federal Aviation Administration (FAA), General Services Administration (GSA), Department of Justice (DOJ), Immigration and Customs Enforcement (ICE), and Department of Defense (DoD) including the Naval Construction Battalions at Gulfport and Port Hueneme, Seabees, Navy Civil Engineer Corp, Army Corps of Engineers, Air Force Civil Engineers and RED HORSE units.. He has also worked in higher education with the Texas A&M University System (TAMUS) University of North Texas System (UNTS) and Tarrant County College District (TCCD). Dr. Dawson has more than 38 years’ experience in urban planning, developmental programming, building and infrastructure design, construction and program management for a wide variety of capital investment programs and unique environments. He is a retired Air Force Civil Engineering officer with experience in the design and construction of numerous facilities supporting major weapon systems and the U.S. electronic security and space programs world-wide. Dr. Dawson is a registered architect in the State of Texas and a certified city planner. He is also a U.S. Green Building Institute Leadership in Energy and Environmental Design (LEED) Accredited Professional (AP) with experience in numerous sustainable projects. Dr. Dawson has specialized mediation and disputes resolution training and experience directly related to the design and construction industry, successfully resolving construction claims based on errors and omissions, defective product or workmanships, scheduling deviations or acts-of-god. Certified Professional in Erosion and Sediment Control at Hanrahan Environmental, LLCMr. Hanrahan has more than 45 years of industry experience. In addition to presentations in Canada, Taiwan and the Dominican Republic, he has also presented at the national level for many organizations, including the International Erosion Control Association, Land Improvement Contractors of America, the Geotechnical Fabrics Institute, the National Working Waterfront Network, and the American Water Works Association. Mr. Hanrahan’s articles have been published in many magazines, including Erosion Control, Land & Water, Geosynthetics, and Landscape Architect & Specifier News. He has produced webinars for the International Erosion Control Association, the International Association of Hydroseeding Professionals, the New York State Society of Professional Engineers, and Forester University. Mr. Hanrahan has also served as a guest lecturer at the University of Mississippi, Ohio Northern University, University of New England, and Vermont Technical College. He has also been has also been active in industry organizations. He was national president of the International Management Council in 1991-92 and served four terms as president of the Northeast Chapter of the International Erosion Control Association. Mr. Hanrahan is also a member of the Senior Advisory Committee of Envirocert. He has developed and delivered training events throughout his career. From 2008 to the present, he has organized coastal erosion control training events up and down the New England Coast, with multiple seminars in Maine, New Hampshire, Massachusetts, Rhode Island, and Connecticut. Event co-sponsors for these events have included the Maine Department of Environmental Protection, Maine Sea Grant, the Rhode Island Coastal Management Council, the University of Rhode Island Coastal Resources Center, Connecticut College, and Connecticut Sea Grant. Associate Professor of Fire Protection & Safety at Oklahoma State University
Dr. Hoskins earned his B.S. and M.S. degrees in Fire Protection Engineering from the University of Maryland. He also received his Ph.D. degree in Mechanical Engineering from the University of Maryland in 2011 with an emphasis on building egress. Dr. Hoskins spent one year working for Arup on projects primarily dealing with life safety design and people movement. He then spent two years working for the National Institute of Standards and Technology working on projects dealing with building evacuations and emergency messaging. He is a registered fire protection engineer in the state of Oklahoma. Professor Hoskins is the chair of the Society of Fire Protection Engineers (SFPE) working group that developed a research roadmap for fire protection and a member of the Human Behavior in Fire Task group for SFPE. He serves on multiple code and standards committees. He has authored more than 20 articles related to building evacuations and human behavior in fire.
