    Ms. Lathrop is licensed as a professional land surveyor in New Jersey, Pennsylvania, Delaware, and Maryland, and as a professional planner in New Jersey. She holds a master’s degree in Environmental Policy and has been involved in surveying since 1974 in projects ranging from construction to boundary to environmental land use disputes. Ms. Lathrop is also a certified floodplain manager through the Association of State Flood Plain Managers (ASFPM) and a certified floodplain surveyor through the New Jersey Society of Professional Land Surveyors. A former adjunct instructor at Mercer County College in New Jersey, she has also taught as part of the team for the licensing exam review course at Drexel University in Pennsylvania. Ms. Lathrop has been teaching seminars for surveyors since 1986 and has been writing articles for surveyors since 1983. She is a contributing editor for The American Surveyor magazine, and she has four articles included in the American Bar Association’s text, Land Surveys: A Guide for Lawyers and Other Professionals. She and Stephen V. Estopinal, PLS, PE co–authored a book entitled Professional Surveyors and Real Property Descriptions: Composition, Construction, and Comprehension, published by John Wiley & Sons, Inc. in 2011. She is also on the faculty of GeoLearn, a web-based educational provider. Ms. Lathrop is a past president of the New Jersey Society of Professional Land Surveyors and of the National Society of Professional Surveyors, and she has served on the Board of Directors for the American Association for Geodetic Surveying.

    Dr. Meyer is a professor in the Department of Natural Resources and the Environment at UConn’s College of Agriculture, Health and Natural Resources (CAHNR). He is a member of the American Society of Civil Engineers and the American Society for Photogrammetry and Remote Sensing, and he is a fellow and past president (2016, 2019) of the American Association for Geodetic Surveying. Dr. Meyer is a past president (2006-2007) of the Geomatics Society of New England (previously known as the New England Section ACSM) and a member of the editorial boards of the Journal of Surveying Engineering and Surveying and Land Information Science. Dr. Meyer earned his Ph.D. degree from Texas A&M University (College Station, 1998) where he was a research associate in the Mapping Sciences Laboratory. He was named a UConn Teaching Fellow (2015), and he has taught geomatics courses at the graduate and undergraduate levels in geodesy, geographic information science, digital terrain modeling, spatial statistics, and global navigation satellite system surveying. Dr. Meyer has authored an undergraduate-level geodesy textbook and numerous peer-reviewed papers about surveying and mapping, and he teaches professional education seminars for surveyors throughout New England and the United States.

    Mr. Horneman, PLS/GISP, has been working in the survey/geospatial field since joining the U.S. Army Reserves in 1984 as a geodetic surveyor. He attended the Defense Mapping School (now the National Geospatial-Intelligence Agency) in Fort Belvoir for geodetic surveying and received continuing education at the U.S. Army Professional Development Institute, the Community College of the Air Force, and various conferences, acquiring more than 400 continuing education credits in surveying, mapping, geology, GIS, and engineering. Mr. Horneman’s experience over the past 40 years includes surface and underground mining surveying, design and permitting, boundary and topographic surveys, ALTA surveys, subdivisions, construction surveying, GIS oversight, oil and gas wells and pipelines, and consulting. He has worked with several small to large private engineering and survey firms, as well as the U.S. Government (U.S. Army Reserves, U.S. Air Force Reserves, and as a civilian with the U.S. Army Corps of Engineers). Mr. Horneman retired from the Reserves as a Master Sergeant with 24 years of service. He currently works for the U.S. Army Corps of Engineers, Pittsburgh District, as the Deputy Chief of Real Estate/Chief of the Geospatial Branch for cadastral projects and GIS base mapping. Mr. Horneman is also managing his own firm, Horneman Surveying, LLC. He has been teaching professional classes for the last 15 years in various continuing education venues, including Half Moon Education, PSLS, and WVSPS. Mr. Horneman is licensed as a Professional Land Surveyor in Pennsylvania, West Virginia, and New York, and is also a GIS Professional. He is a past president of the PSLS Southwest Chapter and has served as the PADEP‐PSLS Liaison Committee chair and on the Geospatial Committee and Legislative Committee. Ms. Lathrop is also a certified floodplain manager through the Association of State Flood Plain Managers (ASFPM) and a certified floodplain surveyor through the New Jersey Society of Professional Land Surveyors. A former adjunct instructor at Mercer County College in New Jersey, she has also taught as part of the team for the licensing exam review course at Drexel University in Pennsylvania. Ms. Lathrop has been teaching seminars for surveyors since 1986 and has been writing articles for surveyors since 1983. She is a contributing editor for The American Surveyor magazine, and she has four articles included in the American Bar Association’s text, Land Surveys: A Guide for Lawyers and Other Professionals. She and Stephen V. Estopinal, PLS, PE co–authored a book entitled Professional Surveyors and Real Property Descriptions: Composition, Construction, and Comprehension, published by John Wiley & Sons, Inc. in 2011.     Kyle Hlavinka is a civil litigation associate focusing on eminent domain and probate litigation matters. Outside of academia, he is a technical trainer and entrepreneur. He started his business, Aerial Education, in 2018 to provide the highest-level training and consulting in the drone mapping industry. Mr. Miller’s interest in UAS began in 2013 when he started doing research for his master’s thesis. His blog, iphonedroneimagery.com, chronicles that research.     Laura Granier

    Laura Granier is a partner at Davis Graham & Stubbs LLP. Ms. Granier’s practice includes regulatory work including government affairs with a focus on natural resources and land use and complex commercial litigation. She has successfully handled several issues of first impression involving mineral resources in Nevada, including a 2011 case enjoining enforcement of a state tax imposed on mining claims determined to be unconstitutional as well as cases involving complex land tenure issues and water rights. Ms. Granier has been involved in the land use planning process in Nevada for greater sage grouse conservation efforts and currently is lead counsel for a number of Nevada counties and private plaintiffs challenging the Bureau of Land Management’s and U.S. Forest Service’s decisions issued in that land use planning process. Ms. Granier has successfully handled litigation involving complex land tenure issues for various mining projects throughout Nevada. She has worked closely with legislators in previous sessions on challenging issues related to water, mineral resources, revenue, education and land use. Her regulatory experience includes a broad spectrum of work before various agencies with regulatory jurisdiction over environmental issues, mining, education, taxes, land use, and public utilities.

    Gregory Morrison

    Gregory Morrison is a Shareholder at Parsons Behle & Latimer, PC. He has an array of experience in water, environmental, natural resource and real property law matters. Mr. Morrison advises a variety of private and public interests on matters involving water acquisition and permitting, environmental compliance on the state and federal level and property and mine development and disputes. He began his career in Carson City, Nev., where he was immediately immersed in one of Nevada’s most extensive administrative hearings involving water rights. He remained involved in that matter through the administrative, district court and Nevada Supreme Court processes. Mr. Morrison worked in conjunction with municipal, tribal and institutional parties toward the adoption of the 2008 Truckee River Operating Agreement (TROA) as a federal regulation, a process involving administrative hearings in Nevada and California; modification of the 1944 federal court decree governing Truckee River operations; and judicial review in the state and federal courts of Nevada and California. Following a lateral move to Santa Barbara, Calif., Mr. Morrison returned home to northern Nevada in 2016 to Parsons Behle & Latimer’s Reno office. Since joining Parsons’ team, he has worked in water right permitting and maintenance for several Nevada mining industry clients as well as municipal water providers, developers and landowners to secure and permit water rights for commercial and residential projects. Mr. Morrison has extensive experience at every level of the water appropriation process, from negotiations between buyers and sellers through judicial review of decisions of the State Engineer in the Nevada Supreme Court. In his general real estate practice, he has negotiated and litigated land acquisitions, easements and rights-of-way and residential and commercial real property leases. Ms. Thiel represents clients in adjudication matters relating to the determination of vested water rights, in performance of due diligence in land and water transactions, in drafting opinion letters, and in permitting and regulatory compliance on water rights issues.     Survey Products Group Manager with Tennessee Valley Authority in Chattanooga, TN

    Prior to his service at TVA, Mr. Savage was in private survey practice for 10 years specializing in dispute resolution and expert witness services. He has surveyed several disputed state boundaries to resolve jurisdictional conflicts. Mr. Savage is an adjunct professor at Cleveland State Community College where he teaches courses in boundary law, geodesy, GIS, and surveying fundamentals. He has researched and retraced the historical surveys of Henry David Thoreau and has published several articles on the subject. Mr. Savage teaches exam review and continuing education seminars at various state and local conferences across the country.
