Ms. Keefer, MS has been a restoration biologist for the Stream + Wetlands Foundation (S+W) since June 2020, and she has eight years of experience working in the natural resources field. She is responsible for preparing and overseeing coordination of S+W’s mitigation project submittals to the Interagency Review Team. During her time at S+W, she has been instrumental in the submission and approval of over 20 in-lieu fee (ILF), mitigation bank, and permitee responsible projects. To date, the S+W ILF program is fully in compliance with all its advance credit sales obligations. Prior to joining the S+W team, Ms. Keefer worked for a northeast Ohio environmental consulting firm where she primarily worked on mitigation projects. She also worked at two different environmental test laboratories performing soil and water analyses using sophisticated equipment. During her formal education, she conducted a rigorous research study in native species revegetation and seed ecology. Ms. Keefer published her findings as the primary author of a peer reviewed research paper that appeared in the Journal of Rangeland Ecology and Management.

With over 35 years of experience in wetlands with private industry and NOAA’s National Marine Fisheries Service, Ms. Stedman has worked in a wide range of wetlands. As a wetland consultant working in New York and New Jersey she prepared permit applications, conducted environmental reviews, and designed compensatory mitigation projects. During her lengthy federal career she represented NOAA on the White House Wetlands Working Group, the Interagency Coastal Wetlands Working Group, and many other interagency cooperative efforts. As a wetland expert for NOAA she wrote regulations, policy, and guidance related to wetland conservation and compensatory mitigation, including the NOAA Mitigation Policy. In cooperation with the US Fish and Wildlife Service she has co-authored three landmark reports on wetland loss trends in coastal watersheds.

Dr. Delaney is president and general manager of the construction management services group at Delaney CMS in Union Springs, New York. He is the former president of C&S Design Build Inc., C&S’s program and construction management company, where he started the agency construction management business. In his 12-year career there, he developed it into the fastest-growing and most profitable of the firms’ business units. At C&S, Dr. Delaney was responsible for more than $1 billion in completed projects in the education, municipal, wastewater, airport, and private development sectors. In his 25 years as a construction professional, he has served in many roles including those of project engineer, design coordinator, superintendent, construction manager, program manager, general manager, and president. Dr. Delaney is a licensed professional engineer, holds the program management professional (PgMP®) credential, is a certified construction manager (CCM®), and is a Leadership in Energy and Environmental Design (LEED®) accredited professional. Dr. Delaney is the only person in the world with all these credentials. In addition, he is an expert critical path method scheduler and has presented both nationally and internationally on construction, project, and program management. Dr. Delaney received his bachelor’s, master’s, and PhD degrees in Civil Engineering from the State University of New York at Buffalo. He enjoys sharing his experience leading teams, and he has provided management training to senior management including his colleagues at the American Council of Engineering Companies (ACEC) Senior Executive Institute and at Fortune 500 companies, including Johnson & Johnson, Inc., and L3 Communications. Dr. Delaney was recently the keynote speaker at the Tri-State Diversity Summit where he shared Delaney CMS’s (a woman-owned business enterprise) vision for equality and empowerment. He is also a professor in the Construction Management Department at Southern Mississippi University. He recently published a university textbook titled Construction Program Management by CRC Press. The textbook is used to teach undergraduate and graduate students and by practitioners to help them formulate a process-based approach for management of large projects and programs.

Mr. Brem is a registered professional engineer since 1987 in California and holds active registration in Massachusetts, New Hampshire and Maine. He has led his own small civil engineering and land surveying practice for over 36 years with two offices and up to 28 employees. His experience includes designing private land developments, storm water management systems, sanitary sewer systems, wastewater treatment facilities, and roadways. His firm provides land surveying, construction management, engineering site design and a host of other professional services primarily for private, for-profit companies. He has been involved in the design of over 4000 residential single-family house lots many of which were open space or cluster developments, thousands of condominium units, and over 3 million square feet of commercial/ industrial/institutional space. He has advised MassDEP in numerous task forces and committees including as a present full member of the Stormwater Advisory Committee and on the Title 5, Septic System Stakeholders Group. He is currently the past president, past treasurer and member of the Board of Directors for HBRAM (the Massachusetts Homebuilders Association), past president of NEBA, and a national delegate of the National Association of Home Builders (NAHB) based in Washington, DC. In 2024 Mr Brem was appointed by Massachusetts Governor Maura Healey to serve on the prestigious “Unlocking Housing Production Commission” to advise the Governor and the Secretary of Housing and Livable Communities on strategies and recommendations to create over 230,000 new residential units in Massachusetts over the next 10 years. He is a proud 35+ year member of the Westford Rotary Club. He has co-authored, with Harvard Law School Professors Joseph William Singer and Brandon Storm, a legal case study on real estate development entitled the “Case of the Interfaith Neighbors”, July 2016 (PSW021-SM01). In addition to engineering, Mr. Brem has been a land developer and homebuilder recently constructing 25 residential homes in the metrowest area of Massachusetts. Dr. Vytiniotis is a member of the Geo-Institute’s Deep Foundation and Computation Geotechnics committees and a regional Director for the Society of Construction Law – North America. He has background in structural and geotechnical engineering, geotechnical earthquake engineering, and numerical analysis. Dr. Vytiniotis has worked on numerous projects in more than 20 states and multiple countries, assisting project owners, law firms, insurance companies and developers. His analyses consist of assessing soil improvement, soil-structure interaction, dam safety, causation of MSE wall failures, effects of adjacent construction (such as vibrations or pile driving), soil heave or settlements, pipeline installation, water intrusion, and backfill quality. Dr. Vytiniotis is experienced in evaluating slope stability, performing mechanical and flow-through-porous media finite element analyses and soil-structure interaction using various software such as Plaxis, Flac, Geostudio, ABAQUS, LPILE, FEFLOW and GROUP. Additionally, he has experience in data analysis, signal processing and GIS. Dr. Vytiniotis has performed research on the seismic response of pile-supported wharves, seismic slope stability, the effectiveness of prefabricated vertical drains (earthquake drains) and soil densification in reducing liquefaction risk, the effect of gravel drains in amplifying seismic accelerations, and numerical simulations of centrifuge experiments.
