Professor at University of Wisconsin-MadisonMr. Ohm’s teaching, research, and outreach focus on the legal and institutional framework for planning. Mr. Ohm joined the UW faculty in 1994, and he holds a joint appointment with the University of Wisconsin Extension where he is the state specialist in land use law, environmental regulation, and growth management. He also has affiliate appointments with UW’s Nelson Institute of Environmental Studies. Mr. Ohm served as chair of the Department of Urban & Regional Planning from 2008 – 2012. Mr. Wance is a shareholder and former chair of Buchalter’s Land Use Practice Group. He has built a cross-disciplinary practice involving land use and entitlements, water resources, environmental compliance, natural resources, and public law through the representation of both public agencies and private businesses throughout California. Mr. Wance has handled all aspects of these substantive areas, from advising clients regarding the applicability of the law, to guiding clients through a permitting or entitlement process, or defending clients subject to enforcement actions. He successfully represented businesses and public agencies in sophisticated financial, real estate, water resource, environmental compliance, and land development matters in court and before administrative agencies. Mr. Wance’s land use and entitlement background includes representation of residential developers, public entities, major industrial facilities, and other commercial businesses in all phases of project development before local and state agencies, city councils, and county board of supervisors. Jeffrey A. Horneman, PLS (PA, WV, NY), GISP
Horneman Surveying & CartographyMr. Horneman, PLS/GISP, has been working in the survey/geospatial field since joining the U.S. Army Reserves in 1984 as a geodetic surveyor. He attended the Defense Mapping School (now the National Geospatial-Intelligence Agency) in Fort Belvoir for geodetic surveying and received continuing education at the U.S. Army Professional Development Institute, the Community College of the Air Force, and various conferences, acquiring more than 400 continuing education credits in surveying, mapping, geology, GIS, and engineering. Mr. Horneman’s experience over the past 40 years includes surface and underground mining surveying, design and permitting, boundary and topographic surveys, ALTA surveys, subdivisions, construction surveying, GIS oversight, oil and gas wells and pipelines, and consulting. He has worked with several small to large private engineering and survey firms, as well as the U.S. Government (U.S. Army Reserves, U.S. Air Force Reserves, and as a civilian with the U.S. Army Corps of Engineers). Mr. Horneman retired from the Reserves as a Master Sergeant with 24 years of service. He currently works for the U.S. Army Corps of Engineers, Pittsburgh District, as the Deputy Chief of Real Estate/Chief of the Geospatial Branch for cadastral projects and GIS base mapping. Mr. Horneman is also managing his own firm, Horneman Surveying, LLC. He has been teaching professional classes for the last 15 years in various continuing education venues, including Half Moon Education, PSLS, and WVSPS. Mr. Horneman is licensed as a Professional Land Surveyor in Pennsylvania, West Virginia, and New York, and is also a GIS Professional. He is a past president of the PSLS Southwest Chapter and has served as the PADEP‐PSLS Liaison Committee chair and on the Geospatial Committee and Legislative Committee. Mr. Horneman resides in Natrona Heights, PA, with his wife Sharon of 32 years, living near his four grown sons (two which are surveyors) and two grandchildren.

Meridian Land Consulting, LLCGary Kent is in his 40th year with Schneider Geomatics in Indianapolis – having transitioned to part-time status in 2020. He also provides training, consulting and expert witness services as manager and owner of Meridian Land Consulting, LLC. He served as chair of the Joint ALTA/NSPS Committee responsible for the ALTA/NSPS Land Title Survey standards from 1995 to 2021. He has also served on the Indiana State Board of Registration for Professional Surveyors since 2004 and is a past-president of both ACSM and the Indiana Society of Professional Land Surveyors. Mr. Kent has presented programs on boundary law, easements and rights of way, surveying standards and practice, and leadership multiple times in all 50 states.
