Matt Jungclaus, P.E.
Independent Consultant and a PhD Researcher at University of Colorado BoulderMr. Jungclaus is an independent consultant and a Ph.D. researcher with the Living Materials Laboratory at the University of Colorado Boulder, where he develops whole-building embodied carbon benchmarks. His research focuses on life cycle assessment, building material flows, and computational analysis. Prior to joining the University of Colorado, Mr. Jungclaus was a manager at Rocky Mountain Institute (RMI), where he focused on reducing embodied and operational carbon in the built environment. His work at RMI included leadership in the Department of Energy’s Zero Energy District Accelerator, policy work with NYSERDA and the City of Pittsburgh, developing a net-zero energy roadmap for the McDonald’s Corporation, delivering integrative design workshops for federal and private sector clients, and creating industry-leading reports focused on zero energy buildings and carbon-reducing policies. Prior to joining RMI, Mr. Jungclaus served as an energy auditor and project manager for many public sector, commercial, and residential building retrofit projects. His core competencies lie in life cycle assessment, building science (including energy auditing and modeling), architectural and mechanical engineering, teaching, and project management.

William "Bill" Nechamen, CFM
Principal and Owner of Nechamen Consulting, LLCMr. Nechamen was the Floodplain Coordinator for the State of New York Department of Environmental Conservation for 21 years. During that period, he helped to promote higher floodplain standards in New York, including enacting a two foot “freeboard” requirement in New York’s building code, saving property owners millions of dollars in flood losses and flood insurance premiums.
One of the founders of the New York State Floodplain and Stormwater Managers Association (NYSFSMA), a professional association with over 600 active members, He was their first Chair and currently serves the Association as its treasurer.
Mr. Nechamen has been a Board member of the Association of State Floodplain Managers (ASFPM) at various times for 13 years. ASFPM represents over 15,000 professionals across the United States and internationally and is a key national voice in policies designed to reduce flood risk while preserving the natural and beneficial functions of floodplains. He served as chair (2013-2015), vice-chair (2011-2013) and treasurer (2008-2010) and is currently co-chair of the Floodplain Regulations Committee. Mr. Nechamen has received the ASFPM Meritorious Lifetime Achievement in Floodplain Management Award.
In his capacity as Floodplain Coordinator, he has led workshops and training sessions on the National Flood Insurance Program (NFIP), floodplain management and regulations, understanding and interpreting flood maps, flood insurance and the Community Rating System.

Architect and Certified Passive House Consultant at Passive Energy Designs LLC/PHIUS
Ryan Abendroth is an experienced CPHC® (Certified Passive House Consultant) and the former Certification Manager at Phius. He has worked on hundreds of passive house projects including small residential designs and student projects to mid-sized commercial and non-profit developments, and he has been at the forefront of research and design in passive houses for almost a decade. Mr. Abendroth’s first passive house experience was with Team Illinois in the U.S. Department of Energy’s Solar Decathlon Competition in 2009, where the team took second place overall. He is a member of the Phius Technical Committee and a trainer for the Phius CPHC Training Program, the Phius+ Rater Program, and advanced tutorials on topics related to passive building construction. Mr. Abendroth also serves as the Principal of Passive Energy Designs LLC, a St. Louis, Missouri-based consulting firm specializing in building high-performance and low-energy buildings that meet the passive house standard. He holds a Master of Architecture and a Bachelor of Science in Architectural Studies from the University of Illinois at Urbana-Champaign. Currently, Mr. Abendroth is a lecturer at the Sam Fox School of Design and Visual Arts at Washington University in St. Louis where he teaches both graduate and undergraduate courses focused on the impacts of climate, site, energy, detailing, and building information modeling (BIM) on the built environment. Previously he taught at the Rhode Island School of Design as both a Visiting Lecturer and Critic and has acted as a passive house consultant for Kansas University’s 5th year design-build program, Studio 804.
John Loercher
Mr. Loercher

Executive Director of Code Compliance and Training with Froehling & Robertson, Inc.Mr. Tuck has more than 50 years of experience in the materials testing and construction inspection industry. He has been a code influencer. In the early 1990’s, he published a 47-page Construction Specifications Institute (CSI) monograph entitled BOCA Special Inspection Services as a learning and teaching tool for testing agencies, architects, engineers, municipalities, and building officials, etc. This document became the foundation for the original Chesterfield County, Virginia, special inspection program which today is known to be one of the best special inspection programs in the region. This CSI monograph impacted and assisted the development of special inspection programs of many other Virginia jurisdictions during the early days of BOCA and IBC. Today, Mr. Tuck is the building code “go to” guy when architects, engineers, contractors and building officials across the Mid-Atlantic have special inspection questions about their ongoing projects.
Mr. Tuck started his career with Froehling & Robertson in 1964 as a materials technician and fulfilled many duties including senior field technician, radiographic assistant, drill rig operator, laboratory technician, and structural steel inspector, quickly being promoted to branch manager of the Roanoke office in 1966. Over the next few decades, Mr. Tuck also managed F&R’s operations in Norfolk, Lynchburg, and Chesapeake, Virginia. During this time, he was designated as the company-wide manager of construction materials testing services, working in F&R’s Richmond headquarters. In the late 1990’s, Mr. Tuck took on company business development. His success in this realm led to Mr. Tuck being elevated to the role of vice president of business development. His responsibilities in this role included hiring, training, and supervising business development managers throughout the company’s Mid-Atlantic footprint. F&R was established in 1881 and is one of the oldest consulting engineering firms and testing agencies in the United States.
Mr. Tuck developed training courses related to special inspection requirements of the International Building Code (IBC) and the various statewide building codes in jurisdictions where F&R maintains operations, including Maryland, Virginia, District of Columbia and the Carolinas. He cultivated and expanded inter-company special inspections code training courses for F&R’s technicians, special inspectors and engineers. These technical code training courses formed the basis of F&R’s Continuing Education Program and Lunch & Learn Series which are comprised of building code training courses regarding soils, geotechnical engineering, concrete, masonry, sprayed fire-resistant materials, structural steel and many other disciplines. These courses are now offered to the entire Mid-Atlantic community of architects, engineers, construction professionals as well as associations, municipalities, school systems and a host of other market sectors. As F&R’s very first executive director of code compliance and training, Mr. Tuck has provided special inspections training and code training to hundreds of firms and thousands of professionals over the past decade and has dedicated this phase of his professional career to the study and instruction of the various building code changes throughout the different code cycles. Dr. Fairfax double majored in Chemistry and Physics as an undergraduate at Carleton College, then went on to earn a PhD in Geological Sciences with an emphasis in Hydrologic Sciences from the University of Colorado Boulder. She uses a combination of remote sensing, modeling, and field work to understand how beaver ecosystem engineering can create drought and fire-resistant patches in the landscape under a changing climate. Her research has been featured internationally in National Geographic, the New York Times, the LA Times, BBC, Vox, and others. Ms. Lathrop is licensed as a professional land surveyor in New Jersey, Pennsylvania, Delaware, and Maryland, and as a professional planner in New Jersey. She holds a master’s degree in Environmental Policy and has been involved in surveying since 1974 in projects ranging from construction to boundary to environmental land use disputes. Ms. Lathrop is also a certified floodplain manager through the Association of State Flood Plain Managers (ASFPM) and a Certified Floodplain Surveyor through the New Jersey Society of Professional Land Surveyors. A former adjunct instructor at Mercer County College in New Jersey, she has also taught as part of the team for the licensing exam review course at Drexel University in Pennsylvania. Ms. Lathrop has been teaching seminars for surveyors since 1986 and has been writing articles for surveyors since 1983. She is a contributing editor for The American Surveyor magazine, and she has four articles included in the American Bar Association’s text, Land Surveys: A Guide for Lawyers and Other Professionals. She and Stephen V. Estopinal, PLS, PE co–authored a book titled Professional Surveyors and Real Property Descriptions: Composition, Construction, and Comprehension, published by John Wiley & Sons, Inc. in 2011. She is also on the faculty of GeoLearn, a web-based educational provider. Ms. Lathrop is a past president of the New Jersey Society of Professional Land Surveyors and of the National Society of Professional Surveyors, and she has served on the Board of Directors for the American Association for Geodetic Surveying.

Principal and Owner of Nechamen Consulting, LLCMr. Nechamen was the Floodplain Coordinator for the State of New York Department of Environmental Conservation for 21 years. During that period, he helped to promote higher floodplain standards in New York, including enacting a two foot “freeboard” requirement in New York’s building code, saving property owners millions of dollars in flood losses and flood insurance premiums.
One of the founders of the New York State Floodplain and Stormwater Managers Association (NYSFSMA), a professional association with over 600 active members, He was their first Chair and currently serves the Association as its treasurer.
Mr. Nechamen has been a Board member of the Association of State Floodplain Managers (ASFPM) at various times for 13 years. ASFPM represents over 15,000 professionals across the United States and internationally and is a key national voice in policies designed to reduce flood risk while preserving the natural and beneficial functions of floodplains. He served as chair (2013-2015), vice-chair (2011-2013) and treasurer (2008-2010) and is currently co-chair of the Floodplain Regulations Committee. Mr. Nechamen has received the ASFPM Meritorious Lifetime Achievement in Floodplain Management Award.
In his capacity as Floodplain Coordinator, he has led workshops and training sessions on the National Flood Insurance Program (NFIP), floodplain management and regulations, understanding and interpreting flood maps, flood insurance and the Community Rating System.

Pavement Recycling SystemsMr. Concannon is a registered Professional Engineer in California and Nevada, and has been with Pavement Recycling Systems, Inc. in various roles since 2015, including Project Engineering, Project Management, Operations Management, and Research and Development. Currently he works Market Development and Operational Support for all recycling divisions at Pavement Recycling. Mr. Concannon also currently serves on several working groups within the Caltrans Pavement Materials Partnering Committee (PMPC) and is the Vice President of the Recycling and Stabilization Association of California (RSA). Prior to coming to Pavement Recycling, Mr. Concannon worked in the Geotechnical Engineering field for a consulting firm in the Silicon Valley area. Pavement Recycling SystemsMr. Estrada is the Director of Business Development for Pavement Recycling Systems of California. Mr. Estrada is a graduate of the University of Texas at Austin, School of Engineering. He is an Industry Co-Chair for the Caltrans Pavement & Materials Partnering Committee (PMPC), as well as of the Green Book Stabilized Base Task Force. For over 30 years, he has been involved in both the engineering and construction industries in the implementation of soil stabilization and asphalt recycling engineering strategies.
Clay Slocum
Pavements Engineer at California Nevada Cement Association in Chico, CAMr. Slocum joined CNCA as the Northern California/Northern Nevada pavements engineer in January 2014 before being promoted to Director of Engineering in 2020. He provides technical expertise, education, concrete resources, and several other services to municipalities, engineers, and developers to advance the understanding and use of cementitious roadway solutions for streets, highways, and parking areas. Mr. Slocum specializes in conventional concrete, full-depth reclamation, roller compacted concrete, concrete overlays, and pervious concrete, but is knowledgeable on most cement-related applications. He is the Past President of the American Concrete Institute (ACI NCAWNV Chapter) and ASCE Feather River Branch and is active in other local societies including APWA, SNCA, and others.
Prior to joining CNCA, Mr. Slocum worked as a geotechnical consulting engineer in Walnut Creek, California. He graduated from UC Berkeley with a Master’s degree in Civil Engineering after completing undergraduate courses at University of the Pacific (Bachelor’s degree in Civil Engineering and a minor in Engineering Management). Mr. Slocum is a licensed civil engineer in the states of California and Nevada.
