    Mr. Vernon is a master code professional and a certified building official, and he holds North Carolina Level III certifications in all five trades (building, electric, mechanical, plumbing and fire). Mr. Vernon has been working in the construction industry for 38 years beginning with a six-year stint in the US Army where he served in Germany, Honduras, Alabama and at the US Army Engineer School in Ft. Belvoir, Virginia. He has worked in Prince William County in Virginia and in Lincoln, Gaston and Mecklenburg Counties in North Carolina. Through the years, he has been an inspector, a plan reviewer, a senior plan reviewer, and a department director among other job titles. Mr. Vernon is currently employed by Mecklenburg County Code Enforcement where he serves as the building code administrator. He has also been a part-time instructor at Central Piedmont Community College for the past ten years, and he serves as code consultant for University of North Carolina’s fifth year Architecture students. Mr. Vernon is also an ordained bishop.

    Ms. Herrera is an aquatic biologist with over eight years of experience in natural resource assessment, including wetland delineations, environmental permitting, stream assessments, mussel/macroinvertebrate surveys and identification, and threatened and endangered species surveys. She graduated with a B.S. degree in Biology and Program in the Environment (PitE) from the University of Michigan and an M.S. degree in Water Resource Science from the University of Minnesota Duluth. Ms. Herrera recently moved back to the mitten to work for Holland Engineering’s Environmental Group. She holds a USFWS permit to survey and handle federally listed mussel species.     Chelsea Keefer

    Restoration Biologist with the Stream + Wetlands Foundation

    Ms. Keefer, MS has been a restoration biologist for the Stream + Wetlands Foundation (S+W) since June 2020, and she has eight years of experience working in the natural resources field. She is responsible for preparing and overseeing coordination of S+W’s mitigation project submittals to the Interagency Review Team. During her time at S+W, she has been instrumental in the submission and approval of over 20 in-lieu fee (ILF), mitigation bank, and permitee responsible projects. To date, the S+W ILF program is fully in compliance with all its advance credit sales obligations. Prior to joining the S+W team, Ms. Keefer worked for a northeast Ohio environmental consulting firm where she primarily worked on mitigation projects. She also worked at two different environmental test laboratories performing soil and water analyses using sophisticated equipment. During her formal education, she conducted a rigorous research study in native species revegetation and seed ecology. Ms. Keefer published her findings as the primary author of a peer reviewed research paper that appeared in the Journal of Rangeland Ecology and Management.

    Mr. Simpson founded Gradelta Engineering in 2020 with the intent to help clients better understand the combination of geotechnical and structural engineering that he has worked with for the past 20 years. He earned his B.S.C.E. and M.S.C.E. degrees from Georgia Institute of Technology. Pannone Engineering Services (PES) have performed engineering designs, analysis and evaluations of water and wastewater systems throughout Alaska. The types of systems have ranged from small single-family septic systems to large commercial systems serving greater than 100 people daily. PES typically tests between 90 and 150 septic systems a year and designs approximately 50 to 75 new or upgraded systems. PES has an excellent working relationship with the Municipality of Anchorage and the State Department of Environmental Conservation. Mr. Pannone is licensed in

    Mr. Mohney is the Engineering Geology Program leader for the Oregon Department of Transportation (ODOT). The Engineering Geology Program at ODOT encompasses site characterization, subsurface exploration, slopes and embankments, geologic hazards, groundwater, geotechnical instrumentation, and planning and research activities. In this role, he also oversees the Unstable Slopes (landslide/ rockfall) Program for ODOT. He is a registered geologist and a certified engineering geologist in Oregon with over 30 years of experience in Oregon and the western states. Mr. Mohney has been the Engineering Geology Program leader since 2004. Prior to this, he had been a staff and project-level geologist for consulting firms and the mining industry as well as for ODOT. He is a graduate of the Geology Program at Portland State University. During his professional career, Mr. Mohney has been involved in the investigation, design, and construction of a wide range of challenging earthwork projects including high fills on soft ground, side slope embankments, and cut slopes in mixed-face conditions.     Dr. Thomas H. Meyer, Ph.D.

    Professor of Geodesy, University of Connecticut

    Dr. Meyer is a professor in the Department of Natural Resources and the Environment at UConn’s College of Agriculture, Health and Natural Resources (CAHNR). He is a member of the American Society of Civil Engineers and the American Society for Photogrammetry and Remote Sensing, and he is a fellow and past president (2016, 2019) of the American Association for Geodetic Surveying. Dr. Meyer is a past president (2006-2007) of the Geomatics Society of New England (previously known as the New England Section ACSM) and a member of the editorial boards of the Journal of Surveying Engineering and Surveying and Land Information Science. Dr. Meyer earned his Ph.D. degree from Texas A&M University (College Station, 1998) where he was a research associate in the Mapping Sciences Laboratory. He was named a UConn Teaching Fellow (2015), and he has taught geomatics courses at the graduate and undergraduate levels in geodesy, geographic information science, digital terrain modeling, spatial statistics, and global navigation satellite system surveying. Dr. Meyer has authored an undergraduate-level geodesy textbook and numerous peer-reviewed papers about surveying and mapping, and he teaches professional education seminars for surveyors throughout New England and the United States.
