Tyler Dawson, PhD PE
Vice President at NTH Consultants, Ltd.Dr. Dawson is in his 12th year as a pavement, geotechnical, and subsurface utility engineer with NTH Consultants, Ltd. (NTH). He has a wide background in pavement research, management, and design. He has completed research projects for the Michigan Department of Transportation (MDOT) and the Federal Highway Administration (FHWA) involving pavement design, material characterization, maintenance, and management. He has participated in and led numerous projects which have included pavement surface and structural evaluations, geotechnical explorations, subsurface utility engineering (SUE), and transportation utility coordination. Dr. Dawson’s geotechnical design experience includes earth retention, embankment, road sign and signal, ITS structure, bridge, and other deep and shallow foundations using LRFD and other techniques. He has also led several geophysical investigations to locate buried structures/utilities and subsurface voids.
Mohammad Shafiee, PhD, P.Eng.
Associate Researcher at the National Research Council Canada’s Construction Research CentreDr. Shafiee has several years of R&D experience in transportation geotechnics, pavement mechanics and highway construction materials. Since 2012, he has contributed to more than 27 journal publications and conference proceedings and led and collaborated with different teams on major high-impact projects in climate resilient pavements and sustainable materials. Some of his recent activities have resulted in development of unique and novel tools such performance-graded asphalt cement under Changing Climate (PGAC3) and Pavement Adaptation Support Tool (PAST). His work also related to use of innovative and sustainable solution towards circular economy and low-carbon pathways across pavement sector by using waste by-products and recycled materials in hot-mix asphalt manufacturing.

Fire Plan Review, InspectorRandy Scovill has more than 15 years of experience in the fire protection industry. He started out as a pipe fitter and went to community college to learn AutoCAD to perform fire sprinkler system design and hydraulic calculations. AECOMMr. Eilertson earned his bachelor of science degree from UW-Madison in Civil & Environmental Engineering in 1993 and has worked in the municipal engineering field since 1990. Mr. Eilertson’s early interest in community involvement and environmental issues began in 1972 when, as a child, he helped his parents (Orie & Kit) create a recycling drop off program through their church in the Village of Mukwonago. Mr. Eilertson absorbed much of his interest in environmental conscience and responsibility through his parents and grandparents as he grew up on a Sand County Farm in Wisconsin, practicing first hand Aldo Leopold’s land ethic of striving to live on a piece of land without spoiling it. Above and beyond the day-to-day activities that go along with his current and past civil and environmental engineering roles, Mr. Eilertson spends many of his nights and weekends hosting educational events including waterway cleanups, paddling events, watershed tours, as well as electronics recycling and shred-day events. He is a Director of the American Public Works Association – Wisconsin Chapter (APWA WI) and has chaired APWA WI’s Water Resources Committee and Solid Waste Committee. He serves as the Wisconsin Chapter’s liaison to APWA’s Center for Sustainability (C4S) and is currently chair of APWA WI’s Sustainability Committee.
Mr. Eilertson’s greatest pleasure and source of pride is his wife, Yenti, with whom he’s been happily married since 1995. They have two boys, Erik (22) and Evan (13), who excel in finding “teachable moments” for Mr. Eilertson to continue learning from nature and helping others to share his vision of people working together for healthy generations to come. Past awards that Mr. Eilertson is especially proud of are the 2013 APWA National Community Involvement Award and 2015 Rock River Protector Award.
Mr. Eilertson has increasingly enjoyed being able to spend time and energy volunteering for various non-profit groups that align with his vision for a healthy community. Nahn and AssociatesMr. Nahn has over 39 years of engineering experience in water resource and municipal engineering projects. He has managed storm water projects ranging from large municipal storm water master plans to preparing storm water plans and specifications for residential and commercial developments. Sand County Environmental, Inc.Drew is from Elm Grove, Wisconsin, but currently lives in Rhinelander, Wisconsin with his wife, Ellen. He is an environmental engineer with Sand County Environmental, Inc. After graduating from the University of Wisconsin-Platteville with a bachelor’s degree in Environmental Engineering, he wished to pursue a career in unconventional applications in his field. The areas of phytoremediation and constructed wetlands for wastewater treatment drew him to Sand County Environmental.
At Sand County Environmental, Drew has been involved in a multitude of projects spanning several applications of environmental engineering, including phytoremediation, constructed wetlands for wastewater treatment, environmental repair and monitoring, solid waste, and, most applicably, stormwater management. Taking on stormwater projects in both solid waste and commercial applications with this unique perspective has allowed Drew to navigate the waters of stormwater management early on in his career.
Drew is currently a member of the parish council and is a catechist at Nativity of Our Lord Catholic Church in Rhinelander, is an Eagle Scout, and was an academic all-American as a football player while at the University of Wisconsin-Platteville.
Bart Sexton
Sand County Environmental, Inc.Bart is from Appleton, Wisconsin and for the past 30 years been privileged to have lived in Rhinelander. He is married to Adair, a now retired instrumental music teacher and they have two adult daughters who live in Altoona, WI and Bloomington, MN.
Bart served a total of 21 years, combined, in the U.S. Army and Wisconsin National Guard. His work experience also includes 16 years overseeing a County Solid Waste Department with landfilling, transfer, recycling, composting and hazardous waste operations; adjunct instructor in Soil Science at Nicolet College; and, 14 years as an environmental consultant working in environmental investigations/remediation; wastewater treatment; landfill monitoring; phytoremediation; and stormwater. He most enjoys developing ways to use plants to treat groundwater, soil, stormwater and/or wastewater effluent.
Bart has been a lay leader of the Rhinelander United Church of Christ; is a Past Master of the Rhinelander Masonic Lodge; and, worked actively in the Rhinelander Soccer Club during development of their field complex.
Kristy Treichel, PE

International Field Grouting ConsultantMr. Bandimere has more than 40 years of field and management experience for geotechnical grouting and associated-specialty drilling projects. In 1975, Mr. Bandimere founded a specialty grouting company which became instrumental in the development of the Compaction Grouting’s Denver System. In 1996, Mr. Bandimere sold his grouting company and became a specialty international field grouting consultant. His establishment of the field demos for the Fundamentals of Grouting Course facilitated numerous technical papers and the advancement of compaction grouting and permeation grouting applications. In 2016, Mr. Bandimere was chosen to be chairman of the ASCE Geo-Institute’s Committee, charged with the update to the Compaction Grouting Consensus Guide. Mr. Bandimere was one of the founding members of the International Concrete Repair Institute (ICRI), a former member of the ACI Grouting Committee 552, and since 1985 has been an active member of the ASCE Grouting Committee. In January of 2023 Mr. Bandimere was inducted into the ASCE/DFI “Grouting Greats” Hall of Fame.
