Mr. Keating has been in the construction industry for over 29 years in various capacities including estimator/cost engineer, project manager, construction manager, director of construction, and A/E construction administrator to name a few. He has been involved in both commercial and residential construction projects both in the public and private sector with several individual projects exceeding $100 million in construction value. He currently works for the U.S. Army Corps of Engineers as a cost engineer and value engineering officer on large military, civil works, and inter-agency developments. Technical Director at California Nevada Cement AssociationMr. Forrest joined the CNCA in 2015 and serves as the technical director. Mr. Forrest’s function is to provide resources, recommendations, education, technical expertise, and other services to municipalities, engineers, project owners, developers, and contractors. His focus includes cement and concrete materials and applications for transportation, water conveyance, buildings, and other pieces of civil infrastructure.
Prior to his work with the CNCA, Mr. Forrest worked as a consulting materials engineer on numerous large Caltrans projects in Southern California, most recently on the Gerald Desmond Bridge replacement in Long Beach. Upon graduation from Bristol Tennessee High School, he enlisted in the United States Navy where he served as ships baker aboard the USS Shark (a fast attack submarine) for four years. When his enlistment came to an end, he took a job selling lawn care service to residential owners in Milwaukee, Wisconsin, and later, moved to Knoxville, Tennessee where he worked as general manager of a landscape contracting company while attending the University of Tennessee for Ornamental Horticulture and Landscape Design. Eventually, Mr. Shaw took over as president of a wholesale tree care supply business and built the company from $70,000 in sales to over $1.2 million in just seven years. During that time, he married his wife Kristin and they had two children together. With encouragement from Kristin he also developed an interest in arboricultural consulting, and on May 11th, 1999, he became the first American Society of Consulting Arborist (ASCA) member in Middle Tennessee. From 1998 to 2003, he also served on the Tennessee Urban Forestry Council. Mr. Shaw has since consulted with private landowners, insurance companies, attorneys, tree companies, cooperative extension service agents, country clubs, state urban forestry organizations, universities, and colleges. He has worked on some of the most challenging, difficult, and highest profile cases across the United States. Mr. Shaw is a registered consulting arborist, a board-certified master arborist and one of only a handful of arborists worldwide who consult full-time. Professor Larson’s research focuses on the impact of technological innovation on water rights regimes, in particularly transboundary waters, and on the sustainability implications of a human right to water. He is the Principal Investigator on a USAID-funded applied research project improving water supplies for refugee host communities in Lebanon and Jordan. Professor Larson was a visiting professor and Fulbright Scholar at the Pontifical Catholic University of Ecuador, a PLuS Alliance visiting fellow with the University of New South Wales in Sydney, Australia, a Lady Davis Fellow and visiting professor at the Hebrew University of Jerusalem. He is the author of Just Add Water: Solving the World’s Problems Using its Most Precious Resource (Oxford University Press, 2020).
