Mr. Anderson has been an engineer in the Iowa Department of Natural Resources (IDNR) Water Supply Engineering Section since 1984, and a senior engineer since 1995. He is the lead engineer responsible for water allocation review, policy analysis of water rights, and planning aspects of Iowa water law. He is also IDNR’s aquifer storage and recovery technical expert, from both a technical and a regulatory perspective. He has a bachelor’s degree and a master’s degree, both in Civil Engineering, and both from the University of Minnesota in Minneapolis. He has a Hydrogeology minor, and he is also an assistant professor of Practice in Iowa State University’s Geology Department, teaching Hydrogeology.

From tape-and-transit to GPS, mortgage surveys to shopping centers, he has his seal on billions of dollars of commercial, residential and institutional developments and transactions in 23 counties in Illinois together with consulting and managing projects in 15 other states. Mr. Helfrich has enjoyed working with countless prominent developers, attorneys and other professionals in the field and the office. His specialties include real estate law, boundaries and boundary law, easements, rights-of-way and other encumbrances and servitudes, statutory and common-law plats, ALTA surveys, topography, building and site layout, construction- and project-management as well as land development consulting. He has presented classes and co-written manuals with the Illinois Institute For Continuing Legal Education along with classes at the University of Illinois and HalfMoon Education. Mr. Helfrich is a member of the National Society of Professional Surveyors and the Illinois Professional Land Surveyors Association.

Mr. Hinders has substantial experience in advising boards on legal matters, interpreting ordinances and statutes, writing policies, reviewing and recommending modifications to ordinances, negotiating collective bargaining agreements, and representing municipalities in court, and he has tried numerous jury and non-jury trials. Mr. Hinders has represented clients on cases involving a wide variety of municipal law issues, including: statute and ordinance issues, open records and open meetings issues, contract interpretation issues, zoning issues, takings issues, and writs of certiorari and mandamus. He has represented municipal boards of adjustment, zoning commissions, and drainage districts. As the conservation easement director for Iowa Natural Heritage Foundation (INHF), Ms. Van Waus acquires new conservation easements and oversees monitoring and enforcement of 240 conservation easements protecting 28,000 acres across the state. INHF is a statewide conservation organization with a mission to protect and restore Iowa’s land, water and wildlife. Celebrating 45 years as a non-profit, INHF has protected over 200,000 acres of Iowa’s prairies, woodlands, wetlands and family farms. Ms. Van Waus has completed 80 new conservation easements during her 15-year tenure at INHF. Her other duties have included invasive species management, prescribed fire and farm management. Prior to INHF, Ms. Van Waus worked at Iowa State University and Iowa Learning Farms focusing on soil conservation and residue management in agricultural systems. She is a contributing editor for The American Surveyor magazine, and she has four articles included in the American Bar Association’s text, Land Surveys: A Guide for Lawyers and Other Professionals. Ms. Karen Schuckman is the SME for Remote Sensing and Geospatial Services at RRC Companies, a recognized leader in the international renewable energy industry. She continues to serve as a part-time associate teaching professor of Geography at The Pennsylvania State University, where for 17 years she was the lead faculty for the Graduate Certificate in Remote Sensing and Earth Observation in the Online Geospatial Program. She also serves as the executive director of the American Society for Photogrammetry and Remote Sensing. Prior to her move to teaching, Ms. Schuckman was the geospatial technology leader at URS Corporation (now AECOM) from 2005-2006. From 1995-2005, she was with the EarthData group (now Fugro), where she held several positions including geospatial applications director for EarthData Solutions; senior vice president of EarthData Technologies; and president and general manager of EarthData International of North Carolina. Notable projects in her private sector career include leading the use of remotely sensing imagery in the Hurricane Katrina response, leading lidar acquisition for the first phase of the North Carolina Floodplain Mapping Program, numerous transportation mapping projects for state DOT’s, and technology demonstration projects for NOAA, NASA and the US Department of Transportation. Prior to joining the private sector, Ms. Schuckman worked for the USGS National Mapping Division, in Menlo Park, California. She is a former vice chair of the NOAA Advisory Committee on Commercial Remote Sensing (ACCRES) and a member of the National Research Council Committees on Floodplain Mapping Technologies and FEMA Flood Map Accuracy. She holds an MS degree in Geospatial Information Systems from The Pennsylvania State University, is an ASPRS Certified Photogrammetrist, ASPRS Certified Mapping Scientist – Lidar, and Professional Land Surveyor.

Prior to his service at TVA, Mr. Savage was in private survey practice for 10 years specializing in dispute resolution and expert witness services. He has surveyed several disputed state boundaries to resolve jurisdictional conflicts. Mr. Savage is an adjunct professor at Cleveland State Community College where he teaches courses in boundary law, geodesy, GIS, and surveying fundamentals. He has researched and retraced the historical surveys of Henry David Thoreau and has published several articles on the subject. Mr. Savage teaches exam review and continuing education seminars at various state and local conferences across the country.

Mr. Cavell lives in Baton Rouge and is a native of Lafayette. “Tony” is a licensed PLS and CFedS. He is a Fellow of American College of Surveying and Mapping (ACSM) and the National Society of Professional Surveyors (NSPS) and a past president of NSPS and Louisiana Society of Professional Surveyors (LSPS). Mr. Cavell is on the Board of Directors of AAGS and associate editor of the Surveying and Land Information Science Journal (SaLIS). He is the surveyor for the LSU Center for GeoInformatics (C4G) & La. Spatial Reference Center (LSRS). Mr. Cavell served on the East Baton Rouge Engineer and Surveyor Selection Board. He provides consulting services, covering GNSS, geodesy, property/ boundary, historical surveying, and education. He was awarded the 2007 Earle J. Fennel Award for Surveying and Mapping Education.

Mr. Wance is a shareholder and former chair of Buchalter’s Land Use Practice Group. He has built a cross-disciplinary practice involving land use and entitlements, water resources, environmental compliance, natural resources, and public law through the representation of both public agencies and private businesses throughout California. Mr. Wance has handled all aspects of these substantive areas, from advising clients regarding the applicability of the law, to guiding clients through a permitting or entitlement process, or defending clients subject to enforcement actions. He successfully represented businesses and public agencies in sophisticated financial, real estate, water resource, environmental compliance, and land development matters in court and before administrative agencies. Mr. Wance’s land use and entitlement background includes representation of residential developers, public entities, major industrial facilities, and other commercial businesses in all phases of project development before local and state agencies, city councils, and county board of supervisors. Mr. Ashwell practices in the areas of criminal defense and civil litigation, land use and zoning, domestic relations, estate planning and real estate. He received his J.D. degree from the University of Dayton School of Law, Dayton, Ohio, and his B.A. degree from Hampden-Sydney College, Hampden-Sydney, Virginia. He also handles traffic defense cases, gun rights restoration cases, and municipal law. Mr. DiStanislao earned his B.A. degree from Hampden-Sydney College. After college, he worked as the Director of Business Development for Bon Air Title Insurance Agency before earning his law degree from Campbell University School of Law.

Mr. Gooch is a clean energy lawyer who helps clients develop, build, and sell solar projects and battery storage facilities. He regularly advises clients regarding leases, land use issues, environmental regulation, and transactional matters such as construction contracts and asset purchases. Mr. Gooch frequently represents Virginia landowners in negotiations with electric utilities and renewable energy developers. Before joining the firm in 2018, Mr. Peeples retired from the U.S. Navy after 22 years of service as a pilot. He completed seven combat deployments and served as the Commanding Officer of a helicopter squadron. His last assignment was Lead Rotational Planner for the Joint Staff, where he provided strategic advice to the Chairman of the Joint Chiefs and the Secretary of Defense.

Mr. Barkhurst has extensive litigation experience in business and real estate disputes. He has developed a special concentration in the area of eminent domain, representing governmental entities as well as landowners in numerous lawsuits. He also represents governmental entities in construction disputes, and he has represented contractors and subcontractors in private disputes. Mr. Cooney focuses his practice on land use and development. He clerked with Wilson Cribbs + Goren throughout his entire time in law school, where he was able to gain valuable knowledge and skills in the land use, zoning, and development areas so that he could hit the ground running once starting as a full-time attorney. Mr. Izfar represents private land owners and developers in navigating land use and zoning issues in connection local regulation of commercial and industrial developments as well master-planned communities. Previously, he was Assistant City Attorney for the City of Houston where his practice focused on land development regulations within the City of Houston and public-private partnerships. Mr. Izfar earned his B.A. degree from Emory University and his J.D. degree from the Rutgers-Camden School of Law.

Mr. Joeckel is a member of Winstead’s Business Litigation Practice Group. Mr. Joeckel has experience in a range of civil and commercial matters in state and federal courts, including industry experience in real estate, construction, technology, and financial services. Mr. Pruitt has exclusively represented cities in the Texas Panhandle and the Houston Metro Region on all matters of municipal law with an emphasis in land use and economic development. Mr. Fischer has over 30 years of experience in the survey field, performing a variety of survey types for residential, municipal, commercial, industrial and government agency clients. He has experience in survey instrumentation and computer aided drafting (CAD) programs, as well as office and survey programs such as Trimble Office, Carlson and Civil 3D. Management experience includes overseeing drafting and field crews, as well as a branch office for an Oil and Gas services firm in southeast Texas. A former adjunct faculty member for the Engineering Department at St. Louis Community College at Florissant Valley, he holds professional land surveyor licenses in Missouri, Illinois, Iowa, Mississippi and Texas.

Mr. Kochenour is a remote sensing analyst at the University of Vermont Spatial Analysis Laboratory. His role involves the application of object-based image analysis techniques for mapping a range of complex landscapes. His feature extraction projects encompass tree canopy change assessments and land cover mapping across the United States and throughout North America. Notable projects include macroalgae mapping along the Atlantic Coast, Agave plant identification in Mexico, land use classification within the Charles River Watershed, and tree health assessments in various U.S. cities. Beyond employing established and operational feature extraction methodologies, Mr. Kochenour engages in the experimentation of novel routines aimed at enhancing the efficiency and accuracy of mapping outcomes. He utilizes high-resolution imagery, LiDAR, and thematic data to produce precise and functional datasets tailored for an extensive array of collaborators.

Dr. Laramie Potts is an associate professor at the New Jersey Institute of Technology (NJIT) in the School of Applied Engineering and Technology where he teaches geomatics, geomathematics, geodesy, boundary law principles, and land development. His research interest and activities include engineering education, boundary line retracement, geomorphology, autonomous robotic mobile mapping, multi-sensor integration for navigation in GNSS-challenged environments, and application of artificial intelligence on reality capture data for digital twin engineering. His research activities in planetary science include satellite gravity and topography studies of the Earth, Moon, and other planets. His more notable recent research results include an explanation for the ‘Man in the Moon’ in the context of the lunar core effects of giant meteorite impacts as inferred from satellite gravity and laser altimetry observations. Another widely publicized result is the discovery of a possible giant meteorite impact crater beneath an ancient ice sheet in Wilkes Land Antarctica that may have contributed to the near total extinction of life about 250 million years ago. His work was covered by media outlets like The Washington Post, Universe Today – Space and Astronomy News, Internet Movie Database (IMDb) TV series (2015) What on Earth? Science Daily, New Scientist, Space.com, and other international newspapers. Dr. Potts received the 2023 Best Paper award from the American Society on Engineering Education. He is a member of the Reviewer Board of Applied Sciences – an international, peer-reviewed, open access journal on all aspects of applied natural sciences published semimonthly online by MDPI. Dr. Potts is also a member of the Engineering Technology Accreditation Commission (ETAC) of ABET. He recently worked with the New Jersey Plainfield Historical Society to uncover landmarks and historical property boundaries of an unmarked militia camp of the Revolutionary War. He is a frequent speaker at regional and national conferences on applications of Geographic Information Science. Dr. Potts received his Masters and PhD degree from Ohio State University in Geodetic Science, his MBA degree from New Jersey Institute of Technology and his Bachelor of Science in Land Surveying from the University of Cape Town. Mr. Stamnes is the founder of Spatial Reality Solutions Inc. (SRS), a Saskatoon-based startup specializing in digital transformation and geospatial consulting. With nearly two decades of experience in the Architecture, Engineering, Construction, Owner, and Operator (AECOO) industries, He has developed a comprehensive expertise in surveying, mapping, laser scanning, lidar, and Geographic Information Systems (GIS). Mr. Stamnes’s academic credentials include a Bachelor’s degree in Applied Management and a Diploma in Geomatics from Saskatchewan Polytechnic. He has further enhanced his knowledge with a Certificate in Unoccupied Aerial Systems (UAS) from the University of Florida and an Advanced Certificate in GIS from the British Columbia Institute of Technology. Professionally, he is an Engineering Licensee specializing in Geomatics under the Association of Professional Engineers and Geoscientists of Saskatchewan (APEGS) and holds the Certified Mapping Scientist (CMS) certification in UAS and lidar from the American Society for Photogrammetry and Remote Sensing (ASPRS). Throughout his career, Mr. Stamnes has led large-scale projects, advanced mapping technologies, and diversified client bases. Jared D. Wilson is currently pursuing a master of science degree in Engineering Technology, Surveying Engineering Technology, and a doctorate of Engineering at the University of Maine. He obtained a master of science degree from East Tennessee State University in May 2002 and a bachelor of science degree in Surveying and Mapping from East Tennessee State University in 2001. Mr. Wilson is a professor of practice in the Department of Engineering, Engineering Technology, and Surveying within the College of Arts and Sciences at East Tennessee State University, and currently serves as the surveying and mapping science program coordinator. Mr. Wilson was a tenured assistant professor of Land Surveying at the Landaplenty Center of Natural Resources, Department of Land Resources, Glenville State University in Glenville, West Virginia. He is a licensed land surveyor in West Virginia and has performed land surveying related projects in Virginia, West Virginia, Kentucky, Tennessee, Maryland, and Washington D.C. He has served on the West Virginia Society of Professional Land Surveyors in the capacity of chapter representative, director, president elect and president. His goal is to continue to instruct future land surveyors and benefit the profession.

Ms. Lathrop is licensed as a professional land surveyor in New Jersey, Pennsylvania, Delaware, and Maryland, and as a professional planner in New Jersey. She holds a master’s degree in Environmental Policy and has been involved in surveying since 1974 in projects ranging from construction to boundary to environmental land use disputes. Ms. Lathrop is also a certified floodplain manager through the Association of State Flood Plain Managers (ASFPM) and a certified floodplain surveyor through the New Jersey Society of Professional Land Surveyors. A former adjunct instructor at Mercer County College in New Jersey, she has also taught as part of the team for the licensing exam review course at Drexel University in Pennsylvania. Ms. Lathrop has been teaching seminars for surveyors since 1986 and has been writing articles for surveyors since 1983. She is a contributing editor for The American Surveyor magazine, and she has four articles included in the American Bar Association’s text, Land Surveys: A Guide for Lawyers and Other Professionals. She and Stephen V. Estopinal, PLS, PE co–authored a book entitled Professional Surveyors and Real Property Descriptions: Composition, Construction, and Comprehension, published by John Wiley & Sons, Inc. in 2011. She is also on the faculty of GeoLearn, a web-based educational provider. Ms. Lathrop is a past president of the New Jersey Society of Professional Land Surveyors and of the National Society of Professional Surveyors, and she has served on the Board of Directors for the American Association for Geodetic Surveying.

Cecily Barclay advises clients on land use and entitlements, real estate acquisition and development, and local government law matters. She assists with land use application processing, drafting and negotiating purchase and sale agreements, and negotiating and securing the approval of development agreements. She also handles general plan amendments, annexations, initiatives and referendums, and tentative and final subdivision maps. Ms. Barclay’s projects include redevelopment of land for market rate and affordable housing, life science campuses, hotels and resorts, and transit-oriented mixed-use development projects. She has significant experience in processing entitlements for redevelopment and expansion of regional retail centers, resort hotels, entertainment centers, biotech/R&D campuses, large mixed-use master-planned communities, and multifaceted reuse of former military facilities and other infill development sites. Her work involves advising on land use initiatives, negotiating school fee mitigation agreements, preparing conservation easements to mitigate for loss of biological resources, and drafting affordable housing programs, Williamson Act contracts, and related issues pertaining to agricultural properties. Ms. Barclay works with local agencies on drafting ordinances relating to updating general plans and housing elements, planned development zoning, specific plans, mitigation fees, affordable housing, and growth management. She focuses on how agencies and developers can apply state housing laws, particularly antiNIMBY (Housing Accountability Act) and density bonus laws. Ms. Barclay is a lead author of Curtin’s California Land Use & Planning Law, a publication summarizing the major provisions of California’s land use and planning laws. She also co-authored Development by Agreement, an ABA publication providing a national analysis of laws and practices concerning various forms of development agreements. Ms. Barclay regularly speaks and writes on topics involving land use and local government law, including programs and articles for the American Bar Association, American Planning Association, Urban Land Institute, and other state and national associations and conferences.

Ms. Graham has practiced law in the area of real estate transactions and litigation for over 30 years, and has served as a mediator for over 15 years. Her law practice focuses on transactional real estate law and civil appeals. Ms. Graham’s mediation practice emphasizes business and real estate matters. She has also mediated personal injury, unlawful detainer and civil harassment disputes. Ms. Graham is an author of a chapter of the CEB treatise Neighbor Disputes: Law and Litigation, which she continues to update annually. She also edits chapters CEB’s California Easements and Boundaries: Law and Litigation. Ms. Graham has been a panelist at various California State Bar and local bar events on the topics of easements, neighbor disputes, contract issues, elimination of bias and advanced negotiation skills. Ms. Graham has a background in title insurance and liability insurance. She litigated an insurance bad faith matter which ultimately went to the California Supreme Court. She served as a mediator for the Los Angeles Superior Court Alternative Dispute Resolution Panel, serving on both its pro bono and pay panels during which time she mediated contract, business, real estate, unlawful detainer, personal injury and civil harassment matters, as well as private mediations. Ms. Graham has served as a member of the Executive Committee of the California State Bar Real Property Section and as a member of the Board of Trustees of Santa Monica Bar Association. She is an active member of the Los Angeles County Bar Association Small Firms and Solo Section and presently serves on its executive committee. Ms. Graham trained as a mediator with the Strauss Institute for Dispute Resolution of Pepperdine University School of Law. She holds a B.A. degree in English from UCLA and a J.D. degree from Loyola Law School.

Lauren Layne is a shareholder at Baker Manock & Jensen, PC, in Fresno, where she chairs the firm’s Business Department and leads the firm’s Water Law and Public Agency practice groups. Her law practice focuses on general water and environmental law, including CEQA and NEPA compliance, and includes various business transactional matters in the areas of water rights, water quality, public agency law, agribusiness, and real property. She also assists clients with land acquisitions and eminent domain proceedings. In addition to representing private farming clients, she serves as general counsel to various irrigation and water districts, flood control districts, and a number of groundwater sustainability agencies. Ms. Layne attended California Polytechnic State University, San Luis Obispo, where she majored in Soil Science, and earned her J.D. degree, with distinction, from McGeorge School of Law. She is a native of Porterville and has an agricultural background that includes farming and raising sheep. She was very involved in both 4-H and FFA, is a past 4-H Leader, and received her American FFA Degree. She is currently serving as vice chair of the Dean’s Advisory Council for the Cal Poly College of Agriculture Food and Environmental Sciences and as immediate past president to both the Cal Poly Alumni Association and the McGeorge School of Law Alumni Association. She is the chair of the Association of California Water Agencies (ACWA) State Legislative Committee and serves on the ACWA Legal Affairs Committee. Ms. Layne is co-chair of the Fresno County Bar Association Ag Law Section and is a member of Fresno County Farm Bureau.

Mr. Offord graduated from the University of California at Santa Barbara in 2005. Thereafter, he remained in Santa Barbara to work at a general litigation firm before attending law school at Santa Clara University and earning his J.D. degree in 2009. As a student at Santa Clara, he was named top of his class (receiving the CALI or the Witkin Award) in four of his courses, in addition to graduating on the Dean’s List. Mr. Offord joined the firm in 2009 after clerking for a law practice that primarily focused on real estate litigation and transactions. His experience includes law and motion practice and all stages of civil trials, including serving as lead counsel in many bench and jury trials. He has participated in State and Federal trials. He is heavily involved in the local real estate community, with an active role in several local real estate associations. Mr. Gregory is a Professor Emeritus of Civil Engineering Technology and former Department Head at Purdue University Northwest in Hammond, Indiana. He is registered as a professional surveyor in Indiana and Illinois and consults as a Project Surveyor at Abonmarche through their Hobart, Indiana office. Mr. Gregory has presented numerous seminars on various land surveying topics to professional land surveyors, surveying technicians, attorneys, title company officials, and real estate professionals through various settings. He is a member of the Indiana Society of Professional Land Surveyors (ISPLS), the Illinois Professional Land Surveyors Association (IPLSA), and the National Society of Professional Surveyors (NSPS). Mr. Gregory previously served on the ISPLS Board of Directors and is a past society president. He currently serves on the Board of Directors of NSPS and chairs the NSPS Education Committee.

Mr. Kent is in his 40th year with Schneider Geomatics in Indianapolis – having transitioned to part-time status in 2020. He also provides training, consulting and expert witness services as manager and owner of Meridian Land Consulting, LLC. He served as chair of the Joint ALTA/NSPS Committee responsible for the ALTA/NSPS Land Title Survey standards from 1995 to 2021. He also served on the Indiana State Board of Registration for Professional Surveyors from 2004-2025 and is a past-president of both ACSM and the Indiana Society of Professional Land Surveyors. Mr. Kent has presented programs on boundary law, easements and rights of way, surveying standards and practice, and leadership multiple times in all 50 states.

Mr. Osborn is an equity shareholder with Montgomery Little & Soran in Greenwood Village, Colorado. His practice is focused on real estate litigation, real estate transactions, and commercial litigation. He also helps numerous real estate and medical businesses by acting as their full-service corporate attorney. In addition to his work for clients, Mr. Osborn can be hired as an expert witness in cases involving real estate issues. He is licensed to practice in Colorado and Nebraska. Mr. Osborn represents a broad mix of clients but primarily handles matters relating to real estate title and access disputes, title insurance, boundary disputes, landlord-tenant disputes, leases, foreclosures, title agent negligence, liens, easements, real estate purchases and sales, real estate development, condominium conversions, real covenants, spurious liens, partitions, and real estate broker license complaint cases. Mr. Osborn is also a trial attorney and has tried 40 cases in his career. Prior to his service at TVA, Mr. Savage was in private survey practice for 10 years specializing in dispute resolution and expert witness services. He has surveyed several disputed state boundaries to resolve jurisdictional conflicts. Mr. Savage is an adjunct professor at Cleveland State Community College where he teaches courses in boundary law, geodesy, GIS, and surveying fundamentals. He has researched and retraced the historical surveys of Henry David Thoreau and has published several articles on the subject. Mr. Savage teaches exam review and continuing education seminars at various state and local conferences across the country.

Mr. Horton has provided technician training and continuing education seminars for the land surveying industry since 2005.

Mr. Horton served in the US Air Force and with the Illinois Department of Transportation in planning, design, construction, surveying and maintenance of civil engineering projects including commercial structures, airfields, utility systems and highways. He joined the full-time faculty at Parkland College in Champaign, IL, where he taught land surveying and construction management courses for 25 years. He founded the land surveying associate degree program at Parkland College in 2001.

Mr. Buckley’s practice involves commercial real estate transactions with an emphasis on commercial mortgage loans, including construction loans, workouts and foreclosures; acquisitions and dispositions of commercial properties, from vacant land to shopping center properties and golf courses; commercial leases, including ground leases; and master-planned communities. He has experience in land use issues, municipal development agreements and residential and mixed-use projects CC&Rs. His clients have included financial institutions and other lenders, developers, public entities and nonprofits. As a founding member and chair of the Real Property Section of the State Bar of Nevada, Mr. Buckley has been instrumental in the enactment of the Section’s legislative proposals and Nevada’s enactment of uniform laws such as the Uniform Commercial Real Estate Receivership Act (2017).

Mr. Cabrera represents and advises real estate developers, investors, non-profit organizations, and individuals at all stages of property acquisition, land planning, zoning, and redevelopment processes. He has represented clients with real property disputes in state and federal court, including defending land use decisions of local governing bodies, quiet title actions, partition actions, and boundary line adjustments.

Ms. Rudnick supports energy clients on disputes and regulatory issues related to project development in Nevada. She assists renewable energy developers, mining companies, and water purveyors with a range of environmental permitting and compliance matters. Ms. Rudnick assists clients in preparing regulatory filings, tax incentives and abatements, and other aspects of project finance and development. She also helps developers, lenders, and equity investors in large project finance transactions for energy production, storage, and transmission projects.

Mr. Silva is one of the best-known practitioners of eminent domain and takings litigation in the State of Nevada, as well as a leading practitioner of municipal law. His practice includes representing condemning agencies, municipalities, counties, state agencies and utilities—primarily in Nevada, as well as California and nationwide. He also represents private landowners in takings matters. He also serves as a judge pro tempore for the Reno Municipal Court. Mr. Silva frequently presents educational material at leading industry conferences, including IRWA, IMLA, APA, and Western States Surveyors. He is highly devoted to advancing education of the bar and industry, and writes extensively. Mr. Silva has contributed to the Nevada Real Property Practice Manual, the Nevada Civil Practice Manual, the Nevada Appellate Practice Manual, the Nevada Civil Jury Instructions, the Nevada Appellate Rules of Procedure, the Miller & Starr treatise on real property law, and frequently publishes articles in publications such as Nevada Lawyer and other law journals. Prior to entering practice, Mr. Silva served as a staff attorney at the Nevada Supreme Court and as a law clerk to the Hon. Patrick Flanagan at the Second Judicial District Court in Washoe County, Nevada. In law school, he served as an extern to the Hon. John A. Houston at the United States District Court for the Southern District of California.

Mr. Stiteler’s practice is focused on real estate transactions and land use matters regarding residential, commercial and multi-family property development. Additionally, he provides counsel on real estate and commercial contracts, purchase agreements and other related matters. He is a member of NAIOP, Northern Nevada was recognized by The Best Lawyers in America as Ones to Watch, Land Use and Zoning Law, Real Estate for 2023. Mr. Taggart is the founding partner of Taggart and Taggart, Ltd. Mr. Horneman, PLS/GISP, has been working in the survey/geospatial field since joining the U.S. Army Reserves in 1984 as a geodetic surveyor. He attended the Defense Mapping School (now the National Geospatial-Intelligence Agency) in Fort Belvoir for geodetic surveying and received continuing education at the U.S. Army Professional Development Institute, the Community College of the Air Force, and various conferences, acquiring more than 400 continuing education credits in surveying, mapping, geology, GIS, and engineering. Mr. Horneman’s experience over the past 40 years includes surface and underground mining surveying, design and permitting, boundary and topographic surveys, ALTA surveys, subdivisions, construction surveying, GIS oversight, oil and gas wells and pipelines, and consulting. He has worked with several small to large private engineering and survey firms, as well as the U.S. Government (U.S. Army Reserves, U.S. Air Force Reserves, and as a civilian with the U.S. Army Corps of Engineers). Mr. Horneman retired from the Reserves as a Master Sergeant with 24 years of service. He currently works for the U.S. Army Corps of Engineers, Pittsburgh District, as the Deputy Chief of Real Estate/Chief of the Geospatial Branch for cadastral projects and GIS base mapping. Mr. Horneman is also managing his own firm, Horneman Surveying, LLC. He has been teaching professional classes for the last 15 years in various continuing education venues, including Half Moon Education, PSLS, and WVSPS. Mr. Horneman is licensed as a Professional Land Surveyor in Pennsylvania, West Virginia, and New York, and is also a GIS Professional. He is a past president of the PSLS Southwest Chapter and has served as the PADEP‐PSLS Liaison Committee chair and on the Geospatial Committee and Legislative Committee. Mr. Horneman resides in Natrona Heights, PA, with his wife Sharon of 32 years, living near his four grown sons (two which are surveyors) and two grandchildren.
