Geotechnical Structure Design Specialist at Gradelta EngineeringMr. Simpson founded Gradelta Engineering in 2020 with the intent to help clients better understand the combination of geotechnical and structural engineering that he has worked with for the past 20 years. He earned his B.S.C.E. and M.S.C.E. degrees from Georgia Institute of Technology. He currently provides engineering services to contractors and fellow engineers for earth structure pricing, along with the plans and calculations needed for construction. He frequently consults with clients regarding the optimal structure type and location on the construction site to minimize risk and maximize useable space. He also works in the education sector providing not just seminars such as this one, but also acting as a subject matter expert creating study guide and test prep content for the NCEES Professional Civil Engineer exam. Mr. Simpson has also worked with lawyers and insurance companies during forensic investigation and lawsuits surrounding retaining walls and slope failures. His hope is that through the instructional services that he currently provides, slopes will remain stable and retaining wall failure will be eliminated.

The Dredging Professor LLC Expert Consulting ∙ Education/TrainingDr. Hayes holds BS and MS degrees in Civil Engineering from Mississippi State University and a PhD in Civil Engineering from Colorado State University with an emphasis in Environmental Engineering and Water Resources Planning and Management. He is a registered Professional Engineer in Mississippi, Louisiana, and Nevada, a Diplomate of the American Academy of Environmental Engineers, Fellow Member of the American Society of Civil Engineers, on the Board of Directors of the Western Dredging Association, and editor of the Journal of Dredging. Dr. Hayes’ research interests are environmental impacts associated with dredging and sediment placement, particularly contaminated sediment management, wetland restoration, systems applications in water resources management, and water quality issues. He has over 200 journal, conference, and project publications and holds multiple patents. Dr. Hayes has extensive consulting experience, especially on large, contaminated sediment sites. He has testified as an expert witness for many and worked as an expert consultant to the US Environmental Protection Agency, US Department of Justice, US Army Corps of Engineers, multiple state agencies, and numerous private industries. Dr. Hayes has served on numerous national-level committees and panels for the National Science Foundation, US Environmental Protection Agency, US Army Corps of Engineers, US National Resources Conservation Service, and the National Academy of Engineering. She is a landscape architect with public art and design experience focusing on civic and urban space design. He has a commercial pesticide license in the Commonwealth of Massachusetts in Category 40 (Rights-of-Way), has been involved with four Conservation Commissions in Massachusetts including as an agent and a chair, and currently serves on the leadership team of the Northeast’s Regional Invasive Species and Climate Change Network. He has a long history in fluvial, riparian, and wetland projects; invasive species control work, and the regulation and management of natural areas, as well as authoring several peer reviewed papers. At Ecological Land Management he continues to investigate the scope and scale of the impact to transportation and riparian systems inflicted by the swarm of invasive knotweed species and sub-species, and change the discussion of how the problem of this species group is framed to better incorporate the protection of all types of infrastructure.
Kim Eierman, CH, AOLCP
Founder of EcoBeneficial LLCMs. Eierman is an environmental horticulturist and ecological landscape designer specializing in native plants. Based in New York, Ms. Eierman teaches at the New York Botanical Garden, Brooklyn Botanic Garden, The Native Plant Center, Rutgers Home Gardeners School, and several other institutions. Principal and Owner of Nechamen Consulting, LLCMr. Nechamen was the Floodplain Coordinator for the State of New York Department of Environmental Conservation for 21 years. During that period, he helped to promote higher floodplain standards in New York, including enacting a two foot “freeboard” requirement in New York’s building code, saving property owners millions of dollars in flood losses and flood insurance premiums. One of the founders of the New York State Floodplain and Stormwater Managers Association (NYSFSMA), a professional association with over 600 active members, He was their first Chair and currently serves the Association as its treasurer.
Mr. Nechamen has been a Board member of the Association of State Floodplain Managers (ASFPM) at various times for 13 years. ASFPM represents over 15,000 professionals across the United States and internationally and is a key national voice in policies designed to reduce flood risk while preserving the natural and beneficial functions of floodplains. Dakota Hunter, PWS
Senior Wetland Scientist at Copperhead in Paint Lick, KYMr. Hunter currently leads the wetland and botany service with Copperhead Environmental Consulting and manages the company’s satellite office located in Staunton, Virginia. He began his career in 2015 working as a wetland scientist and wildlife biologist, and has since accrued extensive experience leading wetland delineations, conducting surveys for federal and state listed flora and fauna species and providing maintenance and monitoring services for wetland restoration projects. He completed Master’s level research at the College of William and Mary in Williamsburg, VA studying correlations between invasive plant prevalence, environmental factors, and native plant assemblages on wetland mitigation banks. He has worked as a wetland and stream mitigation manager and has led field surveys on large-scale energy projects, roadway expansions, commercial real estate, and federal land improvement projects. Mr. Hunter has developed and implemented botanical inventories and related research, invasive species management, and mitigation monitoring plans across Appalachia, the mid-Atlantic, and the southeastern United States. She specializes in aquatic resource restoration and compensatory mitigation, having designed miles of stream restoration and acres of wetland restoration during her career. Beginning her career with the US Army Corps of Engineers in Norfolk, Virginia (VA) and serving as a fisheries biologist with the VA Game and Inland Fisheries Department, she has in-depth regulatory experience to help navigate clients through difficult local, state, and federal permitting projects. While working for one of the largest energy industries in the state of WV and PA, her working knowledge and understanding of major decision-making strategies provides valuable insight to improve short and long-term cost savings understanding industry priorities, goals, and objectives. President of J.R. Meyer & Associates in Sugar Land, TXMr. Ray Meyer brings an extensive background of over 50 years in the field of Geotechnical Engineering, Construction Materials Engineering and Testing, and Forensic Investigations. His work is centered on challenges related to expansive and soft soils, soil-structure interactions, and the testing of construction materials for large, complex projects in the public and private sectors.
In his role as an Adjunct Professor in the College of Engineering at the University of Houston, Mr. Meyer instructs courses on Construction Materials Testing, and Soils Mechanics and Foundation Engineering. This teaching role has refined his ability to demystify complex engineering concepts for individuals with little to no technical background, making him adept at conveying ideas to non-engineers and those with non-engineering backgrounds.
Mr. Meyer’s career spans a wide range of civil engineering projects, where he has applied his geotechnical expertise to design and analyze structures such as bridges, waterfront structures, deep foundations (e.g., piles, auger cast piers), slabs, pavements, runways, channels, levees, and drainage systems. His work includes critical aspects of industrial paving, airport runways, side slope stability, groundwater drainage, and complex construction scenarios like cofferdams and wet wells and earth retaining structures.
Additionally, Mr. Meyer is highly experienced in geotechnical forensic investigations, which involve analyzing structure issues such as foundation failures, pavement distress, slope stability, bulkhead and pier performance, and site moisture problems. Territory Manager with Cultec, in Brookfield, CTMr. Abbott manages the Midwest and NY territories, working directly with civil engineers and landscape architects to promote responsible and economical design of plastic stormwater chambers. He has overseen the installation and design of commercial chamber systems with all ranges of project goals and storage requirements. Cliff Davidson, Ph.D.
Professor Emeritus, Syracuse University, in Syracuse, NYMr. Davidson received his B.S. in Electrical Engineering from Carnegie Mellon University, and his M.S. and Ph.D. degrees in Environmental Engineering Science from California Institute of Technology. Following his PhD, he joined the Carnegie Mellon faculty in the Department of Civil and Environmental Engineering and the Department of Engineering and Public Policy where he served for 33 years. He joined Syracuse University in 2010. Dr. Davidson has written and edited a number of books, has over 200 refereed publications, and was President of the American Association for Aerosol Research during 1999-2000. He is the Founding Director of the Center for Sustainable Engineering, a partnership among several universities led by Syracuse University. In his capacity as Director, he has organized many workshops to help faculty members add content in sustainability and sustainable development into engineering courses. He has conducted environmental research in the Arctic, the Himalayas, and several U.S. National Parks, examining the influence of anthropogenic activities in populated areas on environmental quality in remote regions.
Since the 1990s, he has studied the role of engineers in sustainable development as well as lay people’s perceptions of technology and their understanding of the environmental impact of their daily activities. Mr. Davidson retired in 2023 as the Thomas and Colleen Wilmot Professor of Engineering at Syracuse University in Syracuse, NY, stepping down as Director of Environmental Engineering. However, he continues working on campus as Professor Emeritus. He and his research group are currently collaborating with the Physical Facilities Department of Onondaga County, New York to conduct measurements of precipitation and stormwater runoff from a 1.5 acre green roof on the convention center in downtown Syracuse. He and his group are also making measurements to assess the energy flow through the roof for different weather and soil conditions. He is also studying the ways in which this project can be used in class activities to enhance student learning of fundamental engineering concepts.
Mr. Davidson received the William and Frances Ryan Award from Carnegie Mellon University in 2009 and the United Methodist University Scholar-Teacher Award from Syracuse University in 2014. He is a Fellow of the American Association for Aerosol Research, the Association of Environmental Engineering and Science Professors, and the American Society of Civil Engineers (ASCE). He is currently Chair of the Sustainable Infrastructure Education Committee of the ASCE. He has played several roles in ASCE activities related to education in sustainable development.

Dr. Stephen J. Souza, Ph.D.
Owner of Clean Waters Consulting, LLC in Ringoes, NJDr. Souza is the founding partner of Princeton Hydro, LLC. From its inception in 1998 through 2018, he served as president of Princeton Hydro, retiring from the company in 2019. Over the past 35 years he has dedicated his career to the management and restoration of aquatic ecosystems, in particular lakes, ponds, and reservoirs. Dr. Souza received his B.S. degree in 1974 from the University of Massachusetts, Dartmouth, his M.S. in 1976 from Rutgers University, and his Ph.D. in 1981 from the University of Connecticut. He has served over the past 25 years as an instructor and course coordinator for the Rutgers NJAES Office of Continuing Professional Education, developing and implementing multiple short courses focused on the management and restoration of aquatic ecosystems. Notable projects in her private sector career include leading the use of remotely sensing imagery in the Hurricane Katrina response, leading lidar acquisition for the first phase of the North Carolina Floodplain Mapping Program, numerous transportation mapping projects for state DOT’s, and technology demonstration projects for NOAA, NASA and the US Department of Transportation. Prior to joining the private sector, Ms. Schuckman worked for the USGS National Mapping Division, in Menlo Park, California. She is a former vice chair of the NOAA Advisory Committee on Commercial Remote Sensing (ACCRES) and a member of the National Research Council Committees on Floodplain Mapping Technologies and FEMA Flood Map Accuracy. An industry leader with extensive design and construction experience, Mr. Judd leads CIS’s Green Stormwater Infrastructure (GSI) Studio and assists with QA/QC and program oversight of GSI best practices. CIS is a national leader in urban infrastructure/greening programs, having overseen the implementation of hundreds of green stormwater infrastructure projects totaling nearly $450 million across the Mid-Atlantic, Great Lakes and West Coast regions.
As the GSI Studio leader, Mr. Judd is engaged on a variety of initiatives such as CIS’s engagement on a Washington DC area Capital Bikeshare program in which he oversees design and construction of couple dozen GSI best practices around the city, and on USEPA funded contracts that provide technical assistance to underserved communities that are looking for climate resilience solutions. Mr. Squerciati has developed course materials and served as an instructor for the following courses at FEMA’s Emergency Management Institute: Multi-Hazard Mitigation Design Concepts (E312), Retrofitting Flood-Prone Residential Buildings (E279), Benefit-Cost Analysis (E276), Public Assistance Mitigation (E239), Residential Coastal Construction (E386) and Advanced FEMA Building Science Concepts (E2460). In addition, he assisted in the development of materials and been an instructor for numerous field training workshops, webinars and online seminars for Substantial Damage estimation, structural flood-proofing, NFIP technical bulletins, coastal construction, protecting manufactured homes from flooding, and Benefit-Cost Analysis (BCA). Mr. Squerciati received his undergraduate and graduate degrees in civil engineering from the Cooper Union with a major in structural engineering and a minor in geotechnical engineering. He has taken additional course work on engineering for extreme winds at Texas Tech University. Mr. Squerciati is a licensed Professional Engineer in the Commonwealth of Virginia and the State of Louisiana and is a Certified Floodplain Manager.

Manuel “Manny” Nuño, P.E., CFM, LEED AP, CPESC
Civil Engineering Manager at Ware MalcombMr. Nuño is a civil engineering manager at the Denver office of Ware Malcomb. A 2008 graduate of the University of Notre Dame with a specialty in structural and environmental engineering, he has established himself as a leader in the field of drainage and erosion and sediment control. In his 15-year career, Mr. Nuño has excelled in the design of land development projects including grading, utility design, stormwater management, and erosion control. Through his experiences as a consulting engineer, he has prepared civil construction plans for such clients as Marriott International, San Diego Gas & Electric (SDG&E), Lennar Homes, Oakwood Homes, and Kiewit Infrastructure West. In the field, Mr. Nuño has provided stormwater inspection services for SDG&E, Caesars Entertainment Group, and public agencies such as the City of Carlsbad, California, and the Town of Elizabeth, Colorado. He has managed civil projects in 17 different states and prides himself on working with developers, architects, and contractors to bridge the gap between regulatory compliance and constructability in the field. Mr. Nuño is a registered professional engineer in Colorado, Montana, Wyoming, and California; a Certified Floodplain Manager; a certified professional in erosion and sediment control, a Colorado LEED accredited professional, and a qualified SWPPP developer/practitioner. He is an active member in the American Society of Civil Engineers, the Urban Land Institute, and the Colorado Association of Stormwater and Floodplain Managers.
