Mr. Fischer has over 30 years of experience in the survey field, performing a variety of survey types for residential, municipal, commercial, industrial and government agency clients. He has experience in survey instrumentation and computer aided drafting (CAD) programs, as well as office and survey programs such as Trimble Office, Carlson and Civil 3D. Management experience includes overseeing drafting and field crews, as well as a branch office for an Oil and Gas services firm in southeast Texas. A former adjunct faculty member for the Engineering Department at St. Louis Community College at Florissant Valley, he holds professional land surveyor licenses in Missouri, Illinois, Iowa, Mississippi and Texas.

Mr. Olsen is a Senior Professional Land Surveyor with Engineering Design Source, Inc., a Civil Engineering and Surveying Firm based in Chesterfield, Missouri. Mr. Olsen has more than 30 years’ experience as a professional land surveyor, beginning in the Chicago metropolitan area. He is currently licensed as a land surveyor in Illinois, Missouri, Wisconsin, Indiana, and Texas.

He has been fortunate to have worked on numerous Highway Department/Department of Transportation horizontal and vertical control surveys, land acquisition and topographic surveys, County Transportation Department Plats of Highway, and Municipal Highway Department surveys.

Mr. Olsen is currently enrolled in the University of Maine Graduate School in the Surveying Engineering Technology Program. He earned an MS in Engineering Technology-Surveying Engineering in 2024 and is currently working on an Eng.D in the same subject at UMaine. He has a BA in Mathematical Sciences. Mr. Olsen has presented seminars and webinars previously with HalfMoon Education on topics including Law and Ethics of Illinois Land Surveying; Locating Land Boundaries on Paper (and on the Ground); Complying with Minimum Standards of Practice; Handling Ethical Issues in Land Surveying Practice; Complying with the Illinois Plat Act; Complying with National Society of Professional Surveyors Creed and Canons. His article “The Changing Mosaic of Professional Land Surveying Licensure Requirements in the United States and its Territories” is to be published in the May 2026 Journal of Surveying and Land Information Science (SaLIS) of the American Association for Geodetic Surveying (AAGS).  

Before forming his own firm, Mr. Blackledge’s professional career included work at several Mississippi Gulfcoast defense firms, where he focused primarily on real estate, corporate law and litigation, corporate risk assessment, complex transactional drafting/management, healthcare compliance and litigation, estate planning, probate, family law, and general litigation. During his professional career, he also served as general counsel to multiple healthcare corporations, overseeing the legal aspects of a critical access hospital, skilled nursing facilities, a comprehensive outpatient rehabilitative facility, and a durable medical equipment company. He also has represented the public sector, having served several public entities in contract formation, negotiation, interpretation, and adoption; competitive bidding; statutory interpretation; construction lending; litigation; and eminent domain. Mr. Blackledge has a strong background in financial matters, having graduated magna cum laude with general and senior honors in accounting from the University of Southern Mississippi. He earned his certified public accountant (CPA) designation while in law school and has served as an adjunct professor of accounting at William Carey University.

Mr. MacMenamin has experienced many different facets of the industry and appreciates the historical significance of the survey profession and the challenges it faces as technological advancements shape its future. He has performed various types of surveys ranging across multiple states and specialties, including the removal and rebuilding of the Volcanoes at the Mirage in Las Vegas and the demolition of the Galleria Mall in New Orleans and its subsequent replacement, Championship Square. Additionally, he has worked on industrial, commercial, and residential projects throughout the state of Louisiana as well as projects in Mississippi, Alabama, Florida, and Nevada. With 20+ years of experience and a passion for surveying, Mr. MacMenamin provides the highest level of client satisfaction on every project.

Over the years, Mr. McNally has mostly focused on probate and estate/trusts litigation, HOA and covenant enforcement, criminal defense, consumer bankruptcy, real estate and evictions and foreclosures, however, he does often pursue other types of matters on behalf of his clients. While maintaining his own practice, he has also served in many roles to many coast law firms and served as in-house counsel for the Diamondhead Property Owners Association. He has also served as an assistant prosecutor and pro tempore public defender. Mr. McNally’s journey began at St. Stanislaus College, followed by his graduation from Long Beach High School. He earned a full athletic scholarship to Spring Hill College in Mobile, Alabama, where he played on the basketball team and obtained his bachelor’s degree. Owen went on to earn his Juris Doctorate from the University of Mississippi School of Law (Ole Miss Law) in Oxford, Mississippi, laying the foundation for his legal career. He briefly played basketball professionally in Europe. Mr. McNally is a trusted advocate for his clients and is licensed to practice in all Mississippi state courts and the federal district court for the Southern District of Mississippi. He is a member of The Mississippi Bar and the Harrison County Bar Association, staying connected to the legal profession and its developments. Residing in Harrison County with his wife and four children, he values family and community.

Prior to his service at TVA, Mr. Savage was in private survey practice for 10 years specializing in dispute resolution and expert witness services. He has surveyed several disputed state boundaries to resolve jurisdictional conflicts. Mr. Savage is an adjunct professor at Cleveland State Community College where he teaches courses in boundary law, geodesy, GIS, and surveying fundamentals. He has researched and retraced the historical surveys of Henry David Thoreau and has published several articles on the subject. Mr. Savage teaches exam review and continuing education seminars at various state and local conferences across the country.

Mr. Yentzen has worked for the National Aeronautics and Space Administration (NASA) as a legislative affairs specialist in our nation’s capitol. Mr. Yentzen spent the prior year serving the Honorable Senator from Mississippi, Trent Lott, as a Legislative Fellow specializing in technology and space issues. He knows the adage that “it doesn’t take a rocket scientist” personally as he was an engineer for NASA for almost 12 years prior to his graduation from the Loyola University Law School in 2002. During his NASA career, he was acknowledged as an expert on the compatibility of materials with oxygen-enriched environments and was an instructor for an internationally recognized American Society of Testing and Material (ASTM) course on the subject. Mr. Yentzen began attending law school in the evening program at Loyola in 1998 while working a full-time job as an engineer for NASA at the John C. Stennis Space Center in Mississippi. He received numerous academic awards and was a member of the Law Review at Loyola. He was designated a William S. Crowe Scholar upon graduation and was ranked first in his evening school class. Mr. Yentzen has experience in civil litigation, trusts and estates, corporate transactional work, bankruptcy, commercial and residential real estate closings and condominium formation work. In fact he was one of the first attorneys on the Mississippi Coast to file a property report on a condominium project with the Department of Housing and Urban Development under the Interstate Land Sales Full Disclosure Act (ILSFDA). He formed Esplanade Land and Title Company, LLC, which he named after his street address when he lived in New Orleans during law school, to focus on commercial and residential real estate projects, including preparation of contracts, assistance with local, state and federal compliance and closing purchase and sale agreements. He has taught a continuing legal education (CLE) course on easements to an audience of attorneys and other professionals, and has taught several continuing education course to realtors and agents on contracts and other real estate matters. Mr. Yentzen is licensed to practice law in Mississippi, Louisiana and Washington DC.

Ms. Lathrop is licensed as a professional land surveyor in New Jersey, Pennsylvania, Delaware, and Maryland, and as a professional planner in New Jersey. She holds a master’s degree in Environmental Policy and has been involved in surveying since 1974 in projects ranging from construction to boundary to environmental land use disputes. Ms. Lathrop is also a certified floodplain manager through the Association of State Flood Plain Managers (ASFPM) and a certified floodplain surveyor through the New Jersey Society of Professional Land Surveyors. A former adjunct instructor at Mercer County College in New Jersey, she has also taught as part of the team for the licensing exam review course at Drexel University in Pennsylvania. Ms. Lathrop has been teaching seminars for surveyors since 1986 and has been writing articles for surveyors since 1983. She is a contributing editor for The American Surveyor magazine, and she has four articles included in the American Bar Association’s text, Land Surveys: A Guide for Lawyers and Other Professionals. She and Stephen V. Estopinal, PLS, PE co–authored a book entitled Professional Surveyors and Real Property Descriptions: Composition, Construction, and Comprehension, published by John Wiley & Sons, Inc. in 2011. She is also on the faculty of GeoLearn, a web-based educational provider. Ms. Lathrop is a past president of the New Jersey Society of Professional Land Surveyors and of the National Society of Professional Surveyors, and she has served on the Board of Directors for the American Association for Geodetic Surveying.

As Chair of the Land Use and Real Estate Practice Group, Mr. Howsley’s practice focuses on land use and real estate development and is deeply intertwined to the home building industry in the Northwest. He is recognized regionally for his advocacy of the development community. Jamie represents companies, developers, and builders throughout the Pacific Northwest. He has successfully represented clients in a range of complex land use/development projects, including advocacy for large scale master planned developments throughout Washington and Oregon, getting new land into urban growth areas, and working with local governments on complex and creative financing tools to build necessary infrastructure.

Mr. Mullaney provides practical and strategic guidance to public entities and private companies regarding land development and permitting matters, spanning various property types such as residential, office, industrial, retail, healthcare, large public infrastructure projects and natural resource lands. He works closely with clients to provide cost-effective service that helps save time and money while achieving their development goals. Mr. Mullaney has extensive experience in all facets of land development, including managing and coordinating consultant teams, negotiating with government agencies, representing public and private developers in land use litigation, and defending project permits in administrative and judicial appeals. Additionally, he assists clients in negotiating development agreements and resolving disputes concerning boundary lines, easements, covenants, or regulatory compliance issues.

Mr. Neale chose to pursue a legal career because it allows him to help clients find practical solutions to real world challenges. He finds it satisfying to strategize and reach business solutions which benefit his clients. Closely interacting with clients and understanding their needs underlies everything he does. For Mr. Neale, it is very satisfying to finalize a deal, resolve a dispute, or devise a legal strategy that benefits his clients and reflects the outcome that they want. Although his current focus is on business transactional work, Mr. Neale also has experience in litigation, so he understands how to deal with and, if possible, avoid legal conflicts. Mr. Ordon-Bakalian is a member of the firm’s land use and development practice group. He focuses his practice on land use and environmental law, with experience handling a variety of regulatory and legal compliance matters at the intersection of these two fields of law. His experience includes representing developers and homeowners in local and state land use zoning, permitting, code enforcement, and environmental compliance for development projects and existing land uses. An attorney is an asset to any development team. Mr. Ordon-Bakalian is dedicated to helping clients navigate the complex regulatory environment surrounding land development. He specializes in proactively identifying and addressing potential challenges that could hinder the progress of a project, as well as managing the intricate personal and political relationships characteristic of land development. While earning his J.D. from Lewis & Clark Law School, Mr. Ordon-Bakalian clerked for the Snohomish County Prosecutor’s Office located in northwest Washington, in the County’s Land Use and Environmental Unit. In addition, he clerked for Western Resources Legal Center, where he assisted in drafting pleadings in Federal District Court and the Ninth Circuit relating to Federal forest practices and ranching.

Mr. Shamsi has an extensive background in real estate law and civil litigation. He has assisted clients in a variety of areas, including but not limited to construction litigation, boundary disputes, enforcement of easements and covenants, title litigation, commercial litigation, real estate transactions and commercial lease negotiations, business disputes, and trusts and estates litigation. After earning his J.D. from Georgetown University Law Center, Mr. Shamsi started practicing law in 2011, and joined Beresford Booth in 2015, where he has served a diverse array of individuals and entities, including financial institutions, community associations, contractors, creditors, individuals, and small businesses.

Dr. Kerski is a geographer with a focus on analyzing change over space and time across multiple fields of study. His research analyzes the use of Geographic Information Systems (GIS) in education. He has served as the President of the National Council for Geographic Education and has given 2 TED Talks on “The Whys of Where”. He holds 3 degrees in geography (BA, MA, PhD) and has served as geographer in 5 major sectors of society, including as an independent consultant, in government (NOAA, US Census Bureau, USGS), academia (University of Minnesota, Harrisburg Area Community College, Penn State University, Sinte Gleska University, University of Denver, others), private industry (as Education Manager for Esri), and in nonprofit organizations (with roles in geography and education associations). Mr. Kerski has authored over 100 chapters and articles, and 200 podcasts on GIS, education, space, place, and related topics. He has visited over 350 schools and 400 universities around the world. He regularly conducts professional development for educators. He has created over 7,000 videos, 2,500 lessons, 1,500 blog essays, and authored 12 books, including Interpreting Our World, Spatial Thinking in Environmental Contexts, Essentials of the Environment, Spatial Mathematics, Tribal GIS, International Perspectives on Teaching and Learning, the GIS Guide to Public Domain Data, and others. But as a lifelong learner, he feels as though he’s just getting started and thus actively seeks mentors, partners, and collaborators.

Mr. Lemke has 43 years of experience in land surveying and civil engineering. For 31 years he has overseen Lemke Land Surveying out of Norman, Oklahoma. In addition to being a professional land surveyor, Mr. Lemke is a professional engineer which gives him unique perspectives when understanding clients’ challenges and addressing project needs. He has had full project management and design responsibilities for municipal, commercial, industrial and residential site development projects and has been a service provider and consultant for a wide range of project types and market sectors.

Mr. Bowles began working in the field of land surveying in 1978 and is certified as a registered professional land surveyor in the State of Texas. He has given seminars to lawyers, real estate professionals and other land surveyors on land surveying principles, practice and codified standards. Mr. Bowles has been an expert witness in a number of legal actions centering around boundary disputes and land surveyor negligence claims. He has given expert testimony regarding boundary resolution, minimum standards and minimum content regarding land surveys. Mr. Bowles is a member of the Texas Society of Professional Surveyors and a former member of the American Congress on Surveying and Mapping.

Ms. Azeredo joined Barron, Adler, Clough & Oddo, PLLC in 2024, bringing a diverse expertise in eminent domain law, transportation litigation, employment law, and commercial law. Throughout her career, she has brought five cases to jury trial, secured two appellate victories, and participated in hundreds of Special Commissioners hearings. Before joining Barron, Adler, Clough & Oddo, PLLC, Ms. Azeredo worked at Gilstrap Law Group, a commercial law firm in Austin, TX. She also served as the Houston area team lead for the Texas Attorney General’s Office’s Transportation Division, where she oversaw major litigation cases for the Texas Department of Transportation, including projects like the Grand Parkway and I-10.

Mr. Baum is a partner handling Texas civil litigation matters and property disputes. He has a statewide practice focused on representing and protecting Texas landowners and tenants facing real estate, condemnation, and eminent domain lawsuits. He regularly assists Texas landowners against takings by the State of Texas, cities, counties, oil and gas companies, pipeline companies, and electric transmission line companies. Mr. Baum graduated from the University of Texas at Austin in 2006 with a B.A. degree in Government. He then spent time working for both the Texas House of Representatives and Texas Senate before attending Texas Tech University School of Law, where he graduated in 2012. There, he was the Lead Articles Editor of the Texas Tech Law Review and a member of the Board of Barristers. While in law school, he worked for the United States Attorneys’ Office for the Northern District of Texas, the Office of the Attorney General of Texas, and the Washington Legal Foundation. He is admitted to practice in Texas and the U.S. District Court for the Southern and Western Districts of Texas. He is a member of the Texas Young Lawyers Association, the Austin Bar Association, and the Austin Young Lawyers Association.

Ms. Knox joined Barron, Adler, Clough & Oddo, PLLC, in 2016. Focusing in eminent domain, inverse condemnation, and land use litigation, she primarily researches complex legal issues and writes motions, discovery, and appeals, helping to advance cases during the litigation process. Prior to joining Barron, Adler, Clough & Oddo, PLLC, Ms. Knox was an associate with McGinnis, Lochridge & Kilgore, LLP, where she focused her practice on commercial litigation, including business disputes, oil and gas issues, condemnation matters, and administrative law matters in Texas and federal courts. She also has experience litigating civil cases in state and federal appellate courts.

Ms. Sliva is a civil litigation associate at Marrs Ellis & Hodge LLP in Houston, Texas, where her practice focuses on eminent domain and probate litigation. A native of the Texas Gulf Coast, Ms. Sliva brings a deep respect for land, legacy, and the communities connected to both. Ms. Sliva earned her J.D. degree from the University of Houston Law Center, where she founded the Agricultural Law Association and served as a teaching assistant for the 1L Property Law course. She is also a proud former student at Texas A&M, where she was active as a Diamond Darling and Aggie Network Student Ambassador.

Mr. Stuckey practices primarily in corporate, real estate, and environmental law, including transactional work and litigation. He has a B.S. degree in Civil Engineering from Texas A&M University and J.D. and L.L.M. degrees from the University of Houston Law Center. Mr. Stuckey is admitted to the practice of law in all Texas courts, the U.S. District Court for the Southern District of Texas, the U.S. Court of Appeals for the Fifth Circuit, and the U.S. Claims Court. He is also licensed in Texas as a professional engineer and a registered public land surveyor.

Mr. Taylor is an attorney who represents clients in trials and litigation throughout Texas. Graham’s practice primarily involves the protection of property rights for clients whose properties are being impacted by condemning authorities in eminent domain.Mr. Taylor has represented his clients in court and at special commissioners’ hearings. He has also successfully mediated and settled dozens of cases outside of trial. Mr. Taylor’s passion for constitutional rights does not end in the courtroom. In addition to representing clients full-time, he is an adjunct professor at the University of St. Thomas where he teaches Constitutional Law and Environmental Law. Mr. Taylor is also coach of the University of St. Thomas Mock Trial Team.

Mr. Tobin enjoyed a robust full-service practice for 15 years of his career with both transactional and litigation experience. He represented property owners, business owners, and in-house counsel across a variety of industries, such as technology, banking / financial services, real estate, construction, and outdoor advertising. He worked with clients during every phase of the business cycle, from contract negotiation to courtroom advocacy, including handling a multi-million dollar transactions and litigating complex commercial disputes in Texas and federal court. Additionally, Mr. Tobin had a prominent role in running the business of his previous firm, where he served as President and on the Board of Directors. The combination of Mr. Tobin’s vast experience with McFarland’s singular focus provides McFarland’s clients the best of both worlds – a full service business lawyer channeling his experience to condemnation representation. He has extensive experience with hazardous site cleanup and redevelopment as well, representing responsible parties at federally listed hazardous waste sites as well as redeveloping brownfields into productive commercial sites and renewable energy projects. A native Vermonter, Mr. Cowan graduated from University of Vermont in 1980 with a B.A. degree in Geography. Since that time Mr. Cowan has been continously employed in the field of land surveying in Vermont and northern New Hampshire. After earning his professional license in 1987, Mr. Cowan was appointed to the Vermont Board of Land Surveyors in 1989, where he served for over nine years. Upon completition of his terms on the board he was named a Board Member Emeritus. Mr. Cowan serves on the National Council of Examiners for Engineering and Surveying on the committee which writes, prepares, and adminiters the standard examination for land surveyors. His experience includes boundary surveys of large woodland tracts for forest product companies and conservation groups, as well as subdivision and engineering surveys in urban and suburban settings. Recent interests include providing land surveying consultation services to engineers and other design professionals, and providing assistance in boundary location problems.

Mr. McPhee was born and raised in Rutland, Vermont, where he lives with his wife Nicole and their two children. He earned his B.A. degree, with great distinction, from Castleton State College in 1987. He was the first graduate to complete the Honors Program in History while at Castleton State College. He received his J.D. Degree from Vermont Law School in 1990 and graduated cum laude. While attending law school, Mr. McPhee served as a member and development notes editor for the Vermont Law Review.

Mr. Murphy has a broad practice grounded in all types of real estate matters. His litigation practice focuses on property law, including disputes involving title and boundary issues, easements, adverse possession and prescriptive easements; public and private road issues; title insurance claims; land use, zoning and Act 250; construction, condemnation and tax appeals. In the course of his practice, Mr. Murphy has represented landowners, developers, municipalities and neighborhood groups in matters before the United States District Court for the District of Vermont, the Vermont Supreme Court, Vermont Superior Courts, the Vermont Environmental Court, the Vermont Environmental Board, the Water Resources Board, multiple Act 250 District Environmental Commissions, and various municipal zoning and planning boards. Dr. Meyer is a professor in the Department of Natural Resources and the Environment at UConn’s College of Agriculture, Health and Natural Resources (CAHNR). He is a member of the American Society of Civil Engineers and the American Society for Photogrammetry and Remote Sensing, and he is a fellow and past president (2016, 2019) of the American Association for Geodetic Surveying. Dr. Meyer is a past president (2006-2007) of the Geomatics Society of New England (previously known as the New England Section ACSM) and a member of the editorial boards of the Journal of Surveying Engineering and Surveying and Land Information Science. Dr. Meyer earned his Ph.D. degree from Texas A&M University (College Station, 1998) where he was a research associate in the Mapping Sciences Laboratory. He was named a UConn Teaching Fellow (2015), and he has taught geomatics courses at the graduate and undergraduate levels in geodesy, geographic information science, digital terrain modeling, spatial statistics, and global navigation satellite system surveying. Dr. Meyer has authored an undergraduate-level geodesy textbook and numerous peer-reviewed papers about surveying and mapping, and he teaches professional education seminars for surveyors throughout New England and the United States.

Mr. Rempel is the Geospatial Division Manager for ESP and Associates, an engineering, surveying, and planning company with over 750 full time employees and 33 locations across the United States. He oversees the UAS/manned flight, mobile lidar, and pavement mapping groups within ESP’s Headquarter Region out of Fort Mill, SC. Mr. Rempel began his career as an intelligence analyst in the United States Marine Corps working with multiple, remote sensing technologies on national and tactical platforms. He was trained in remote sensing, terrain analysis and photogrammetry at the Defense Mapping Agency and various Department of Defense schools during his service. After transitioning to the private sector in 1997, Mr. Rempel began his civilian career in photogrammetry and by 2007 was managing large-scale lidar and photogrammetry projects across the nation for EarthData (Fugro). He was instrumental in the assessment and selection of the first softcopy photogrammetry systems utilized at EarthData, helping navigate the transition from film to digital mediums. Mr. Rempel co-authored FEMA‘s “Procedure Memorandum 61-Standards for Lidar and other High Quality Digital Topography“ and currently serves as Secretary on the ASPRS Board of Directors. He has worked at ESP and Associates since 2013, managing geospatial services and ESP’s work on USGS lidar projects and the North Carolina Floodplain Mapping Program. Most recently Mr. Rempel has guided the development of photogrammetric workflows for the UAS program at ESP. He is licensed as a Surveyor Photogrammetrist in Virginia, a Professional Photogrammetrist in Oregon, and is an ASPRS Certified Photogrammetrist and Certified Mapping Scientist-Lidar.

Ms. Karen Schuckman is the SME for Remote Sensing and Geospatial Services at RRC Companies, a recognized leader in the international renewable energy industry. She continues to serve as a part-time associate teaching professor of Geography at The Pennsylvania State University, where for 17 years she was the lead faculty for the Graduate Certificate in Remote Sensing and Earth Observation in the Online Geospatial Program. She also serves as the executive director of the American Society for Photogrammetry and Remote Sensing. Prior to her move to teaching, Ms. Schuckman was the geospatial technology leader at URS Corporation (now AECOM) from 2005-2006. From 1995-2005, she was with the EarthData group (now Fugro), where she held several positions including geospatial applications director for EarthData Solutions; senior vice president of EarthData Technologies; and president and general manager of EarthData International of North Carolina. Notable projects in her private sector career include leading the use of remotely sensing imagery in the Hurricane Katrina response, leading lidar acquisition for the first phase of the North Carolina Floodplain Mapping Program, numerous transportation mapping projects for state DOT’s, and technology demonstration projects for NOAA, NASA and the US Department of Transportation. Prior to joining the private sector, Ms. Schuckman worked for the USGS National Mapping Division, in Menlo Park, California. She is a former vice chair of the NOAA Advisory Committee on Commercial Remote Sensing (ACCRES) and a member of the National Research Council Committees on Floodplain Mapping Technologies and FEMA Flood Map Accuracy. She holds an MS degree in Geospatial Information Systems from The Pennsylvania State University, is an ASPRS Certified Photogrammetrist, ASPRS Certified Mapping Scientist – Lidar, and Professional Land Surveyor.

Mr. Blumstein works primarily with Alaska native corporations and other private businesses on corporate affairs, real estate transactions, Alaska native law issues, and mergers and acquisitions. His ability to quickly analyze issues and identify legal solutions across a broad range of practice areas is unique. He serves as general counsel to numerous private and public entities in the state of Alaska and represents clients in multimillion-dollar commercial and real estate transactions. In addition, Mr. Blumstein handles litigation related to government contracts, environmental law, antitrust and municipal law matters. He was named 2024 Lawyer of the Year by Best Lawyers for Native American Law. Mr. Blumstein earned his J.D. degree from Boston University.

Ms. Williams has been actively involved in conservation and sustainable community issues for over 40 years. She received her B.A. degree from Pomona College, summa cum laude, with a concentration in Biology and Economics. Subsequently she was graduated from Harvard Law School, with honors, and was the co-founder of and co-editor-in-chief of the Harvard Environmental Law Review. After serving in the Department of Interior’s Solicitors Honors Program in Washington D.C., Ms. Williams  represented the National Park Service and the U.S. Fish and Wildlife Service in Alaska. Between 1981 and 1994, she practiced law, and was the executive director of the Alaska Consumer Advocacy Program and of the Alaska Lung Association (with an emphasis on reducing air pollution), while serving on many boards and commissions, including the Municipal Health Commission (chair of the Environmental Health Committee) and as chair of the non-profit environmental litigation firm Trustees for Alaska. In 1994, Ms. Williams received a Presidential appointment, and became the Special Assistant to the Secretary of Interior for Alaska, in which position she advised the Secretary about managing over 220 million acres of national lands in Alaska and working with Alaska tribes and others associated with the Department’s broad natural and cultural resource jurisdiction. She also was a trustee on the Exxon Valdez Trustee Council and other boards. Her public service work was recognized with multiple honors. Ms. Williams then served as the executive director of the Alaska Conservation Foundation, winning many awards in that role and helping to achieve numerous public policy victories for the environment and indigenous peoples. During her tenure, Readers Digest named Alaska Conservation Foundation as one of the 12 Best Charities in the nation. Subsequently, Ms. Williams became president of Alaska Conservation Solutions, an organization devoted to addressing climate change. In her various roles, Ms. Williams received many awards, including the first “Spirit of Defenders Award for Citizen Advocacy” from Defenders of Wildlife. After residing in Alaska for over 37 years, she moved back to California, and among other projects created the widely used Public Lands Website: “50 Great Public Land Destinations – Santa Barbara and Beyond.” She also serves as a columnist, consultant, active volunteer and a Commissioner on the Goleta Parks and Recreation Commission. Ms. Williams has published scores of law review articles, opeds and other articles, and she has been featured in local, state and national media (including 60 Minutes, the New York Times, the Washington Post and BBC). Together with her husband and her son, she appreciates, enjoys and celebrates living in Santa Barbara County, teaching at the University of California Santa Barbara, and exploring public lands and waters throughout the nation.

Mr. Farrell has over 40 years of experience before county supervisors, planning commissions and boards of zoning appeals in matters of real estate development, land use and environmental regulation, including rezoning, site plans and wetlands approvals. He has represented landowners and developers in innumerable land use nd environmental cases and controversies including comprehensive planning, infrastructure financing and bonding and microbial, asbestos and lead contamination issues. Among those he has represented are the applicant in the largest rezoning ever filed in Northern Virginia which included 26 million square feet of nonresidential space and 2,266 dwelling units. Mr. Farrell also represented dozens of plaintiff/landowners in the Fairfax County C & I and both Loudoun County down-zoning litigations. His experience on behalf of lenders and borrowers in transactions involving real estate acquisition, construction and development loans is extensive. This representation has included the acquisition, development, leasing and sale of mixed-use communities, condominium and residential projects, commercial and retail properties, the sale of REO, negotiation of workouts, and foreclosure of non-performing loans. As the former general counsel for the Fairfax County Democrats (“FCDC”), he has extensive expertise in Virginia election law, having represented FCDC during the 2013 Attorney General’s recount and in litigation versus the local and State Electoral Boards. During 2017 he represented one of the candidates in the House recounts and served as general counsel to the successful Lieutenant Governor’s campaign. Mr. Farrell’s environmental law and regulatory background is considerable and includes matters involving lender liability, CERCLA, RCRA, Clean Air, asbestos, lead, underground storage tanks, wetlands regulation and the Chesapeake Bay Preservation Act.

Mr. Fox founded Fox Land Surveying, PC in 2015. He was initially registered as a land surveyor in the Commonwealth of Virginia in 2007 and has worked with a wide variety of clients from developers and contractors, to real estate agents and homeowners. The primary goal of all Fox Land Surveying projects is to provide clients with a relationship in which they feel invested and empowered, as well as leaving them with the satisfaction that their expectations have been met and that their project has been completed on-time and on-budget. Mr. Peeples focuses his practice in the areas of maritime and riparian law, construction law, worker’s compensation, and national security. A prolific author, he has written articles on Virginia aquaculture and maritime law, including the Chesapeake Bay Preservation Act, the Virginia Primary Sand Dune and Beaches Act, and the Virginia Tidal Wetlands Act. Mr. Peeples has been published in a number of professional journals on a variety of topics, ranging from Virginia real property law to the Anti-Terrorism Act. He is a member of the firm’s waterfront law practice group, and he writes blog articles regularly on the group’s website devoted to waterfront (riparian) property rights law, maritime and admiralty law, and environmental law. He has also taught CLE courses on the topic of riparian rights throughout the Commonwealth. Before joining the firm in 2018, Mr. Peeples retired from the U.S. Navy after 22 years of service as a pilot. He completed seven combat deployments and served as the Commanding Officer of a helicopter squadron. His last assignment was Lead Rotational Planner for the Joint Staff, where he provided strategic advice to the Chairman of the Joint Chiefs and the Secretary of Defense.

Ms. Dahl’s practice focuses on regulatory and energy law matters, as well as condemnation and eminent domain. Ms. Dahl is part of a team advising utilities and independent power producers on siting, routing, permitting and other regulatory matters. Ms. Dahl also assists condemning authorities and private owners in acquisition negotiations, eminent domain actions and the various land rights matters and disputes that go along with the construction of infrastructure. Prior to joining Fredrikson, Ms. Dahl worked for the University of St. Thomas Legal Services Clinic as an appellate clinic certified student attorney on a case in the Ninth Circuit Court of Appeals.

Mr. Knaak has been practicing law for nearly 45 years in Minnesota and 30 in Wisconsin and Colorado. He is the head of Municipal and Real Estate Development Law with Northstar Law Group. Mr. Knaak has tried cases and argued appeals throughout the country in both State and Federal Courts. For nearly that whole period he has been a city attorney. Past clients include the Minnesota cities of Fridley, Maplewood, Lake Elmo, Newport and Afton. He is currently city attorney for Ramsey and Taylors Falls, Minnesota, and continues to represent private clients on a variety of matters. Mr. Knaak also has considerable experience in litigation involving title insurance claims and title insurance. He served ten years in the Minnesota Senate, representing a district in the northeastern suburbs of the Twin Cities. Mr. Knaak was Special Counsel to the Minnesota Secretary of State in redistricting litigation and was lead counsel on the Senator Norm Coleman election recount. He is a frequent commentator on Twin City news programs on political matters and is a frequent guest political panelist of the Twin Cities Public Television Almanac program. Mr. Knaak also regularly teaches in national seminars on municipal law and has published a number of essays and articles on various topics. His article “Using Development Agreements to Further Environmental Ends: A Case Study” will be published this summer in the ABA’s Probate and Real Property Section magazine. Mr. Knaak earned his B.A. degree, summa cum laude, from John’s University, and his J.D. degree from the University of Minnesota Law School.

Mr. Morphew is 1998 graduate of the University of Nebraska College of Law. He has been practicing primarily in the areas of real estate law, eminent domain law and relocation benefits law for the past 23 years. Mr. Morphew has done numerous bench trials, jury trials and appellate litigation cases on in these areas of law and has been a featured presenter at numerous seminars on these topics. He currently serves as the Vice-President of the Monticello Economic Development Authority and is the past President of the Minnesota Eminent Domain Institute, as well as a past board member of FiberNet Monticello, a community-owned fiber optics telecommunications company.

After graduating from the University of Minnesota Law School, Ms. Pivec began her legal career in the corporate world, first at a Minneapolis-based real estate management company and then in the legal division of a large Minnesota corporation. In 2013, Ms. Pivec joined Siegel Brill as an associate attorney with an emphasis on business and real estate transactions. Leveraging her corporate experience, Ms. Pivec works primarily in the areas of closely-held businesses and real estate development. She also works with clients in estate planning and probate matters.

Mr. Roston’s practice includes a broad real estate litigation and transactional focus. His clients include both international and local individuals and companies involved in real estate. He has successfully tried scores of condemnation cases, before both court appointed commissioners and juries, and he has obtained excellent results for his clients. Mr. Roston has handled real estate transactions and disputes involving commercial and industrial sales, acquisitions, leasing and land use. Mr. Squires received his B.A. degree from the University of Minnesota, Duluth and his J.D. degree from William Mitchell College of Law. Prior to founding RASW, he was an associate and shareholder at Ratwik, Roszak & Maloney, P.A.  Mr. Squires represents school districts, counties and cities throughout Minnesota and Wisconsin. His primary areas of practice and experience include general municipal and school law, real estate, land use and zoning, condemnation, construction disputes, and municipal litigation, including appellate work.  Mr. Squires has argued over 50 cases to Minnesota’s Appellate Courts. Mr. Ockner has represented numerous local and national property owners and developers regarding zoning and land use issues throughout Ohio. Since the enactment of the Telecommunications Act of 1996, Mr. Ockner has represented numerous national telecommunications companies in the deployment of their wireless telecommunications networks in Ohio, including administrative proceedings and litigation in the Federal and State Courts of Ohio, and in a variety of other disputes pertaining to those companies’ wireless telecommunications sites. Mr. Young is a shareholder with Roetzel. His litigation practice is based in Roetzel’s Columbus office and serves a state- and nationwide clientele. Mr. Kent is in his 40th year with Schneider Geomatics in Indianapolis – having transitioned to part-time status in 2020. He also provides training, consulting and expert witness services as manager and owner of Meridian Land Consulting, LLC. He served as chair of the Joint ALTA/NSPS Committee responsible for the ALTA/NSPS Land Title Survey standards from 1995 to 2021. He also served on the Indiana State Board of Registration for Professional Surveyors from 2004-2025 and is a past-president of both ACSM and the Indiana Society of Professional Land Surveyors. Mr. Kent has presented programs on boundary law, easements and rights of way, surveying standards and practice, and leadership multiple times in all 50 states.

Mr. Adelson practices throughout Florida and consults nationwide on property and property rights law, natural resources (especially water) and environmental law; property title and boundary issues, easements, shoreline property rights and submerged lands; public lands, resource conservation, agriculture, protected species; fisheries resources; boat ramps, docks, marinas, and waterway access; local, state and federal regulatory agency licensing, permitting, compliance, and remediation; firearms ownership and firearms business laws; inheritance estates and trusts; business entity formation and operation; professional ethics; and administrative and judicial trial and appellate litigation. Mr. Adelson is a certified mediator, a member of The Florida Bar, and is admitted in the Florida federal courts. He served in the Florida Department of Environmental Protection, Florida Department of Natural Resources and has been in private practice since 2001. Mr. Adelson is a retired U.S. Army officer. Mr. Adelson is active in the FSU College of Law Environmental Law Society, Moot Court teams and other college and community related activities. He holds a B.A. degree from Virginia Military Institute; M.S. and M.B.A. degrees from Florida Institute of Technology; and J.D. and LL.M. degrees from Florida State University College of Law. Mr. Adelson’s LL.M. dissertation studied shoreline property rights and associated access/egress easements.

Mr. Gaylord practices in the field of eminent domain and property rights. He has successfully represented property owners statewide in jury trials, bench trials, and administrative and Value Adjustment Board proceedings. Prior to joining Gaylord Merlin Ludovici & Diaz, Mr. Gaylord served as an officer in the U.S. Army where he was deployed in both Operation Iraqi Freedom (Kuwait) and Operation Enduring Freedom (Afghanistan). He is also the chairman of the Eminent Domain Committee of The Florida Bar, a member of the Million Dollar Advocates Forum and has been recognized by numerous trade publications for his accomplishments in the field of eminent domain law. Mr. Gaylord earned his J.D. degree from John B. Stetson University College of Law.
