Electrical Engineering Discipline Lead, Partner at BKV GroupMr. Kurdi has been serving the electrical industry for over 30 years as an engineer, electrician and trainer. Mr. Kurdi has engineered (designed, specified and analyzed) government buildings (police stations, sheriff’s offices, fire stations, city halls, court houses, libraries, and jails), housing buildings (affordable, senior, assistant, memory care, adaptable use and student), hospitals, data centers, sport arenas, commercial office buildings, water/wastewater treatment plants and electric utility distribution and substations. Mr. Kurdi’s experience as an electrician includes estimating, laying out, wiring, installing and maintaining electrical systems for residential and commercial buildings. He has served as an engineer on construction projects in numerous locations in Texas, including San Antonio, Arlington, Bryan and Manor. He has developed and taught thousands of seminar hours over the years at Dunwoody College of Technology, Minnesota Electrical Association, IEEE and others. The seminars include NEC Code, electrician’s exam, MV system, electrical wiring, apprenticeship, estimation, electrical design, Revit MEP, and project management. Mr. Kurdi holds a BS degree in Electrical Engineering and a master’s degree in Adult Education. He is a registered electrical engineer (PE) in 37 states, including Minnesota and Texas. He holds a Class A master electrician license from the State of Minnesota. Currently, Mr. Kurdi is a senior electrical engineer and department head at BKV Group (A&E Firm with offices in Chicago, Dallas, DC & Minneapolis). Mr. Kurdi served as NCEL Board Member (Jan 2021 – present), IAEI MN Chapter president (Jan 2018 – Jan 2023), chair of IEEE Twin Cities PES/IAS (Aug 2019 – Jan 2023), Minnesota State Board of Electricity member (Jan 2018 – Jan 2020).

Mr. Lhuillier represents contractors, subcontractors, suppliers, developers, and property owners in matters involving unpaid work, project disputes, and enforcement of construction rights.
Mr. Lhuillier works closely with clients at every stage of the lien process—from filing and perfecting mechanic’s liens to prosecuting and defending lien foreclosure actions in New York courts. Professional Engineer; Associate Professor at University of Southern AlabamaDr. Wu is an associate professor in the Department of Civil, Coastal, and Environmental Engineering at the University of South Alabama. He is the director for Interdisciplinary Center for Sustainable Engineering (ICSE), the Gulf-Coast Center for Addressing Microplastic Pollution (GC-CAMP), the Solid Waste Sustainability Hub and the director for Sustainable Asphalt Materials Lab. Dr. Wu was a senior sustainability research engineer in the Illinois Center for Transportation at the University of Illinois at Urbana-Champaign. His research and education areas include asphalt materials characterization; smart, sustainable transportation materials for infrastructure; pavement performance evaluation and modeling; and pavement design and maintenance. Dr. Wu has successfully secured over $7.8 million in research funding from various federal and state agencies, as well as industry. He has published 67 peer-reviewed journal articles, 11 technical reports, and has presented at over 56 conferences and 33 invited talks. Dr. Wu teaches a mixture of undergraduate and graduate engineering courses such as Pavement Design and Advanced Characterization of Transportation Materials. He developed a free course for students to pass the fundamentals of engineering exam. Dr. Wu is a committee member for Transportation Research Board (TRB) AJE35 and AKM 90, and a member of American Society of Civil Engineer (ASCE), American Society for Testing and Materials (ASTM), and Academy of Pavement Science and Engineering (ASPE). Dr. Wu is also an editorial member for ASCE Journal of Materials in Civil Engineering, Journal of Testing and Evaluation, and International Journal of Pavement Research and Technology. He serves as a panel member for several NCHRP and ACRP projects. He is also a registered professional engineer in Alabama and a LEED accredited professional.

Principal and Owner of Nechamen Consulting, LLCMr. Nechamen was the Floodplain Coordinator for the State of New York Department of Environmental Conservation for 21 years. During that period, he helped to promote higher floodplain standards in New York, including enacting a two foot “freeboard” requirement in New York’s building code, saving property owners millions of dollars in flood losses and flood insurance premiums. One of the founders of the New York State Floodplain and Stormwater Managers Association (NYSFSMA), a professional association with over 600 active members, He was their first Chair and currently serves the Association as its treasurer.
Mr. Nechamen has been a Board member of the Association of State Floodplain Managers (ASFPM) at various times for 13 years. ASFPM represents over 15,000 professionals across the United States and internationally and is a key national voice in policies designed to reduce flood risk while preserving the natural and beneficial functions of floodplains. Associate Professor of Fire Protection & Safety at Oklahoma State UniversityDr. Hoskins earned his B.S. and M.S. degrees in Fire Protection Engineering from the University of Maryland. He also received his Ph.D. degree in Mechanical Engineering from the University of Maryland in 2011 with an emphasis on building egress. Dr. Hoskins spent one year working for Arup on projects primarily dealing with life safety design and people movement. He then spent two years working for the National Institute of Standards and Technology working on projects dealing with building evacuations and emergency messaging. He is a registered fire protection engineer in the state of Oklahoma. Professor Hoskins is the chair of the Society of Fire Protection Engineers (SFPE) working group that developed a research roadmap for fire protection and a member of the Human Behavior in Fire Task group for SFPE. He serves on multiple code and standards committees. He has authored more than 20 articles related to building evacuations and human behavior in fire.

Senior Fire Protection Engineer at RAN Fire Protection Engineering in Albany, NYMr. Feeney is responsible for project management, code consulting, engineering, and design on a wide range of industrial, commercial, educational, institutional, residential, and government sector projects. His experience in fire protection includes facility and campus-wide fire alarm and mass notification design, site fire water storage and distribution systems, fire and life safety code consulting, and special hazard fire protection design. He focuses heavily on industrial fire protection, including warehousing and high-piled storage, manufacturing, and hazardous materials storage and use. He has given several presentations on removal of AFFF foam extinguishing systems and engineering & design of replacement systems for ignitable liquid hazards, and has worked on projects both across the United States and worldwide. Mr. Feeney received a bachelor’s degree in Mechanical Engineering from Manhattan College and a master’s degree in Fire Protection Engineering from Worcester Polytechnic Institute (WPI). He is a licensed Professional Engineer and certified Code Enforcement Official in New York State. He is involved in the SFPE (Society of Fire Protection Engineering) New York State Empire Chapter and is an active member of various professional organizations, including SFPE, NFPA, AFAA, and ICC.
Sarah Swan
Senior Fire Protection Consultant at RAN Fire Protection Engineering in St. Augustine, FLMs. Swan obtained her B.S. in Mechanical Engineering with a Management minor from Purdue University. She is a member of the NFPA 232 Technical Committee, a member of the Sustainability and Resilience Work Group of the SFPE Global Challenges Initiative, and a member of both the Storage and Manufacturing and Assembly Facilities Task Groups contributing to the development of NFPA 800. She also served as a member on the Advisory Panel for the development of the SFPE report Fire Testing of Resilient and Sustainable Building Materials. Ms. Swan’s technical expertise includes building and fire codes, suppression and fire alarm system design, nuclear fire protection, lithium-ion battery fire protection and safety, fire hazard analyses, hazardous material analyses, high-piled storage permitting, and performance-based inspection, testing, and maintenance of fire protection systems. She has specialized expertise in hazardous material analyses and lithium-ion battery fire hazard assessments, with extensive experience supporting industrial, storage, DOE, nuclear, high-rise, and lithium-ion battery facilities, as well as projects for the General Services Administration. In her role at RAN, Ms. Swan is responsible for code consulting, design, and field work across federal and private-sector projects throughout the United States.
Tyler Tamblin
Engineering Associate and licensed Fire Protection Professional Engineer for RAN Fire Protection Engineering in Rochester, NYMr. Tamblin’s position in the firm requires him to acquire work, develop business relationships to further the company and manage projects. As a lead Professional Engineer, his responsibilities include comprehensive code analysis, designing fire protection systems, contract drawings and specifications, as well as project coordination and cost estimating. Mr. Tamblin’s education includes a Bachelor of Science degree in Mechanical Engineering from the State University of New York at Buffalo, along with a Master of Science degree in Fire Protection Engineering from the University of Maryland. With over 10 years of experience, Mr. Tamblin has worked in fire protection design on commercial, healthcare, industrial, higher education and residential buildings as well as Battery Energy Storage Systems. He has designed fire protection systems for these types of buildings, including fire alarm, fire pump, water supply, sprinkler/standpipe, water spray, hybrid and clean agent systems.
