    Dr. Jose G. Vasconcelos

    Professor in the Water Resources Group of the Department of Civil and Environmental Engineering at Auburn University.

    Dr. Vasconcelos obtained his BS degree in Civil Engineering (1995) and his MS degree in Environmental Technology and Water Resources (2000) at the University of Brasilia, Brazil. His PhD degree was obtained in 2005 at the University of Michigan, Ann Arbor. In the past he held a professor appointment at the University of Brasilia (2006-2009), and prior to this was an employee in the area of water resources at the waterworks authority in Brasilia (CAESB, 1999-2006), and prior to that at Brazil Federal District’s urban infrastructure company (NOVACAP, 1996-1999). His research interests include unsteady/multiphase flows, urban water infrastructure, headwater watersheds, interactions between surface water, and groundwater flows. Applications of his research include understanding operational issues and behavior of hydraulic systems in extreme flow conditions, often caused by extreme rainfall and urbanization. Dr. Vasconcelos techniques includes on laboratory investigations, numerical modeling development and field work research. He serves as an associate editor of the ASCE Journal of Hydraulic Engineering, MDPI Water and CHI Journal of Water Management Modeling. Dr. Vasconcelos also serves as chair of the ASCE-EWRI Two-phase Flows in Urban Water Systems, and past chair for Hydraulic Structures Committee. He serves as reviewer for various journals in the area of hydraulics, fluid mechanics, and water resources. As a consultant, he has contributed toward the design of several hydraulic systems, including the Washington DC Anacostia Tunnel and London’s Thames Tidewater Tunnel. Dr. Vasconcelos published 58 articles in peer-reviewed journals, 16 chapters in peer-reviewed books and monographs, over 70 papers in international conferences and meetings, among other types of creative production. He advised five PhD Students, 22 MS students, and served in various graduate students committees. During his career, Dr. Vasconcelos was the recipient of the 2022 Outstanding Associate Editor Award, by the Environmental and Water Resources Institute, American Society of Civil Engineers; the 2018 Telford Premium by the Institution of Civil Engineers, UK; and the 2014 James M. Robbins National Excellence in Teaching Award by Chi Epsilon, among other distinctions. He serves as one of the advisors for the Auburn University student chapter of Engineers Without Borders, having developed drinking water systems in Rwanda and Guatemala.

    Ms. Warner has dedicated over 30 years to planning, designing, and constructing public facilities, with a strong focus on accessible design for the past 25 years. Her goal is to ensure that individuals of all abilities can enjoy the City of San Diego facilities. Ms. Warner has held positions in various departments, including Engineering, Parks, and Public Works, and is currently with the Sustainability and Mobility Department, specifically in the ADA Compliance and Accessibility Section. Her influence extends beyond her current role. Ms. Warner actively collaborates on developing street design guidelines, curb ramp design guidelines and standards, municipal codes, and public rights-of-way policies. Her oversight of the City’s accessibility compliance program and implementation of improvements outlined in the Facilities and the Right-of-Way (ROW) Transition Plan demonstrate her comprehensive approach to accessibility. Ms. Warner holds a master of science degree in Architectural Engineering and is a Certified Access Specialist. She also reviews design and construction documents, provides training, and develops new standards and guidelines to ensure compliance with accessibility regulations. Ms. Warner is a board member of California’s Certified Access Specialists Institute.

    Co-owner and Flock Manager of Wooly Green Grazers, LLC. in Appleton, Wisconsin.

    Ms. Emunson, along with her husband, Daniel, are the owners and flock managers of Wooly Green Grazers, LLC. in Appleton, Wisconsin. Their flock consists of approximately 100 sheep, half what they call their grazing team, and the other half are feeders. All the sheep graze a variety of contract jobs from neighborhood yards up to 55 acres. Along with grazing, she breeds Ole English Southdown better known as Babydoll sheep. This breed is what makes up most of the grazing team.

    Currently, Ms. Emunson’s two largest contracts include Appleton International Airport and Brown County, WI. The airport contract is in its second year consisting of 15 acres of a conservancy of wetlands the airport maintains. Brown County is a 55-acre island that has become too difficult for traditional mowers to handle; 2024 is the first year and a trial to see if the grazers can keep it maintained.

    Ms. Emunson received her degree in Project Management from Liberty University. She has been a member of the American Solar Grazing Association since 2019. While working for the Marine Corps, Roxie received her Master Trainer Certification.

    Ms. Emunson is originally from Oklahoma and Mr. Emunson from Michigan. They moved to Wisconsin in 2022 to establish their home after Mr. Emunson’s 27 years of service in the Marine Corps. In 2016, the two began working on what would be the next adventure, after Mr. Emunson’s Marine Corps career and her job as a trainer and facilitator for the Marine Corps came to an end. Ms. Emunson grew up in 4-H sheep projects, and they both had an interest in ‘green initiatives.’ Starting the search for the breed sheep and industry that could support them, they found Solar Grazing and Old English Babydolls. They purchased their first pair of ewes in 2020 and began growing the flock in North Carolina, Mr. Emunson’s last duty station. In 2022, they made the move to Wisconsin with seven sheep and transitioned from solar farms to industrial grazing and private properties.

    Outside of grazing, Ms. Emunson and Mr. Emunson enjoy all things outdoors. Two of their three children have moved to Wisconsin to join them. Ms. Emunson and Mr. Emunson enjoy sharing their sheep with others – giving tours to youth groups, taking sheep to schools, and other civic groups. They also collaborate with their sister farm Van Acres, LLC on education and contracts when goats are needed.

    Dr. Mehran Mazari is an associate professor in the Department of Civil Engineering at Cal State Los Angeles, specializing in transportation infrastructure and pavement materials. He is the program manager of the Sikand Center for Sustainable and Intelligent Infrastructures (SITI-Center) and founder of the Sustainable Infrastructure Materials Research Lab (SIM-Lab) at Cal State LA. His research interests include sustainable and resilient transportation infrastructure and transportation infrastructure materials. He is a member of technical committees at the Transportation Research Board of the National Academies of Science and Engineering, and he is co-chair of the LTPP subcommittee of the Highway Pavement Committee of the American Society of Civil Engineers (ASCE). Dr. Mazari has published more than 70 peer-reviewed journal and conference papers.     In the late 1970’s and early 1980’s, Mr. Shaw grew up in the sleepy little Appalachian town of Bristol, Tennessee, a small city that rests on the boundary between the two states of Tennessee and Virginia. Upon graduation from Bristol Tennessee High School, he enlisted in the United States Navy where he served as ships baker aboard the USS Shark (a fast attack submarine) for four years. When his enlistment came to an end, he took a job selling lawn care service to residential owners in Milwaukee, Wisconsin, and later, moved to Knoxville, Tennessee where he worked as general manager of a landscape contracting company while attending the University of Tennessee for Ornamental Horticulture and Landscape Design. Eventually, Mr. Shaw took over as president of a wholesale tree care supply business and built the company from $70,000 in sales to over $1.2 million in just seven years. During that time, he married his wife Kristin and they had two children together. With encouragement from Kristin he also developed an interest in arboricultural consulting, and on May 11th, 1999, he became the first American Society of Consulting Arborist (ASCA) member in Middle Tennessee. From 1998 to 2003, he also served on the Tennessee Urban Forestry Council. Mr. Shaw has since consulted with private landowners, insurance companies, attorneys, tree companies, cooperative extension service agents, country clubs, state urban forestry organizations, universities, and colleges. He has worked on some of the most challenging, difficult, and highest profile cases across the United States. Mr. Shaw is a registered consulting arborist, a board-certified master arborist and one of only a handful of arborists worldwide who consult full-time. He is a UAS pilot, a real estate appraiser and he brings a broad range of skills from a variety of scientific and professional disciplines. An autodidact, Mr. Shaw brings a unique perspective and a talent for learning to any project. He has developed authoritative expertise to create a greater understanding in tree related matters.

    William Rahmeyer is an emeritus professor of Civil and Environmental Engineering at Utah State University (USU), and for 31 years he was on the faculty at USU and for 10 years as research faculty at Colorado State University. Professor Rahmeyer is the past department head of Civil and Environmental Engineering at USU as well as the senior professor of the Hydraulics and Fluid Mechanics program of the Utah Water Research Laboratory. He also served at USU as the director of the Hydro Composite Modeling Program, the division head of Water Engineering, the interim division head of both the Structures Division and the Transportation Division, and as the Undergraduate Curriculum Division head. Professor Rahmeyer is currently part-time as a senior associate for Ayres and Associates in Fort Collins, Colorado where his primary role is to conduct national workshops in hydraulics, culvert flow, and urban drainage for the National Hydraulic Institute of FWHA. He is a fellow and lifetime member in the American Society of Civil Engineers. Professor Rahmeyer has been a member of several professional societies, and serve on committees for the American Society of Engineering Educators (ASEE), the American Society of Civil Engineers (ASCE), the International Association of Hydraulic Research (IAHR), the Association of State Dam Safety Officers (ASDSO), the Instrument Society of America (ISA), the American Water Works Association (AWWA), the International Erosion Control Association (IECA), and the American Society of Heating and Refrigeration Association (ASHRAE). He has regularly attended and presented at the annual conferences of ASDSO, ASEE, ASCE, IAHR, ASCE National Department Heads, and the Transportation Research Board (TRB). In the past, he has been a member of the United States Committee on Large Dams (USCOLD) and the International Committee on Large Dams (ICOLD). Over the last several years, Professor Rahmeyer has created and presented a workshop on open channel flow for Half Moon Education and finished serving on the Bluestone Dam UASCE IEPA and on several 100% DDR review panels for the USACE. He has been on the board of directors for the Utah Floodplain and Storm Water Management Association since 1986. Professor Rahmeyer was a member the 2008 Bettelle “Final Independent Peer Review Report for U.S. Army Corps of Engineers on the Vegetation Policy for Local Flood Damage Reduction Systems” which reviewed many of the guidelines and policies for management of levees, floodwalls, embankment dams, and appurtenant structures. Some of his recent awards include the AHRAE Technical/Symposium Paper Award, the ASHRAE Crosby Field Award for Research, and the South Pacific Division Regional Project Delivery Team Award from the U.S. Army Corps of Engineers. He has received the Idaho Transportation Department 2012 Excellence in Transportation Award and the 2011 ACEC of Idaho Engineering Excellence Grand Award for the I-84 New York Canal Modeling and Modification. Professor Rahmeyer further received an honorable mention at the 2012 National AECE award ceremonies for his work with the I-84 New York Canal.

    Mr. Nechamen was the Floodplain Coordinator for the State of New York Department of Environmental Conservation for 21 years. During that period, he helped to promote higher floodplain standards in New York, including enacting a two foot “freeboard” requirement in New York’s building code, saving property owners millions of dollars in flood losses and flood insurance premiums.
    One of the founders of the New York State Floodplain and Stormwater Managers Association (NYSFSMA), a professional association with over 600 active members, He was their first Chair and currently serves the Association as its treasurer.
    Mr. Nechamen has been a Board member of the Association of State Floodplain Managers (ASFPM) at various times for 13 years. ASFPM represents over 15,000 professionals across the United States and internationally and is a key national voice in policies designed to reduce flood risk while preserving the natural and beneficial functions of floodplains. He served as chair (2013-2015), vice-chair (2011-2013) and treasurer (2008-2010) and is currently co-chair of the Floodplain Regulations Committee.
