    Dr. Atalah teaches construction management at Bowling Green State University (BGSU). He has taught and mentored hundreds of construction management students since 2000.     Dr. Fallon is the senior coastal processes and hazards specialist for New York Sea Grant. In her current role she assists various stakeholders such as homeowners and municipal officials, as well as researchers and state and federal agencies, by providing technical expertise of shoreline dynamics. Her current projects are centered around informing community resilience to flooding and erosion and exploring mitigation techniques. She obtained her degrees from Stony Brook University and Florida International University.

    Associate Professor in the Ocean Engineering Department at Texas A&M University

    Dr. Figlus is a coastal engineering expert with more than 12 years of experience. His background is in applied coastal research and engineering, hydraulic engineering, and environmental fluid mechanics. Dr. Figlus is an Associate Professor in the Ocean Engineering Department at Texas A&M University. He heads the Coastal Engineering Laboratory (CEL) on A&M’s Galveston Campus and is a distinguished partner with the A&M Institute for a Disaster Resilient Texas (IDRT). His expertise includes field and laboratory measurements (piezo-electric, acoustic Doppler, sediment tracer, optical backscatter, laser anemometry, remote sensing) as well as process-based numerical modeling (CShore, XBeach, Delft3D, Funwave) related to nearshore and estuarine hydrodynamics, water waves, ship wakes, sediment transport, morphodynamics, and nature-based solutions for coastal risk reduction.

    Associate Professor in the Department of Biology and Coastal Studies Institute at East Carolina University

    Dr. Gittman is an Associate Professor in the Department of Biology and Coastal Studies Institute at East Carolina University. Her research focal areas include marine community ecology, restoration ecology, coastal management and policy, and sustainability science. She received her doctorate in Ecology from the University of North Carolina at Chapel Hill in 2014 and was a Postdoctoral Research Associate at Northeastern University from 2015-2017. Before attending graduate school, Dr. Gittman was an environmental consultant in Washington D.C. for three years after graduating from the University of Virginia in 2006 with a B.S. in Environmental Sciences with High Distinction.

    Marine Biologist, Maine Geological Survey for the Department of Agriculture, Conservation and Forestry

    Mr. Slovinsky is a Marine Geologist with the Maine Geological Survey, where he has worked since 2001. He leads Maine’s beach and nearshore mapping programs, and is an expert in coastal erosion, sea level rise, and conducting vulnerability assessments and resilience and adaptation planning. Mr. Slovinsky helps communities visualize coastal hazards and develop viable local and regional adaptation strategies and enjoys making technical science understandable to a variety of different stakeholder audiences. He is a past co-author of the sea level rise chapter for the Scientific Assessment of Climate Change and Its Effects in Maine report by the Maine Climate Council’s Scientific and Technical Subcommittee, is a lead author for the same section for the 2024 update and also serves on the Climate Council’s Community Resilience Working Group and Infrastructure Rebuilding and Resilience Commission.

    Dr. Smith is an Assistant Professor in the School of Aquatic and Fishery Sciences at the University of Washington.     Professor in the Lyles School of Civil Engineering at Purdue University

    Mr. Merwade he has been a professor in the Lyles School of Civil and Construction Engineering at Purdue University since 2006. During 2004 – 2006, he worked as worked as post-doctoral fellow at the Center for Research in Water Resources at the University of Texas at Austin. Dr. Merwade received his bachelor of Engineering degree in Environmental Engineering from Shivaji University, India, in 1997, his M.Sc. degree in Engineering Hydrology from University of Galway, Ireland, in 2000, and his Ph.D. degree in Civil Engineering from the University of Texas at Austin, in 2004. From 1997-1999, he worked as project engineer at Montgomery Watson (now part of Stantec) in Mumbai, India.

    His research and teaching interests include surface water hydrology with specific focus on flood modeling and mapping. Much of his work has been on improving the simulation of hydrologic processes for flood prediction by using geographic information systems (GIS), data-driven techniques and advances in cyberinfrastructure. He has authored more than 100 peer-reviewed journal articles and conference proceedings in the area of river channels, watershed hydrology and flood modeling.

    Some of his awards include the Education and Public Service Award (2025) from the Universities Council on Water Resources, the Education and Outreach Award (2024) from the Indiana Association for Floodplain and Stormwater Management, Best Technical Paper Award (2024) from ASCE’s Journal of Hydrologic Engineering, Outstanding Achievement Award (2018) from the Indiana Water Resources Association for work related to flood prediction and mapping for Indiana streams, and Excellence in GIS Award (2017) from Indiana Geographic Information Council for Soil-Based Floodplain Maps for Indiana.

He has also earned his status as a Qualified Compliance Inspector of Stormwater (QCIS) and as a Qualified Preparer of Storm Water Pollution Prevention Plans (QPSWPPP. He also earned the Certified Erosion and Sediment Control Lead (CESCL), which is a 17.5-hour certificate program as required by Washington State for all construction stormwater management.     As a seasoned practitioner, Ms. Sigmond has a history of litigating construction disputes for public works and buildings in both the public and private sectors. She also has extensive knowledge of preparing contract documents, including design-build, construction management, guaranteed maximum price, and fixed-price contracts. Additionally, Ms. Sigmond is an experienced mediator and arbitrator handling construction or real estate cases for the New York County Supreme Court Commercial Division Roster of Volunteer Mediators and the American Arbitration Association’s Roster of Construction Industry Arbitrators.
