Certified Professional in Erosion and Sediment Control at Hanrahan Environmental, LLCMr. Hanrahan has more than 47 years of industry experience. In addition to presentations in Canada, Taiwan and the Dominican Republic, he has also presented at the national level for many organizations, including the International Erosion Control Association, the Land Improvement Contractors of America, the Geotechnical Fabrics Institute, the National Working Waterfront Network, and the American Water Works Association. Mr. Hanrahan’s articles have been published in many magazines, including Erosion Control, Land & Water, Geosynthetics, and Landscape Architect & Specifier News. He has produced webinars for the International Erosion Control Association, the International Association of Hydroseeding Professionals, the New York State Society of Professional Engineers, and Forester University. Mr. Hanrahan has also served as a guest lecturer at the University of Mississippi, Ohio Northern University, University of New England, and Vermont Technical College. He has also been active in industry organizations. He was national president of the International Management Council in 1991-92 and served four terms as president of the Northeast Chapter of the International Erosion Control Association. Mr. Hanrahan is also a member of the Senior Advisory Committee of Envirocert. He has developed and delivered training events throughout his career. From 2008 to the present, he has organized coastal erosion control training events up and down the New England Coast, with multiple seminars in Maine, New Hampshire, Massachusetts, Rhode Island, and Connecticut. Event co-sponsors for these events have included the Maine Department of Environmental Protection, Maine Sea Grant, the Rhode Island Coastal Management Council, the University of Rhode Island Coastal Resources Center, Connecticut College, and Connecticut Sea Grant. Mr. Hanrahan has also assisted with the development of erosion control standards with the Illinois Tollway Authority, and the State Departments of Transportation in New Hampshire, Vermont, Maine, Oklahoma, Missouri, Arkansas, and Illinois.

WSP USA, Senior Vice President, NYC Water/Deputy East Water LeadDr. Balci is accomplished in successfully developing and delivering large climate resiliency and sustainability projects. At the South Florida Water Management District, she managed Federal and State Policy and Permitting Division to achieve goals of Everglades Restoration. At NYC DEP, she led the nations’ largest green infrastructure and innovative cloudburst management program with a budget to reduce combined sewer overflows and improve water quality in New York Harbor while providing flood mitigation benefits and resiliency in environmental justice communities. Notably, she led the Tibbets Brooks Daylighting and Greenway project in the Bronx and developed NYC’s first wastewater resiliency plan. In addition, Dr. Balci worked as the NYC interagency lead to manage NYC’s Stormwater Management Program Plan under the Phase 1 MS4 permit covering 14 city agencies and led the permit negotiations with the State and EPA. Currently, Currently, she is senior vice president at WSP USA working on multiple mid to large-scale drainage and resiliency projects. She is a doctoral faculty member at CUNY Graduate School and teaches classes on climate resiliency and integrated water systems management.
Ahintha Kandamby, Ph.D., P.E., CFM
WSP USA, NYC Water DeputyDr. Ahintha Kandamby is a professional engineer and a vice president at WSP in New York practicing in Water Resources Engineering and Hydraulic and Hydrology (H&H) Modeling. He has a master’s degree in Deep Water Oil Spill Modeling and a doctoral degree in Numerical Modeling of riverine ice formation and consequent 2D Flood Modeling from Clarkson University, NY. He is technical director at WSP and a subject matter expert in surface water, dam safety and dam designs, coastal modeling, green infrastructure and underground storm sewer hydrodynamics modeling. He also leads the Computational Fluid Dynamics (CFD) modeling practice for WSP northeast, working on large dams, bridges and sewer design projects. AECOMMr. Eilertson earned his bachelor of science degree from UW-Madison in Civil & Environmental Engineering in 1993 and has worked in the municipal engineering field since 1990. Mr. Eilertson’s early interest in community involvement and environmental issues began in 1972 when, as a child, he helped his parents (Orie & Kit) create a recycling drop off program through their church in the Village of Mukwonago. Mr. Eilertson absorbed much of his interest in environmental conscience and responsibility through his parents and grandparents as he grew up on a Sand County Farm in Wisconsin, practicing first hand Aldo Leopold’s land ethic of striving to live on a piece of land without spoiling it. Above and beyond the day-to-day activities that go along with his current and past civil and environmental engineering roles, Mr. Eilertson spends many of his nights and weekends hosting educational events including waterway cleanups, paddling events, watershed tours, as well as electronics recycling and shred-day events. He is a Director of the American Public Works Association – Wisconsin Chapter (APWA WI) and has chaired APWA WI’s Water Resources Committee and Solid Waste Committee. He serves as the Wisconsin Chapter’s liaison to APWA’s Center for Sustainability (C4S) and is currently chair of APWA WI’s Sustainability Committee.
Mr. Eilertson’s greatest pleasure and source of pride is his wife, Yenti, with whom he’s been happily married since 1995. They have two boys, Erik (22) and Evan (13), who excel in finding “teachable moments” for Mr. Eilertson to continue learning from nature and helping others to share his vision of people working together for healthy generations to come. Past awards that Mr. Eilertson is especially proud of are the 2013 APWA National Community Involvement Award and 2015 Rock River Protector Award.
Mr. Eilertson has increasingly enjoyed being able to spend time and energy volunteering for various non-profit groups that align with his vision for a healthy community. They include: Powered Up Baraboo, Baraboo Kiwanis, Baraboo Rotary, Friends of the Baraboo River, Foundation for Dane County Parks and last, but not least Friends of Pheasant Branch Conservancy.

Mr. Hanrahan’s articles have been published in many magazines, including Erosion Control, Land & Water, Geosynthetics, and Landscape Architect & Specifier News. He has produced webinars for the International Erosion Control Association, the International Association of Hydroseeding Professionals, the New York State Society of Professional Engineers, and Forester University. Mr. Hanrahan has also served as a guest lecturer at the University of Mississippi, Ohio Northern University, University of New England, and Vermont Technical College. Mazari is an associate professor in the Department of Civil Engineering at Cal State Los Angeles, specializing in transportation infrastructure and pavement materials. He is the program manager of the Sikand Center for Sustainable and Intelligent Infrastructures (SITI-Center) and founder of the Sustainable Infrastructure Materials Research Lab (SIM-Lab) at Cal State LA. Author of The Professional Amenity Plant Appraisal HandbookIn the late 1970’s and early 1980’s, Mr. Shaw grew up in the sleepy little Appalachian town of Bristol, Tennessee, a small city that rests on the boundary between the two states of Tennessee and Virginia. Upon graduation from Bristol Tennessee High School, he enlisted in the United States Navy where he served as ships baker aboard the USS Shark (a fast attack submarine) for four years. When his enlistment came to an end, he took a job selling lawn care service to residential owners in Milwaukee, Wisconsin, and later, moved to Knoxville, Tennessee where he worked as general manager of a landscape contracting company while attending the University of Tennessee for Ornamental Horticulture and Landscape Design. Eventually, Mr. Shaw took over as president of a wholesale tree care supply business and built the company from $70,000 in sales to over $1.2 million in just seven years. During that time, he married his wife Kristin and they had two children together. With encouragement from Kristin he also developed an interest in arboricultural consulting, and on May 11th, 1999, he became the first American Society of Consulting Arborist (ASCA) member in Middle Tennessee. From 1998 to 2003, he also served on the Tennessee Urban Forestry Council. Dr. Jairo Garcia develops innovative policies and educational programs to make communities and cities cleaner, sustainable, resilient, and equitable. He is the lead author of Atlanta’s Climate Action Plan, and he led a collaborative effort with more than 40 stakeholders to the 100 Resilient Cities application, awarded to the City of Atlanta in 2016. Dr. Garcia is a member of the Georgia Research Roadmap steering committee, an initiative of the Georgia Climate Project lead by University of Georgia, Georgia Tech, and Emory University, which has a goal of improving understanding of climate impacts and solutions in Georgia. He received the Individual Climate Leadership Award by the EPA in 2017 and the Green Ring Award by the Climate Reality Project. These awards recognized Dr. Garcia’s leadership in addressing climate change and engaging organizations, peers, and partners. He represented the Mayor of Atlanta at COP23 in Bonn, Germany, and he presented at an event organized by the International Urban Cooperation Programme related to global cooperation to address climate change. Dr. Garcia’s publications on urban sustainability, climate change and sustainability education are numerous. His academic experiences include a position as a research assistant and two teaching assistant positions at Columbia University, a faculty adjunct and thesis advisor position at Concordia University, and faculty adjunct positions for the UCLA-Extension Program, the Georgia Institute of Technology and Johns Hopkins University. Senior Project Manager at Ware MalcombMr. Nuño is a senior project manager at the Denver office of Ware Malcomb. A 2008 graduate of the University of Notre Dame with a specialty in structural and environmental engineering, he has established himself as a leader in the field of drainage and erosion and sediment control. In his 15-year career, Mr. Nuño has excelled in the design of land development projects including grading, utility design, stormwater management, and erosion control. Through his experiences as a consulting engineer, he has prepared civil construction plans for such clients as Marriott International, San Diego Gas & Electric (SDG&E), Lennar Homes, Oakwood Homes, and Kiewit Infrastructure West. In the field, Mr. Nuño has provided stormwater inspection services for SDG&E, Caesars Entertainment Group, and public agencies such as the City of Carlsbad, California, and the Town of Elizabeth, Colorado. He has managed civil projects in 17 different states and prides himself on working with developers, architects, and contractors to bridge the gap between regulatory compliance and constructability in the field. This webinar is open to the public and is designed to qualify for 3.0 PDHs for professional engineers, 3.0 HSW continuing education hours for licensed architects, and 3.0 HSW continuing education hours for landscape architects in all states that allow this learning method. Greg Halsted, P.E.
Senior Director, Local Paving for the National Ready Mixed Concrete Association (NRMCA)
Mr. Halsted is responsible for increasing the paving market share for ready mixed concrete products through promotion, design, technical services, and construction activities at the local, regional, and state level. He has over 25 years of experience in the use of cement and concrete in the pavements and geotechnical industry. Mr. Halsted has knowledge of planning, design, materials testing, construction, and sustainability; has participated in numerous training and construction workshops involving state and provincial transportation agencies, public works departments, universities, material suppliers, and consulting firms; and has authored several publications related to cement and concrete construction. He currently serves as a voting member of several Transportation Research Board (TRB), American Concrete Institute (ACI), and ASTM International (ASTM) standing technical committees. Mr. Halsted holds a bachelor of science degree in Civil Engineering Technology from Southern Polytechnic State University and is a licensed engineer in the state of Georgia. Prior to joining NRMCA, he held civil and geotechnical engineering positions with the Portland Cement Association, the Concrete Reinforcing Steel Institute, and the Georgia Department of Transportation.
