Greywater CorpsMr. Jerrard is the principal of Greywater Corps, a company that designs, installs, and teaches about greywater irrigation and rainwater harvesting systems as a response to climate-driven water shortages. Mr. Jerrard and his team are the boots on the ground, doing the physical work required to shift southern California towards a resilient, egalitarian, and abundant future. Mr. Jerrard has installed over 700 systems, ranging from simple gravity-flow systems to thousandgallon-per-day fully automated treatment systems and massive underground rainwater cisterns. Mr. Jerrard also works with nonprofits, water purveyors and city agencies to facilitate broader implementation of greywater irrigation and rainwater harvesting. He has lectured or taught workshops at numerous institutions, local and statewide. Before getting immersed in water conservation, Mr. Jerrard worked at the office of Frank Gehry and ran the architecture firm Yeh + Jerrard. Leigh is a licensed architect, general contractor, and plumber in the state of California, and is an ARCSA Accredited Professional.

Principal – Urban Cycling SolutionsMr. Suraci is a national leader in active transportation and complete streets. His experience spans the public, private and nonprofit sectors, and includes management of high-profile projects such as the Long Island Greenway plan, and the New York Cycling Census. In addition to facilitating more than 40 complete street workshops in New York State, Mr. Suraci authored the American Public Transit Association’s National Guide to Bicycle Integration with Transit and served as the lead subject matter expert for ‘Extending Transit’s Reach’ MTA’s first ever strategic action plan for bicycles, pedestrians and micromobility. Certified Professional in Erosion and Sediment Control at Hanrahan Environmental, LLCMr. Hanrahan has more than 47 years of industry experience. In addition to presentations in Canada, Taiwan and the Dominican Republic, he has also presented at the national level for many organizations, including the International Erosion Control Association, the Land Improvement Contractors of America, the Geotechnical Fabrics Institute, the National Working Waterfront Network, and the American Water Works Association. Mr. Hanrahan’s articles have been published in many magazines, including Erosion Control, Land & Water, Geosynthetics, and Landscape Architect & Specifier News. He has produced webinars for the International Erosion Control Association, the International Association of Hydroseeding Professionals, the New York State Society of Professional Engineers, and Forester University. Mr. Hanrahan has also served as a guest lecturer at the University of Mississippi, Ohio Northern University, University of New England, and Vermont Technical College. He has also been active in industry organizations. He was national president of the International Management Council in 1991-92 and served four terms as president of the Northeast Chapter of the International Erosion Control Association. Professor in the Lyles School of Civil Engineering at Purdue UniversityMr. Merwade he has been a professor in the Lyles School of Civil and Construction Engineering at Purdue University since 2006. During 2004 – 2006, he worked as worked as post-doctoral fellow at the Center for Research in Water Resources at the University of Texas at Austin. Dr. Merwade received his bachelor of Engineering degree in Environmental Engineering from Shivaji University, India, in 1997, his M.Sc. degree in Engineering Hydrology from University of Galway, Ireland, in 2000, and his Ph.D. degree in Civil Engineering from the University of Texas at Austin, in 2004. From 1997-1999, he worked as project engineer at Montgomery Watson (now part of Stantec) in Mumbai, India.
His research and teaching interests include surface water hydrology with specific focus on flood modeling and mapping. Much of his work has been on improving the simulation of hydrologic processes for flood prediction by using geographic information systems (GIS), data-driven techniques and advances in cyberinfrastructure. He has authored more than 100 peer-reviewed journal articles and conference proceedings in the area of river channels, watershed hydrology and flood modeling.
Some of his awards include the Education and Public Service Award (2025) from the Universities Council on Water Resources, the Education and Outreach Award (2024) from the Indiana Association for Floodplain and Stormwater Management, Best Technical Paper Award (2024) from ASCE’s Journal of Hydrologic Engineering, Outstanding Achievement Award (2018) from the Indiana Water Resources Association for work related to flood prediction and mapping for Indiana streams, and Excellence in GIS Award (2017) from Indiana Geographic Information Council for Soil-Based Floodplain Maps for Indiana.

Oceanographer and plastic scientist Research Team, The Ocean CleanupDr. Sarah-Jeanne Royer is an oceanographer and a specialist on plastic degradation in the oceanic environment. She is currently working on this problem at Hawai’i Pacific University on the Island of Oahu in collaboration with Scripps Institution of Oceanography at the University of California, San Diego. Dr. Royer’s research focuses on common polymers including synthetic microfibers and their degradation times in the environment. She also investigates the different sources and sinks that connect plastic to the ocean such as the impact of the fishing industry with respect to the total mass balance of plastic discarded in the ocean. Prior to this work, Dr. Royer investigated the emissions of greenhouse gases from plastics in the environment at the Center for Microbial Oceanography, Research and Education. She also worked with Prof. Nikolai Maximenko on marine debris at the International Pacific Research Center at the University of Hawaii where her research was linked to the pathways and fate of marine debris and plastic accumulation in the ocean in relation with the North Pacific Garbage Patch. For more than a decade now, she has been working with several organizations to share her science, bring awareness to the growing issue of plastic in the environment and organized several educational workshops. Dr. Royer has been highly involved with the organization named Sustainable Coastlines Hawaii, which is the biggest organization of beach cleanups in Hawaii. For five years she served as their science advisor and started using data collection from volunteers for citizen science projects. She is now the science advisor for Parley for the Oceans and works closely on related science topics with The Ocean Cleanup. Dr. Royer’s goal is to pursue plastic research to better understand the degradation and fragmentation processes of plastic and fate in the ocean in addition to the plastic accumulation on the different islands of Hawai’i. Her long-last objective is for policymakers to use data from scientists and volunteers to design better laws and policies to reduce plastic production & consumption.

Retired Engineer from Texas Department of Transportation (TxDOT)Mr. Lueck, is a retired engineer with over 17 years of experience with the Texas Department of Transportation (TxDOT). He started his career performing design and surveying for a variety of roadway projects ranging from farm-to-market roads, urban roadways and high design speed facilities in the Waco district. Mr. Lueck later transferred to the construction division, where he provided oversight to statewide districts in the areas of construction project management, construction engineering, inspection and contract claims. After serving in this capacity for over 9 years, he transferred to the transportation planning division. She graduated from the University of Wisconsin-Madison with a degree in Geological Engineering (a combination degree of Geology and Civil Engineering), She has worked for the Wisconsin DNR (WDNR) as well as a private consulting firm doing remediations and redevelopment investigations and designs. Since September 2000, she has been working with The State of Wisconsin Department of Agriculture, Trade, and Consumer Protection (DATCP) as the Field Conservation Engineer serving 14 Northern Wisconsin County Land and Water Conservation Departments. Her job is to help County Land Conservation staff in technical planning, design, and construction of projects that prevent soil erosion and protect water quality. Primarily her workload consists of water resource issues and the protection of eroding streambanks and lakeshores as well as stream crossing design and implementations. Working with private landowners and municipalities she oversees the planning, design, and construction implementation of multiple projects each year. Following standards created and managed by the Natural Resources Conservation Service (NRCS), projects adhere to the criteria in “Streambank and Shoreline Protection,” “Stream Crossing,” “Channel Bed Stabilization,” “Open Channel,” “Grade Stabilization” and “Shoreland Habitat” practices. Many projects also require an understanding and incorporation of the WDNR permitting and Army Corps of Engineers (ACOE) permitting if wetlands are adjacent. In 24 years in this position, Ms. Dehne has implemented hundreds of projects on inland lakes and flowages using a combination of bioengineering techniques and hard armoring. She worked with her County coworkers to create and publish a guide for landowners on shoreline stabilization techniques. She has presented multiple times at the Wisconsin Lakes & Rivers Convention.
Peter M. Hanrahan, CPESC

Stormwater ExpertMr. Betteidge’s career began as an engineering technician at Boeing, designing payload systems for 747 and 767’s, then with Boeing Computer Networks and their phone systems nationwide. He transitioned to environmental engineering in the early ’90s assisting engineers and scientists to clean up polluted groundwater and soils resulting from industrial and military activities as well as leaking underground storage tanks. Mr. Betteridge began public service in 2001 after seven years with civil engineers designing single-family, multifamily, and commercial developments including TESC plans. While at The City of Federal Way he supported the Public Works Division with stormwater inspections, erosion control inspections, and salmon restoration sampling efforts in support of illicit discharge detection and pollution responses. He has been continuously CESCL Certified since 2005 and an APWA certified stormwater manager for five years. He has developed training for city inspectors and regional information-sharing groups. Mr. Betteridge currently works at the City of Tukwila as the NPDES coordinator and manages the Lower Duwamish Source Control efforts to clean up the Superfund site called the Lower Duwamish Waterway.

He is the program manager of the Sikand Center for Sustainable and Intelligent Infrastructures (SITI-Center) and founder of the Sustainable Infrastructure Materials Research Lab (SIM-Lab) at Cal State LA. His research interests include sustainable and resilient transportation infrastructure and transportation infrastructure materials. He is a member of technical committees at the Transportation Research Board of the National Academies of Science and Engineering, and he is co-chair of the LTPP subcommittee of the Highway Pavement Committee of the American Society of Civil Engineers (ASCE). Dr. Mazari has published more than 70 peer-reviewed journal and conference papers. James Heiss, PhD
Assistant professor of Hydrogeology in the Department of Environmental, Earth, and Atmospheric Sciences at the University of Massachusetts – LowellMr. Heiss’s research entails coastal groundwater-surface water interactions, climate change and sea level rise impacts to coastal groundwater resources, and chemical fluxes along the land-sea transition zone. His current research focuses on the hydrologic forcings (waves, tides, currents, extreme precipitation, and storm surge) that move water and chemicals between aquifers and nearshore surface water bodies. He explores these hydrologic processes using field experiments, numerical models, and quantitative synthesis of large datasets. Prior to joining UMass Lowell, Dr. Heiss was a postdoctoral fellow at the National Academy of Sciences in Washington, DC. He holds M.S. and Ph.D. degrees in Geology from the University of Delaware.
Christopher J. Russoniello, PhD
Hydrogeologist in the University of Rhode Island Department of GeosciencesMr. Russoniello is a hydrogeologist in the University of Rhode Island Department of Geosciences. His work focuses on coastal groundwater, saltwater intrusion, surface water/groundwater interactions, cold-region hydrology, and the impacts of rising seas and changing climate on freshwater resources. Prior to joining URI, he earned M.S. and Ph.D. degrees in Geology from the University of Delaware, completed a postdoctoral fellowship at Syracuse University, and was assistant professor at West Virginia University. Mr. Russoniello has served on 15 graduate committees, mentored many undergraduate researchers and is current and former mentor to two NSF EAR postdoctoral fellows. Teaching interests focus on the coast, its complex processes, the interaction between the ocean and groundwater, and environmental data skills. Outside work Mr. Russoniello enjoys playing on water (liquid and frozen) and spending time with his wife, daughter, and dog.

Mr. Kuzia-Carmel has over 10 years of combined experience in federal disaster response, environmental consulting, and as a technical professional for the State of New York. He has worked for NYSDEC for over six years and currently works within the Water Withdrawal Program, assisting regional staff with the review of new and modified Water Withdrawal Permit applications. Arborist at B2 Arboriculture, Tree Protection ServicesFor the last decade, Mr. Beaty served as the Campus Arborist at Dartmouth College caring for hundreds of mature trees of historical significance. His particular area of expertise is the care and culture of American elms trees in urban settings. Heather Bobich, PWS
Environmental Scientist with Davey Resource Group, Inc.Ms. Bobich, supervises a talented team of ecologists and biologists based out of Davey Resource Group, Inc.’s, Indiana offices. She is a professional wetland scientist, is proficient with NEPA work and projects, and has been trained by the Ohio Department of Transportation in Ecological Surveys and Waterways Permitting. In addition to managing a large portfolio of diverse and complex projects, Ms. Bobich also generates pricing and proposals for a wide range of consulting and restoration projects. She works on field investigations, wetland and stream permitting, restoration and mitigation design, native landscape design, best management practice plans, construction oversight, violation resolution and facilitation, and client and agency coordination. She holds an undergraduate degree from the SPEA program at Indiana University and a master’s degree in Landscape Architecture from Ball State University.

Larissa Herrera
Senior Biologist with Holland EngineeringMs. Herrera is an aquatic biologist with over eight years of experience in natural resource assessment, including wetland delineations, environmental permitting, stream assessments, mussel/macroinvertebrate surveys and identification, and threatened and endangered species surveys. She graduated with a B.S. degree in Biology and Program in the Environment (PitE) from the University of Michigan and an M.S. degree in Water Resource Science from the University of Minnesota Duluth. Ms. Herrera recently moved back to the mitten to work for Holland Engineering’s Environmental Group. She holds a USFWS permit to survey and handle federally listed mussel species. Her favorite mussels are the spectaclecase and snuffbox.
Chelsea Keefer
Restoration Biologist with the Stream + Wetlands FoundationMs. Keefer, MS has been a restoration biologist for the Stream + Wetlands Foundation (S+W) since June 2020, and she has eight years of experience working in the natural resources field. She is responsible for preparing and overseeing coordination of S+W’s mitigation project submittals to the Interagency Review Team. During her time at S+W, she has been instrumental in the submission and approval of over 20 in-lieu fee (ILF), mitigation bank, and permitee responsible projects. To date, the S+W ILF program is fully in compliance with all its advance credit sales obligations. Prior to joining the S+W team, Ms. Keefer worked for a northeast Ohio environmental consulting firm where she primarily worked on mitigation projects. She also worked at two different environmental test laboratories performing soil and water analyses using sophisticated equipment. During her formal education, she conducted a rigorous research study in native species revegetation and seed ecology. Ms. Keefer published her findings as the primary author of a peer reviewed research paper that appeared in the Journal of Rangeland Ecology and Management.
Mitchel R. Strain, CPSS, PWS
Smart Services, Inc., Newark, OHMr. Strain has over 30 years of experience with all aspects of the National Environmental Policy Act (NEPA) compliance including preparation of environmental assessments (EA), environmental impact statements (EIS), categorical exclusions (CE) and other NEPA documentation, baseline biological assessments, and habitat evaluation procedure (HEP) analyses; threatened and endangered species surveys and critical habitat assessments; wetland and stream evaluations; cultural resource investigations; and vegetative community surveys. Mr. Strain’s particular expertise is in wetland science; including delineation, creation, and restoration of wetlands for mitigation and wildlife habitat; Clean Water Act (CWA) Section 404 and 401 permitting; and design of constructed wetland treatment systems.
