Project Professional based in Geosyntec’s Mount Pleasant, South Carolina Office QHP, EITMr. Burdette has conducted and managed numerous field delineations, permitting under the Clean Water Act; National Environmental Policy Act (NEPA) efforts; and other local, regional, and national regulatory projects. He has worked with South Carolina Department of Transportation (SCDOT), North Carolina Department of Transportation (NCDOT), and Tennessee Department of Transportation (TDOT) on multiple permitting efforts ranging from bridge replacements to Environmental Impact Studies (EIS) for roadway developments. Mr. Burdette takes pride and specializes in utility scale solar development projects which have developed over 10,000 acres of land into sustainable green energy producing sites. Since 2018 He has held his FAA Part 107 Unmanned Aerial Systems (UAS) License. This has allowed him to use cutting edge software and hardware to create new methodologies for gathering data in the field.
Dylan Paul DeRouen
Wetland Professional in Training (WPIT) at Geosyntec Consultants in Baton Rouge, LAMr. DeRouen is a Wetland Professional in Training (WPIT) who specializes in botany and natural resources science. He received his B.S. in Biology at the University of Louisiana at Lafayette and his M.A. in Biology at Arkansas State University. Mr. Dilley has over 22 years’ experience as a field biologist, ecologist, and wetland scientist. He is an EPA-certified Level 3 Qualified Data Collector (QDC) for fish and habitat studies in Ohio, a Certified Senior Ecologist with the Ecological Society of America, and a Professional Wetland Scientist with the Society of Wetland Scientist. Mr. Dilley has conducted ecological surveys in over 11 states, at a variety of sites, including Department of Energy, NASA, and U.S. military facilities, landfills, and industrial sites.

He works throughout the U.S. Mr. Schweisberg is a Professional Wetland Scientist under the Professional Certification Program of the Society of Wetland Scientists. He is a retired federal wetlands ecologist and wildlife biologist who spent over 32 years with the U. S. Environmental Protection Agency at its headquarters office in Washington, D.C., and at the New England Region office in Boston. Mr. Schweisberg served as chief of the New England Region’s Wetlands Protection Program, as senior wetland ecologist, and on national work groups developing guidance and regulations on Clean Water Act jurisdiction, among other issues. He has testified before federal grand juries and has served several times as an expert witness in federal, state, and private litigation. Mr. Schweisberg has taught courses in wetland regulation, restoration, and creation; wetland ecology; and wetland identification and delineation for federal and state agencies, academic organizations, and environmental consultants. He received his degree in Wildlife Management from the University of Maine.

Geotechnical Structure Design Specialist at Gradelta EngineeringMr. Simpson founded Gradelta Engineering in 2020 with the intent to help clients better understand the combination of geotechnical and structural engineering that he has worked with for the past 20 years. He earned his B.S.C.E. and M.S.C.E. degrees from Georgia Institute of Technology. He currently provides engineering services to contractors and fellow engineers for earth structure pricing, along with the plans and calculations needed for construction. President of J.R. Meyer & Associates in Sugar Land, TXMr. Ray Meyer brings an extensive background of over 50 years in the field of Geotechnical Engineering, Construction Materials Engineering and Testing, and Forensic Investigations. His work is centered on challenges related to expansive and soft soils, soil-structure interactions, and the testing of construction materials for large, complex projects in the public and private sectors.
In his role as an Adjunct Professor in the College of Engineering at the University of Houston, Mr. Meyer instructs courses on Construction Materials Testing, and Soils Mechanics and Foundation Engineering. This teaching role has refined his ability to demystify complex engineering concepts for individuals with little to no technical background, making him adept at conveying ideas to non-engineers and those with non-engineering backgrounds.
Mr. Meyer’s career spans a wide range of civil engineering projects, where he has applied his geotechnical expertise to design and analyze structures such as bridges, waterfront structures, deep foundations (e.g., piles, auger cast piers), slabs, pavements, runways, channels, levees, and drainage systems. His work includes critical aspects of industrial paving, airport runways, side slope stability, groundwater drainage, and complex construction scenarios like cofferdams and wet wells and earth retaining structures.
Additionally, Mr. Meyer is highly experienced in geotechnical forensic investigations, which involve analyzing structure issues such as foundation failures, pavement distress, slope stability, bulkhead and pier performance, and site moisture problems. His forensic expertise also addresses issues stemming from soil movement due to environmental factors like drought and rainfall, underground utility failures, and interactions between foundations and site vegetation.
Throughout his career, Mr. Meyer has served as a subject matter expert in disputes regarding foundation and pavement performance, making him a valuable resource for understanding and resolving complex geotechnical issues in civil engineering projects.

Engineering Geology Program leader for the Oregon Department of Transportation (ODOT)Mr. Mohney is the Engineering Geology Program leader for the Oregon Department of Transportation (ODOT). The Engineering Geology Program at ODOT encompasses site characterization, subsurface exploration, slopes and embankments, geologic hazards, groundwater, geotechnical instrumentation, and planning and research activities. In this role, he also oversees the Unstable Slopes (landslide/ rockfall) Program for ODOT. He is a registered geologist and a certified engineering geologist in Oregon with over 30 years of experience in Oregon and the western states. Mr. Mohney has been the Engineering Geology Program leader since 2004. Prior to this, he had been a staff and project-level geologist for consulting firms and the mining industry as well as for ODOT. He is a graduate of the Geology Program at Portland State University. During his professional career, Mr. Mohney has been involved in the investigation, design, and construction of a wide range of challenging earthwork projects including high fills on soft ground, side slope embankments, and cut slopes in mixed-face conditions. Devani Jolman
Scientist/Ph.D. candidate - Old Dominion University, in Norfolk, VAMs. Jolman is a 3rd year Ecological Sciences PhD Candidate at Old Dominion University in Norfolk, Virginia. Her research focuses on understanding the ecological consequences of natural plant hybridization (crossing of two species) by studying wild hybrid blueberries across Virginia. Ms. Jolman research relies on the classification of plants to identify hybrids and their parent species; she uses genetics, plant traits, and pollinator interactions to explore the impact of hybrid plants. With the presence of hybrid plants increasing due to climate change, this work is increasingly relevant for conservation, management, and restoration purposes. In 2018, Ms. Jolman received a Bachelor of Science in Biology from Calvin University in Michigan; her undergraduate research worked to inventory the flora of West Michigan, relying heavily on plant identification in the field. During this time, Ms. Jolman also worked at a local Michigan Nature Center to develop educational programs for the county park. After graduation, She spent three years in Vermont as a Park Interpreter and Park Manager for Vermont State Parks, planning and facilitating ecological park programs for a diverse array of park patrons while managing park operations. Along with pursuing her PhD in Virginia, Ms. Jolman currently works with numerous organizations (Norfolk Botanical Gardens, schools, retirement groups, Master Naturalists, local non-profits, Botanical Society of America’s Planting Science, etc.) to provide plant-focused educational programs to the public. She believes strongly in the equitable communication of science and strives to continually bridge the gap between academic research and the public through education.
Jarmila PItterman, Ph.D.
Professor of Biology with the University of California, Santa CruzMs. Pitterman, Ph.D., is a Professor in the Department of Ecology and Evolutionary Biology at UC Santa Cruz. Dr. Pitterman enjoys mentoring students with a broad interest in plant physiology, evolution and structure and function. Her research involves a combination of field campaigns (collecting samples, using instruments to assess water potential, photosynthesis etc.), hydraulic measures, anatomy, and some degree of stable isotopes. Dr. Pitterman earned her MSc from the University of Toronto and her Ph.D. from the University of Utah.
Tristram G. Seidler, Ph.D.
Extension Assistant Professor of Biology with the University of Massachusetts AmherstMr. Seidler was trained in plant ecology at the University of California Santa Cruz, and obtained his PhD at Harvard University, where he studied the spatial distribution of tropical trees in the ultra-diverse rainforest of Malaysia. He continued with a post-doc at Imperial College of London’s Centre for Population Biology, where he studied invasive plants in the herbaceous community of Argentina’s flooding pampas. After returning to the US, he took a job with Native Plant Trust, a not-for-profit organization that monitors rare plants in New England, among other activities. While there, he ran the Royal Kew Garden’s Millennium Seed Bank’s Northeast US seed banking program, and built a seed bank for the seeds of rare and endangered plants for Native Plant Trust. In 2013 he took a faculty position at the University of Massachusetts Amherst, where he is Curator of the University of Massachusetts Herbarium, a medium-sized herbarium of 250,000 specimens, and teaches courses in botany and ecology.

He has been involved in the design of over 4000 residential single-family house lots many of which were open space or cluster developments, thousands of condominium units, and over 3 million square feet of commercial/ industrial/institutional space. He has advised MassDEP in numerous task forces and committees including as a present full member of the Stormwater Advisory Committee and on the Title 5, Septic System Stakeholders Group. He is currently the past president, past treasurer and member of the Board of Directors for HBRAM (the Massachusetts Homebuilders Association), past president of NEBA, and a national delegate of the National Association of Home Builders (NAHB) based in Washington, DC. In 2024 Mr Brem was appointed by Massachusetts Governor Maura Healey to serve on the prestigious “Unlocking Housing Production Commission” to advise the Governor and the Secretary of Housing and Livable Communities on strategies and recommendations to create over 230,000 new residential units in Massachusetts over the next 10 years. He is a proud 35+ year member of the Westford Rotary Club. He has co-authored, with Harvard Law School Professors Joseph William Singer and Brandon Storm, a legal case study on real estate development entitled the “Case of the Interfaith Neighbors”, July 2016 (PSW021-SM01). In addition to engineering, Mr. Brem has been a land developer and homebuilder recently constructing 25 residential homes in the metrowest area of Massachusetts. Pavements Engineer at California Nevada Cement Association in Chico, CAMr. Slocum joined CNCA as the Northern California/Northern Nevada pavements engineer in January 2014 before being promoted to Director of Engineering in 2020. He provides technical expertise, education, concrete resources, and several other services to municipalities, engineers, and developers to advance the understanding and use of cementitious roadway solutions for streets, highways, and parking areas. Mr. Slocum specializes in conventional concrete, full-depth reclamation, roller compacted concrete, concrete overlays, and pervious concrete, but is knowledgeable on most cement-related applications. He is the Past President of the American Concrete Institute (ACI NCAWNV Chapter) and ASCE Feather River Branch and is active in other local societies including APWA, SNCA, and others.

Professor in the Water Resources Group of the Department of Civil and Environmental Engineering at Auburn University.Dr. Vasconcelos obtained his BS degree in Civil Engineering (1995) and his MS degree in Environmental Technology and Water Resources (2000) at the University of Brasilia, Brazil. His PhD degree was obtained in 2005 at the University of Michigan, Ann Arbor. In the past he held a professor appointment at the University of Brasilia (2006-2009), and prior to this was an employee in the area of water resources at the waterworks authority in Brasilia (CAESB, 1999-2006), and prior to that at Brazil Federal District’s urban infrastructure company (NOVACAP, 1996-1999). His research interests include unsteady/multiphase flows, urban water infrastructure, headwater watersheds, interactions between surface water, and groundwater flows. Applications of his research include understanding operational issues and behavior of hydraulic systems in extreme flow conditions, often caused by extreme rainfall and urbanization. Dr. Vasconcelos techniques includes on laboratory investigations, numerical modeling development and field work research. He serves as an associate editor of the ASCE Journal of Hydraulic Engineering, MDPI Water and CHI Journal of Water Management Modeling. Dr. Vasconcelos also serves as chair of the ASCE-EWRI Two-phase Flows in Urban Water Systems, and past chair for Hydraulic Structures Committee. He serves as reviewer for various journals in the area of hydraulics, fluid mechanics, and water resources. As a consultant, he has contributed toward the design of several hydraulic systems, including the Washington DC Anacostia Tunnel and London’s Thames Tidewater Tunnel. Dr. Vasconcelos published 58 articles in peer-reviewed journals, 16 chapters in peer-reviewed books and monographs, over 70 papers in international conferences and meetings, among other types of creative production. He advised five PhD Students, 22 MS students, and served in various graduate students committees. During his career, Dr. Vasconcelos was the recipient of the 2022 Outstanding Associate Editor Award, by the Environmental and Water Resources Institute, American Society of Civil Engineers; the 2018 Telford Premium by the Institution of Civil Engineers, UK; and the 2014 James M. Robbins National Excellence in Teaching Award by Chi Epsilon, among other distinctions. He serves as one of the advisors for the Auburn University student chapter of Engineers Without Borders, having developed drinking water systems in Rwanda and Guatemala.

Senior Project Manager at Horner & Shifrin, Inc.Mr. Rovak is a professional engineer and certified floodplain manager with over 40 years of experience in all aspects of floodplain management. His work requires understanding of FEMA regulations and interpretation of FEMA Flood Maps (FIRMs) and Flood Insurance Studies (FIS). Mr. Rovak has extensive experience in Letters of Map Changes (LOMCs), particularly Letters of Map Revisions (LOMRs), which have ranged from single reaches along a channel to large areas affecting many map panels. Related studies have ensured that infrastructure improvements such as bridges or docking facilities would not cause increase in flood heights (“no-rise” studies).

Dr. Deverel has more than 40 years of hydrologic problem-solving experience in California and throughout the western United States. After completing a doctorate at the University of California at Davis in 1983, Dr. Deverel worked as a Researcher at the US Geological Survey until 1991. From 1991 to 1994, he served as the Assistant District Chief for the US Geological Survey California District, overseeing data collection and research for northern California. Pinar Balci, Ph.D.
WSP USA, Senior Vice President, NYC Water/Deputy East Water LeadDr. Balci is accomplished in successfully developing and delivering large climate resiliency and sustainability projects. At the South Florida Water Management District, she managed Federal and State Policy and Permitting Division to achieve goals of Everglades Restoration. At NYC DEP, she led the nations’ largest green infrastructure and innovative cloudburst management program with a budget to reduce combined sewer overflows and improve water quality in New York Harbor while providing flood mitigation benefits and resiliency in environmental justice communities. Notably, she led the Tibbets Brooks Daylighting and Greenway project in the Bronx and developed NYC’s first wastewater resiliency plan. In addition, Dr. Balci worked as the NYC interagency lead to manage NYC’s Stormwater Management Program Plan under the Phase 1 MS4 permit covering 14 city agencies and led the permit negotiations with the State and EPA. Currently, Currently, she is senior vice president at WSP USA working on multiple mid to large-scale drainage and resiliency projects. She is a doctoral faculty member at CUNY Graduate School and teaches classes on climate resiliency and integrated water systems management.
Michael Fortuna
New York Area Sales Manager for ACO, Inc., in Mentor, OHMr. Fortuna’s nearly 50 years’ experience in the construction industry brings extensive and diverse knowledge of many facets of commercial and residential construction. A fourth generation home builder and land developer, Mr. Fortuna designed homes that work in unison with the land, creating ecologically friendly designs which focus on energy efficient homes and environmentally friendly landscapes. Head of R&D, Climate and Sustainability Department of Urban Development and Climate Adaptation WSP-DenmarkSince 1997, Mr. Gabriel has worked as a consultant in a Danish company that later became part of WSP – He is responsible for development within climate adaptation and sustainability and has had a central role in the development of the Danish approach to holistic climate adaptation. Dr. Franco Montalto, PhD, PE
Professor of Civil, Architectural and Environmental Engineering at Drexel UniversityDr. Montalto is a civil engineer interested in the development of ecologically, economically, and socially sensible solutions to urban environmental problems, with a focus on sustainable water resources engineering and climate change. His 25 years of experience have included research and design of a variety of nature-based solutions involving ecological restoration of degraded landscapes, the use of constructed wetlands for wastewater and stormwater treatment, as well as work with “green infrastructure” and “low impact development” technologies as a means of managing urban runoff, while promoting urban sustainability and resilience. Dr. Montalto is currently a professor at Drexel University, where he directs the Sustainable Water Resource Engineering Lab. He is the founder and president of eDesign Dynamics LLC, an environmental consulting firm based in New York City, with an international portfolio of projects. Dr. Montalto also serves as the director of the North American Hub of the Urban Climate Change Research Network (UCCRN) and in June of 2020 was appointed by Mayor Bill de Blasio to serve as a member of the 4th New York City Panel on climate change. Previously, he served as a research fellow at The Earth Institute at Columbia University, and a Fulbright Scholar in Venice, Italy. His degrees are from the Cooper Union for the Advancement of Science and Art and Cornell University.
