Fairfield and Woods, P.C.Bettencourt, director at Fairfield & Woods, P.C., is an environmental, public land use, and natural resources attorney with over a decade of experience working on federal and state land issues in various states including in Colorado, Wyoming, North Dakota, Arizona, and Utah. She works with local governments, grazing associations, ranchers, and natural resource producers early on in the federal land use planning, permit, or project approval process to ensure clients’ interests are protected, they are building an appropriate administrative record for appeal, and that they are working cooperatively with the federal and state agencies involved in the decision-making process. She works closely with her clients to find legal, political, and practical solutions. This also includes advising clients and helping them obtain the necessary permits to graze livestock on federal land, to gain access to and across federal land, and for other special uses on federal land. When necessary, Ms. Bettencourt handles the related environmental and land use litigation involving the National Environmental Policy Act (NEPA), the Federal Land Policy and Management Act (FLPMA), the Endangered Species Act, the Clean Water Act (CWA), the Wild Free-Roaming Horses and Burros Act, the Wilderness Act, and the Mineral Leasing Act. She also has experience with Quiet Title Act litigation against the United States over title disputes to County roads, R.S. 2477 rights-of-way, and mineral and royalty interest on and across federal land.
Liberty Blain
Water Scientist at Western Research & Development Ltd.Liberty Blain is a water scientist and Land Survey Intern for Y2 Consultants with a specialty in water rights. She has over 20 years of experience working on water resource issues in Wyoming. Ms. Blain spent over a decade with the Laramie County Conservation District monitoring water quality in local streams and engaging stakeholders in watershed planning efforts. She spent several years in the Ground Water Division of the Wyoming State Engineer’s Office processing and maintaining water rights records throughout the state. Ms. Blain served as the primary contact for permitting questions related to groundwater supplies for the oil/gas industry as well as ranching operations. In recent years, her focus has been on the land surveying profession to complement her water resources career.
Christopher M. Brown
Attorney at the Office of Attorney General, Water & Nat. Res. Div.Christopher M. Brown is a Senior Assistant Attorney General with the Wyoming Attorney General’s Office and supervisor of its Water Section. Before joining the Attorney General’s Office in 2011, Mr. Brown was a partner in a private Wyoming law firm. Attorneys within the Water Section represent the Wyoming State Engineer’s Office, the Wyoming Board of Control, and several divisions of the Wyoming Department of Environmental Quality. Mr. Brown provides day-to-day advice and representation to the Wyoming State Engineer’s Office on all Wyoming water matters and national water issues affecting Wyoming. He provides the primary legal representation to the state on all interstate river compacts and decrees and was part of the litigation team which defended Wyoming in the United States Supreme Court original action, Montana v. Wyoming. Mr. Brown is a member of the Western States Water Council and Chair of its Legal Committee. He is also a member the Upper Colorado River Commission’s legal committee.
Kendra A. Morrison, MS, REHS/RS
Environmental Scientist at U.S. EPA Region 8Kendra A. Morrison, ensures the safety of Wyoming and Tribal public water supplies by implementing regulations for inorganic and organic chemical monitoring. She also serves as a regional coordinator for unregulated contaminant monitoring to collect occurrence data to support EPA’s decision-making processes about what contaminants to regulate in drinking water. Kendra has 29 years of professional experience serving in local, state, and federal government. Prior to joining the Safe Drinking Water Branch in 2013, Kendra worked for Region 8’s Air Program and Solid and Hazardous Waste Programs where she focused on solid waste combustion, hazardous waste minimization, hazardous waste site cleanup, resource conservation, sustainable materials management, industrial materials recycling, leaking underground storage tanks, and the regulation of fly ash disposal from coal-fired power plants. Kendra has a bachelor’s degree in Environmental Health from Colorado State University, and a master’s degree in Environmental Sciences with a concentration in Environmental and Civil Engineering from the University of Colorado Denver. Her graduate work focused on multi-media contaminant fate and transport.
Scott Olson

ATA develops and delivers health, safety and environmental training programs both in person and online. He is an authorized OSHA instructor and teaches storm water management certification programs across the western United States. He chaired the Environmental & Safety Technology Department at Red Rocks Community College (RRCC) and Directed the Colorado Environmental Training Center. Kelly Shaw
Attorney at Koch Law P.C.Kelly Shaw’s practice focuses on civil litigation, appeals, and environmental and natural resource issues. Before joining Koch Law P.C., Kelly worked for the Wyoming Attorney General’s Office; she advised the Department of Environmental Quality’s Water Quality Division and Uranium Recovery Program on day-to-day legal issues including permitting, rulemaking, and enforcement. Author of The Professional Amenity Plant Appraisal HandbookIn the late 1970’s and early 1980’s, Mr. Shaw grew up in the sleepy little Appalachian town of Bristol, Tennessee, a small city that rests on the boundary between the two states of Tennessee and Virginia. Upon graduation from Bristol Tennessee High School, he enlisted in the United States Navy where he served as ships baker aboard the USS Shark (a fast attack submarine) for four years. When his enlistment came to an end, he took a job selling lawn care service to residential owners in Milwaukee, Wisconsin, and later, moved to Knoxville, Tennessee where he worked as general manager of a landscape contracting company while attending the University of Tennessee for Ornamental Horticulture and Landscape Design. Eventually, Mr. Shaw took over as president of a wholesale tree care supply business and built the company from $70,000 in sales to over $1.2 million in just seven years. During that time, he married his wife Kristin and they had two children together. With encouragement from Kristin he also developed an interest in arboricultural consulting, and on May 11th, 1999, he became the first American Society of Consulting Arborist (ASCA) member in Middle Tennessee. From 1998 to 2003, he also served on the Tennessee Urban Forestry Council. Mr. Shaw has since consulted with private landowners, insurance companies, attorneys, tree companies, cooperative extension service agents, country clubs, state urban forestry organizations, universities, and colleges. He has worked on some of the most challenging, difficult, and highest profile cases across the United States. Mr. Shaw is a registered consulting arborist, a board-certified master arborist and one of only a handful of arborists worldwide who consult full-time. He is a UAS pilot, a real estate appraiser and he brings a broad range of skills from a variety of scientific and professional disciplines. An autodidact, Mr. Shaw brings a unique perspective and a talent for learning to any project. He has developed authoritative expertise to create a greater understanding in tree related matters.

He has a wide background in pavement research, management, and design. He has completed research projects for the Michigan Department of Transportation (MDOT) and the Federal Highway Administration (FHWA) involving pavement design, material characterization, maintenance, and management. He has participated in and led numerous projects which have included pavement surface and structural evaluations, geotechnical explorations, subsurface utility engineering (SUE), and transportation utility coordination. Dr. Dawson’s geotechnical design experience includes earth retention, embankment, road sign and signal, ITS structure, bridge, and other deep and shallow foundations using LRFD and other techniques. He has also led several geophysical investigations to locate buried structures/utilities and subsurface voids.

Associate Researcher at the National Research Council Canada’s Construction Research CentreDr. Shafiee has several years of R&D experience in transportation geotechnics, pavement mechanics and highway construction materials. Since 2012, he has contributed to more than 27 journal publications and conference proceedings and led and collaborated with different teams on major high-impact projects in climate resilient pavements and sustainable materials. Rick Eilertson, PE, ENV SP
AECOMMr. Eilertson earned his bachelor of science degree from UW-Madison in Civil & Environmental Engineering in 1993 and has worked in the municipal engineering field since 1990. Mr. Eilertson’s early interest in community involvement and environmental issues began in 1972 when, as a child, he helped his parents (Orie & Kit) create a recycling drop off program through their church in the Village of Mukwonago. Mr. Eilertson absorbed much of his interest in environmental conscience and responsibility through his parents and grandparents as he grew up on a Sand County Farm in Wisconsin, practicing first hand Aldo Leopold’s land ethic of striving to live on a piece of land without spoiling it. Above and beyond the day-to-day activities that go along with his current and past civil and environmental engineering roles, Mr. Eilertson spends many of his nights and weekends hosting educational events including waterway cleanups, paddling events, watershed tours, as well as electronics recycling and shred-day events. He is a Director of the American Public Works Association – Wisconsin Chapter (APWA WI) and has chaired APWA WI’s Water Resources Committee and Solid Waste Committee. He serves as the Wisconsin Chapter’s liaison to APWA’s Center for Sustainability (C4S) and is currently chair of APWA WI’s Sustainability Committee.
Mr. Eilertson’s greatest pleasure and source of pride is his wife, Yenti, with whom he’s been happily married since 1995. They have two boys, Erik (22) and Evan (13), who excel in finding “teachable moments” for Mr. Eilertson to continue learning from nature and helping others to share his vision of people working together for healthy generations to come. Past awards that Mr. Eilertson is especially proud of are the 2013 APWA National Community Involvement Award and 2015 Rock River Protector Award.
Mr. Eilertson has increasingly enjoyed being able to spend time and energy volunteering for various non-profit groups that align with his vision for a healthy community. They include: Powered Up Baraboo, Baraboo Kiwanis, Baraboo Rotary, Friends of the Baraboo River, Foundation for Dane County Parks and last, but not least Friends of Pheasant Branch Conservancy.
Charles E. Nahn III, PE
Nahn and AssociatesMr. Nahn has over 39 years of engineering experience in water resource and municipal engineering projects. He has managed storm water projects ranging from large municipal storm water master plans to preparing storm water plans and specifications for residential and commercial developments. He supervised storm water permit applications and pollution prevention plans for hundreds of industrial and municipal clients. Flood control experience includes hydraulic and hydrologic analysis for bridge sizing, bridge backwater, flood flow determination, FEMA map revision and modification, hydrologic data collection and plan preparation. He has designed numerous detention basins to attenuate peak flows, infiltrate storm water, reduce stormwater temperature and improve water quality.
William J. Nelson
Attorney at Godfrey & Kahn, SCBill Nelson is an attorney in Godfrey & Kahn’s Environmental and Energy Strategies Practice Group. Bill’s practice focuses on assisting commercial, industrial and municipal clients on a wide range of environmental and energy issues, including complex remediation matters, interfacing with state and federal environmental agencies, redevelopment of Brownfield properties, stormwater and wastewater permitting and enforcement defense matters, and renewable energy development projects.
Prior to joining Godfrey & Kahn, Bill was an attorney with the Wisconsin Department of Natural Resources. He served as primary legal counsel to the Remediation and Redevelopment Program, including legal aspects pertaining to the WDNR’s development and implementation of policies and regulations pertaining to Per- and Polyfluoroalkylated Substances (PFAS), contaminated sediment cleanups and pertaining to the administration of the Wisconsin Voluntary Liability Exemption Program.
Drew Rakers, EIT
Sand County Environmental, Inc.Drew is from Elm Grove, Wisconsin, but currently lives in Rhinelander, Wisconsin with his wife, Ellen. He is an environmental engineer with Sand County Environmental, Inc. After graduating from the University of Wisconsin-Platteville with a bachelor’s degree in Environmental Engineering, he wished to pursue a career in unconventional applications in his field. The areas of phytoremediation and constructed wetlands for wastewater treatment drew him to Sand County Environmental.
At Sand County Environmental, Drew has been involved in a multitude of projects spanning several applications of environmental engineering, including phytoremediation, constructed wetlands for wastewater treatment, environmental repair and monitoring, solid waste, and, most applicably, stormwater management. Taking on stormwater projects in both solid waste and commercial applications with this unique perspective has allowed Drew to navigate the waters of stormwater management early on in his career.
Drew is currently a member of the parish council and is a catechist at Nativity of Our Lord Catholic Church in Rhinelander, is an Eagle Scout, and was an academic all-American as a football player while at the University of Wisconsin-Platteville.
Bart Sexton
Sand County Environmental, Inc.Bart is from Appleton, Wisconsin and for the past 30 years been privileged to have lived in Rhinelander. He is married to Adair, a now retired instrumental music teacher and they have two adult daughters who live in Altoona, WI and Bloomington, MN.
Bart served a total of 21 years, combined, in the U.S. Army and Wisconsin National Guard. His work experience also includes 16 years overseeing a County Solid Waste Department with landfilling, transfer, recycling, composting and hazardous waste operations; adjunct instructor in Soil Science at Nicolet College; and, 14 years as an environmental consultant working in environmental investigations/remediation; wastewater treatment; landfill monitoring; phytoremediation; and stormwater. He most enjoys developing ways to use plants to treat groundwater, soil, stormwater and/or wastewater effluent.
Bart has been a lay leader of the Rhinelander United Church of Christ; is a Past Master of the Rhinelander Masonic Lodge; and, worked actively in the Rhinelander Soccer Club during development of their field complex.
Kristy Treichel, PE
Civil/Municipal Engineer at KL Engineering, Inc.Kristy Treichel earned her Bachelor’s degree in Environmental Engineering UW-Platteville in 2003 and has worked in the municipal engineering field ever since.
Kristy started at KL Engineering in February 2023 as a Project Leader in their Infrastructure Services group. She will be managing projects and focusing on storm water in her new role.
Prior to that Kristy worked with Ayres as a Project Manager in their municipal group for 5 years. There she managed projects for municipal clients as well as building projects with architecture groups and the State of Wisconsin. She was the group’s specification and storm water specialist. She designed storm water management systems, wrote SWPPS and performed quality assurance for storm water on most Ayres municipal projects.
Kristy spent the first 12 years of her career working as a Storm Water Engineer for the City of River Falls. Here she ran the City’s MS4 program, oversaw a stream monitoring program, reviewed plans and spent time overseeing construction projects. She also worked in Facilities for UW-River Falls.

Sam Bandimere
International Field Grouting ConsultantMr. Bandimere has more than 40 years of field and management experience for geotechnical grouting and associated-specialty drilling projects. In 1975, Mr. Bandimere founded a specialty grouting company which became instrumental in the development of the Compaction Grouting’s Denver System. In 1996, Mr. Bandimere sold his grouting company and became a specialty international field grouting consultant. His establishment of the field demos for the Fundamentals of Grouting Course facilitated numerous technical papers and the advancement of compaction grouting and permeation grouting applications. In 2016, Mr. Bandimere was chosen to be chairman of the ASCE Geo-Institute’s Committee, charged with the update to the Compaction Grouting Consensus Guide. Mr. Bandimere was one of the founding members of the International Concrete Repair Institute (ICRI), a former member of the ACI Grouting Committee 552, and since 1985 has been an active member of the ASCE Grouting Committee. In January of 2023 Mr. Bandimere was inducted into the ASCE/DFI “Grouting Greats” Hall of Fame.

William "Bill" Nechamen, CFM
Principal and Owner of Nechamen Consulting, LLCMr. Nechamen was the Floodplain Coordinator for the State of New York Department of Environmental Conservation for 21 years. During that period, he helped to promote higher floodplain standards in New York, including enacting a two foot “freeboard” requirement in New York’s building code, saving property owners millions of dollars in flood losses and flood insurance premiums.
One of the founders of the New York State Floodplain and Stormwater Managers Association (NYSFSMA), a professional association with over 600 active members, He was their first Chair and currently serves the Association as its treasurer.
Mr. Nechamen has been a Board member of the Association of State Floodplain Managers (ASFPM) at various times for 13 years. ASFPM represents over 15,000 professionals across the United States and internationally and is a key national voice in policies designed to reduce flood risk while preserving the natural and beneficial functions of floodplains. He served as chair (2013-2015), vice-chair (2011-2013) and treasurer (2008-2010) and is currently co-chair of the Floodplain Regulations Committee. Mr. Nechamen has received the ASFPM Meritorious Lifetime Achievement in Floodplain Management Award.
In his capacity as Floodplain Coordinator, he has led workshops and training sessions on the National Flood Insurance Program (NFIP), floodplain management and regulations, understanding and interpreting flood maps, flood insurance and the Community Rating System.

Technical Bat Lead and Project Manager at EnviroScience, Inc.Mary Gilmore is a senior-level Bat Biologist and Project Manager who has been a member of the EnviroScience team since 2015. Ms. Gilmore manages and implements threatened and endangered bat projects and assists clients with Section 7 Consultation. She has over 15 years of experience conducting both regulatory and inventory bat surveys throughout the eastern half of the U.S. She holds a B.S. in Forestry and Wildlife Management from The Ohio State University. At EnviroScience, Ms. Gilmore assists clients with state and federal consultation for threatened and endangered species, botanical surveys, and wetland delineations. Dr. Fairfax double majored in Chemistry and Physics as an undergraduate at Carleton College, then went on to earn a PhD in Geological Sciences with an emphasis in Hydrologic Sciences from the University of Colorado Boulder. Principal and Owner of Nechamen Consulting, LLCMr. Nechamen was the Floodplain Coordinator for the State of New York Department of Environmental Conservation for 21 years. During that period, he helped to promote higher floodplain standards in New York, including enacting a two foot “freeboard” requirement in New York’s building code, saving property owners millions of dollars in flood losses and flood insurance premiums.
One of the founders of the New York State Floodplain and Stormwater Managers Association (NYSFSMA), a professional association with over 600 active members, He was their first Chair and currently serves the Association as its treasurer.
Mr. Nechamen has been a Board member of the Association of State Floodplain Managers (ASFPM) at various times for 13 years. ASFPM represents over 15,000 professionals across the United States and internationally and is a key national voice in policies designed to reduce flood risk while preserving the natural and beneficial functions of floodplains. He served as chair (2013-2015), vice-chair (2011-2013) and treasurer (2008-2010) and is currently co-chair of the Floodplain Regulations Committee. Mr. Estrada is a graduate of the University of Texas at Austin, School of Engineering. For over 30 years, he has been involved in both the engineering and construction industries in the implementation of soil stabilization and asphalt recycling engineering strategies.
Clay Slocum
Pavements Engineer at California Nevada Cement Association in Chico, CAMr. Slocum joined CNCA as the Northern California/Northern Nevada pavements engineer in January 2014 before being promoted to Director of Engineering in 2020. He provides technical expertise, education, concrete resources, and several other services to municipalities, engineers, and developers to advance the understanding and use of cementitious roadway solutions for streets, highways, and parking areas. Mr. Slocum specializes in conventional concrete, full-depth reclamation, roller compacted concrete, concrete overlays, and pervious concrete, but is knowledgeable on most cement-related applications. He is the Past President of the American Concrete Institute (ACI NCAWNV Chapter) and ASCE Feather River Branch and is active in other local societies including APWA, SNCA, and others.
Prior to joining CNCA, Mr. Slocum worked as a geotechnical consulting engineer in Walnut Creek, California. He graduated from UC Berkeley with a Master’s degree in Civil Engineering after completing undergraduate courses at University of the Pacific (Bachelor’s degree in Civil Engineering and a minor in Engineering Management). Mr. Slocum is a licensed civil engineer in the states of California and Nevada.

Author of The Professional Amenity Plant Appraisal HandbookIn the late 1970’s and early 1980’s, Mr. Shaw grew up in the sleepy little Appalachian town of Bristol, Tennessee, a small city that rests on the boundary between the two states of Tennessee and Virginia. Upon graduation from Bristol Tennessee High School, he enlisted in the United States Navy where he served as ships baker aboard the USS Shark (a fast attack submarine) for four years. When his enlistment came to an end, he took a job selling lawn care service to residential owners in Milwaukee, Wisconsin, and later, moved to Knoxville, Tennessee where he worked as general manager of a landscape contracting company while attending the University of Tennessee for Ornamental Horticulture and Landscape Design. Eventually, Mr. Shaw took over as president of a wholesale tree care supply business and built the company from $70,000 in sales to over $1.2 million in just seven years. During that time, he married his wife Kristin and they had two children together. With encouragement from Kristin he also developed an interest in arboricultural consulting, and on May 11th, 1999, he became the first American Society of Consulting Arborist (ASCA) member in Middle Tennessee. From 1998 to 2003, he also served on the Tennessee Urban Forestry Council. Mr. Shaw has since consulted with private landowners, insurance companies, attorneys, tree companies, cooperative extension service agents, country clubs, state urban forestry organizations, universities, and colleges. He has worked on some of the most challenging, difficult, and highest profile cases across the United States. Mr. Shaw is a registered consulting arborist, a board-certified master arborist and one of only a handful of arborists worldwide who consult full-time. He is a UAS pilot, a real estate appraiser and he brings a broad range of skills from a variety of scientific and professional disciplines. An autodidact, Mr. Shaw brings a unique perspective and a talent for learning to any project. He has developed authoritative expertise to create a greater understanding in tree related matters.
