    Dr. Tim Carruthers is the Director of Coastal Ecology at the Water Institute of the Gulf. He has a strong international reputation from more than 20 years working in coastal ecology, focusing on human impacts and management. His work has focused on assessing and leveraging ecosystem conditions to enhance adaptation to coastal change. He brings specific experience in developing ecosystem health indicators and solving problems by focusing on systems analysis. Before joining The Water Institute of the Gulf, Dr. Carruthers worked for the Secretariat of the Pacific Regional Environment Programme, as the Coastal and Marine Advisor, based in Samoa, providing marine management support to 21 Pacific Island countries and territories. A large component of this work was developing and implementing approaches for preservation or restoration of natural ecosystems to increase resilience of vulnerable coastal communities. Dr. Carruthers has developed approaches to ecosystem condition assessment, and global syntheses of seagrass trends and processes. Synthesizing knowledge for communication to broad audiences, including coastal citizens, policy-makers and scientific colleagues, has been an ongoing focus throughout his career. Currently, Dr. Carruthers is leading the Coastal Ecology Program in projects supporting integration of physical and ecosystem models, assessing and quantifying ecosystem function of submerged and emergent coastal habitats, and linking ecosystem functions to community needs and uses of ecosystem services.

    Hunter Guidry

    Coastal Environments, Incorporated

    Mr. Guidry has 25 years of experience as an environmental scientist, 20 years of which he served as a project manager in multi-discipline environmental settings. He is currently the director for the Applied Science and Planning Division at Coastal Environments, Inc., working on project development and also client liaison, field lead on vegetative monitoring projects, and director of all environmental programing. Mr. Guidry has training and expertise in conducting environmental site assessments – Phase I, Endangered Species Assessments, and wetland delineations following US Army Corps of Engineers criteria. He assists business, industry, private clients, and government entities in preparing permit applications and coordinating with regulatory agencies to assist in securing Section 404, 10, and 408 permits for commercial and residential development projects, energy and petroleum transmission line projects, legacy lawsuit ecological assessments, state roadway projects, and government funded wetland assessment projects as well as coastal restoration projects for state and federal agencies.

    Bill Sapp

    Senior Attorney at Southern Environmental Law Center (SELC) in Atlanta

    Bill Sapp focuses on protecting the swamps, tidal creeks, and salt marshes of the Georgia and Alabama coasts and leads SELC’s Georgia Coastal Initiative. He received his law degree from Harvard Law School and his Master of Law degree in Environmental Law from George Washington Law School (with highest honors). Before joining SELC, he served as an assistant regulatory attorney with the Chief Counsel’s office of the Army Corps in DC, clerked for Judge Edenfield in federal district court in Savannah, was an associate at Alston & Bird in Atlanta, and served as the lead wetlands attorney for Region 4 of the Environmental Protection Agency.

    Coastal Environments, Incorporated

    Mr. Wilson is a senior wildlife biologist/wetland ecologist with Coastal Environments, Inc., (CEI) in Baton Rouge, Louisiana. He has over 21 years of professional experience investigating the ecology of a wide variety of flora and fauna in the southeastern United States with experience in the areas of environmental compliance and biological investigations, primarily wildlife biology, ecology, botany, wetlands, and biological assessments. Additionally, he has been accepted by the court as an expert in the fields of biology, ecology and wetland delineation. Mr. Wilson’s project responsibilities and experience at CEI include remote sensing and image interpretation; jurisdictional wetland delineations and determinations; site assessments; oil spill assessment monitoring; environmental surveys/inspection/monitoring for pipelines; litigation support; wetland and wildlife management plans; habitat mapping; mitigation bank establishment and monitoring; water collection, soil and tissue samples for lab analysis; and surveys for protected species, migratory birds, wading bird rookeries, herpetofauna, mammals, mussels, and vegetation. Mr. Wilson’s projects have ranged from multi-state projects to small, site-specific areas. He has performed field surveys across the southeastern United States and trained and managed biological teams to complete complex jobs. His project experience has given Mr. Wilson insight into research methodology and ecology in the southeast.

    Mr. Mohney is the Engineering Geology Program leader for the Oregon Department of Transportation (ODOT). The Engineering Geology Program at ODOT encompasses site characterization, subsurface exploration, slopes and embankments, geologic hazards, groundwater, geotechnical instrumentation, and planning and research activities. In this role, he also oversees the Unstable Slopes (landslide/ rockfall) Program for ODOT. He is a registered geologist and a certified engineering geologist in Oregon with over 30 years of experience in Oregon and the western states. Mr. Mohney has been the Engineering Geology Program leader since 2004. Prior to this, he had been a staff and project-level geologist for consulting firms and the mining industry as well as for ODOT. He is a graduate of the Geology Program at Portland State University. During his professional career, Mr. Mohney has been involved in the investigation, design, and construction of a wide range of challenging earthwork projects including high fills on soft ground, side slope embankments, and cut slopes in mixed-face conditions. His other work includes landslide and rockfall mitigation, ground improvement, and dewatering.

    Author of The Professional Amenity Plant Appraisal Handbook

    In the late 1970’s and early 1980’s, Mr. Shaw grew up in the sleepy little Appalachian town of Bristol, Tennessee, a small city that rests on the boundary between the two states of Tennessee and Virginia. Upon graduation from Bristol Tennessee High School, he enlisted in the United States Navy where he served as ships baker aboard the USS Shark (a fast attack submarine) for four years. When his enlistment came to an end, he took a job selling lawn care service to residential owners in Milwaukee, Wisconsin, and later, moved to Knoxville, Tennessee where he worked as general manager of a landscape contracting company while attending the University of Tennessee for Ornamental Horticulture and Landscape Design. Eventually, Mr. Shaw took over as president of a wholesale tree care supply business and built the company from $70,000 in sales to over $1.2 million in just seven years. During that time, he married his wife Kristin and they had two children together. With encouragement from Kristin he also developed an interest in arboricultural consulting, and on May 11th, 1999, he became the first American Society of Consulting Arborist (ASCA) member in Middle Tennessee. From 1998 to 2003, he also served on the Tennessee Urban Forestry Council. Mr. Shaw has since consulted with private landowners, insurance companies, attorneys, tree companies, cooperative extension service agents, country clubs, state urban forestry organizations, universities, and colleges. He has worked on some of the most challenging, difficult, and highest profile cases across the United States. Mr. Shaw is a registered consulting arborist, a board-certified master arborist and one of only a handful of arborists worldwide who consult full-time. He is a UAS pilot, a real estate appraiser and he brings a broad range of skills from a variety of scientific and professional disciplines. An autodidact, Mr. Shaw brings a unique perspective and a talent for learning to any project. He has developed authoritative expertise to create a greater understanding in tree related matters.

    Venkatesh Merwade, Ph.D.

    Professor in the Lyles School of Civil Engineering at Purdue University

    Mr. Merwade he has been a professor in the Lyles School of Civil and Construction Engineering at Purdue University since 2006. During 2004 – 2006, he worked as worked as post-doctoral fellow at the Center for Research in Water Resources at the University of Texas at Austin. Dr. Merwade received his bachelor of Engineering degree in Environmental Engineering from Shivaji University, India, in 1997, his M.Sc. degree in Engineering Hydrology from University of Galway, Ireland, in 2000, and his Ph.D. degree in Civil Engineering from the University of Texas at Austin, in 2004. From 1997-1999, he worked as project engineer at Montgomery Watson (now part of Stantec) in Mumbai, India.

    His research and teaching interests include surface water hydrology with specific focus on flood modeling and mapping. Much of his work has been on improving the simulation of hydrologic processes for flood prediction by using geographic information systems (GIS), data-driven techniques and advances in cyberinfrastructure. He has authored more than 100 peer-reviewed journal articles and conference proceedings in the area of river channels, watershed hydrology and flood modeling.

    Some of his awards include the Education and Public Service Award (2025) from the Universities Council on Water Resources, the Education and Outreach Award (2024) from the Indiana Association for Floodplain and Stormwater Management, Best Technical Paper Award (2024) from ASCE’s Journal of Hydrologic Engineering, Outstanding Achievement Award (2018) from the Indiana Water Resources Association for work related to flood prediction and mapping for Indiana streams, and Excellence in GIS Award (2017) from Indiana Geographic Information Council for Soil-Based Floodplain Maps for Indiana.

    Dr. Merwade disseminates his educational material as online tutorials, modules and YouTube videos, which have been used/viewed by hundreds of thousands of students, faculty and working professionals around the world who want to learn about hydrology, GIS applications, and hydrologic modeling.

    Mr. Mohney is the Engineering Geology Program leader for the Oregon Department of Transportation (ODOT). The Engineering Geology Program at ODOT encompasses site characterization, subsurface exploration, slopes and embankments, geologic hazards, groundwater, geotechnical instrumentation, and planning and research activities. In this role, he also oversees the Unstable Slopes (landslide/ rockfall) Program for ODOT. He is a registered geologist and a certified engineering geologist in Oregon with over 30 years of experience in Oregon and the western states. Mr. Mohney has been the Engineering Geology Program leader since 2004. Prior to this, he had been a staff and project-level geologist for consulting firms and the mining industry as well as for ODOT. He is a graduate of the Geology Program at Portland State University. He is the past president, past treasurer and member of the Board of Directors for HBRAM (the Massachusetts Homebuilders Association), past president of Northeast Builders and Remodelers Association (NEBA), and a national delegate of the National Association of Home Builders (NAHB) based in Washington, DC. Mr. Trinkaus has written LID design manuals for the towns of Tolland, Plainville, Harwinton, Morris, and East Granby, Connecticut. He has designed many types of LID treatment systems for a variety of residential and commercial applications. Mr. Trinkaus is primary author of the EWRI Filter Strip/Bioswales Task Committee. Mr. Trinkaus is a licensed professional engineer in Connecticut and Maryland. He received a Bachelor of Science degree in Forest Management in 1980 from the University of New Hampshire.     Author of The Professional Amenity Plant Appraisal Handbook

    In the late 1970’s and early 1980’s, Mr. Shaw grew up in the sleepy little Appalachian town of Bristol, Tennessee, a small city that rests on the boundary between the two states of Tennessee and Virginia. Upon graduation from Bristol Tennessee High School, he enlisted in the United States Navy where he served as ships baker aboard the USS Shark (a fast attack submarine) for four years. When his enlistment came to an end, he took a job selling lawn care service to residential owners in Milwaukee, Wisconsin, and later, moved to Knoxville, Tennessee where he worked as general manager of a landscape contracting company while attending the University of Tennessee for Ornamental Horticulture and Landscape Design. Eventually, Mr. Shaw took over as president of a wholesale tree care supply business and built the company from $70,000 in sales to over $1.2 million in just seven years. During that time, he married his wife Kristin and they had two children together. With encouragement from Kristin he also developed an interest in arboricultural consulting, and on May 11th, 1999, he became the first American Society of Consulting Arborist (ASCA) member in Middle Tennessee. From 1998 to 2003, he also served on the Tennessee Urban Forestry Council. Mr. Shaw has since consulted with private landowners, insurance companies, attorneys, tree companies, cooperative extension service agents, country clubs, state urban forestry organizations, universities, and colleges. He has worked on some of the most challenging, difficult, and highest profile cases across the United States. Mr. Shaw is a registered consulting arborist, a board-certified master arborist and one of only a handful of arborists worldwide who consult full-time. He is a UAS pilot, a real estate appraiser and he brings a broad range of skills from a variety of scientific and professional disciplines. An autodidact, Mr. Shaw brings a unique perspective and a talent for learning to any project. He has developed authoritative expertise to create a greater understanding in tree related matters.

    Mr. Forrest joined the CNCA in 2015 and serves as the technical director.  Mr. Forrest’s function is to provide resources, recommendations, education, technical expertise, and other services to municipalities, engineers, project owners, developers, and contractors. His focus includes cement and concrete materials and applications for transportation, water conveyance, buildings, and other pieces of civil infrastructure.   

    Prior to his work with the CNCA, Mr. Forrest worked as a consulting materials engineer on numerous large Caltrans projects in Southern California, most recently on the Gerald Desmond Bridge replacement in Long Beach. Mr. Forrest graduated from The University of Arizona with a bachelor’s degree in Civil Engineering.     Mr. Halsted is responsible for increasing the paving market share for ready mixed concrete products through promotion, design, technical services, and construction activities at the local, regional, and state level. He has over 25 years of experience in the use of cement and concrete in the pavements and geotechnical industry. Mr. Halsted has knowledge of planning, design, materials testing, construction, and sustainability; has participated in numerous training and construction workshops involving state and provincial transportation agencies, public works departments, universities, material suppliers, and consulting firms; and has authored several publications related to cement and concrete construction. He currently serves as a voting member of several Transportation Research Board (TRB), American Concrete Institute (ACI), and ASTM International (ASTM) standing technical committees.     In the late 1970’s and early 1980’s, Mr. Shaw grew up in the sleepy little Appalachian town of Bristol, Tennessee, a small city that rests on the boundary between the two states of Tennessee and Virginia. Upon graduation from Bristol Tennessee High School, he enlisted in the United States Navy where he served as ships baker aboard the USS Shark (a fast attack submarine) for four years. When his enlistment came to an end, he took a job selling lawn care service to residential owners in Milwaukee, Wisconsin, and later, moved to Knoxville, Tennessee where he worked as general manager of a landscape contracting company while attending the University of Tennessee for Ornamental Horticulture and Landscape Design. Eventually, Mr. Shaw took over as president of a wholesale tree care supply business and built the company from $70,000 in sales to over $1.2 million in just seven years. During that time, he married his wife Kristin and they had two children together. With encouragement from Kristin he also developed an interest in arboricultural consulting, and on May 11th, 1999, he became the first American Society of Consulting Arborist (ASCA) member in Middle Tennessee. From 1998 to 2003, he also served on the Tennessee Urban Forestry Council. Mr. Shaw has since consulted with private landowners, insurance companies, attorneys, tree companies, cooperative extension service agents, country clubs, state urban forestry organizations, universities, and colleges. He has worked on some of the most challenging, difficult, and highest profile cases across the United States. Mr. Shaw is a registered consulting arborist, a board-certified master arborist and one of only a handful of arborists worldwide who consult full-time. He is a UAS pilot, a real estate appraiser and he brings a broad range of skills from a variety of scientific and professional disciplines. An autodidact, Mr. Shaw brings a unique perspective and a talent for learning to any project. He has developed authoritative expertise to create a greater understanding in tree related matters.
