Mr. Noviello is an Attorney-at-Law, a Professional Engineer, and a Land Surveyor who enjoys teaching. Ms. Pence was born and raised in Tulsa and chose to build her law practice in her home town. She has numerous and varied experiences in the legal field from working for multiple judges at the Tulsa County Courthouse prior to attending law school, to working in a medium-sized insurance defense firm, to striking out on her own in 2012 to form a small law firm. Mr. Ward began surveying with his father in 1972 and became the crew chief for an engineering boundary surveying firm in 1984. He was licensed in Colorado in 1989 and in Oklahoma in 2015. Mr. Ward was the lead surveyor for Glenwood Canyon “Hanging Lakes Tunnels”, and I-70 bridge, 1989. In 1990, he was elected Grand County Surveyor which is a role he still has today. He has worked as consultant to the Colorado State Board of Registration for Professional Engineers and Professional Land Surveyors, 1994 to 1998, and has testified to an administrative court judge on behalf of State Board of Registration in several court actions against land surveyors as an expert witness. In addition to this, as a County Surveyor, he was admitted as an expert witness and testified on behalf of Grand County in several lawsuits and admitted as an expert witness in several private surveyor lawsuits. Mr. Ward is currently member of National Society of Professional Surveyors (NSPS) Trig-Star Committee, and he has written all text and coordinated construction of four displays currently at the Four Corners Monument, which describes the history of the survey of the Four Corners Monument, the only place in the U.S. where four States meet, and also where two Indian Reservations meet. Mr. Warren was the recipient of “Key Governor” award for 2010, NSPS and is currently an instructor for PLSC’s “Refresher Course”.

Mr. Nechamen was the Floodplain Coordinator for the State of New York Department of Environmental Conservation for 21 years. During that period, he helped to promote higher floodplain standards in New York, including enacting a two foot “freeboard” requirement in New York’s building code, saving property owners millions of dollars in flood losses and flood insurance premiums. One of the founders of the New York State Floodplain and Stormwater Managers Association (NYSFSMA), a professional association with over 600 active members, He was their first Chair and currently serves the Association as its treasurer.

Mr. Nechamen has been a Board member of the Association of State Floodplain Managers (ASFPM) at various times for 13 years. ASFPM represents over 15,000 professionals across the United States and internationally and is a key national voice in policies designed to reduce flood risk while preserving the natural and beneficial functions of floodplains. He served as chair (2013-2015), vice-chair (2011-2013) and treasurer (2008-2010) and is currently co-chair of the Floodplain Regulations Committee. Mr. Savage is an adjunct professor at Cleveland State Community College where he teaches courses in boundary law, geodesy, GIS, and surveying fundamentals. Mr. Royle-Grimes has been at the forefront of applying drone technology in industries such as petroleum and power distribution since 2017. Ms. Karen Schuckman is the SME for Remote Sensing and Geospatial Services at RRC Companies, a recognized leader in the international renewable energy industry. She continues to serve as a part-time associate teaching professor of Geography at The Pennsylvania State University, where for 17 years she was the lead faculty for the Graduate Certificate in Remote Sensing and Earth Observation in the Online Geospatial Program. She also serves as the executive director of the American Society for Photogrammetry and Remote Sensing. Prior to her move to teaching, Ms. Schuckman was the geospatial technology leader at URS Corporation (now AECOM) from 2005-2006. From 1995-2005, she was with the EarthData group (now Fugro), where she held several positions including geospatial applications director for EarthData Solutions; senior vice president of EarthData Technologies; and president and general manager of EarthData International of North Carolina. Notable projects in her private sector career include leading the use of remotely sensing imagery in the Hurricane Katrina response, leading lidar acquisition for the first phase of the North Carolina Floodplain Mapping Program, numerous transportation mapping projects for state DOT’s, and technology demonstration projects for NOAA, NASA and the US Department of Transportation. Prior to joining the private sector, Ms. Schuckman worked for the USGS National Mapping Division, in Menlo Park, California. She is a former vice chair of the NOAA Advisory Committee on Commercial Remote Sensing (ACCRES) and a member of the National Research Council Committees on Floodplain Mapping Technologies and FEMA Flood Map Accuracy. She holds an MS degree in Geospatial Information Systems from The Pennsylvania State University, is an ASPRS Certified Photogrammetrist, ASPRS Certified Mapping Scientist – Lidar, and Professional Land Surveyor.

Mr. Bridges was previously an attorney at the Hughes & Hughes Law Firm, a business law firm in Arkadelphia. While in private practice, Mr. Bridges represented companies and professionals in the areas of energy and natural resources law, fire subrogation and arson litigation, business organizations, commercial transactions and litigation, title insurance claims and litigation, insurance defense and community practice. He has a B.A. degree, cum laude, from Lyon College, and a J.D. degree, magna cum laude, from the University of Arkansas School of Law.

Mr. Crawford was appointed dean of the UA Little Rock William H. Bowen School of Law in July 2023, having previously served as dean in law schools in Louisville, Kentucky and San Francisco, California. Prior to becoming an academic administrator, Dean Crawford was a tenured member of the faculty at Tulane University, where he served as the law school’s Robert C. Cudd Professor of Environmental Law. Before that he was, among other roles, a tenured member of the faculty at the Georgia State University College of Law, where he founded and co-directed the Center for the Comparative Study of Metropolitan Growth. Mr. Price is an experienced litigator and focuses his practice on civil litigation, representing clients in matters involving breach of contract, negligence, fraud, defamation, products liability, eminent domain, the Freedom of Information Act, the Administrative Procedures Act, and OSHA compliance. Mr. Price has extensive trial experience, including a defense verdict in a multimillion-dollar partnership dispute involving allegations of breach of contract, fiduciary duty, fraud, and conversion.

He has also served as lead counsel in numerous plaintiff-side cases, obtaining over $2 million in total judgments for clients in breach of contract, negligence, and unlawful detainer actions. In the area of eminent domain, Mr. Price represents both property owners and condemning authorities. His work includes successfully securing property for school expansions and achieving full-value awards for landowners in condemnation proceedings. In one case, a jury awarded nearly $100,000 to his client after a condemning authority refused compensation for a leasehold interest.

Beyond litigation, Mr. Price advocates for legislative change at the state and local levels. He drafted and helped pass Arkansas Code Annotated § 27-67-317, enabling property owners to recover costs and attorney’s fees in eminent domain actions. He has also contributed to legislation aimed at protecting minors, working in partnership with the Arkansas Bar Association and the state legislature. Mr. Price has further supported federal investigations involving financial misconduct, assisting agencies such as the FBI, Secret Service, and U.S. Attorney’s Office in the successful prosecution of corporate fraud.

Admitted to practice law in Arkansas in 2007, Mr. Price was also admitted to practice in the United States District Court for the Eastern and Western Districts of Arkansas and the United States Court of Appeals for the Eighth Circuit in 2007. Mr. Swaim has served as Executive Director of the Bayou Meto Water Management District since April of 2019. The district was formed in 1991 to provide irrigation water, flood control, and wildlife habitat to over 750,000 acres in Lonoke, Jefferson, Prairie, and Arkansas counties. The project involves multiple federal, state, local, and private partners, and is currently under construction. Prior to working for Bayou Meto, he had been chief of the Water Management Division of the Arkansas Natural Resources Commission since October of 2010. A major achievement during Mr. Swaim’s time in the job was involving over 1,000 citizens to update the Arkansas Water Plan. Since completing the plan update, implementation has included better water use reporting and data on groundwater use and availability, formulation of several watershed management plans to reduce nonpoint source pollution, creation of a statewide drought planning workgroup, and building better relationships between agencies and with the public.

Mr. Swaim was general counsel (2003 to 2010) and associate general counsel (1995 to 2001) for the Commission and an assistant attorney general (2001 to 2003). All three positions with the Natural Resources Commission included legal, data, policy, and programmatic support for the Bayou Meto project and its companion to the east, the Grand Prairie Area Demonstration Project. From 2001 to 2012, he served as a Judge Advocate officer in the US Army Reserve. He is also a member of the Plum Bayou Irrigation District board of directors. Plum Bayou distributes Arkansas River water to over 14,000 acres of farmland near England, Arkansas. Mr. Swaim is from England, Arkansas, in the Bayou Meto project area.  Mr. Burnside covers water rights and water quality as part of a broad-based environmental and natural resources law practice at Snell & Wilmer. Mr. Snow represents clients in Arizona and Utah on matters related to water rights, real property, and resource development. Mr. Fischer has over 30 years of experience in the survey field, performing a variety of survey types for residential, municipal, commercial, industrial and government agency clients. He has experience in survey instrumentation and computer aided drafting (CAD) programs, as well as office and survey programs such as Trimble Office, Carlson and Civil 3D. Management experience includes overseeing drafting and field crews, as well as a branch office for an Oil and Gas services firm in southeast Texas. Mr. Kent is in his 40th year with Schneider Geomatics in Indianapolis – having transitioned to part-time status in 2020. He also provides training, consulting and expert witness services as manager and owner of Meridian Land Consulting, LLC. He served as chair of the Joint ALTA/NSPS Committee responsible for the ALTA/NSPS Land Title Survey standards from 1995 to 2021. He has also served on the Indiana State Board of Registration for Professional Surveyors since 2004 and is a past-president of both ACSM and the Indiana Society of Professional Land Surveyors. Mr. Kent has presented programs on boundary law, easements and rights of way, surveying standards and practice, and leadership multiple times in all 50 states.

With over 50 years of expertise in water resources planning, flood studies, and stormwater modeling, Mr. Beyerlein co-founded Clear Creek Solutions after distinguished roles in the San Franciso Bay area and Snohomish County. As a senior hydrologic engineer, he played a key role in shaping Snohomish County’s surface water management program, excelling in watershed planning, monitoring, flood control, and compliance with water quality laws. A trailblazer in engineering, Mr. Beyerlein led the development of accurate tools for analyzing land development impacts on streams, earning his firm contracts for stormwater software in California, Oregon, and Washington. Having taught stormwater modeling to over 2000 professionals, he conducts workshops on HSPF theory and application. Licensed as a professional engineer in Washington and California, certified as a professional hydrologist, and a member of the American Academy of Water Resources Engineers, Mr. Beyerlein serves clients like the U.S. EPA and the Army Corps of Engineers. Noteworthy contributions include impactful stormwater papers such as “Why Standard Stormwater Mitigation Doesn’t Work” and “Dumbing Down Hydrology.”

Ms. Cronin has eighteen years of professional experience in water rights and policy, water transactions, river restoration and conservation program design, facilitation and implementation. Currently Ms. Cronin is leading a facilitated and technical process for implementation of the bi-state Walla Walla Basin strategic plan, designing a groundwater mitigation program in southern Idaho and drafting a basin wide drought plan. Before joining Fluent, she worked for the Washington Water Trust for more than a decade, working across Washington State to implement environmental water transactions and mitigation programs with particular emphasis in the Walla Walla Basin and Puget Sound Basins. Ms. Cronin has evaluated, designed and set-up water mitigation banks to meet instream and out of stream water needs in several watersheds in Washington and in central Arizona. She also co-teaches a graduate course at Oregon State University on environmental water transactions. Ms. Cronin holds a MS in Environmental Science and Policy with Distinction from Northern Arizona University and a BA in Biology and Environmental Studies from Whitman College. Ms. Frase’s practice focuses on representing individuals, businesses, and municipal governments throughout Washington State in matters involving the Model Toxics Control Act, Clean Water Act, Clean Air Act, as well as other federal and state environmental laws. Sara’s interests in environmental law have also naturally progressed into water systems and water rights matters for individuals, municipal governments, and port districts. Ms. Frase is also actively involved in crucial environmental litigation at both the trial and appellate court level. Ms. O’Brien is a water rights specialist with over 14 years of experience in water resource management, specializing in water banking and water rights permitting in Washington and Alaska. Previously based in Aspect’s Yakima, Washington, office, Ms. O’Brien moved to Anchorage, Alaska, to serve as a Water Rights Permitting Manager for the Alaska Department of Natural Resources. In Washington, her work focused on planning and permitting for water bank development and transactions, water bank administration, and developing legislative reports on water management. In Alaska, she has managed a wide range of water rights permitting projects for municipal, instream flow, irrigation, and industrial purposes, along with temporary water use authorizations. Ms. O’Brien is dedicated to assisting water users in managing their water rights portfolios, planning future water use, developing water banks, and managing SEPA Environmental Impact Statements (EIS).

Ms. Ray is the Robert and Irene Sylvester assistant professor in the Department of Civil & Environmental Engineering at the University of Washington. Ms. Ray received her B.S. degree in Chemical Engineering from Washington University in St. Louis in 2009. Upon graduation, she remained at Washington University in St. Louis to obtain a M.S. degree (2010, funded by the NSF GK-12 Graduate Research Fellowship) and a Ph.D. in Energy, Environmental & Chemical Engineering (2015, funded by the EPA Students to Achieve Results (STAR) Fellowship). During her Ph.D., Ms. Ray employed surface chemistry techniques to investigate interfacial reactions of nanomaterials in water. She then moved to California as a Miller Institute Postdoctoral Research Fellow at the University of California, Berkeley in the Department of Civil and Environmental Engineering. As a postdoc, Ms. Ray developed low-cost polymer-clay composites to treat urban stormwater. At the University of Washington, she is continuing to develop and characterize new composite materials for selective contaminant removal in water sources, and for enhanced degradation of persistent contaminants. Recent work includes development of materials for selective adsorption of per- and polyfluoroalkyl substances (PFAS), PFAS destruction, and oxidation of trace organics and sorption of trace metals in wastewater and stormwater matrices. Ms. Ray has also begun investigating the fate and transport of microplastics and associated contaminants in stormwater runoff and in wastewater treatment facilities. In recognition of her novel, interdisciplinary research addressing urban water supply and sustainability, Chemical & Engineering News named her one of the “Talented 12” honorees for 2020 as well as the NSF CAREER Award in 2022.

For three decades, Ms. Van Hulle has provided water right assistance to hundreds of communities, working closely with technical staff to secure new water supplies, often in challenging situations. She has built strong relationships with state regulators in the departments of ecology, health, and fish and wildlife and brings an excellent understanding of tribal water law. She is a Certified Water Rights Examiner. Ms. Van Hulle specializes in complicated water rights and water supply projects, especially in Washington and has built a reputation as an innovative problem solver. Her work includes implementing cost reimbursement projects for water right applications, evaluating existing water rights (beneficial use analyses), developing mitigation plans, and handling complex water management projects. Ms. Van Hulle brings a wealth of experience from her work with the Water Resources Program at the Washington Department of Ecology and from her ongoing work in the water resource field. Having helped develop many of Washington’s water resource policies, she is adept at supporting clients as they navigate the water-rights permitting process. In service to her field, she sits on the Lewis County Water Conservancy Board, a voluntary governmental organization tasked with evaluating and processing Applications for Change of Water Rights.

She holds a master’s degree in Environmental Policy and has been involved in surveying since 1974 in projects ranging from construction to boundary to environmental land use disputes. Ms. Lathrop is also a certified floodplain manager through the Association of State Flood Plain Managers (ASFPM) and a certified floodplain surveyor through the New Jersey Society of Professional Land Surveyors. A former adjunct instructor at Mercer County College in New Jersey, she has also taught as part of the team for the licensing exam review course at Drexel University in Pennsylvania. Ms. Lathrop has been teaching seminars for surveyors since 1986 and has been writing articles for surveyors since 1983. She is a contributing editor for The American Surveyor magazine, and she has four articles included in the American Bar Association’s text, Land Surveys: A Guide for Lawyers and Other Professionals. She and Stephen V. Mr. Horton served in the US Air Force and with the Illinois Department of Transportation in planning, design, construction, surveying and maintenance of civil engineering projects including commercial structures, airfields, utility systems and highways. He joined the full-time faculty at Parkland College in Champaign, IL, where he taught land surveying and construction management courses for 25 years. He founded the land surveying associate degree program at Parkland College in 2001.

Mr. Ash, CRE, joined Carlin & Ward in 2019 bringing 15 years of experience in real estate law for public projects to the representation of property owners in eminent domain acquisitions. Now a partner at Carlin, Ward, Ash & Heiart, LLC, his practice focuses on real estate litigation and trial advocacy in eminent domain matters and tax appeals. Ms. Brennan concentrates her practice in the fields of redevelopment, land use, and eminent domain. She handles transactional and litigation matters, as well as entitlements. She has extensive experience in negotiating and drafting redevelopment agreements and associated documents and legislation. Ms. Brennan has also drafted and defended zoning and land use ordinances. She has successfully challenged land use board decisions in both New York and New Jersey, and has successfully defended redevelopment designations and agreements in Superior Court in New Jersey. Ms. Brennan has also counseled businesses and communities related to aviation and airports regarding compliance with federal and state environmental regulations, including the development of OSHA-required coursework for airport employees. Before she was an attorney, Ms. Brennan was a duty manager for a major airline. Mr. Sokolove is a nationally recognized flood causation / flood damage attorney with over 45 years’ experience representing businesses, individuals, developers, communities, and nonprofit organizations in a wide range of legal and regulatory matters involving flood insurance, flood risks, floodplain management, sea level rise, wetland regulation, lender liability and eco-development. Bob heads up the firm’s Flood Litigation Team, the only one of its kind in the country, made up of lawyers and paralegals dedicated to the pursuit of flood claims on behalf of individuals and entities which have suffered flood losses. Judge Hillyer, Ret. is a Partner with Connolly, Hillyer & Ong, Inc., and Connolly, Hillyer and Welch Title Services. Judge Hillyer is a retired Judge with Tuscarawas County Court, Southern District in Uhrichsville, Ohio. He has more than 45 years of experience in mineral oil and gas law, and is legal counsel for multiple mineral, oil and gas companies.

Ms. Kramb is an architectural historian who has practiced throughout Ohio for over 28 years. She is passionate about history whether working in the Section 106 realm through her consulting business, sitting on state and local preservation boards, volunteering with her local historical society, or serving as a local council member. Ms. Kramb earned her B. A. degree from The Ohio State University and her J.D. degree from Capital University Law School.

Mr. Kuhl’s practice focuses on commercial litigation and real estate litigation, including land use and eminent domain. Mr. Pempus has been a risk manager for more than 18 years, with experience in architecture, engineering, land use, law and professional liability insurance, and a unique and well-rounded background in the construction industry. Prior to risk management, he has 25 years of experience in the practice of architecture and engineering, and as an adjunct professor teaching professional practice courses at the undergraduate and graduate levels for the last 37 years. As a Fellow of the American Institute of Architects and AIA National Ethics Council 2021 chair, he has demonstrated his impact on architectural profession. He is a licensed architect, attorney and property and casualty insurance agent.
