Michael E. Ayers PH.D.
Dr. Ayers is the president of Global Pavement Consultants, Inc. (GPC). GPC conducts business worldwide and concentrates primarily on pavement design, construction, evaluation, full-depth reclamation with cement, rehabilitation and concrete overlays. Dr. Ayers specializes in pavement analysis using the AASHTO Mechanistic-Empirical Pavement Design Procedure, forensic analysis, just-in-time-training prior to project start-up, troubleshooting both during and after construction and development and delivery of pavement and materials-related seminars and short courses.
Dr. Ayers has extensive experience in the design and construction of concrete overlays, concrete roadways, unbound and stabilized base courses including cement-treated bases, lean concrete bases, full-depth reclamation (FDR) utilizing existing asphalt materials and roller-compacted concrete (RCC). He recently completed development of the Aggregates and Portland Cement Concrete training modules for the Federal Highway Administration (FHWA) Highway Materials Engineering course, the design chapter for the new FDR Guidelines and several chapters in the new FHWA Guide for Concrete Pavement Distress Assessments and Solutions. He also serves as an expert witness on a variety of design and materials-related issues focusing on concrete and RCC pavements. He has substantial experience in field investigations and forensic studies and has conducted numerous large-scale investigations using the MIT SCAN B2 for determining embedded steel location and alignment in concrete pavements.
Dr. Ayers has been very active in the industry serving on a variety of National Cooperative Highway Research Program (NCHRP) expert tasks groups, FHWA projects and university-based research programs. He instructs design and construction courses for the University of Wisconsin, Halfmoon Education, FHWA and others. He is currently working on overseas projects in Belarus, Ukraine, and in Moldova, as well as numerous projects across the U.S.
Prior to founding GPC in January 2011, Dr. Ayers served as a director for the American Concrete Pavement Association (ACPA), in Rosement, Illinois. He managed the contractor-based education and training program and provided technical services for ACPA as well as contributing to a variety of projects for both the public and private sectors. He has also served as a university professor at Oklahoma State University, a division manager at ERES Consultants and a group leader at Applied Research Associates, Inc.

Certified Commercial, Hotel & Restaurant Water AuditorAfter 20 years in photography creating art, and selling and installing professional photography equipment, Mr. Williams decided to change careers and make the world a better place by becoming a LEED accredited professional through the US Green Building Council in 2006. LEED introduced him to water issues. Then there was drought. With a love of rivers and appreciation of water, he decided to focus on rainwater harvesting and water efficiency as Georgia entered its worst drought in its history from 2006 – 2009. In 2007, Mr. Williams started designing and installing rain harvesting systems. In 2008, he became an American Rainwater Catchment Systems Association accredited professional, ARCSA AP, and is currently a regional representative. In 2012, Mr. Williams began auditing commercial, institutional and multifamily buildings’ water use and providing solutions to reduce water use primarily through fixture upgrades. He spent the next several years auditing commercial, institutional and multifamily buildings as part of his job in sales and account management working for several different companies. In 2013, he landed the contract for fixture upgrades for the Bank of America Plaza’s LEED Silver Certification, reducing water by 57 percent, receiving all seven points and saving 2,669,360 gallons per year. The project won the USGBC’s Ebie award for water efficiency, the Atlanta Metro Chamber’s E3 award for water, the USGBC – GA Chrysalis award as well as the Atlanta Better Building Challenge award. In 2019, Mr. Williams started representing Sustainable Water’s WaterHub water recycling system that uses eco-engineering processes to clean wastewater for non-potable needs. Sustainable Water brought the WaterHub to Emory University, recycling more than 400,000 gallons daily. Currently, he is designing and installing rainwater systems in Georgia and helping others use water more efficiently through water audits, billing assessments and fixture recommendations. Mr. Williams is chair of the Ocmulgee Basin Advisory Committee of the Metro North Georgia Water Planning District and has been active since 2007. He still creates art though his photography.

Senior Wetland Scientist at Copperhead in Paint Lick, KYMr. Hunter currently leads the wetland and botany service with Copperhead Environmental Consulting and manages the company’s satellite office located in Staunton, Virginia. He began his career in 2015 working as a wetland scientist and wildlife biologist, and has since accrued extensive experience leading wetland delineations, conducting surveys for federal and state listed flora and fauna species and providing maintenance and monitoring services for wetland restoration projects. He completed Master’s level research at the College of William and Mary in Williamsburg, VA studying correlations between invasive plant prevalence, environmental factors, and native plant assemblages on wetland mitigation banks. He has worked as a wetland and stream mitigation manager and has led field surveys on large-scale energy projects, roadway expansions, commercial real estate, and federal land improvement projects. Mr. Hunter has developed and implemented botanical inventories and related research, invasive species management, and mitigation monitoring plans across Appalachia, the mid-Atlantic, and the southeastern United States. He was certified as a Professional Wetland Scientist (PWS) in 2023 by the Society of Wetland Scientists Professional Certification Program, and as a Qualified Hydrologic Professional (QHP) by the Tennessee Department of Environment and Conservation.

His experience in engineering and construction includes stream, site, and wetland restoration permitting, design and construction, stormwater management, and green infrastructure design. Most of his project experience is in the urban setting, integrating water features into the built environment. With dual degrees and certifications in Geology and Engineering and with experience as a regulator and in industry, Mr. Nortz collaborates with multidisciplinary teams, including those comprised of scientists, engineers, field technicians, administrators, owners, local/state officials, and contractors. He is passionate about healthy watersheds and the enjoyment of water features. As dean of the School of STEM and an associate professor of Biology at St. Thomas Aquinas College, she integrates research, education, and conservation to address human impacts on wetlands. Her work focuses on nutrient cycling, plant-based remediation techniques, and habitat restoration, including projects in the Adirondack Mountain wetlands and the New Jersey Pine Barrens. Dr. McKelvey has extensive experience in geotechnical engineering including site assessment and field investigations, deep and shallow foundation design for buildings, bridges, and other structures, retaining wall design, embankment stability, mechanically stabilized soil structures, and subsurface hydrology.

Nail is a professor in the Engineering Department at the University of Tennessee at Martin where he teaches a variety of courses including fluid mechanics, hydraulics and hydrology, and hydraulic and hydrologic modeling. He holds a professional engineer’s license based on having passed both the Civil and Mechanical discipline-specific exams. Prior to coming to UT-Martin in 2002, he worked as a research hydraulic engineer for the United States Army Corp of Engineers for 11 years. He continues to be professionally active by working summer internships, carrying on consulting work, supervising senior design projects, and regularly delivering continuation programs, all oriented around computational hydraulic and computational hydrologic modeling. Dr. Nail earned his B.M.E. degree from Auburn University and his M.S. and Ph.D. degrees from Texas A&M University.

He has led his own small civil engineering and land surveying practice for over 33 years with two offices and up to 28 employees. His experience includes designing private land developments, storm water management systems, sanitary sewer systems, wastewater treatment facilities, and roadways. His firm provides land surveying, construction management, engineering site design and a host of other professional services primarily for private, for-profit companies. He has been involved in the design of over 4000 residential single-family house lots many of which were open space or cluster developments, thousands of condominium units, and over 3 million square feet of commercial/ industrial/institutional space. He has advised MassDEP in numerous task forces and committees including as a present full member of the Stormwater Advisory Committee and on the Title 5, Septic System Stakeholders Group. He is currently the past president, past treasurer and member of the Board of Directors for HBRAM (the Massachusetts Homebuilders Association), past president of NEBA, and a national delegate of the National Association of Home Builders (NAHB) based in Washington, DC. In 2024 Mr Brem was appointed by Massachusetts Governor Maura Healey to serve on the prestigious “Unlocking Housing Production Commission” to advise the Governor and the Secretary of Housing and Livable Communities on strategies and recommendations to create over 230,000 new residential units in Massachusetts over the next 10 years. He is a proud 35+ year member of the Westford Rotary Club. He has co-authored, with Harvard Law School Professors Joseph William Singer and Brandon Storm, a legal case study on real estate development entitled the “Case of the Interfaith Neighbors”, July 2016 (PSW021-SM01). In addition to engineering, Mr. Brem has been a land developer and homebuilder recently constructing 25 residential homes in the metrowest area of Massachusetts. Civil Engineering Manager at Ware MalcombMr. Nuño is a civil engineering manager at the Denver office of Ware Malcomb. A 2008 graduate of the University of Notre Dame with a specialty in structural and environmental engineering, he has established himself as a leader in the field of drainage and erosion and sediment control. Water Compliance Engineer, The Ohio State UniversityMr. Halloran has worked for over 30 years in the field of stormwater, potable water, wastewater engineering design and construction. He has also worked as a design and construction engineer in the areas of municipal, industrial, and airport drainage among other areas. He serves as The Ohio State University’s water compliance engineer and has served as an adjunct faculty professor in the Civil, Environmental, and Geodetic Engineering Department (https://ceg.osu.edu/). He is also the faculty advisor for two student organizations. In the past, Mr. Halloran served as the town engineer for several communities and has promoted the concepts of sustainability throughout his career. Throughout his career he has encouraged the use of natural systems, such as constructed wetlands, and the conversion of retention basins using native wetland plants to improve stormwater retention, increase pollutant removal, and provide pollinator and wetland habitat. He earned a B.S. degree in Civil Engineering from The Ohio State University and a M.E. degree in Environmental Systems Engineering from Clemson University. He is a licensed professional engineer in the States of Ohio and Idaho.
