Associate Professor in the Engineering Department at the University of Tennessee at MartinDr. Gregory H. Nail is a professor in the Engineering Department at the University of Tennessee at Martin where he teaches a variety of courses including fluid mechanics, hydraulics and hydrology, and hydraulic and hydrologic modeling. He holds a professional engineer’s license based on having passed both the Civil and Mechanical discipline-specific exams. Prior to coming to UT-Martin in 2002, he worked as a research hydraulic engineer for the United States Army Corp of Engineers for 11 years. Pavements Engineer at California Nevada Cement Association in Chico, CAMr. Slocum joined CNCA as the Northern California/Northern Nevada pavements engineer in January 2014 before being promoted to Director of Engineering in 2020. He provides technical expertise, education, concrete resources, and several other services to municipalities, engineers, and developers to advance the understanding and use of cementitious roadway solutions for streets, highways, and parking areas. Mr. Slocum specializes in conventional concrete, full-depth reclamation, roller compacted concrete, concrete overlays, and pervious concrete, but is knowledgeable on most cement-related applications. He is the Past President of the American Concrete Institute (ACI NCAWNV Chapter) and ASCE Feather River Branch and is active in other local societies including APWA, SNCA, and others.
Prior to joining CNCA, Mr. Slocum worked as a geotechnical consulting engineer in Walnut Creek, California. Dr. Jose G. Vasconcelos
Professor in the Water Resources Group of the Department of Civil and Environmental Engineering at Auburn University.Dr. Vasconcelos obtained his BS degree in Civil Engineering (1995) and his MS degree in Environmental Technology and Water Resources (2000) at the University of Brasilia, Brazil. His PhD degree was obtained in 2005 at the University of Michigan, Ann Arbor. In the past he held a professor appointment at the University of Brasilia (2006-2009), and prior to this was an employee in the area of water resources at the waterworks authority in Brasilia (CAESB, 1999-2006), and prior to that at Brazil Federal District’s urban infrastructure company (NOVACAP, 1996-1999). His research interests include unsteady/multiphase flows, urban water infrastructure, headwater watersheds, and interactions between surface water and groundwater flows. Applications of his research include understanding operational issues and behavior of hydraulic systems in extreme flow conditions, often caused by extreme rainfall and urbanization. Dr. Vasconcelos’ techniques include laboratory investigations, numerical modeling development and field work research. He serves as an associate editor of the ASCE Journal of Hydraulic Engineering, MDPI Water and CHI Journal of Water Management Modeling. Dr. Vasconcelos also serves as chair of the ASCE-EWRI Two-phase Flows in Urban Water Systems committee, and past chair of the Hydraulic Structures Committee. He serves as a reviewer for various journals in the area of hydraulics, fluid mechanics, and water resources. As a consultant, he has contributed toward the design of several hydraulic systems, including the Washington DC Anacostia Tunnel and London’s Thames Tideway Tunnel. Dr. Vasconcelos has published 58 articles in peer-reviewed journals, 16 chapters in peer-reviewed books and monographs, and over 70 papers in international conferences and meetings, among other types of creative production. He has advised five PhD students and 22 MS students, and has served on various graduate student committees. During his career, Dr. Vasconcelos was the recipient of the 2022 Outstanding Associate Editor Award from the Environmental and Water Resources Institute, American Society of Civil Engineers; the 2018 Telford Premium from the Institution of Civil Engineers, UK; and the 2014 James M. Robbins National Excellence in Teaching Award from Chi Epsilon, among other distinctions. He serves as one of the advisors for the Auburn University student chapter of Engineers Without Borders, having developed drinking water systems in Rwanda and Guatemala.

Senior Project Manager at Horner & Shifrin, Inc.Mr. Rovak is a professional engineer and certified floodplain manager with over 40 years of experience in all aspects of floodplain management. His work requires understanding of FEMA regulations and interpretation of FEMA Flood Maps (FIRMs) and Flood Insurance Studies (FIS). Mr. Rovak has extensive experience in Letters of Map Changes (LOMCs), particularly Letters of Map Revisions (LOMRs), which have ranged from single reaches along a channel to large areas affecting many map panels. Related studies have ensured that infrastructure improvements such as bridges or docking facilities would not cause increase in flood heights (“no-rise” studies).
Mr. Rovak’s experience has covered riverine flooding (river and creek channels) as well as level- pool environments (lakes and landlocked floodwater storage). After completing a doctorate at the University of California at Davis in 1983, Dr. Deverel worked as a Researcher at the US Geological Survey until 1991. During this period, he investigated the hydrologic and geochemical processes associated with land subsidence. From 1991 to 1994, he served as the Assistant District Chief for the US Geological Survey California District, overseeing data collection and research for northern California. Since May 1994, he has worked in the private sector, opened a consulting firm in 1996 and cofounded HydroFocus, Inc. in 1998. Steven has authored numerous publications related to land subsidence and strategies for mitigating subsidence and has also led and participated in key investigations into impacts of subsidence on ecosystem processes, agriculture, and infrastructure. Steven is a registered Professional Geologist in California and Arizona, a registered Professional Geoscientist in Texas, a certified Hydrogeologist in California and a registered Professional Hydrologist with the American Institute of Hydrology.

Michael Fortuna

Previously, he served as a research fellow at The Earth Institute at Columbia University, and a Fulbright Scholar in Venice, Italy. Civil Engineer in Birmingham, ALMs. May is a multi-state licensed professional civil engineer with over 15 years of work experience in transportation design and construction, civil site design, and environmental planning and compliance. She is the president and principal engineer of her own women-owned small business (WOSB) engineering firm. Ms. May attended the University of Alabama and holds a B.S. degree in Civil Engineering. Her areas of expertise include public works processes for local, state, and federal projects; designing and managing capital improvements projects; developing project scope documents; creating project estimates and budgets; preparing design drawings; developing specifications for bidding purposes; and managing projects during construction. Ms. May develops course curriculums and instructs PDH seminars and professional engineering exam review courses. President and CEO at Integrity Stormwater in Spring, TXMr. Flack has earned his designations, among select thousands in the world, as a Certified Professional in Erosion & Sediment Controls (CPESC) as well as his designation as a Certified Erosion, Sediment and Storm Water Inspector (CESSWI), lending his experience and training to his customers to consult them in all their stormwater needs. He has also earned his status as a Qualified Compliance Inspector of Stormwater (QCIS) and as a Qualified Preparer of Storm Water Pollution Prevention Plans (QPSWPPP.) He also earned the Certified Erosion and Sediment Control Lead (CESCL), which is a 17.5-hour certificate program as required by Washington State for all construction stormwater management. He is a subject matter expert and lead instructor for StormwaterONE, which has established itself as the leader in stormwater management training and credentialing, the school’s mission is to provide their students with the most comprehensive and up to date training of individual stormwater permits, online or in-person.
Brad has been invited to speak in-person on storm water and erosion control issues in many locations, including California, Texas, Tennessee, Louisiana, Wyoming, Oregon, Colorado, Ohio and New Mexico, as well as internationally in Antigua, Guatemala, and in San Jose, Costa Rica. Furthermore, he has provided virtual online training for a wide variety of organizations across the country, including the Army Corps of Engineers, Maryland Stadium Authority, and more.
Additionally, he served as president and administrative vice president for the South-Central Chapter of the International Erosion Control Association. Furthermore, he directed the IECA Region 1 Education Committee: Stormwater Management Track as co-chair, which encompasses North America, South America and Europe. Brad also sat as the Region 6 Chapter President for EnviroCert International (ECI) and was a member of the Policies and Procedures Committee for ECI. He has served as the Region 7 representative for the CPESC, Inc., group as well as the technical vice-chair for the Council. He has been an IECA Mentor and served as a TCEQ EnviroMentor.
Brad has been involved with Stormwater Quality Management since 2004 where he learned about permitting, turf establishment, erosion control and detention pond maintenance and has continued to be a student of the industry throughout his career. His attention to detail and depth of knowledge about structural control devices, vegetative stabilization and best management practices are a valuable asset to his clients and students.
His wife is his high school sweetheart, and they have been married for over 20 years and have three sons. Brad has also actively served at his church and has ventured on over a dozen mission trips, from drilling for water in rural villages in Honduras to assisting in hurricane recovery efforts in Puerto Rico. Brad was the Director of Hands and Feet Honduras/Puerto Rico, a 501(c)3 organization for over eight years.

Nick Wrenn
Arborist with Living Soil Tree FarmMr. Wrenn has been in a deep relationship with trees for as long as he can remember. As a young child he could always be found in the woods playing amongst the trees. During high school and college, Mr. Wrenn worked as a landscaper in the suburban environment just outside Philadelphia, Pennsylvania. College took him down a different road where he studied civil engineering and worked on highway projects. His formal work with plants began in earnest after leaving his job in construction management in early 2020. Since that time Mr. Wrenn has been fully committed to working with plants, especially trees. As he explored various plant-based careers, he came across the work of Dr. Elaine Ingham and in 2021 completed the Soil Food Web School foundations courses. With an appreciation and understanding of the soil food web as a foundation, he went on to research permaculture, compost production, regenerative agriculture, plant breeding/seed saving and agroforestry. Over the past four years Mr. Wrenn has filled various roles on small-scale farms, completed compost production trainings, attended various workshops, and co-run several seed swaps. His main work over the past three years has been to establish a tree nursery and food forest on his grandparent’s farm in Cedar Grove, North Carolina, where Mr. Wrenn grows thousands of mostly native, mostly food-producing trees each year. These trees are offered bare root during the dormant season. The nursery also offers various tree seeds and cuttings and a small selection of potted plants. In 2024 Mr. Wrenn worked to establish a second nursery site in Bassett, Virginia, where he now lives. He uses the old nursery and food forest site in North Carolina to explore various low-input techniques for establishing trees and shrubs.

Civil Engineering Manager at Ware MalcombMr. Nuño is a civil engineering manager at the Denver office of Ware Malcomb. A 2008 graduate of the University of Notre Dame with a specialty in structural and environmental engineering, he has established himself as a leader in the field of drainage and erosion and sediment control. In his 15-year career, Mr. Nuño has excelled in the design of land development projects including grading, utility design, stormwater management, and erosion control. Through his experiences as a consulting engineer, he has prepared civil construction plans for such clients as Marriott International, San Diego Gas & Electric (SDG&E), Lennar Homes, Oakwood Homes, and Kiewit Infrastructure West. In the field, Mr. Nuño has provided stormwater inspection services for SDG&E, Caesars Entertainment Group, and public agencies such as the City of Carlsbad, California, and the Town of Elizabeth, Colorado. He has managed civil projects in 17 different states and prides himself on working with developers, architects, and contractors to bridge the gap between regulatory compliance and constructability in the field. Mr. Nuño is a registered professional engineer in Colorado, Montana, Wyoming, and California; a Certified Floodplain Manager; a certified professional in erosion and sediment control, a Colorado LEED accredited professional, and a qualified SWPPP developer/practitioner.
