Principal in Noviello & Noviello, Esqs. and Principal in Matthew A. R. Joseph Sexton

Prior to that, he was a senior fellow with the Business and Society Program at The Aspen Institute, developing corporate social responsibility and sustainability programs at business schools in China.
From 2003 to 2005, Mr. Bunch served as Executive Director of the Bainbridge Graduate Institute near Seattle, Washington, the first independent graduate school of sustainable business in the United States. From 1996 to 2003, he was Business Education Director at the World Resources Institute in Washington, DC, supporting the development of teaching and research programs on environment and sustainability at business schools worldwide. Between college and graduate school, he worked with Public Interest Research Group (PIRG) organizations in DC, Connecticut, Massachusetts, and Washington State, culminating in a three-year tenure as Executive Director of WashPIRG. He continues to serve on the boards of WashPIRG and the WashPIRG Foundation.
Mr. Bunch chairs the Planning Commission in Ann Arbor Charter Township, Michigan, which recently completed its updated master plan, including updates to transportation, infrastructure, open space, agriculture, and water goals, as well as strengthened provisions to reduce nuisances related to noise, light, and traffic.He holds an MBA with an Environmental Management certificate from the University of Washington and a BS in Political Science from Yale University. Mr. Bunch and his family reside in Ann Arbor, Michigan.
Noah Hall
Founder, Great Lakes Environmental Law Center, in Detroit, MIMr. Hall’s expertise is in environmental and water law, and his research focuses on issues of environmental governance, federalism, and transboundary pollution and resource management. He joined the Wayne Law faculty in 2005. For the 2014-15 academic year, he served as the Law School’s associate dean for student affairs. Previously, he taught at the University of Michigan Law School and was an attorney with the National Wildlife Federation, where he managed the Great Lakes Water Resources Program for the nation’s largest conservation organization. Mr. Hall also worked in private practice for several years, representing a variety of business and public-interest clients in litigated and regulatory matters. He has extensive litigation experience and numerous published decisions in state and federal courts. Mr. Hall continues to represent a variety of clients in significant environmental policy disputes. From 2016-2019, he served as special assistant attorney general for Michigan for the Flint water investigation. Mr. Hall is founder of the Great Lakes Environmental Law Center, a nonprofit environmental organization that provides legal assistance to community organizations, environmental non-governmental organizations, and local, state and regional governments. He continues to serve as the Great Lakes Environmental Law Center’s scholarship director. He graduated from the University of Michigan Law School and University of Michigan School of Natural Resources and Environment, concentrating in environmental policy. After law school, Mr. Hall clerked for the Hon. Kathleen A. Blatz, chief justice of the Minnesota Supreme Court.
Michelle C. Harrell
Attorney with Taft Stettinius & Hollister, LLP, in Southfield, MIMs. Harrell is a litigation attorney and strategic legal consultant. Rhett Larson
Professor of Water Law, Arizona State University’s Sandra Day O’Connor College of Law, in Phoenix, AZMr. Larson is the Richard Morrison Professor of Water Law at Arizona State University’s Sandra Day O’Connor College of Law. He is a faculty fellow in the Center for Law and Global Affairs, and the Center for Law, Science, and Innovation. He is the Principal Investigator on a USAID-funded applied research project improving water supplies for refugee host communities in Lebanon and Jordan. Professor Larson was a visiting professor and Fulbright Scholar at the Pontifical Catholic University of Ecuador, a PLuS Alliance visiting fellow with the University of New South Wales in Sydney, Australia, a Lady Davis Fellow and visiting professor at the Hebrew University of Jerusalem. He is the author of Just Add Water: Solving the World’s Problems Using its Most Precious Resource (Oxford University Press, 2020). Professor Larson also practiced environmental and natural resource law with law firms in Arizona, focusing on water rights, water quality, and real estate transactions.

National Society of Professional Surveyors, in Fraser, COMr. Ward began surveying with his father in 1972 and became the crew chief for an engineering boundary surveying firm in 1984. He was licensed in Colorado in 1989 and in Oklahoma in 2015. Mr. Ward was the lead surveyor for Glenwood Canyon “Hanging Lakes Tunnels”, and I-70 bridge, 1989. In 1990, he was elected Grand County Surveyor which is a role he still has today. Mr. Ward is currently member of National Society of Professional Surveyors (NSPS) Trig-Star Committee, and he has written all text and coordinated construction of four displays currently at the Four Corners Monument, which describes the history of the survey of the Four Corners Monument, the only place in the U.S. where four States meet, and also where two Indian Reservations meet. Mr. Warren was the recipient of “Key Governor” award for 2010, NSPS and is currently an instructor for PLSC’s “Refresher Course”.

Colin Crawford
Dean of UA Little Rock William H. Bowen School of Law, in Little Rock, ARMr. Crawford was appointed dean of the UA Little Rock William H. Bowen School of Law in July 2023, having previously served as dean in law schools in Louisville, Kentucky and San Francisco, California. Prior to becoming an academic administrator, Dean Crawford was a tenured member of the faculty at Tulane University, where he served as the law school’s Robert C. Cudd Professor of Environmental Law. Before that he was, among other roles, a tenured member of the faculty at the Georgia State University College of Law, where he founded and co-directed the Center for the Comparative Study of Metropolitan Growth. In the classroom, Dean Crawford has taught Real Property Law as well as a wide range of land use and environmental law courses.
Joseph W. Price II
Quattlebaum, Grooms & Tull PLLC, in Springdale, ARMr. Price is an experienced litigator and focuses his practice on civil litigation, representing clients in matters involving breach of contract, negligence, fraud, defamation, products liability, eminent domain, the Freedom of Information Act, the Administrative Procedures Act, and OSHA compliance. Mr. Price has extensive trial experience, including a defense verdict in a multimillion-dollar partnership dispute involving allegations of breach of contract, fiduciary duty, fraud, and conversion.
He has also served as lead counsel in numerous plaintiff-side cases, obtaining over $2 million in total judgments for clients in breach of contract, negligence, and unlawful detainer actions. In the area of eminent domain, Mr. Price represents both property owners and condemning authorities. His work includes successfully securing property for school expansions and achieving full-value awards for landowners in condemnation proceedings. In one case, a jury awarded nearly $100,000 to his client after a condemning authority refused compensation for a leasehold interest.
Beyond litigation, Mr. Price advocates for legislative change at the state and local levels. He drafted and helped pass Arkansas Code Annotated § 27-67-317, enabling property owners to recover costs and attorney’s fees in eminent domain actions. He has also contributed to legislation aimed at protecting minors, working in partnership with the Arkansas Bar Association and the state legislature. Mr. Price has further supported federal investigations involving financial misconduct, assisting agencies such as the FBI, Secret Service, and U.S. Attorney’s Office in the successful prosecution of corporate fraud.
Admitted to practice law in Arkansas in 2007, Mr. Price was also admitted to practice in the United States District Court for the Eastern and Western Districts of Arkansas and the United States Court of Appeals for the Eighth Circuit in 2007. Mr. Price is a frequent lecturer to industry groups and has contributed to numerous industry publications.
Edward Swaim
Executive Director, Bayou Meto Water Management District, in Lonoke, ARMr. Swaim has served as Executive Director of the Bayou Meto Water Management District since April of 2019. The district was formed in 1991 to provide irrigation water, flood control, and wildlife habitat to over 750,000 acres in Lonoke, Jefferson, Prairie, and Arkansas counties. The project involves multiple federal, state, local, and private partners, and is currently under construction. Prior to working for Bayou Meto, he had been chief of the Water Management Division of the Arkansas Natural Resources Commission since October of 2010. A major achievement during Mr. Swaim’s time in the job was involving over 1,000 citizens to update the Arkansas Water Plan. Since completing the plan update, implementation has included better water use reporting and data on groundwater use and availability, formulation of several watershed management plans to reduce nonpoint source pollution, creation of a statewide drought planning workgroup, and building better relationships between agencies and with the public.
Mr. Swaim was general counsel (2003 to 2010) and associate general counsel (1995 to 2001) for the Commission and an assistant attorney general (2001 to 2003). All three positions with the Natural Resources Commission included legal, data, policy, and programmatic support for the Bayou Meto project and its companion to the east, the Grand Prairie Area Demonstration Project. From 2001 to 2012, he served as a Judge Advocate officer in the US Army Reserve. He is also a member of the Plum Bayou Irrigation District board of directors. Plum Bayou distributes Arkansas River water to over 14,000 acres of farmland near England, Arkansas. Mr. Swaim is from England, Arkansas, in the Bayou Meto project area. He earned a bachelor’s degree from Hendrix College and a law degree from the University of Arkansas School of Law.

W. Richard Laton, Ph.D., PG, CHg, CPG
Professor of Hydrogeology at California State University, in Fullerton, CADr. Laton is an expert in the field of geology/hydrology/hydrogeology. He is the 2014 recipient of the prestigious Ross Oliver Award. This is a continuation of a career that includes years of teaching, consulting, litigation support and management experience. Dr. Laton possesses extensive knowledge in the areas of hydrogeology, soil and water contamination, hydrology and surface water, wetlands, coastal monitoring/ geomorphology, field sampling techniques and well hydraulics-well design, as well as environmental remote sensing/GIS. His classes at the university encompass water quality, environmental sampling, groundwater modeling, well hydraulics, oceanography and basic geology. Dr. Laton enjoys introducing students to applied research and acts as the faculty adviser to many upper-level students. He also has acted as a consultant for numerous companies and agencies that need input on the above subjects, as well as natural hazard
assessment and mapping.
John Moynier
Vice President with David Evans and Associates (DEA), in Tustin, CAMr. Moynier has roughly 40 years of experience in the water resource engineering and environmental resources fields and began his career in operations and management of a public water/ wastewater utilities agency. He is a Certified Floodplain Manager (CFM) and a Certified Environmental Professional (CEP) and is recognized as an expert in the field of water supply planning and management. Mr. Moynier is an elected member of the Board of Directors for the Floodplain Management Association (FMA) and served as Water Resource Chair for the Board of Directors for the National Association of Environmental Professionals (NAEP). Of Counsel, Dorsey & Whitney, LLP, in Phoenix, AZMr. Breedlove focuses his practice on water rights transactions and permitting, state and federal land permitting, mining, administrative law, and governmental relations. His experience includes a wide variety of water rights transactions (groundwater, surface water, and Colorado River entitlements), assured water supply permitting, consultation on compliance with active management area management plans, water rights due diligence and permitting, state land acquisition, and National Historic Preservation Act compliance. John Burnside
