On-Call Pavement Preservation Engineer with the National Center for Pavement PreservationIn this role, Mr. Eberly provides technical support and expertise to effectively address pavement preservation-related activities, such as outreach and training, to further the state of the knowledge and the practice. He has worked in the asphalt paving and pavement preservation industry since 1983 and has held multiple operations and sales positions at various contracting and manufacturing companies. Mr. Eberly is a graduate of Kansas State University with a degree in Civil Engineering Technology and Surveying. He has experience in estimating, project management and supervision of micro surfacing, slurry seal, chip seal, cold in-place recycling, full depth reclamation, soil stabilization and crack treatment projects. He is a past-president of the International Slurry Surfacing Association (ISSA) and is chairman of the Quality and Education Committee. Mr. Eberly lives in Ohio with his wife and their Australian Shepherd named Cooper.

Technical representative with Pavement Technology Inc.Mr. Evers joined Pavement Technology Inc. in 2012. He also serves as the executive coordinator of the Florida Pavement Preservation Council (FPPC). Mr. Evers has 29 years of experience in the heavy highway construction industry. He has been involved in all facets of the asphalt industry from binder supplier to contractor – consultant to association leader. Mr. Evers is the past-president of the American Public Works Association (APWA) Florida Chapter where he founded the Public Works Director Roundtable. As an active educator for the public works industry, he has spoken at 54 conferences, is the author of 32 magazine articles on Public Works and Pavement Preservation and produced over 40 hours of recorded webinars through Florida LTAP and FPPC. APWA National bestowed him with their highest honor, Top Ten Public Works Leader of 2023. Mr. Evers is married with 16-year-old twins and lives in Vero Beach, FL.

Dr. Gregory H. Tess Wynn Thompson Associate Professor in Biological Systems Engineering at Virginia Tech
Dr. Thompson has degrees in agricultural, civil, and biological systems engineering and has worked as an engineer in state government and private consulting. Her research in stream and wetland restoration focuses on the role of vegetation in flow resistance and streambank erosion, mitigating the impacts of urban development on stream systems, and predicting the onset and rate of streambank erosion. She teaches courses in hydrology, fluvial geomorphology, and stream restoration. A former president of the American Ecological Engineering Society, she currently serves as vice-chair of the River Restoration Committee of ASCE-EWRI and on the advisory board for the International Ecological Engineering Society.

She continues to serve as a part-time associate teaching professor of Geography at The Pennsylvania State University, where for 17 years she was the lead faculty for the Graduate Certificate in Remote Sensing and Earth Observation in the Online Geospatial Program. Prior to joining the private sector, Ms. Schuckman worked for the USGS National Mapping Division, in Menlo Park, California. She is a former vice chair of the NOAA Advisory Committee on Commercial Remote Sensing (ACCRES) and a member of the National Research Council Committees on Floodplain Mapping Technologies and FEMA Flood Map Accuracy. Since 1996 he has provided a broad range of services to local, state, and federal agencies, as well as private clients to restore riparian, wetland, and upland habitats from the peaks to the prairies. With 32 years of experience, and over 250 restoration-related projects completed, his knowledge spans the Western US, with experience in Ecuador, Mexico, El Salvador, and elsewhere. Emeritus Professor, Civil and Environmental Engineering, Utah State UniversityWilliam Rahmeyer is an emeritus professor of Civil and Environmental Engineering at Utah State University (USU), and for 31 years he was on the faculty at USU and for 10 years as research faculty at Colorado State University. Professor Rahmeyer is the past department head of Civil and Environmental Engineering at USU as well as the senior professor of the Hydraulics and Fluid Mechanics program of the Utah Water Research Laboratory. He also served at USU as the director of the Hydro Composite Modeling Program, the division head of Water Engineering, the interim division head of both the Structures Division and the Transportation Division, and as the Undergraduate Curriculum Division head. Professor Rahmeyer is currently part-time as a senior associate for Ayres and Associates in Fort Collins, Colorado where his primary role is to conduct national workshops in hydraulics, culvert flow, and urban drainage for the National Hydraulic Institute of FWHA. He is a fellow and lifetime member in the American Society of Civil Engineers. Professor Rahmeyer has been a member of several professional societies, and serve on committees for the American Society of Engineering Educators (ASEE), the American Society of Civil Engineers (ASCE), the International Association of Hydraulic Research (IAHR), the Association of State Dam Safety Officers (ASDSO), the Instrument Society of America (ISA), the American Water Works Association (AWWA), the International Erosion Control Association (IECA), and the American Society of Heating and Refrigeration Association (ASHRAE). He has regularly attended and presented at the annual conferences of ASDSO, ASEE, ASCE, IAHR, ASCE National Department Heads, and the Transportation Research Board (TRB). In the past, he has been a member of the United States Committee on Large Dams (USCOLD) and the International Committee on Large Dams (ICOLD). Over the last several years, Professor Rahmeyer has created and presented a workshop on open channel flow for Half Moon Education and finished serving on the Bluestone Dam UASCE IEPA and on several 100% DDR review panels for the USACE. He has been on the board of directors for the Utah Floodplain and Storm Water Management Association since 1986. Professor Rahmeyer was a member the 2008 Bettelle “Final Independent Peer Review Report for U.S. Army Corps of Engineers on the Vegetation Policy for Local Flood Damage Reduction Systems” which reviewed many of the guidelines and policies for management of levees, floodwalls, embankment dams, and appurtenant structures. Some of his recent awards include the AHRAE Technical/Symposium Paper Award, the ASHRAE Crosby Field Award for Research, and the South Pacific Division Regional Project Delivery Team Award from the U.S. Army Corps of Engineers. He has received the Idaho Transportation Department 2012 Excellence in Transportation Award and the 2011 ACEC of Idaho Engineering Excellence Grand Award for the I-84 New York Canal Modeling and Modification. Professor Rahmeyer further received an honorable mention at the 2012 National AECE award ceremonies for his work with the I-84 New York Canal.
