Wendy Lathrop, PLS, CFM, CFS
President and Owner of Cadastral Consulting, LLCMs. Lathrop is licensed as a professional land surveyor in New Jersey, Pennsylvania, Delaware, and Maryland, and as a professional planner in New Jersey. She holds a master’s degree in Environmental Policy and has been involved in surveying since 1974 in projects ranging from construction to boundary to environmental land use disputes. Ms. Lathrop is also a certified floodplain manager through the Association of State Flood Plain Managers (ASFPM) and a certified floodplain surveyor through the New Jersey Society of Professional Land Surveyors. A former adjunct instructor at Mercer County College in New Jersey, she has also taught as part of the team for the licensing exam review course at Drexel University in Pennsylvania. Ms. Lathrop has been teaching seminars for surveyors since 1986 and has been writing articles for surveyors since 1983. She is a contributing editor for The American Surveyor magazine, and she has four articles included in the American Bar Association’s text, Land Surveys: A Guide for Lawyers and Other Professionals. She and Stephen V. Estopinal, PLS, PE co–authored a book entitled Professional Surveyors and Real Property Descriptions: Composition, Construction, and Comprehension, published by John Wiley & Sons, Inc. in 2011. She is also on the faculty of GeoLearn, a web-based educational provider. Ms. Lathrop is a past president of the New Jersey Society of Professional Land Surveyors and of the National Society of Professional Surveyors, and she has served on the Board of Directors for the American Association for Geodetic Surveying.

Christopher "CJ" Aker
New Jersey Architect & EducatorMr. Aker, known to many as CJ Aker, is a dedicated architect with deep roots in New Jersey. Born in Belmar and raised on a 12-acre horse farm in Howell, he developed a strong work ethic from an early age. After graduating from Howell High School, he began his architectural journey working for local architect Rich Grasso in Manasquan. His early freelance work, particularly on house raises and lifts after Hurricane Sandy, solidified his passion for architecture. CJ pursued formal education at Brookdale Community College’s architecture associate program, which he still considers his most valuable educational experience. He later attended NJIT and Drexel University, where he earned his bachelor’s degree in Architecture in 2014. While balancing work and studies, he gained invaluable experience at OSK Design Partners, contributing to high-end residential projects along the coast in Southern New Jersey.
In 2018, CJ became a licensed architect and returned to Howell Township to establish his own residential architecture practice in Point Pleasant. As demand grew, articularly during the COVID-19 housing boom, he leveraged his expertise in floodplain regulations, municipal codes, and modern design technologies to create sought-after homes in Monmouth and Ocean counties.
Today, CJ leads a small but talented team, Akertect Design LLC, specializing in custom highend residences along the Jersey Shore. He remains dedicated to his craft, continuously learning, and collaborating with top builders to shape the future of luxury home design. When he’s not designing, CJ enjoys time with his wife and two sons, Jack and Logan, born in 2019 and 2021.

Devani Jolman
Scientist/Ph.D. candidate - Old Dominion University, in Norfolk, VAMs. Jolman is a 3rd year Ecological Sciences PhD Candidate at Old Dominion University in Norfolk, Virginia. Her research focuses on understanding the ecological consequences of natural plant hybridization (crossing of two species) by studying wild hybrid blueberries across Virginia. Ms. Jolman research relies on the classification of plants to identify hybrids and their parent species; she uses genetics, plant traits, and pollinator interactions to explore the impact of hybrid plants. With the presence of hybrid plants increasing due to climate change, this work is increasingly relevant for conservation, management, and restoration purposes. In 2018, Ms. Jolman received a Bachelor of Science in Biology from Calvin University in Michigan; her undergraduate research worked to inventory the flora of West Michigan, relying heavily on plant identification in the field. Tristram G. Seidler, Ph.D.
Extension Assistant Professor of Biology with the University of Massachusetts AmherstMr. Seidler was trained in plant ecology at the University of California Santa Cruz, and obtained his PhD at Harvard University, where he studied the spatial distribution of tropical trees in the ultra-diverse rainforest of Malaysia. He continued with a post-doc at Imperial College of London’s Centre for Population Biology, where he studied invasive plants in the herbaceous community of Argentina’s flooding pampas. After returning to the US, he took a job with Native Plant Trust, a not-for-profit organization that monitors rare plants in New England, among other activities. While there, he ran the Royal Kew Garden’s Millennium Seed Bank’s Northeast US seed banking program, and built a seed bank for the seeds of rare and endangered plants for Native Plant Trust. In 2013 he took a faculty position at the University of Massachusetts Amherst, where he is Curator of the University of Massachusetts Herbarium, a medium-sized herbarium of 250,000 specimens, and teaches courses in botany and ecology.

Mr. Hanrahan has also served as a guest lecturer at the University of Mississippi, Ohio Northern University, University of New England, and Vermont Technical College. Engineer with Coastal Engineering Services LLCMs. Harden, ensures the safety and maintenance of the Florida coastline through Coastal and Civil Engineering services. She serves the coastal communities of Florida in many ways from erosion control, environmental monitoring, dredging, and other marine construction measures. Ms. Harden has 10 years of professional experience on projects all over the coastal U.S., working in Alaska, California, Louisiana, Washington, and her home state of Florida. Prior to starting her own consulting firm, Ms. Harden worked for Manson Construction, one of the leaders in the U.S. dredging and marine construction industry, Orion (another large marine construction company), as well as a freelancer in the same field ensuring that large scale dredging and marine construction projects were completed on time, as planned, and within budget. She has a bachelor’s degree in Civil Engineering from the University of North Florida, and is registered to sit for the Florida PE exam in August of 2025. She plans to expand her company, Coastal Engineering Services LLC, to find new ways to create coastal resiliency all over the United States and beyond.

Jonathan Lefcheck, Ph.D.
Research Scientist at University of Maryland Center for Environmental ScienceDr. Jonathan Lefcheck is a Research Scientist at University of Maryland Center for Environmental Science. His work focuses on developing and implementing coastal conservation and restoration and improving our understanding of the central role of biodiversity in maintaining healthy ecosystems. He regularly interacts with scientists, managers, and volunteers around the world to better understand, monitor, conserve, and restore coastal ecosystems for the benefit of both nature and people. Dr. Lefcheck has published over 80 peer-reviewed articles in the scientific literature, including in top-ranking journals such as Nature and Science, and his work has been featured by the Washington Post, New York Times, Smithsonian Magazine, and NPR. He has an enduring affinity for seagrasses, but has worked in an array of habitats, from coral and oyster reefs to mangroves to hydrothermal vents to agricultural crops and terrestrial forests. Dr. Lefcheck has received the Cozzarelli Prize from the National Academy of Science for his work on restoring the Chesapeake Bay, and the Secretary’s Prize from the Smithsonian Institution for his study demonstrating the global importance of maintaining reef fish diversity. He received his Ph.D. in Marine Science from the College of William & Mary in 2015 and was a post-doctoral researcher at the Virginia Institute of Marine Science and the Bigelow Laboratory for Ocean Sciences. Before his current post, he served as the Coordinating Scientist for the MarineGEO program at the Smithsonian Institution.
William "Bill" Nechamen, CFM
Principal and Owner of Nechamen Consulting, LLCMr. Nechamen was the Floodplain Coordinator for the State of New York Department of Environmental Conservation for 21 years. During that period, he helped to promote higher floodplain standards in New York, including enacting a two foot “freeboard” requirement in New York’s building code, saving property owners millions of dollars in flood losses and flood insurance premiums. One of the founders of the New York State Floodplain and Stormwater Managers Association (NYSFSMA), a professional association with over 600 active members, He was their first Chair and currently serves the Association as its treasurer.
Mr. Nechamen has been a Board member of the Association of State Floodplain Managers (ASFPM) at various times for 13 years. ASFPM represents over 15,000 professionals across the United States and internationally and is a key national voice in policies designed to reduce flood risk while preserving the natural and beneficial functions of floodplains. He served as chair (2013-2015), vice-chair (2011-2013) and treasurer (2008-2010) and is currently co-chair of the Floodplain Regulations Committee. Mr. Nechamen has received the ASFPM Meritorious Lifetime Achievement in Floodplain Management Award.
In his capacity as Floodplain Coordinator, he has led workshops and training sessions on the National Flood Insurance Program (NFIP), floodplain management and regulations, understanding and interpreting flood maps, flood insurance and the Community Rating System.
Peter Slovinsky
Marine Biologist, Maine Geological SurveyMr. Slovinsky is a Marine Geologist with the Maine Geological Survey, where he has worked since 2001. He leads Maine’s beach and nearshore mapping programs, and is an expert in coastal erosion, sea level rise, and conducting vulnerability assessments and resilience and adaptation planning. Mr. Slovinsky helps communities visualize coastal hazards and develop viable local and regional adaptation strategies and enjoys making technical science understandable to a variety of different stakeholder audiences. He is a past co-author of the sea level rise chapter for the Scientific Assessment of Climate Change and Its Effects in Maine report by the Maine Climate Council’s Scientific and Technical Subcommittee, is a lead author for the same section for the 2024 update and also serves on the Climate Council’s Community Resilience Working Group and Infrastructure Rebuilding and Resilience Commission.
